A
All
right,
everyone
welcome
to
the
regular
meeting
of
the
City
Planning
Commission
today
is
Monday
August
1st.
My
name
is
Alyssa
Olson
and
I'm.
The
president
of
the
Planning
Commission,
the
city,
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
YouTube
channel
as
a
means
of
increasing
Public,
Access
and
transparency.
This
meeting
is
public
and
subject
to
the
Minnesota
open
meeting
law.
At
this
time,
I'll
ask
clerk
to
call
the
roll.
C
A
Okay,
the
August
1st
minute.
Sorry,
my
script
is
different.
Okay,
a
motion
to
approve
the
minutes
from
August
1st,
so
moved.
Do
it
again,
a
second
all
right
we
have
a
motion
and
a
second
is
there
any
discussion
all
right,
seeing
none
all
in
favor
say.
C
A
All
opposed
any
abstentions,
all
right
that
motion
passes
and
the
minutes
are
adopted.
Next,
we're
going
to
organize
our
agenda
for
the
day,
which
is
available
again
at
limbs.minneapolis
mn.gov
or
you
can
grab
a
paper
copy
over
there
by
the
clerk.
A
So
we're
gonna
read
through
the
items
decide
if
they
are
slated
for
consent
or
discussion,
consent
items
will
be
passed
without
discussion
and
we'll
adopt
staff
recommendation
listed
for
those
items
as
well
as
any
conditions
listed
under
those
items.
Discussion
items
will
be
discussed
before
we
approve
them.
A
So
if
you
disagree
with
staff
recommendation,
you
can
say
so
and
we
can
pull
the
item
off
for
discussion.
So
we
have
two
items
this
evening.
The
first
item
is
item
number
four,
nine
hundred
nine,
ten
and
nine
twelve
Third
Street
South
Stafford
is
recommending
this
item
for
consent.
Is
there
anyone
who
would
like
to
speak
against
staff
recommendation
on
this
item.
A
A
All
right,
seeing
none
we'll
put
item
number
five
on
consent,
so
we
just
have
items
number
four
and
five
on
consent.
Could
I
have
a
motion
to
approve
the
agenda
as
amended
so
I
moved?
A
A
We
will
open
a
public
hearing
for
the
consent
agenda.
So
if
there's
anyone
who'd
like
to
speak
on
items
four
or
five
before
we
vote
to
approve
them
on
consent,
you
can
do
so
now.
E
This
is
not
directly
related
to
either
of
these
two,
but
you
said
that
I
am
free
to
go
as
long
as
I
provide
context
as
to
why
this
is
somewhat
relevant
to
this
commission,
and
so
I
will
be
talking
today
about
the
recently
completed
Dinkytown
safety
pilot
project,
of
which
I'm
sure,
commissioner,
rainbow
you
are
familiar.
I
think
your
award
has
worked
with
the
university
on
this
project.
E
This
is
relevant
I
feel
because
any
further
extensions
of
this
project
would
likely
require
I.
Imagine
some
zoning
or
built
form
ordinance
changes
to
the
Dinkytown
area
since
I'm
sure
there's
a
lot
of
you
know,
parking
minimums
and
so
on
in
the
area.
So
I
would
just
like
to
talk
about
my
support
for
this
pilot
program.
E
Yeah
I
feel
as
though
I
am
somewhat
representative
of
much
of
the
traffic
in
the
area.
I
am
a
current
youth
student
I
want
to
live
near
campus
and
generally
exist
near
campus,
but
I
also
do
not
have
a
car
I
can't
afford.
Nor
do
I
really
need
one
as
such
I
find
the
idea
of
a
pedestrian-only
commercial
District
so
close
to
where
I'll
be
existing
for
the
foreseeable
future.
E
Not
only
has
the
program
been
extremely
comfortable
for
me
personally,
but
I
also
feel
Dinkytown
is
uniquely
well
suited
for
this
type
of
space,
with
so
much
seasonal
foot,
traffic
from
students
and
nearby
residents,
as
well
as
a
variety
of
shops.
There
are
a
few
places
in
Minneapolis
that
could
benefit
more
from
this
change
than
Dinkytown
I
feel
as
such
I
want
to
vocalize
my
support
for
this
sort
of
program
and
its
continuation,
whether
it's
for
safety
or
Comfort
I
hope
to
see
this
concept
possibly
made
permanent.
E
However,
if
it
is
not
made
permanent
I
would
at
least
like
to
see
further
testing
of
this.
That
expands
the
scope
of
it
as
I
feel
the
current
weekend
situation
that
it
had
going
on
was
not
sufficient
to
actually
change
people's
habits
a
full
week
thing
or
most
of
a
week,
thing
that
lasts
for
a
longer
period
of
time
across
more
blocks.
That
also
makes
it
more
clear
that
pedestrians
are
welcome.
I
think
would
be
preferred.
That
is
all.
E
Yes,
for
those
who
aren't
aware,
the
Dinkytown
safety
pilot
program
was
a
three-week
pilot
program
that
I
believe
it
was
ward
3
and
the
University
have
worked
together
to
create
which
has
blocked
off
two
streets.
Two
blocks
I
believe
it's
one
block
of
14th
Avenue
and
one
one
block
of
5th
Street
completely
to
car
traffic,
leaving
it
as
a
purely
pedestrian
space.
So.
E
Yes,
so
my
to
my
understanding,
the
project
went
from
I
think
it
was
Thursday
mornings
to
Sunday
afternoons
and
during
the
week
it
was
opened
up
to
car
traffic.
A
All
right
Commissioners,
if
there's
not
any
discussion,
could
I
have
a
motion
to
approve
the
consent
agenda.
It's
all
moved.
A
All
right,
seeing
none
all
in
favor,
say
aye
aye,
all
opposed
any
abstentions.
A
All
right
that
motion
passes
and
the
consent
agenda
has
been
adopted.
Those
were
items
four
and
five,
and
those
were
all
of
our
items
for
this
evening.
So
do
we
have
any
announcements
from
staff.
D
Can
you,
as
a
formality,
close
the
public
hearing.
A
Oh
I'm,
sorry,
yes,
oh
no,
close
the
public
hearing
on
the
consent
agenda
does
not
appear.
There's
anyone
else
here
to
speak.
Sorry,
not.
D
A
problem
no
staff
updates
other
than
you
may
see.
We
have
a
larger
Committee
of
the
whole
agenda.
This
Thursday
than
we
have
including
a
agenda
item
on
the
upcoming
land
use
rezoning
study,
which
you'll
see
more
than
once
between
now
and
the
end
of
the
year,
but
our
code,
development
team
is
bringing
that
forward.
I
think
this
is
maybe
the
second
time
it's
been
in
front
of
you
to
provide
some
updates,
General
timelines
and
get
feedback
on
some
specific
topics.
A
Is
there
anything
else
from
commissioners
before
we
adjourn
for
the
evening
the
afternoon
yeah?
Can
you
turn
on
your
microphone.
C
A
All
right
anything
else,
if
not
and
without
objection,
I'll
declare
this
meeting
adjourned.
Our
next
Planning
Commission
meeting
will
be
on
a
Tuesday,
not
a
Monday.
Remember
that
and
it's
not
until
September
6th
and
our
next
committee
over
the
whole
meeting
will
be
this
Thursday.
Thank
you.
Everybody.
