2022
organizational
meeting
of
the
charter
commission
will
now
begin
good
afternoon
happy
new
year.
Welcome
to
this
live
broadcast
of
our
virtual
meeting.
This
meeting
includes
the
remote
participation
of
members
as
authorized
under
minnesota
statutes,
section
13d
.021
due
to
the
declared
local
health
pandemic.
I'm
barry
clegg,
I'm
the
chair
of
the
charter
commission.
So
I'll
call
this
meeting
to
order
and
ask
the
clerk
to
call
the
rule
so
that
we
may
verify
the
presence
of
a
quorum.

Thank
you
and
I
believe
just
I
want
to
reiterate
one
thing
before
I
ask
for
nominations:
it's
to
remind
everybody.
If
you
weren't
listening
earlier,
we
will
hold.
If
there's
only
one
nominee,
we
will
hold
the
vote
until
the
end
with
a
group
of
group
of
the
offices.
I
think
that
was
correct.
All
right.
We
are
now
open
for
nominations
for
the
position
of
chair.
I
see
a
hand
up
from
commissioner
kozak.
G
E
G
Thank
you.
We
have
a
nominee
one
nomination
for
commissioner
clegg.
The
nominations
are
still
open.
Are
there
any
other
nominations.
B

B
Commissioner
schwarzkopf
I'd
like
to
nominate
peter
ginder,
commissioner
ginder
has
been
nominated
for
the
position
of
secretary
commissioner
kozak
I'll
second,
that
and
moved
and
seconded.
Are
there
any
other
nominations
for
the
position
of
secretary.

The
next
item
is
approving
a
calendar
of
regular
meetings
for
2022,
and
a
proposed
calendar
was
attached
to
your
agenda.
Note
that
there
are
two
special
meetings,
one
on
february
9th
on
february
24th.
Those
are
public
hearings
on
the
on
the
final
maps
and
there
will
likely
be
another
special
meeting
after
that
time.
So
we
can
consider
any
comments
that
we
receive
during
the
public
hearing.
The
final
vote
on
the
redistricting
maps
will
be
at
our
regular
meeting
on
march.
2Nd.
B
The
first
wednesday
would
be
july
6th,
and
rather
than
put
it
too
close
to
the
fourth,
we
suggested,
moving
it
to
july
13th
and
also
october
is
moved
from
the
first
to
the
second
wednesday,
because
for
reasons
that
are
beyond
me,
there
are
no
night
meetings
on
october
5th,
so
the
calendar
is
before
you
is
there.
A
motion
to
approve
moved
perry.
D
A

B
G
D
B
B
That
motion
carries
and
the
calendar
is
approved,
item
number
six
is
reviewing
and
filing
the
charter,
commission
2021
annual
report
and
filing
it
with
the
chief
judge
of
hennepin
county.
As
you
know,
this
is
required
by
statute
of
all
charter
commissions.
The
draft
report
was
in
your
packet.
It
describes
the
various
amendments
that
were
either
adopted
by
the
charter
commission
or
put
forward
by
the
city
council
or
brought
forward
by
petition
and
how
those
were
disposed
of.
B
It
also
includes
a
page
reflecting
attendance
during
the
year,
and
I
would
direct
all
of
you
to
please
take
a
look
at
that
and
make
sure
in
your
particular
case
that
it
is
accurate,
because
this
is
our
last
chance
to
fix
it.
If
it
is
not.
D
C
G
D
F
C
B
B
D
Mr
chairs,
it's
commissioner
perry,
commissioner
perry
go
ahead.
Yes
did
I.
I
did
glance
through
these,
but
I
can't
remember
if
the
location
was
addressed
in
this.
Whether
context,
a
question
of
a
person's
location
within
the
context
of
the
matter
under
discussion
was
put
into
language.
B
It
was
not
put
into
language,
and
that
was
intentional
on
my
part,
because
I
thought
that
the
chair
and
the
commission
should
have
the
discretion,
because
location
might
be
relevant
in
different
contexts
for
purposes
of
different
hearings.
If
it's
something
dealing
with
the
park
board,
we
might
care
what
park
district
people
are
living
in.
If
it's
something
that
deals
with
wards,
ward
would
be
important,
neighborhood
might
be
important
or
geographic
location
might
not
be
important
at
all.
D
Yeah,
so
I'll
I'll
just
quickly.
Add
that
I
understand
the
difficulty
in
trying
to
categorize
all
those.
I
was
hoping
that
some
more
generalized
language
could
be
put
in
that
basically
says
what
you
said
at
the
end,
that,
depending
on
the
situation,
that
location
could
be
requested,
depending
on
the
context
of
the
mat,
the
subject
matter,.
E
Thanks,
I
just
had
two
very
brief
comments,
one
that
I
noticed
that
a
lot
of
that
there
was
language
taken
out
of
the
former
draft
or
the
rules,
and
I
thought
that
was
a
good
thing
that
a
lot
of
it
was
overly
technical.
E
G
My
only
comment
is
to
commissioner
perry
that
I
understand
his
concerns.
He's
raised
it
before,
but
it
would
be
nice
if
he
would
perhaps
suggest
language
that
could
be
considered
specific
language.
I
mean
it
could
be
something
as
general
as
a
request
for
the.
I
don't
have
anything
request
for
the
location.
The
speaker
will
be
at
the
discretion
of
the
chair
and
the
body.
I
don't
know,
but
something
if
that's
a
concern.
A
Mr
chair,
I
think
that,
wouldn't
it
wouldn't
it
be
just
very
simple
to
say
that
a
motion
to
ask
people
for
their
their
location
motion
is
always
in
order
and
that
that
would
that
would
solve
it.
B
I
am
I'm
comfortable
adding
that
language.
It
sounds
like
there's
no
objection
to
it.
So
I'll,
add
something
and
we
can
consider
it
in
february.
B
B
Item
number
eight
on
the
agenda
is
receiving
and
filing
an
update
on
plans
for
2021,
2022,
redistricting
and
I'll
call
on
project
manager,
greg
munson.
To
give
us
an
update
and
report.
F
Thank
you,
chair
clegg.
I
appreciate
it
for
we've
already
gone
through
the
primary
dates
for
the
calendar,
but
let
let
me
just
run
through
those
again
so
that
it's
clear
in
everybody's
mind.
F
So
all
of
the
meetings
will
continue
to
be
virtual
for
the
foreseeable
future
and
we
all
of
the
calendar
items
can
be
viewed
from
the
home
page
at
the
redistricting
website,
go
to
minneapolismn.gov
forward,
slash
redistricting
and
there
is
a
choice
for
the
final
find
meeting,
calendar
and
agendas.
Everything
is
there
so
for
redistricting
group
mapping
meetings
we
have
january
11th
january
18th
and
january
26th
and,
as
chair
clegg
already
said,
more
will
be
assigned
as
necessary.
F
We
have
the
charter
commission,
public
redistricting
hearings
for
february
9th,
at
7
pm
and
for
february
24th
at
4
p.m,
and
for
both
of
those
meetings.
We
currently
have
no
registered
speakers,
so
I
would
encourage
everybody
to
reach
out
to
their
networks
and
for
anybody
who's
interested.
They
can
easily
register
via
the
redistricting
website.
F
I
did
want
to
say
that
since
the
last
meeting
we
have
had
one
public
hearing
on
december
15th
and
we
we
chose
that
meeting
to
discuss
the
draft
and
park
district
and
ward
maps
from
the
earlier
redistricting
group
meetings
in
october
and
november
and
10
minneapolis
residents
spoke
at
the
meeting
on
december
15th
and
from
that
testimony
the
and
the
written
comments
that
have
been
received.
The
redistricting
group
drafted
guidelines
for
additional
work
on
the
new
boundaries
and
for
the
ward
maps.
We
have
identified
six
guidelines
for
the
park
district
maps.
We've
identified
three
guidelines.
F
Those
guidelines
are
also
available
at
the
redistricting
website.
There's
a
submission
gallery
associated
with
the
maps
and
all
of
those
guidelines
are
clearly
stated
there.
Anything
having
to
do
with
the
redistricting
group
will
be
clearly
labeled
as
to
its
version
as
well.
So
I
would
say,
keep
your
eyes
peeled
on
the
redistricting
group
submission
gallery
for
the
latest
updates
on
the
maps
from
the
redistricting
group.
F
F
Public
access,
radio
and
community
meetings-
and
I
believe,
chair
clegg
and
vice
chair
sandberg-
have
already
participated
in
one
of
the
radio,
slash
webcast
presentations
and
they
have
another
one
coming
up
tomorrow
morning.
So
that's
kind
of
it
in
a
nutshell
and
I'll
happily
take
any
questions
that
anybody
might
have
at
this
point.
