school
board

due
to
send
us
a
new
representative
and
we
will
have
josh
paulie

school
board
joining

our
next

representative

So

new
council
being
sworn
in
at

beginning

january,

are
still
waiting

hear

designating.
As
council
representative,
commissioner
olsen
has
been
reappointed
as
the
mayor's
designee,
so
that
does
not
require
council
action.
That
just
requires
a
a
letter,
so
that
is
official.

another
term

we're
excited
to
have
you
joining

for
two
more
years
we
have
a
couple
of
open
appointments
that
are
still
working
on
being
seated,

that
process
requires
setting
a
public
hearing

holding

public
hearing.
So
we
are
maybe
about
two
meetings
out
from
having
some
new
commissioners
there.

don't
know
if
now
is
a
good
time
to
announce
that
commissioner
smiley
did
not
apply
for
reappointments,
but
she
will
be
joining
us,
hopefully
for
one
or
two
more
meetings.

this
update

available

last

apologize

it
was,
and
I'm
repeating
myself,
but
the
city
council
extended
the
locally
declared
public
health
emergency
without
an
end
date.
So
essentially
the
local
public
health
emergency
is
in
place
until
a
new
action
is
taken
to
end
it.
So,
instead
of
continuing
it
at
the
council
level,
it
now
is
continued
indefinitely
and
just
needs
to
be
ended
with
action.

that
means

will
remain
in
remote
meetings
indefinitely
until
that
local
public
health
emergency
expires,
so
we
had
originally
been
planning
on
an
expiration
date
of
february,
24th
or
february
14th.

that
is
no
longer

case,

update

we
hear
anything
new
on
that,
but
until
you
hear
otherwise,
we
will
be
having
these
meetings
remotely
and
that's.

the
one-story
non-residential
building
was
a
long
time
upholstery
shop
and
then
from
1995
to
2021.

answer
questions
about,
and
but
with
the
proposal
at
hand,
it
is
there's
no
alcohol
sales
and
there's
no
outdoor
seating,
that
there
were
those
discussions
for
previous
discus
previous
conversations
with
the
neighborhood.
That
was
a
previous
proposal
when
the
current
applicant
was
looking
to
establish
a
bar
restaurant.
A
bar
restaurant
requires
commercial
zoning.
That's
not
part
of
this
project!

The
pros
use
is
compatible
with
adjacent
property
in
the
neighborhood
that
previous
use
was
an
art
gallery.
A
restaurant
and
an
art
gallery
are
both
considered
commercial
uses
and,
as
I
noted
it's
common
northeast
to
have
small
restaurants
located
adjacent
to
loaded
city
residential
homes.
I
listed
a
few
in
the
staff
report.

Anchor
fish
and
chips
may
slacks
emily's
lebanese
deli
shaw's
bar
and
grill
and
and
the
neighbors
have
also
who
know
the
area
better
than
even
better
than
I
and
listed
other
examples
of
restaurants,
similar
configurations,
so
the
other
finding
the
proposed
use
is
less
intense
than
the
existing
non-conforming
use
in
the
following
areas:
hours
of
operation,
the
applicant
noted
general
art
gallery
hours
four
to
five
days
a
week.

that's
what
they
put
in

Staff
recommended
support.
The
applicant
in
hearing
public
comments
was
willing
to
modify
the
hours
if
that
helped,
and
that
would
be
eight
to
nine.
Eight
am
to
nine
pm
monday,
tuesday,
wednesday
thursday,
all
day
of
the
week
except
tuesday,
eight
a.m
to
nine
p.m.
Looking
to
close
on
tuesday
and
the
applicant
also
admitted
just
wanting
that
flexibility,
it
might
be
less
hours
than
this,
but
they
just
need
to
get
the
remodel
done
and
get
through
the
pandemic.

The
small
restaurant
that
you
don't
see
an
impact
for
that
traffic
in
that
area.
The
applicant's
committed
to
encouraging
mass
transit
with
a
close
bus
stop
and
anticipate
that
most
customers,
employees
will
walk
bike
or
bus
and
they
are
looking
to
put
with
public
works,
support,
10
bike
parking
spaces
either
in
the
public
right-of-way
or
it's.
It
would
be
looking
at
a
condition
of
approval,
so
be
on
their
property.
If
they
can't
get
public
works
support,
I
went
through
the
finding
for
off
street
parking
and
loading
and
the
staff
report.

Nature
of
business
hours,
nature
of
business
operations
comparable
to
the
former
art
gallery
use
from
a
zoning
code
standpoint,
a
sit-down
restaurant
that
does
not
provide
alcoholic
beverages
is
a
less
intense
use
than
an
art
gallery
and
from
an
office
residential
standpoint.
So
we
see
this
as
a
comparable
use
that
could
fit
in
here
with
the
conditions
that
we
have
listed
and
just
to
wrap.
This
up
number
of
employees
will
be
comparable.
The
applicant
anticipates
four
to
five
employees
on
a
shift.

No
changes
to
bulk
they've
proposed
some
nice
aesthetic
improvements
inside
and
out
and
they've
taken
into
consideration.
The
noise
odor
heat,
glare
and
vibration
elements,
noise,
media
mediation
plans
include
sound
proofing,
privacy
fence
landscaping,
they're
not
going
to
do
a
deep
fryer,
so
that
will
minimize
odor
impact
and
a
fully
enclosed
garbage
enclosure
that
will
be
at
least
10
feet
from
the
proper.
The
neighboring
property
lines
we're
mindful
it
is
a
small
site.

but
it

commercial
use

residential
district,
since
that
is
on
a
corner.

They're
allowed
two
non-illuminated
flat
wall
identification
signs
not
to
exceed
16,
sweet
16
square
feet
in
area
and
not
higher
than
14
feet
in
area
in
height,
so
generally
it'll
be
modest
for
for
this
building.
But
the
specifics
aren't
there
yet.

follow-up:
if
I
could,
could
you
talk,
the
patio
could
be
lovely,
but
I
imagine
there's
going
to
be
some
exterior
lighting
with
that
as
well,
which
will
happen
in
the
evening.

there,
could
you
talk
about
the
requirements
for
that
relative
to
this
property
too?.

a
patio
would
have
to
come
back
more
than
likely
if
the
site
maintained
the
residential
zoning.
The
applicant
has
noted
that
they
are
not
looking
at
an
outdoor
patio
and
there
is
the
requirement
that
it'd
be
20
or
25
feet,
I
think
from
a
residential
property.
So
it's
gonna,
be
it's
gonna
be
challenging
and
they'll
have
to
come
back
for
a
variance
at
a
minimum
to
to
place
that
outdoor
seating
area.

plan

they
will
have
the

those
opening
windows
doors

would

may
put
that
in
there,
but
that
could
provide

at
this

they

show

add

building

of
those
things
have
a
zoning
review
on
them,
and

us
to
look
at
whether
or
not
there
is
a
additional
intensification
of
the
use
that
would
impact
hours
of
operation,
number
of
employees,
voter
noise,
desk
traffic,
etc.

excited

restore
this
building

open

use
as

community
space

gathering

heavily
in
the
sheridan
neighborhood
for
a
decade
and
we're
we're
invested
in
being
here,
so
part
of
that
is
working
with
our
community
to
move
forward
on
projects.
So
we
are
fully
applicable
to
hearing
people.
We've
been
attending
neighborhood
meetings
and
giving
out
our
number
and
email
for
anyone
to
approach
us
with
questions
or
concerns
that
they
may
have
and
we're
just
very
excited
to
get
the
remodel
going.

Some
of
the
concerns
that
we
heard
you
know
was
garbage
which
we
are
planning
on,
having
enclosed
and
having
multiple
pickups
during
the
week,
because
we
are
a
small
place.
We
don't
want
there
to
be
any
smells
obviously,
and
we're
going
to
try
our
best
to
mitigate
that
also
pest
and
like
refuse
control
having
been
the
operation
manager
at
dangerous
man
brewing
just
down
the
road,
I'm
very
familiar
with
pest
control,
because
a
brewery
is
like
mice
heaven.

Like
I
touched
on
before,
and
aaron
mentioned,
we
are
open
to
adjusting
the
hours
so
that
we
wouldn't
be
open
past
10,
considering
that
was
a
concern
for
many
people
right
now,
with
the
pandemic
being
the
way
it
is,
we
do
need
some
flexibility
on
the
breath
of
time
or
what
we
might
be
open
just
so
we
can
keep
adapting
to
the
city's
enforcement
of
math
mandate,
vaccines
or
closures
that
may
come
up.

There
were
a
few
people
that
had
issues
with
the
potential
negative
impact,
a
active
business
and
this
property
would
have-
and
you
know,
we've
reached
out
to
our
architects.
We've
worked
with
realtors,
you
know
people
in
the
neighborhood
that
live
by
other
buildings
that
have
active
businesses
and
most
of
the
majority
that
we've
been
able
to
talk
to
say
that
they've
seen
a
benefit
from
vacant
buildings.
Turning
into
a
business
and
their
property
value
actually
is
going
up.

We
have
been
working
really
diligently
to
maintain
and
upkeep
the
outside
of
the
building
as
we
go
through
this
remodel,
so
that
it
does
look
more
inviting
and
more
lived-in,
maybe
in
my
term,
so
that
graffiti
is
down
tremendously
now
before
when
it
wasn't
being
used.
There
was
a
lot
of
graffiti
on
that
building
and
now
there's
none.
We've
had
a
few
tags
on
like
our
temporary
wall,
that
is
on
the
front
which
we
have
painted
over
and
continued
to
mitigate
and
paint
over,
but
that
is
also
not
a
long-standing
wall.

did
want

address
the
proposed
business
hours.

We
appreciate
that
the
owners
have
been
responsive
to
those
concerns,
but
we're
still
sort
of
wary
of
the
possibility
that
ours
could
be
extended
until
late
night
hours
in
the
future
or
other
changes
might
be
made
going
forward.
That
would
intensify
the
use
of
this
space
without
an
opportunity
for
neighbor
input.

reject
bike
racks

public
right-of-way,
that
is
a
well-traveled
street
to
a
bus,
stop,
and
I
have
a
family
member
who
uses
a
wheelchair
who
would

able
to
pass
if
bikes
were
parked
there
to
the
bus
stop
on
that
corner.
So
I
urge
you
to
say
that
they
have
to
absolutely
be
on
the
property
owner's
property
and
not
in
the
public
right
of
way,
there's
no
room
for
them.

I've
never
met

chance
to
talk
to

heard
from
others
that
you're
planning
on
putting
a
smoker's
pole
outside
near
the
bus
stop,

needs

be
on
your
property
and
not
on
public
property.
For
people
who
are
waiting
for
the
buses,
they
don't
need
that
to
be
secondhand
smoke.
I
urge
you
to
say
that
this
doesn't
need
to
be
open.

eight
o'clock
at
all,
I'm
concerned
about
large
trucks
on
13th
street,
that
is,
a
heavily
traveled
street
for
children
coming
from
sheridan
school
to
logan
park
just
down
the
road,
so
they
they
walk
along
13th
and
the
current
drawing
the
architectural
drawing
that
is
submitted
shows
shrubs
on
the
east
side
next
to
kirsten
the
former
speaker,
the
speaker's
property,
and
unless,
unless
you
do
plan
to
rip
out
some
of
the
pavers
or
and
driveway
hillary
there,
you
can't
put
them
there,
there's
no
room.

property
is
right
up
to
her
property,
so
there's
not
room
for
those
shrubs
and
there

some
graffiti
on
the
building
at
the
moment
it
keeps
coming.
So
it
would

great

you
could
take
care

that,

driveway

actually
lived
kitty
corner
from
this
building
for
21
years,
so
I
I
have
quite
a
bit
of
experience
with
this
corner
and
that
property
and
respectfully
I
I.

I
believe
that
the
analysis
is
a
bit
flawed
on
on
the
intensity
of
use
of
this
building,
and
particularly
when,
when
you
say
that
it's
going
to
be
less
intense,
I
find
that
really
hard
to
believe
after
living
here
for
21
years,
the
gallery
was
actually
an
extremely
quiet
space
matter.
Of
fact,
I
think
they
only
had
a
few
openings
a
year.

So
literally,
the
only
thing
you
would
see
is
the
people
who
worked
in
the
gallery
coming
and
going,
which
was
maybe
two
three
people
at
a
time,
and
literally
I
didn't
even
know
that
they
were
there,
and
so
it's
been

incredibly
quiet
property
for
all
of
these
years,
which
has
been
fabulous
for
the
neighborhood
just
because
it
it
literally
had
no
impact
on
any
of
our
lives,
and
so
the
idea
of
a
restaurant
being
placed
there
definitely
scares
a
lot
of
us
because
it's
going
to
be
a
very
big
change
to
this
neighborhood
in
terms
of
the
amount
of
traffic
the
amount
of
people
coming
and
going
about
the
noise
all
of
those
things,
and
so
probably
the
things
that
I
would
point
out
is
you
know
when
I
look
through
the
proposal
and
the
analysis
and
some
comments
today
is
that
you
know
one
of
the
big
things
for
me.

truly
don't
believe
that
most
of
the
traffic
that's
gonna
be
coming
and
going
from
this
building
is
gonna,
be
either
walking
or
biking.
That
doesn't
seem
to
be
the
case
for
most
of
those

this
neighborhood,
so
much
of

of
those
properties
that
you

has
dedicated
parking,

offers
a
buffer
between
them
and

neighbors,

so
I
feel
like
this
is
significantly
different
than
those
properties
and,
frankly,
I
think
it's
really
unfair

say
that
those
properties,
those
businesses
are
the
same
as
this
one,
because
they're
really
not
this
one-
is
a
pretty
small
building,
tucked
into
two
residences
which
are
right
next
to
them,
and
I
feel
really
bad
for
the
people
who
are
living
absolutely
right.

stops

up

lot
of
the
parking
already
and

duplexes
on

other

people
live

duplexes

the

as

blocks

wife
bought
the
house
in
2009
and
I

plan
on
working
there
myself,
so
I've
kind

interests
as

neighbor
and
as
a
operator
of
the
business
and
first
off.
I
just
want
to
thank
everyone
for
bringing
up
all
their
concerns
just
so
we
can
work
with
you
to
have
something
in
the
neighborhood.

well
for

however,
my
concern
just

neighbor

safety
and,

know,

there's
been
uptick
in
crimes
in

city

minneapolis
and
primarily

assaults

robberies,

all
know
that
there's
always
there's
been

lot
of
graffiti
and
things
like
that,

just

say
that
having
a
business,
there
is
getting
me
a
beacon,

a
safe
place
for
everybody,
and

there

more
eyes

just
gonna

better

When
I
first
moved

northeast,
there
was
a
dilapidated
commercial
building
on
my
own
block.

it's

art,
studio

a
drum
store,
and
while
the
traffic
is
different
and
parking
on,
the
street
is
now
regularly
used
where
it
used
to
be
empty.
The
sidewalks
get
shoveled
there's
life
on
the
block
and
where,
once
I
found
abandoned
appliances,
there's
now
light
in
my
neighborhood,
one
of
the
great
things
about
northeast
is
living
in
an
area
of
the
city
that
has
restaurants
and
shops
and
bars
not
only
on
university
in
central
and
broadway,
but
tucked
into
the
nooks
and
crannies
of
our
streets,
where
once
we
have
commercial
and
industrial
spaces.

many
fond
memories
from
places
like
sakura's
spring
street,
cavern
and
mayflax.
This
property
is
currently
boarded
up
and
vacant.
It
is
located
directly
on
the
17
metro
line,
which
I
often
take
and
runs
on
washington
street.

know
of
the
owners
evan
and
hillary,
they
will
be
great
sewer
to
the
corner
and
of
the
neighborhood
and
add
another
wonderful
space
to
the
rich
tapestry
of
northeast
restaurants
and
cafes
as
a
resident
of
ward
one.

large
concern
about
it

we
didn't

specifically
didn't
address
before
we
did
look
over
the
neighborhood.
We
looked
at

snow
report
of
the
neighborhood.
That
said,
there
was
no
no
impact
on
parking.

was
no
large
needs
for
for
parking
due
to
impact
of
businesses,
and
I
know
that
we
ourselves
looked
at
the
two
block
radius
of
the
building
several
times
a
day
at
different
times
a
day
to
find
like
how
many
spots
that
we
could
have
available
at
any
one
time,
and
I
saw
that
there
was
more
than
40,
there's
40
or
more
at
any
given
time,
and
that
would
mean
that
at
a
completely
full
restaurant
and
every
patron
brought
their
own
car,
we
would
still
have
spaces
to
support
that,
and
I
know
that
we
have
the
added
benefit
that
all
adjacent
properties
have
secured
off-street
parking,
so
we're
pretty
confident
and
then
having
a
negligible
impact
on
on
the
community.

hope
to
raise
them
in
a
healthy,
safe
environment
as
another
part
of
this
community,
which
we
too
are
also
a
part
of,
and
we
would
never
do
anything
that
would
potentially
harm
a
child
or
have
a
business
model
that
would

anything

such
because
of
this.
We
look
to
see
if
there's
any
documentation
that
we
could
learn
from
that
would
save
any
negative
impact
of
simply
having
just
the
restaurant
near
children
and
we
could
not
find
any
supporting
augmentation.

studies

more
steps,

can
take
to
effectively
curb
any
any
potential
alarm.

would
be
helpful
in

Considering
these
concerns
is
the

jane
jacobs
stated
that
the
businesses
and
an
active
sidewalk
provide
a
crucial
part
of
the
community
safety
that
cannot
be
replaced
by
purely
residential
buildings
and
seldom
occupied
commercial
property.

own
do
not
provide
enough
supervision
to
warrant
a
safe
environment.

fact
that
many
concerns
have
stated
pre-existing
crime
in

area

having
a
vacant
building
there
does
not
fulfill

are
their
eyes
on
the
street.
Now,
if
there's
such
crimes
happening
but
having
active
business,
businesses
means
more
active,
walking,
active
eyes
on
the
street
and
any

data

found
would
suggest
that
that
addition
of
a
successful
neighborhood
business
is
solely
a
boon
to
public
safety.

good

is

parking

addition

imagine
that
that
one
building

greater
effect
than
all

those
buildings

were
studied
for
that
parking
study.

can't
really
I
did
have
one
more
updates
that
I
didn't
mention
earlier,
because
aaron
was
able
to
get
back
online,
but
there
had
been
an
appeal
of
the
planning
commission
decision
to
approve
an
emergency
shelter
at
2400
stevens.
That
was
actually
in
front
of
the
planning
commission
back
in
december.

given
the
council
cycle,
it
didn't
get
in
front
of
the
city
council
until
last
week,
so
it
was
in
front
of
the
biz
committee
of
the
city
council
on
tuesday
that
was
last
tuesday.
The
biz
committee
of
the
city
council
denied
the
appeal
and
upheld
the
decision
of
the
planning
commission
to
approve
the
conditional
use
permit
for
that
emergency
shelter.
