We
have
a
quorum.
We
are
also
joined
tonight
by
the
minneapolis
board
of
education.
The
board
of
education
is
going
to
use
our
lines,
our
park
district
lines
as
their
lines
as
well
and
are
joining
us
for
this
public
hearing.
To
get
the
benefit
of
your
comments,
I
invite
their
administrator
ryan
strack
to
call
the
role
for
their
members
and
to
give
us
any
other
information
that
the
board
of
education
needs
stated
on
the
record.
C
H
B
B
B
I
A
C
B
Ice
that
motion
carries
and
the
agenda
is
adopted.
Next
is
the
chairs
report.
I
would
just
note
that
we
have
a
meeting
of
the
redistricting
group
tomorrow
at
4
pm.
We
also
have
one
scheduled
on
monday
next
monday.
If
we
need
it
also
at
4pm.
Hopefully
we
can
conclude
our
business
tomorrow
and
will
not
need
the
monday
meeting.
There
will
be
two
items
added
to
tomorrow's
agenda.
B
B
So
if
the
legislative
lines
are
the
same
as
our
ward
and
precinct
lines,
we
have
no
issues
if
the
legislative
lines
and
our
warden
precinct
our
ward
lines
are
far
enough
apart.
We
have
no
issues,
but
because
every
person
in
a
precinct
must
be
a
member
of
the
same
ward
and
legislative
district
and
park
district.
If
the
lines
are
too
close
together,
we
get
some
very
small
precincts,
and
that
would
mean
that
the
city
would
have
to
have
a
voting
place,
election
judges
etc.
B
For
a
precinct
of
perhaps
a
100
or
200
people,
so
we're
going
to
hear
their
recommendations
for
adjustments
to
conform.
Those
lines
there's
only
about
seven
or
eight
lines
that
would
be
affected
and
the
adjustments
are
quite
small,
so
I
think
we'll
be
able
to
get
through
that
quickly.
B
The
next
addition
to
tomorrow's
meeting
will
be
a
report
from
assistant
city
attorney
bashoon
on
the
city
attorney's
opinion
regarding
the
effective
date
of
the
new
lines,
and
this
largely
has
to
do
with
what
would
happen
if
there
were
a
special
election
between
now
and
2023
and
what
what
lines
would
be
used
for
that
special
election.
So
we'll
hear
that
from
assistant
city
attorney
bashun
and
that's
all
I
have
so
we'll
move
on
to
our
public
hearing
receiving
and
filing
public
comment
on
the
proposed
maps
of
ward
boundary
and
park
district
changes.
B
So
at
this
point
I'll
open
up
the
public
hearing,
we
have
12
speakers
signed
up
to
speak
today,
we'll
be
taking
speakers
in
the
order
that
they
are
registered.
Each
speaker
will
be
given
two
minutes
to
address
the
commission.
We
have
a
timer
set
up
to
help.
Speakers
monitor
the
use
of
their
time.
You
will
hear
a
buzzer
when
your
time
is
up,
but
I
won't
cut
you
off
unless
you
go
on
for
too
long.
B
When
you
are
called
on
to
speak,
you
will
need
to
press
star
6
to
unmute
your
phone
and
please
wait
a
moment
after
you
press
star
6
for
a
recorded
message
that
says:
you're
unmuted.
Also,
if
you
have
muted
your
phone
anyway,
you
may
have
to
unmute
your
phone
in
addition
to
pressing
star
six,
so
I'll.
First
call
on
the
first
registered
speaker,
which
is
gen
burnt.
J
Hi
I'm
calling
for
marcy
home
and.
J
Okay,
the
redistricting
group
set
guidelines
to
follow,
stating
that
as
much
as
practicable
neighborhoods
should
be
kept
intact
and
not
split
across
wards
or
park
districts,
and
yet
the
body
has
chosen
to
split
mercy
homes
not
once
but
twice.
If
these
boundaries
go
through,
my
neighborhood
will
not
be
able
to
vote
together
for
city
council
park
board
or
the
state
legislature.
J
J
If
the
redistricting
group
cannot
answer
that
with
any
clarity
which
they
haven't
so
far,
they
need
to
rethink
the
proposed
boundaries
either
exchange
us
with
some
of
the
more
homeowner-centric
neighborhoods
in
northeast
or
perhaps
do
some
shuffling
with
the
prospect
park
neighborhoods
and
the
southern
park
districts.
It
is
not
equitable
to
split
mercy
homes
twice.
Thank
you.
K
I'm
testifying,
I
assume
you
can
hear
me,
we
can
hear
you
please
go
ahead,
okay!
Well,
as
you
know,
I've
been
at
most
of
the
hearings
and
have
listened
to
all
the
discussions.
K
I
want
to
congratulate
the
commission
on
the
advisory
committee
on
creating
at
least
two
or
three
maybe
more
minority
opportunity
awards,
and
I
specifically
speak
in
support
of
the
sixth
ward
for
the
somali
community
and
for
the
and
keeping
neighborhoods
from
across
the
river.
The
river
is
no
longer
a
boundary.
K
People
live
across
the
river
are
very
similar
to
the
people
on
the
river,
so
I
support
very
strongly
that,
and
I'm
also
interested
in
keeping
the
the
eighth
ward
unluck
minority
opportunity
award,
which
at
this
point
it
will
be
with
this
new
plan.
K
The
other
thing
is
the
12th
ward
in
the
new
plan
is,
is
in
its
traditional
boundaries
and
I
think
that's
important,
because
many
of
these
places
have
been
in
the
boundaries
for
a
long
long
time.
As
long
as
I
can
remember
so,
I'm
testifying
in
support
of
the
commission's
proposed
district
boundaries.
K
B
E
Good
afternoon
my
name
is
al
giessen,
I'm
a
long
time
resident
of
ward
11,
previously
early
resident
of
downtown,
and
I
appreciate
all
the
time
and
effort
spent
by
the
commission
and
the
redistricting
group.
It's
clearly
a
very
thoughtful
and
diligent
approach
you
took
and
has
produced
the
current
map
that
I
encourage
you
to
vote
in
favor
of
I
know
in
particular
the
proposed
changes
towards
three
six
and
eight
as
being
important,
and
also
the
logical
changes
towards
12
and
11,
my
ward.
E
E
I
And
I'm
opposed
to
changing
chicago
avenue,
boundary
ward
7.
as
a
resident
of
the
grant
park
elliott
park
community
for
more
than
15
years.
I'm
concerned
that
the
change
will
sever
us
from
the
downtown
and
our
able
council
member
lisa
goodman,
thereby
flying
in
the
face
of
the
reality
that
we
have
been
and
should
continue
to
be
connected
to
the
downtown
of
which
we
are
the
eastern
part.
I
I
D
B
D
I'm
calling
regarding
the
ward
6
for
ward
6
residents
have
voiced
overwhelming
support
for
the
draft
of
the
map
that's
been
presented
to
you
today.
I
ask
that
you
do
not
change
this
and
keep
it
the
same.
This
chaff
map
four
six
minimizes.
Your
changes,
unites
elliott
park
neighborhood
and
ensures
that
minorities
are
not
disfranchised.
D
I
would
also
like
to
take
the
time
to
thank
casey
morgan
for
keeping
us
updated
as
a
community
over
the
past
six
months.
We
are
the
only
east
african,
as
he's
the
only
person,
that's
part
of
the
redistricting
group.
As
representing
east
africa.
These
people
have
invested
majority
of
their
lives.
There
they've
been
there
they've
owned
businesses.
They
have
kids
that
were
born
there.
That
grew
up
there.
D
Both
elliott
park
section
of
elliot
park
and
the
other
sides
of
ward
6
are
pretty
much
the
same
people
ethnically
language-wise
culture-wise
religion-wise,
and
I
hope
that
you
guys
keep
it
and
do
not
disregard
the
voices
of
those,
and
I
appreciate
you
guys
taking
the
time
to
inform
us
and
I'm
sure
this
took
a
lot
of
your
work,
so
we
appreciate
it
and
we
thank
you.
L
Hi,
I'm
here
to
support
the
ward
6
draft
map,
as
recently
approved,
I
support
uniting
all
of
elliott
park
into
ward
6.
dalia
park.
Neighborhood
has
been
divided
between
two
wards
for
a
decade.
It
makes
sense
that
this
neighborhood
is
united
and
added
towards
six.
The
demographics
of
the
elliot
park
neighborhood
is
reflective
of
the
rest
of
war
and
sex.
Furthermore,
the
draft
map
forward
six
meets
all
the
guidelines
set
out
by
the
charter
commission,
including
minimizing,
including
minimizing
changes
and
not
diluting
the
voices
of
the
minorities.
Thank
you.
B
H
M
B
M
The
rose
garden,
the
bird
sanctuary
and
the
bands
hill-
and
I
think
we
consider
bryant
avenue-
is
our
main
street
from
36th
street.
The
40th
city,
we
as
a
neighborhood
or
more
lake
central,
can
take
our
identity
from
the
name
of
the
boarding
lake.
Obviously,
given
her
name,
I
again
I'm
in
favor
of
putting
olive
in
ward
13.
Others
have
spoken
about
the
home
ownership
rental
makeup
of
east
harriet.
M
M
B
I
know
there
were
a
couple
of
speakers
who
signed
up
a
little
late
if
any
of
those
are
on
the
line
or
if
any
of
the
speakers
I
called
on,
who
were
not
present
initially
but
now
are
here
are
present.
Now
is
your
chance.
Please
shout
it
out.
H
Thank
you
so
much,
I'm
I'm
claire
rubeck
and
I'm
with
the
peter
islesd
neighborhood
association
and
I'm
calling
recommending
the
support
for
ward
7
sydney
staying
intact
as
a
whole
neighborhood
within
ward
7,
as
you
have
it
mapped
out,
and
in
addition
to
that,
the
reason
I'm
really
calling
this
afternoon
is
to
ask
that
you
take
a
look
at
the
park
board.
District
4
and
district
6.
H
Currently,
as
I
am
interpreting,
the
materials
online
cidna
is
going
to
move
into
district
six
and
lake
street
is
a
hard
south
boundary
for
our
neighborhood
and
the
park.
Assets
that
are
part
of
the
sydney
neighborhood
and
the
amenities,
and
also
the
programming
out
of
the
kenwood
rec
center
are
more
aligned
with
the
district
four
character
park
characteristics.
N
Go
ahead:
okay,
my
name
is
lee
munich
and
I'm
a
resident
of
the
nicolas
island
east
bank
neighborhood,
and
I
just
want
to
express
my
support
for
the
maps
and
congratulate
the
advisory
group
and
the
charter
commission
on
putting
together.
N
I
think
a
good
set
of
recommendations
particularly
want
to
comment
on
the
minority
wards
6
and
5,
and
my
neighborhood,
which
is
closely
connected
with
which
is
on
the
river,
which
is
closely
connected
with
the
other
side
of
the
river
through
such
organizations
as
mill
city
commons,
and
so
we
have
a
community
of
interests
here.
So
I
just
want
to
give
my
support
to
the
to
the
overall
plan.
Thank
you.
O
Yes,
I'm
going
to
apologize
for
coming
to
this
whole
process
a
little
late.
I've
tried
to
listen
in,
but
I
have
not
participated
as
actively
as
I
might
have
so.
First
of
all,
I
understand
that
this
process
is
required
by
law.
O
So
on
that
basis,
the
the
elect
representatives
of
their
choice
is
in
the
principles
and
assumptions
there
somewhere,
which
is
again
kind
of
about
maintaining
pluralities
or
do
we
think
that
we
can
actually
make
choices?
I'm
sorry,
I'm
going
over
here
minority
opportunity
awards
again.
Can
we
can't
we
figure
that
out
otherwise
a
couple
of
things
just
about
the
census,
since
that's
related
here,
one
is
there's
notorious
sentences.
Inaccuracies
in
this
decennial
period
because
of
the
absence
of
students
in
universities
and
colleges.
Since
I
live
in
mercy
home.
O
The
other
thing
about
students
particularly,
is
the
effects
of
dual
residency
on
voter
participation
and
that
particularly
their
participation
is
suppressed
in
municipal
elections
historically,
and
since
that's,
where
a
lot
of
the
the
input
has
been
I'm
kind
of
curious,
whether
those
two
things
were
an
active
part
of
discussion
and
considerations
on
the
part
of
the
group
income.
Disparity
comments
have
been
made.
Am
I
going
to
be
cut
off
here?
I'm.
O
Okay,
I'm
getting
pretty
close
here,
you
know,
income
disparity
has
been
mentioned.
Marcie
holmes
is
pretty
good
between
the
eight
million
dollar
penthouse
condo
and
150,
a
hot
thousand
dollar
condo
a
couple
blocks
away
from
this
use
natural
boundaries.
Mercy
homes
has
not
been
split
until
into
the
21st
century.
Historically,
the
river
was
a
boundary
and
I
guess
that's
my
problem.
O
O
Okay,
let's
see
primarily
university
students,
marcy
holmes
is
not
and
has
not
in
my
60
years
living
here
been
identified
as
that
by
anybody
who
lives
here.
So
that's
I
just
wish
you'd
really
look
at
the
totality
of
marcy
holmes
and
this
community
and
not
put
us
in
with
people
across
the
river
with
whom
I
think
we
share
very
little
interest
in
economically
and
nothing
in
any
other.
F
B
Your
time,
thank
you.
We
had
another
speaker
who
piped
up
the
last
time
is
that
speaker
still
on
the
line.
P
My
name
is
roseanne
halloran
and
I
live
in
the
cedar
isles,
dean
neighborhood.
Thank
you,
chair
clegg,
and
I
was
at
the
last
hearing
and
it.
The
intention
I
believe,
of
the
of
the
group
of
the
commission,
was
in
the
redistricting
group
was
to
comply
with
our
request
in
sydney
to
have
all
of
our
neighborhood
included
in
one
park
district
and
as
I
look
now
at
the
current
map,
that's
proposed.
P
It
appears
to
me
that
the
southern
part
of
those
two
lakes,
cedar
and
lake
of
the
isles
are
green,
which
means
they're
part
of
district
four,
and
there
is
those
parts
of
the
lakes
were,
are
in
the
actual
sydney,
neighborhood
boundary,
and
I
just
thought
I'd
point
that
out
and
see
if
I'm
misunderstanding,
the
map
in
some
way.
Also
I'd
like
to
agree
with
the
comments
made
by
my
fellow
board
member
claire
rubick,
in
that
we
do
actually
want
we
do.
P
B
So
seeing
none
I'll
remind
everyone
that
there
is
a
meeting
of
the
redistricting
group
tomorrow
at
four
o'clock
and
also
possibly
if
we
need
it
on
monday.
But
we
may
conclude
our
business
tomorrow.
Seeing
no
more
speakers.
F
Mr
chair,
sorry,
let
me
interrupt
for
just
one
second,
ken
daley
from
the
clerk's
office,
I'm
wondering
if
he
I
I
think
another
school
board
director
or
two
may
have
joined
us.
So
if
you
could
ask
mr
strzok,
maybe
he
could
just
get
them
heard
on
the
record.
Yet
before
we
ask.
G
Thank
you,
chair
clegg.
We
had
a
couple
of
directors
join
during.
If,
with
your
permission,
I
would
just
like
to
call
them
on
the
record
school
board.
Director
cerio.
