Thank
you.
We
have
a
quorum
and
I
will
note
that,
while
this
is
a
meeting
of
the
charter
commission,
there
are
other
members
of
the
redistricting
group
who
are
here
with
us.
Members
of
the
advisory
group
are
here
as
well,
so
we
have
a
quorum.
We'll
now
proceed
to
our
agenda,
a
copy
of
which
was
posted
for
public
access
to
the
city's
legislative
information
management
system,
which
is
available
at
limbs.

Are
12
eyes
that
motion
carries?
The
next
item
is
the
chairs
report,
and
I
will
just
note
that,
as
everyone
on
the
redistricting
group
knows,
while
we've
been
working
on
ward
and
park
district
boundaries,
the
city
has
been
working
on
a
parallel
track
to
establish
precinct
lines
and
in
every
precinct.
Everyone
from
that
precinct
must
be
from
the
same
ward
and
part
district.
B
B
B
So
our
next
item
is
to
hold
a
public
hearing
receiving
and
filing
public
comment
on
the
proposed
maps
of
war
boundaries
and
park
district
changes.
At
this
point,
I
will
open
up
the
public
hearing.
We
have
a
list
of
18
speakers
we'll
be
taking
the
speakers
in
the
order
that
they
are
registered.
Each
speaker
will
be
given
two
minutes
to
address
the
commission.
B
We
have
a
timer
to
help
speakers
monitor
the
use
of
their
time,
but
we'll
be
a
little
bit
flexible
today,
since
we
only
have
18
speakers,
and
probably
some
of
them
are
not
with
us.
So
when
you
are
called
on
to
speak
press
star
6
to
unmute
your
phone,
please
wait
a
moment
for
a
recorded
message
that
says:
you're
unmuted.
B
I
Hi
chair
members
of
the
minneapolis
charter-
commission,
hello,
my
name
is
shivanda
brown,
I'm
here
to
speak
my
thoughts
on
this
on
a
specific
ward,
5
mapping.
I
come
here
not
only
as
a
constituent,
but
also
as
a
pillsbury
united
community
storyteller,
who
has
facilitated
mapping
sessions
and
has
been
in
dialogue
with
community
members,
and
I
ask
that
harrison.
Neighborhood
all
the
way
to
glenwood
avenue
remain
a
part
of
north
minneapolis,
I'm
currently
unclear.
I
These
changes
have
already
been
implemented
after
community
outpouring,
and
I
I'm
asking
that
it
be
so
and
remain
so
and
to
just
reinforce
why
it
should
be.
There
are
a
host
of
events
and
community
spaces
that
are
regularly
activated
by
community
members,
creating
a
sense
of
belonging
from
for
them.
B
I
Right
so
there
is
that
that
annual
event
that
happens,
weekly
and
monthly
events
that
happen
cook
cookouts
and
grilling,
the
redeemer
block
party,
the
community,
their
community
garden
efforts
in
harrison
playing
for
the
plants
is
one
of
them,
there's
the
harrison
neighborhood
association
in
the
rec
center
that
hosts
concerts
and
community
events
and
gatherings,
and
there
have
been
some
words
from
community
members
that
I
would
like
to
include
harrison.
I
I've
I've
been
to
harrison
for
a
while,
and
I
love
the
neighborhood
home
is
feeling
at
ease
with
the
people
around
me
saying
hi.
How
are
you
doing
to
the
people
as
you're
walking
down
the
street?
It's
the
feeling
of
comfort,
knowing
people
are
looking
out
for
me,
that's
from
joanne
and
for
mary
coleman.
I
am
a
homeowner
in
the
harrison
neighborhood
and
live
on
glenwood
avenue.
I
The
current
proposed
map
the
charter
commission
is
discussing
would
break
harrison
in
half
and
place
me
in
ward
7,
a
war
filled
with
some
of
the
wealthiest
neighborhoods
in
the
city.
I
live
on
a
fixed
income
and
already
struggle
with
the
raise
and
property
taxes
I've
seen
due
to
gentrification
in
the
area.
I
I
J
J
J
In
our
january
fifth,
east
chariot,
farmstead
neighborhood
board
meeting
the
board
passed
the
following
motion
that
the
redistricting
process
should
adjust
toward
boundaries
so
that
the
entire
east
territory
neighborhood
resides
in
a
single
ward
and
that
ward
should
be
13..
Thank
you
for
the
work
that
you
all
are
doing
and
for
your
consideration.
B
K
K
Okay,
great
thank
you
good
evening
and
thank
you
for
welcoming
my
comments.
My
name
is
william
holmes.
K
I
am
a
substitute
teacher
from
minneapolis
public
schools,
I'm
also
a
graduate
social
work
student
at
the
university
of
st
thomas
and
I'm
a
resident
of
the
loring
park
neighborhood,
and
I
call
I'm
calling
tonight
with
comments
with
regards
to
our
loring
park
neighborhood
and
the
river
district
thing,
and
I
think
that
this
is
a
great
opportunity
to
consider
how
how
a
big
part
of
glory
park
neighborhood
just
does
not
fit
in
ward
7,
and
it
is
overlooked
with
the
competing
economic
interest
of
of
the
convention
center
of
downtown
of
lake
of
the
ohio
and
so
on.
K
We
are.
We
are
a
community
that
is
incredibly
diverse,
that
is
incredibly
dense
and
our
needs
are
frankly
for
upward
mobility
in
the
community.
Our
thesis
are
much
more
aligned
with
those
of
the
woodier
neighborhood
and
and
so
in
particular.
I
speak
of
the
area
that
runs
south
from
west
grant
street
to
franklin
and
west
to
willow
street
and
east
to
first
avenue
south.
K
That
particular
part
of
our
neighborhood
really
gets
overlooked
in
all
of
the
pcb
interests
of
ward
7,
and
I
think
that
this
is
a
great
opportunity
and
redistricting
to
take
that
into
consideration.
L
L
As
was
mentioned
earlier,
the
neighborhood
has
been
split
between
multiple
wards
for
over
half
a
century
and
I
I
think,
by
moving
it
into
war
13,
it
not
only
unites
the
neighborhood
but
also
moves
the
neighborhood
into
a
community
of
interest
that
at
its
shares
with
the
other
southwest
minneapolis
neighborhoods,
but
both
of
which,
I
think
are
goals
of
the
redistricting
group
and
commission.
L
So
I
just
wanted
to
say
that
I
hope
the
commission
continues
to
keep
the
iteration
of
the
draft
map
that
has
the
east
harriet
neighborhood
association
or
east
syria,
nate
neighborhood,
sorry,
united,
all
in
one
war
than
that
being
on
ward
13..
So
thank
you
very
much
for
your
time
and
I
hope
you
have
a
great
western
evening.
L
H
I
apologize
by
the
way
I'm
I'm
calling
regarding
the
ward,
6
and
the
redistricting.
H
It's
been
really
difficult
to
participate
in
this
registration
process
over
the
past
six
months
and
obviously
I
find
it
amusing
that
a
lot
of
people
who
don't
live
in
the
district
have
no
idea
what
the
communities
who
have
lived
in
this
ward
have
accomplished
and
build
have
decided
to
say.
Oh
we're
just
going
to
look
at
a
map
and
say
you
know
what
let's
expand
this.
H
Let's
take
this
away,
there
are
actually
people
who
live
in
these
communities
who
invested
in
these
communities
who
have
opened
stores
who
have
made
a
home
for
themselves.
So
I
would
like
to
take
this
moment
first
of
all,
to
casey
negan
for
actually
informing
the
community
and
letting
us
know
what's
going
on
and
as
a
resident
and
as
a
community
member,
I
would
like
it
to
stay
the
way
it
is,
and
I
support.
H
That
it
encodes
war
elias
a
and
we
keep
things
the
way
they
are.
Thank
you.
E
E
Guys
are
going
to
do
some
changes,
I'm
sure
small
ones,
but
I
thought
it
was
very
important
that
the
sixth
ward
remain
east
african
opportunity,
ward
and
by
putting
in
elliott
park
that
continued
that
the
other
thing
was
to
make
sure
that
the
eighth
ward
remains
in
minority
opportunity,
ward
and
that
keep
it
below
55
percent
white.
E
G
Hello,
can
you
hear
me?
Yes,
we
can
please
go
ahead.
Yes,
good
evening,
minneapolis
charter,
commission,
my
name
is
joe
fickle.
I'm
a
32-year
resident
of
minneapolis
with
22
of
those
years
living
downtown
and
24
years
working
downtown,
I'm
an
original
owner
of
a
con
of
the
condominium
at
grant
park
built
in
2004
at
500,
east
grant
street
on
the
east
side
of
downtown,
and
I
work
in
the
office
building
at
u.s
bank
headquarters
on
nicolette
mall
for
media
companies.
G
G
There
are
a
couple
reasons.
I
believe
that
this
boundary
should
remain
at
chicago
avenue.
The
first
is
that
this
section
of
downtown
has
been
routinely
been
a
part
of
ward
7,
at
least
since
I
moved
here
in
2004,
my
council
member
lisa
goodman
was
instrumental
in
the
development
of
buildings
in
this
portion
of
downtown,
whether
it
be
skyscape
hq
or
my
own
building
grant
park.
G
G
That
only
did
the
communities
of
interest
align
more
in
that
southern
portion,
but
the
steven
split
morning
height
would
not
be
split
into
two
separate
wards.
This
would
help
ensure
that
the
neighborhood
borders
remain
intact
and
that
the
new
boundaries
aren't
separating
neighborhoods
that
share
mutual
interests
into
two
separate
wards
again.
For
these
reasons,
I
believe
you
should
move
ward
7
district
border
back
to
chicago
avenue
to
keep
this
part
of
downtown
connected
to
the
rest
of
downtown.
G
M
M
M
The
commission's
redistricting
work
ultimately
impact
the
lives
of
people
with
disabilities
through
civic
participation
and
representation.
Therefore,
proposed
maps
should
place
into
consideration
how
residents
can
fully
engage
in
essential
activities
such
as
voting
recreation
and
engaging
with
elected
officials,
the
americans
with
disabilities
act.
The
ada
is
a
civil
rights
law,
protecting
discriminating
protections
against
discriminating
against
people
with
disabilities
and
ensuring
access
to
goods,
services
and
activities.
The
ada
requires
public
agencies
and
private
businesses
to
remove
physical
communication
policy
and
programmatic
barriers.
M
Although
there's
been
tremendous
success
in
the
last
few
decades,
the
specific
needs
of
people
with
disabilities
are
still
often
overlooked.
New
technology
and
practices
have
improved
access
to
goods
and
services.
However,
it
is
still
unnecessary
to
advocate
for
very
removable
and
equitable
access.
That
is
why
it's
paramount
that
anybody
at
work
which
increases
access
to
goods
and
services
essential
this
not
only
benefits
people
with
disabilities,
but
other
groups,
such
as
parents,
seniors
and
veterans.
M
Please
keep
in
consideration
of
how
these
maps
will
impact
the
mobility
and
maneuverability
of
people
with
disabilities
to
essential
services
and
civic
engagement
activities.
For
example,
a
misplaced
redistricting
border
can
directly
affect
the
ease
of
a
use
and
the
accessibility
of
voting
pieces,
availability
of
transportation
options,
distance,
accessible
paths
of
travel,
disability
parking
and
the
polling
locations
are
just
a
few
critical
factors
and
possible
challenges
that
people
with
disabilities
must
evaluate
redistricting
borders
need
to
take
into
consideration
any
effect.
M
A
border
change
has
on
the
location
of
a
current
voting
precinct
in
order
to
minimize
or
eliminate
any
added
barriers
to
individuals
with
disabilities.
Macopd
serves
as
a
resource
to
the
mayor
city
council
to
the
departments
to
ensure
proactive
and
good
planning
is
in
place
to
increase
accessibility
for
all
parties.
Mcmahony

a
good
place
to

for
everyone.
B
We've
now
completed
the
list
of
speakers
who
signed
up
I'm
going
to
ask
if
there
are
any
speakers
who
signed
up
who
were
either
not
on
the
line
earlier
or
couldn't
get
through,
who
are
now
on
the
line.
If
you
have
signed
up
and
not
had
a
chance
to
comment,
please
just
pipe
it
pipe
up
and
let
us
know
who
you
are.
D
Me
hi,
I'm
carter,
yost,
oh
okay,
go
ahead
thanks!
So
much
well.
Members
of
the
commission.
I
appreciate
the
opportunity
to
speak
today
and
and
thanks
for
providing
some
opportunity
for
public
input.
I
spoke
a
few
months
ago
before
the
commission
talking
about
a
similar
thing,
so
I'm
excited
to
be
back
and
sort
of
lend
a
follow-up
perspective.
My
name
is
carter
yost
I
use
pronouns
like
he
him
and
his.
D
I
am
a
second
year
student
at
the
university
of
minnesota,
twin
cities
and
and
therefore
a
resident
currently
in
ward,
six,
the
bearing
on
west
bank
of
campus
and
I'm
also
the
state
president
for
the
college
democrats
in
minnesota.
In
this
role
we
represent
a
few
dozen
college
campuses
across
the
state,
including
multiple
here
in
minneapolis,
and
something
we've
seen
consistently
be.
D
The
case
is
that
young
people
are
far
more
likely
to
be
involved
in
the
political
processes
that
feel
like
the
political
process
works
functionally
to
any
extent
in
the
local
elections.
This
last
fall.
Part
of
what
we
experienced
at
umntc
was
with
the
splits
between
the
como
neighborhood,
dingytown
and
eastbank
campus
and
west
bank
campus
split
between
multiple
awards
and
presents
it
made
it
really.
Messy
and
student
interest
to
participate
in
elections
was
drastically
lower
than
it
might
have
been
otherwise
than
it
had
been
about
a
decade
ago.
D
So
I
wanted
to
come
briefly
and
lend
my
support
for
the
reunification
of
umntc's
campus
firmly
within
ward
2,
as
well
as
maintaining
augsburg,
concretely
and
succinctly
within
to
maintaining
st
thomas's
opus
campus
firmly
and
completely
within
ward
7..
I
think
all
of
those
changes
are
or
all
of
those
changes
or
continuations,
depending
on
where
you're
looking
are
really
excellent.
Sort
of
policy
decisions
on
the
part
of
the
commission
to
ensure
that
students
are
kept
as
a
sort
of
quasi
community
of
interest
and
designated
as
such.
D
So
I
wanted
to
commend
the
commission
on
maintaining
campuses
as
a
whole
to
every
extent
possible
in
the
instances
in
which
our
organization
looked
and
applaud
you
for
that
that
access
and
that
commitment
to
student,
accessibility
and
youth
input.
So
thank
you
so
much.
We
look
forward
to
seeing
the
final
maps
and,
as
amendments
are
potentially
considered,
I
hope
that
you
maintain
the
focus
you
have
thus
far
in
ensuring
that
students
are
kept
together
with
their
campus
and
college
communities
as
time
moves
forward.
So,
thank
you
so
much
and
I
appreciate
your
time.
B
B
A
Hi,
you
called
my
name,
but
you
skipped
it
again.
It's
imran
here,
okay,
please
go
ahead.
Hi,
my
name
is
imran.
I'm
president
of
ward
6
and
a
community
member,
I'm
here
today
to
speak
in
support
of
the
draft
map
approved
by
the
redistricting
group
over
the
past
several
months,
residents
in
ward
6
have
fought
to
make
sure
our
voices
were
not
diluted.
Adding
their
mind
to
the
remainder
of
elliott
park
into
ward
6
is
the
right
choice.
A
As
we
know,
the
demographics
of
elliott
park
are
similar
to
ward
6,
therefore
making
sense
to
add
the
rest
of
elliot
park
into
ward
6..
Thank
you
for
listening
and
please
do
not
change
the
map
forward.
Six
as
drawn
in
the
recently
approved
draft
map.
B
B
B
B
F
Please
go
ahead.
Okay,
I
would
like
to
voice
my
support
for
the
ward
6
map
drawn
in
the
recent
approved
draft
map
resistance
group.
You
know
the
demographics
of
ward
6,
like
I'm,
going
to
piggyback
on
what
the
previous
person
from
my
word
said.
You
know
the
demographics
are
very
similar
right
and
the
majority
of
the
residents
of
elliot
park
are
the
minority.
You
know
