long
time

this
group
to
try
and
make
this
project
happen.
We
think
it's
good
for
the
city
of
minneapolis
provide
some
additional
housing
and
and
will
serve
the
community
well.

the
staff
report
and
findings
recommendation
for
the
project
at
310
and
318
second
street
north,
the
subject
site
two
lots:
310
is
owned
by
the
applicant
and
318
second
street
is
the
applicant
has
a
purchase
agreement
with
hennepin
county.
That's
the
sliver
of
land
closest
to
the
cedar
lake
bike
trail.

The
project
proposed
building
is
eight
floor:
mixed
use,
building
with
the
eighth
floor
being
a
1
500
square
foot,
penthouse
96
units,
approximately
4000
square
feet
of
office
and
retail
47
enclosed
parking
spaces,
it's
primarily
brick
on
all
four
sides,
with
metal
panel
below
the
windows
primarily
and
a
new
bicycle
and
pedestrian
connection
from
2nd
street
north
to
the
cedar
lake
trail
through
those
elevations
and
here
showing
that
first
floor
plan
plus
the
site
plan.
With
that
connection
to
the
cedar
lake
trail.

Street
north,
in
march
of
this
year,
the
applicant
received
approvals
from
the
hpc,
given
that
it's
in
two
historic
districts,
the
only
applications
in
front
of
you
tonight
site
plan
review
rezoning
of
the
lot
at
318
that
small
parcel
to
be
consistent
with
310,
so
that
318
going
to
b4n
and
the
minor
subdivision
to
combine
the
two
lots.
There's
no
variances
being
requested
and
also
note
with
the
applied
four
premiums.

The
applicant
is
well
below
the
maximum
height
and
floor
area
allowances,
and
we
know
that
there's
no
parking
requirement,
but
the
applicant's
exceeding
their
parking
requirements
with
47
spaces.
I
bring
those
two
things
up
because
in
the
public
comments
from
the
hpc
that
those
those
two
items
were
of
concern
to
some
in
the
neighborhood.

with
that
summarize,
this
project
complies
with
the
comprehensive
plan.
Future
land
use
and
built
form
guidance.
The
zoning
code,
requirements
and
staff
is
recommending
approval
of
the
three
applications
with
the
stated
conditions
of
approval.

it
seemed
like
not
much
had
changed
in
terms
of
the
access,

cedar
lake
trail

the
architectural
feedback
we
gave
them.

on

One
of

biggest
changes
and
and
we're
excited
to
see
was
the
change
from
metal
panel
on
that
top
floor
to
brick
for
that
entire
building
on
all
four
sides,
and
that
was
that
was
something
that
we
recommended
approval
for
from
the
hbc.

think
one
of
the
planning
commissions
here
brought
up
that
idea,
and
so
we
we
really
appreciate
the
applicant
proactively
willing
to
make
that
change.

before

minneapolis
park
board
at
our
most
recent
meeting,
and
we
approved,

believe
it
was
land
in
lieu
of
park,
dedication
fees

excited
about
the
permanent
access
that
this
provides
to
the
cedar
lake
trail
just
wanted
to.

applicant

is

they've
changed
or

pedestrian

biker

comfortable
going
to
that
space.
So
will

add
signage
or
wayfinding?

think,
there's
three
things,
one
of
them
being
signage
as
a
whole.
We
do
intend
to
do
some
signage,
two,
it
being
well
lit
and
the
third,
I
think
the
most
important
thing
is
we're
going
to
do
a
grooved
and
poly
in

road
and
in
the
sidewalk
green
rectangles,
as
you
cross,
the
existing
bike
trail
going
down
to
it.
So
it'll
be
pretty
obvious
that
that's
what
the
connection
is-
and
I
think
that'll
help
sort
of
draw
people
into
it
and
not
make
it
feel
like
it's.

if

trail

the
neighborhood
arts
community

on

wall
and

ramp

pedestrian

times

chicken
trying

run
across

street

crosswalk

directly
across

cedar
lake
trail
from

proposed
development.
So
I
think
we're
excited
that

building

coming,
but
there
are
concerns
about
the
scale
of
the
project.
It's
quite
large
for
that
small
space
96
units
in
that
small
footprint
is
a
lot
of
people
to
be
putting
in
that
area.

assume
most
people
would
have

one
car
per
unit,
if
not
more,

so,
where
are
all
those
people
going
to
park?
The
streets
are
already
busy
and
crowded
in
the
neighborhood,
with
local

attracting
twins,
fans
and
all
sorts
of
great
things.
So
consider
that
when
you
take
a
look
at
approving
this,

think
the
access
is
great.

excited
about
that,

project
