All
right
we
have
a
quorum
with
that
we'll
proceed
to
the
agenda,
a
copy
of
which
is
available
at
limbs.minneapolismn.gov
and
also
on
the
counter
over
there
we'll
begin
with
acceptance
of
the
minutes
from
june
13th.
Could
I
have
a
motion
to
accept
those
minutes?
I
moved.
A
So
following
items
are
on
the
agenda
for
this
evening,
number
4,
608
3rd
street,
north
618
3rd
street,
north
and
246
7th
avenue
north
staff
is
recommending
this
item
for
consent.
Is
there
anyone
who
would
like
to
speak
against
staff
recommendation
on
this
item
all
right?
Seeing
none
I'll
put
item
number
four
on
consent:
item
number
five
1823,
1827,
1831,
1835
and
1839
bryant
avenue.
North
staff
is
recommending
this
item.
A
C
A
Item
number:
seven
608,
608,
second
avenue.
South
staff
is
recommending
this
item
for
consent.
Is
there
anyone
who
would
like
to
speak
against
staff
recommendation
on
this
item
all
right?
Seeing
none
we'll
put
item
7
on
consent,
number
8,
2542,
blaisdell,
avenue
staff
is
recommending
this
item
for
consent.
Is
there
anyone
who
would
like
to
speak
against
staff
recommendation
on
this
item
right?
It's
not
seeing
any
I'll.
Put
item
number
eight
on
consent.
A
A
Right,
seeing
none
I'll
put
item
number
nine
on
consent
and
item
number
10,
electric
vehicle
charging
ordinance.
This
item
will
be
continued
if
there's
no
objection
to
the
august.
First
meeting,
all
right
continue
item
number
10
to
august
1st,
so
we
have
items,
number
4,
6,
7,
8
and
9
on
consent,
and
we
will
continue
item
5
to
july
18th
and
item
10
to
august
1st.
A
A
Seeing
none
all
in
favor,
say:
aye
aye,
all
opposed
any
abstentions,
all
right
the
agenda
is
adopted,
so
next
we
will
go
to
our
consent
items,
so
these
items
are
number
5
and
10
they're
being
continued
to
july,
18th
and
august
1st.
But
if
you
are
here
to
speak
on
one
of
these
items,
you
can
do
so
now
you
can
come
to
the
podium
state,
your
name
and
address
for
the
record
and
proceed
with
your
comments.
A
C
A
C
I,
on
the
consent.
A
Agenda
I
it
was
the
consent
agenda,
but
I
said
it
like
it
was
the
continuance
agenda.
So
that
was
my
mistake.
So
I
just
opened
the
public
hearing
for
the
continuance
agenda.
So
if
we
can
approve
those,
then
I'll
open
the
consent
agenda
and
then
you
can
okay
all
right.
Could
I
have
a
motion
to
continue
items
five
and
ten,
so
I
moved
all
right.
We
have
a
motion
and
a
second
is
there
any
discussion
all
in
favor,
say
aye
aye,
all
opposed
any
abstentions,
all
right!
A
So
now
we'll
move
on
to
the
consent
agenda,
which
is
items
four
six,
seven,
eight
and
nine.
A
A
C
Thanks,
I
just
had
a
more
general
question
that
relates
to
the
consent
agenda
items
just
for
our
own
knowledge
since
we're
a
lot
of
new
commissioners
here.
When
can
somebody
help
help
me
and
help
others
sort
of
describe
when
a
tdm
plan
gets
triggered
or
required.
E
Maybe
that
refers
to
them,
but
as
far
as
when
they're
reviewed
in
the
process,
it's
typically
done
as
part
of
the
initial
review,
so
we
don't
deem
applications
complete
unless
they
have
a
complete
travel
demand
management
plan
and
that
gets
reviewed
by
planning
staff
and
public
works
staff,
and
it's
an
administrative
decision
between
planning
staff
and
public
works
staff.
There's
often
quite
a
bit
of
back
and
forth
with
applicants
to
make
sure
that
their
amenities
proposed
are
approvable
and
are
actually
meeting
the
goals
that
we're
looking
for.
E
So
you
know
this
is
a
relatively
new
change
that
came
with
the
parking
changes
when
we
eliminated
parking
requirements,
but
I
think
it's
been
working
well
so
far,
we
typically
in
the
staff
reports
we'll
just
note
which
strategies
are
being
proposed
since
the
tdms
are
typically
already
approved
by
the
time
we're
looking
at
writing.
The
staff
report.
C
E
Yes,
you
certainly
could
then,
but
okay,
because
it's
not
a
planning
commission
decision,
it
wouldn't
come
before
the
commission.
Typically
at
that
point,
we
know
which
strategies
they're
going
to
be
looking
at,
or
that
could
be
a
question
that
you
asked
the
applicant
at
committee
of
the
whole
to
engage
in
that
conversation.
Okay,.
E
A
A
Second,
all
right:
we
have
a
motion
and
a
second
any
discussion,
all
right,
all
in
favor,
say
aye
aye,
aye,
any
opposed
abstentions,
all
right
the
consent
agenda
has
been
approved
and
that
occlu.
That
concludes
all
of
our
public
hearing
items.
For
this
evening,
are
there
any
announcements
from
staff.
E
Just
wanted
to
give
a
brief
update.
The
city
did
appeal
the
judge's
decision
on
the
lawsuit
regarding
the
2040
plan.
We
also
requested
a
stay
on
the
order
related
to
that
decision.
We
are
currently
in
a
waiting
period
right
now,
where
we're
waiting
for
a
response
from
the
judge
on
a
request
for
a
stay
with
that
we
don't
want
to
get
into
too
much
conjecture
about
where
things
are
at,
because
it
is
ongoing.
A
E
The
only
rezoning
applications
you
are
going
to
see
are
the
ones
that
were
deemed
complete
prior
to
june
15th
prior
to
us
getting
the
decision
anything
after
that
is
deemed
incomplete.
We
added
some
language
to
our
general
land,
use
application
checklist
that
essentially
keeps
us
from
being
able
to
deem
rezonings
and
comp
plan.
Amendment
applications
complete
at
this
time.
A
F
I
have
a
question
too:
could
we
I
just
have
a
question
about
why
we
use
septed
in
our
reviews
and
if
we
could
look
at
a
different
way
to
look
at
public
safety
as
opposed
to
septet.
I
don't
know
if
that's
in
our
code-
and
I
would
have
to
take
a
code
amendment,
but
some
of
their
principles
are
very
odd.
E
It
is
indeed
in
our
code
in
chapter
530
of
site
plan
review,
so
that
is
why
we
have
to
review
it.
It
would
take
an
amendment
to
that
chapter
of
the
zoning
code,
which
we
are
currently
prohibited
from
doing,
but
we
could
definitely
bring
it
up
with
our
code
development
team.
There
are
going
to
be
a
number
of
things
that
we're
looking
at
in
the
site
plan
review
chapter
going
forward
as
we
work
on
further
implementing
some
of
the
built
form
guidelines
and
the
land
use
rezoning
study.
E
Sounds
good
and
then
the
only
other
thing
I
had
was
just
a
reminder
that
we
are
canceling
committee
of
the
whole
this
thursday,
due
to
a
lack
of
agenda
items
and
the
two
items
that
had
been
on
the
agenda
for
our
last
committee
of
the
whole
meeting
will
be
discussed
on
july.
18Th.
A
Thank
you
anything
for
many
commissioners,
all
right,
if
not
and
without
objection.
I
will
declare
this
meeting
adjourned.
Our
next
planning
commission
meeting
will
be
monday
july
18th,
and
our
next
committee
of
the
whole
meeting
will
be
after
that.
Thank
you.
Everybody.
