we
have
two
honorary
resolutions
to
present
honoring
two
amazing
city
employees
and
who
are
moving
on
and
so
we'll
start
with
the
first
resolution,
honoring
patience,
ferguson,
hr
director
who
is
leaving
our
great
city
to
go
work
for
the
federal
government,
I
believe
and
council
vice
president
palmisano
will
present
that
resolution.

Ms
ferguson
led
the
human
resources
department
for
the
past
nine
years
with
integrity,
passion
and
enthusiasm,
fostering
a
work
environment
that
promoted
innovation,
teamwork,
accountability
and
results
and
allowed
people
to
do
their
best
work,
whereas
ms
ferguson
is
a
thoughtful
leader
in
transformative
human
resource
service
delivery,
with
an
emphasis
on
equity,
accountability
and
change
management,
she
facilitated
creation
and
enhancements
of
programs
and
initiatives
to
leverage
and
support
city
goals,
all
of
which
will
continue
to
have
a
positive
impact
for
many
years
to
come.
These
include
establishment
of
the
juneteenth
paid
holiday
for
city
employees;
leadership.

civil
unrest
following
the
murder
of
george
floyd
in
creating
safe
spaces
for
city
employees
to
grieve
and
heal
the
quote.
Great
resignation
resulting
in
significant
workforce
changes
for
the
city
and
the
establishment
of
quote
next
normal,
allowing
flexible
and
hybrid
work
arrangements
for
city
employees
and
whereas
miss
ferguson
is
respected
by
an
array
of
local
and
national
partners
and
stakeholders
and
was
honored
with
many
awards,
including
a
women
in
business
award
from
msp
business
journal.

the
african
american
leadership
forum,

hennepin
county
work
force
wellness
awards.

to
deal
with
issues

our
communities

our
neighborhoods,
and
so
kelly
has
been
a
strong
and
dedicated
partner
and

city
servant
as
she

civil
servant

she
she
mentioned,
and
I
want
to
thank
director
ferguson
for
her
commitment
and
service
to
the
city
of
minneapolis,
and
I
know
that
your
public
service
career
will
continue
and
that
we

be
in
good
hands

you
move
over
to
the
federal
reserve

comment
regarding

executive
mayor,
legislative
council
structure
ordinance.

know
that
we're
going
to
be
having
a
lot
of
conversation
about
this
in
the
coming
weeks,

course
I

flag.
That
is
deeply
concerning
that
we
are
still
not
seeing
legal
counsel
that
the
city
council
can
trust
and
use
in
policymaking.

it's
crucial,
of
course,
for
legislators
and
policymakers
like
ourselves
to
access
independent
legal
counsel.
This
is
a
basic
checks
and
balance
that
keeps
the
zephyr
branch
from
using
legal
barriers
to
prevent
legislation
on
behalf
of
the
public.

this
dynamic
seem
to
even
play
out
during
our
conversations
related
to
hennepin
app,
where
appointed
staff
are
leaning
on
the
attorney's
office
to
validate?

counsel
doesn't
have
authority
to
do

murky
area

lack

authority

hennepin
avenue,

something
myself
and
the
council
members
who
represent

area

something

chair
of
the
public
works
and
infrastructure
committee,

policy
changes
to
help
add
clarity
in
