At
the
record
reflect
that
we
do
have
a
quorum.
Kali
is
in
honor
of
black
history
month
and
in
in
deference
to
our
fire
chief
brian
tyner.
We're
gonna
start
this
meeting
with
a
note
of
black
history.
B
In
fact,
minnesota
black
history,
nellie
griswold
francis,
was
an
african-american
suffrage,
suffragist
and
civil
rights
activist.
She
knew
that
voting
was
just
one
of
the
many
civil
rights
denied
two
women
in
her
community
in
1914.
B
In
1920,
the
club
became
the
every
woman
progressive
council
dedicated
to
the
promotion
and
political
and
economic
equality
and
social
justice
of
the
negro
cooperation
between
white
and
colored
women
and
men,
training
of
local
colored
women
leaders
and
fostering
the
recognition
of
negroes,
who
have
achieved
success
from
a
speech
published
in
the
appeal
from
may
7th
1921
nelly
griswold
francis
is
quoted
as
saying
your
children
will
reap
the
harvest
of
our
solidarity
of
our
determination
to
stand
together
to
fight
together
and,
if
needs
be,
to
die
together.
B
She
is
one
of
25
women
honored
for
their
roles
in
achieving
the
women's
right
to
vote
in
the
minnesota
women's
suffrage
memorial
on
the
grounds
of
the
state
capitol.
Thank
you
is
mrs
nelly
griswold,
francis
for
your
early
foundational
work
and
indeed
our
children
are
reaping
the
harvest
of
that
solidarity.
B
With
that
we
will
return
to
our
agenda
and
the
agenda
for
today's
meeting
is
before
us
and
I'll
ask
my
colleagues:
is
there
any
amendments
to
the
agenda.
B
Second,
the
clerk
will
call
the
world.
G
D
B
That
item
carries
and
the
agenda
is
adopted,
and
I
will
note
that
councilmember
payne
has
joined
us
and
indicated
his
presence
by
voting
president
and
I,
which
I
think
was
actually
two
actions,
but
we
we
certainly
recognize
that
you
are
here
in
this
meeting.
Councilmember
payne.
B
The
first
item
is
acceptance
of
the
minutes
from
our
regular
meeting
on
february
10th.
Can
I
have
a
motion
to
accept
those
minutes
so
moved?
Second,
I
will
ask
the
clerk
to
call
the
world
council.
G

B
H

G
C
I
B
B
That
carries
and
those
matters
have
been
referred,
so
the
first
sort
of
business
is
the
reports
of
our
standing
committees.
The
first
committee
to
report
this
morning
is
the
business
inspections,
housing
and
zoning
committee,
and
this
morning
that
report
will
be
presented
by
the
committee's
vice
chair
council
member
osman,.
J

you.

with
that
16
items.
I
have
moved
forward
for
approval
this
morning.
K
Thank
you,
madam
chair.
I
would
like
to
request
pulling
item
four
for
a
separate
vote.
B
Okay,
we
can
certainly
accommodate
that
next
is
council
member
weinsley
warlabah.
L
Thank
you,
madam
president,
and
I'm
also
glad
councilmember
payne
pulled
this
item,
because
I
wanted
to
briefly
speak
on
the
municipal
bonding
for
venture
academy,
which
is
located
in
my
ward.
I
will
be
voting
in
favor
of
this
bond
today.
While
I
have
serious
concerns
about
the
expansion
of
charter
schools
generally
in
minneapolis
and
across
the
country
based
on
how
the
municipal
charter
school
bonding
works
here,
there
is
no
reason
for
me
to
not
support
this
capital.
Investment
bond.
L
L
Additionally,
I'm
currently
in
active
communication
with
the
administration
from
venture
academy
about
how
we
can
make
sure
that
there
is
a
safe
and
supportive
labor
environment
for
staff
and
feel
positive
about
the
direction
of
those
conversations
and
there's
on
full
record
that
the
administration
will
be
making
a
public
statement
about
how
they're
going
to
be
moving
forward
with
creating
a
supportive
labor
environment
for
their
workers
so
and
for
their
students.
So
again,
I'm
excited
to
vote
in
favor
of
this,
so
just
want
to
put
that
on
record.
B
The
report
moved
by
councilmember
osman.
G
I
D
C
B
That
report
passes
and
now
we
have
the
matter
of
item
number
four.
Is
there
any
discussion.
D
G
I
D
C
G
B
And
that
item
carries
before
we
move
to
the
next
committee
report.
I
do
want
to
just
acknowledge:
we've
been
joined
by
council
member
chavez,
councilmember
chavez
if
you
would
just
confirm
your
presence
by
stating.
C

has
moved
that

Is
there
any

B
Thank
you.
Is
there
any
further
discussion.
A
G
B
E
Good
morning,
madam
president,
the
public
health
and
safety
committee
has
seven
items
to
bring
forward
for
recommendation
this
morning.
Item
number
one:
is
the
national
association
of
county
and
city
health
officials
grant
acceptance
to
address
vaccine
hesitancy
item
number
two
is
deleting
from
the
agenda
a
request
for
proposals
for
implementing
projects
that
improve
community
well-being.
E
Item
number
three
is
authorizing
a
contract
amendment
with
special
school
district
number,
one
minneapolis
public
schools
for
cover
19
investigation
and
contract
tracing
item
number.
Four
is
a
grant
amendment
from
the
minnesota
department
of
health
for
prevention
and
management
of
diabetes,
heart
disease
and
stroke
item
number.
Five
is
accepting
the
2022
urban
scholars
program,
funding
from
partner
organizations.
E
Item
number
six
is
authorizing
contract
amendments
with
organizations
providing
services
under
the
minneapolis
strategic
outreach
initiative
and
item
number
seven
is
authorizing
a
contract
with
the
state
of
minnesota
department
of
public
safety,
on
behalf
of
the
bureau
of
criminal
apprehension
for
access
to
the
minnesota
criminal
justice
data
communications
network.
With
that,
madam
president,
I'd
like
to
move
items
one
through
seven
for
approval
this
morning.
B
Thank
you,
council
member
of
utau
and
customer
vita
has
moved
that
report.
Is
there
any
discussion,
councilmember
rainville.
I
Yes,
thank
you.
Madam
president.
I
would
like
to
discuss
briefly
item
six.
I
will
not
be
voting
for
that
today
and
the
reason
why
is
in
committee,
I
had
some
questions
and
council
member
ellison
advised
me
to
go
offline
and
go
one
on
one
which
I
did
I
tried
to
do.
I
did
contact
the
office
of
violence
prevention
on
friday.
I
My
return
email
was
that
they
were
busy
tuesday,
so
I
sent
some
dates
and
times
I
was
available
as
of
today.
I
have
not
gotten
back
to
them.
I
also
informed
the
mayor's
office
on
wednesday.
I
had
some
questions.
I
did
get
an
email
late
last
night,
but
my
questions
are
not
answered
and
I
am
very
disappointed
in
the
transparency
and
just
the
plain
manners
that
this
was
carried
out,
so
I
will
not
be
voting
on
this.
I
I
originally
wanted
to
pull
the
I
the
item,
but
council
member
ellison
explained
that
that
would
not
be
proper
and
we
have
to
move
forward.
I
agree
with
him.
I
will
not
be
pulling
the
item,
but
I
will
not
be
voting
for
it.
Thank
you.
Thank.
B
You
councilmember
rainville
councilmember,
it's
okay,.
N
I
just
had
a
couple
of
questions
and
I
apologize
for
not
bringing
this
up
before
before
council
today
on
item
number
seven
and
so
not
sure
if
there
is
any
relevant
staff
here
that
can
speak
to
that.
So
was
hoping.
We
could
pull
that
out
for
discussion.
B
Certainly,
let's
pull
item
number
seven
off
the
agenda
and
and
then
we'll
discuss
that
after
the
vote,
councilmember
allison.
M
Thank
you,
madam
president,
and
I
I
was
able
to
have
a
good
conversation
with
with
councilmember
rainville,
and
I
appreciate
that
he
was
not
gonna
be
moving
to
delay
this
item,
because
I
I
you
know.
I
think
that
would
be
a
mistake
on
our
part,
but
I
also
just
want
to
want
to
want
to
want
to
want
to
say
that
the
the
work,
the
office
of
violence
prevention
is
not
a
stand-alone
department.
M
As
of
yet
it
is
a
division
within
the
health
department
and
sasha
cotton
and
her
team
have
are
are
more
on
the
ground
than
your
typical
department
head,
and
so,
while
I
I
still
would
encourage
council
member
rainfield
to
get
his
questions
answered
and
certainly
encouraged
the
office
of
violence
prevention
to
make
sure
that
they
schedule
that
meeting
with
him.
I
also
just
want
to
say
that
you
know:
we've
got
folks
in
ovp,
doing
everything
from
consoling
family
members
to
doing
working
security
at
funerals.
M
I
know
that
I've
been
at
a
number
of
funerals
in
the
past
couple
of
days
and
and
I've
seen
ovp
working
security,
security
at
every
single
one
of
them
and
sasha.
Cotton
is
often
sort
of
at
the
helm
managing
those
operations,
and
so
I
just
wanted
to
note
that,
because
I
think
it's
really
important
that
we
certainly
is
is
proper
and
appropriate
to
to
have
questions
of
our
staff.
M
But
I
also
think
it's
really
important
that
we
really
that
we
respect
the
on-the-ground
work,
that
our
staff
are
doing
and
acknowledge
it,
and
so
I
so
I
just
wanted
to
come
in
and
and
name
that
and
say
that
if
there's
delays
in
ovp
getting
back
to
any
of
us,
I
I
doubt
it
has
anything
to
do
with
their
desire
to
be
less
than
transparent.
M
And
I
know
for
a
fact
it
has
everything
to
do
with
the
fact
that
they
are
doing
the
very
necessary
work
that
we're
asking
them
to
do
and
that
we
are
thankfully,
and
hopefully
going
to
continue
here
today
we
are
still
in
february.
We
have
experienced
a
lot
of
loss
and
a
lot
of
tragedy
in
our
city,
even
this
early,
and
I
think
that
it
is
important
to
note
that
that
the
spring
and
summer
months
are
ahead
of
us
so
to
delay
this
work
to
delay
the
work
of
ovp.
M
M
So
just
wanted
to
make
that
comment,
and
I
appreciate
all
of
the
questions
that
folks
have
and
I'm
sure
that
ovp
will
be
happy
to
talk
with
any
of
any
of
us
on
the
council
about
their
work
about
their
procurement
process,
and
I
thought
the
presentation
that
they
gave
really
spoke
to
any
notions
of
transparency
in
a
positive
light.
I
don't
think
it's
a
department
that
is
not
interested
in
being
transparent.
So
thank
you
and-
and
that
concludes
my
comments.
B
Thank
you,
I'm
councilmember,
ellison
and-
and
I
would
concur
with
your
assessment
and
have
personally
witnessed
the
office
of
violence
prevention,
its
directors,
its
staff.
B
You
know
at
events
at
eight
o'clock
at
night
on
the
weekends
the
funerals
you
mentioned,
which
have
been
far
too
many
in
the
last
couple
of
weeks
and
yeah.
Just
absolutely
can
concur
with
with
all
that
you
stated
nexon
q,
I
believe,
is
council
member
chavez.
H
Yes,
I
just
want
to
speak
on
the
part.
Sorry,
my
camera's
a
little
weird.
I
want
to
speak
on
number
five
on
the
urban
scholar
one.
I
just
want
to
say
that
I
used
to
be
an
urban
scholar
here
at
city
hall
and
I
think
it's
an
amazing
program.
I
got
to
work
here
at
the
city
council
chamber,
so
I
got
to
work
for
two
city
council
members
got
to
work
at
minneapolis
public
schools
and
then
also
got
to
work
at
the
state
of
minnesota
for
the
department
of
employment
and
economic
development.
H
B
Thank
you
councilmember
chavez
and
I
100
agree
with
you
as
well
that
the
urban
scholars
program
is
probably
one
of
the
best
things
that
we
have
done
at
the
city
of
minneapolis
in
the
last
10
years
and
speaking
from
personal
experience.
B
My
amazing
team
member
zoe
bourgeois
also
was
a
participant
in
the
urban
scholars
program
for
multiple
years,
and
I
just
can't
be
pleased
enough
with
with
her
service,
but
also
just
all
of
the
urban
scholars
that
have
been
coming
through
that
program
and
seeing
the
amazing
work
that
they
are
doing
in
the
city
in
various
organizations
around
the
city.
At
the
state
legislature,
people
running
for
public
office,
people
leading
organizations.
B
The
urban
scholars
program
is
one
of
the
the
most
unique
and
dynamic
programs
that
we
do
at
the
city
of
minneapolis
council
member
vtown.
E
Thank
you.
Madam
president,
I
wanted
to
speak
to
item
two,
the
item
that
was
deleted.
It
was
not
deleted
because
we
aren't
moving
forward.
It
was
deleted
because
they
don't
the
health
department
doesn't
need
approval
from
the
council,
so
that
request
for
proposal
is
live.
It's
up.
People
can
apply.
I
know
you
had
some
questions
earlier
this
week
about
it.
Madam
president,
so
I
just
wanted
to
state
that
that
is
up
and
live,
and
I
can
have
the
link
sent
out
to
anyone
who's
interested.
B
Yeah
absolutely,
which
was
my
part
of
my
question.
So
hopefully
we
can
pick
up
offline
about
what
the
rfp
request
is
looking
for,
but
I
will
await
the
links
that
that
yourself
or
are
you
gonna,
have
asked
the
help
department
to
send
that
out
or
how
is
that
gonna.
E
I
think
that
our
interim
commissioner
has
already
sent
it
to
my
office
so
we'll
forward
it
to
you
or
we
can
have
her,
send
it
out
as
well.
Thank
you
so
much
also.
I
wanted
to
speak
to
the
ovp
contracts.
You
know
that
when
that
came
through
committee,
there
was
lots
of
questions.
We
got
a
presentation
from
ovp.
E
There
were
still
questions
the
the
email
that
we
received
last
night.
I
I
felt
like
answered
a
lot
of
my
questions
and
a
lot
of
the
questions
that
community
have
been
reaching
out
to
me
about,
so
I
feel
good
about
voting
for
this.
I
know
that
it's
important
with
the
spring
and
summer
coming
that
we
have
these
folks
out
in
community.
E
So
I
will
be
working
closely
with
the
office
of
violence
prevention
to
learn
and
understand
more
about
the
the
minneapolis
contracts,
but
I
feel
good
about
the
email
that
we
received
yesterday
in
answering
questions
that
my
constituents
and
others
throughout
the
city
have
asked
me
about
these
speci
this
specific
amendment.
Thank
you,
madam
chair.
B
Thank
you
so
much
councilmember
vito
and
see
no
other
council
members
in
queue.
I
will
ask
the
clerk
to
call
the
role
and.
C
J
Yes,
madam
president,
thank
you
so
much.
I
just
want
to
make
a
comment
about
opp.
This
is
a
great
program
since
I
joined
the
console
we
had.
If
we
be
obviously
prevention
come
to
lake
street
and
see
the
riverside
neighborhood,
they
have
improved
youth's
lives
and
there's
a
lot
of
great
feedback
on
the
community.
J
So
sasha
and
her
team
are
doing
a
wonderful
job
and
I
encourage
us
to
really
look
at
you
know,
alternative
policing
and
and
the
work
that
we
need
to
do
with
more
resource
to
this
kind
of
work
in
the
city
of
minneapolis.
So
I'm
really
excited
to
see
that
we're
bringing
a
resource
and
a
much
needed
resource.
We
need
that
not
just
the
city
but
overall,
federal
and
state.
J
This
is
a
program
that
is
that
have
helped
many
youth
that
have
lost
hope
and
so
far.
My
experience
here
has
been
nothing
but
positive.
So
thank
you
so
much.
B
Thank
you
councilmember,
asman
and
yeah,
so
I
am
going
to
after
we
go
ahead
and
take
up
the
proposed
report
items
one
through
six
and
then
we
will
separately
discuss
item
number
seven.
I
believe
we
do
have
some
a
staff
person
here
to
be
able
to
potentially
respond
to
council
member
chuck
towels
chuck
thais
questions.
G
F
C
B
That
item
carries
and
now
we
will
take
up-
I
know
number
seven
on
the
public
health
and
safety
committee
and
I
will
call
on
council
member
chuck
tank.
N
Yeah
you
know
I
want
to
thank
robin
mcpherson
who
hopped
on
last
minute,
and
I
I
think
I
just
wanted
to
quick
check
in
about
this
contract
with
the
bca.
N
F
F
So,
yes,
we
we've
had
a
contract
with
them,
for,
I
think
forever
it
seems
like.
But
yes,
it
is
a
consistent
annual
contract.
F
N
Great
and
I
I
think
it
just
caught
my
attention-
I
was
specifically
concerned
about
juvenile
data
and
and
access
to
that
and
just
wondering
what
types
of
what
types
of
systems
are
in
place
to
have
that
added
layer
of
protection.
That's
different
for
us.
F
Yeah
great
great
question:
the
the
information
that's
contained
in
this
is
very
obviously,
very
confidential.
We
have
training
in
place
that
we
have
to
get
recertified
annually
and
in
fact
everybody
in
the
police
department
goes
through
that
training.
It's
also
part
of
the
backgrounds
when
people
are
hired
within
the
department.
F
N
I
appreciate
that
and
then
just
last
quick
question
just
around
like
immigration
related
data
that
may
be
included.
I
know
you
know.
Different
cities
have
different
approaches
there
and
I'm
just
wondering
how
we
approach
that,
interacting
with
the
state
agency.
F
I'm
afraid
I
can't
answer
the
question
directly
about
immigration,
but
I
see
that
bert
osborne
has
been
has
accessed
the
meeting
and
he
would
probably
be
a
better
person
to
answer
that.
If
you
would
bert.
B
B
B
It
seems
like
he's
trying
to
call
again
and
miss
mcpherson.
You
are
not
able
to
respond
to
that
question.
F
I
cannot
answer
a
question
on
immigration,
but
if
you
wouldn't
mind
and
if
I
could
put
myself
on
mute,
it
looks
like.
I
have
travis
glampi
commander
glampy
on
my
phone
and
I
can
ask
him
that
question.
So
if
you
could
just
hold
on
briefly.
F
Council
president,
I
apologize
for
the
delay.
I
have
commander
glampy
on
speakerphone
with
me
and
he
says
there
is
no
immigration
data
on
the
sieges
site.
N
B
Thank
you.
Miss
mcpherson
and
dc
glampy
appreciate
the
response,
so
we
will
take
up
the
matter
of
item
number.
Seven.
It's
saying,
there's
no
further
discussion.
I
will
ask
the
clerk
to
call
the
wrong.
C
B
B
That
item
carries
and
we
will
now
move
to
the
public
works
and
infrastructure
committee
and
that
report
will
be
presented
by
the
chair
council
member
johnson.
Thank
you.

B
Thank
you
councilmember
johnson,
and
is
there
any
discussion.
B
Seeing
none,
I
will
go
ahead
and
ask
the
clerk
to
call
the
role
council.
J
B
That
carries
in
that
report
is
adopted
and
that
completes
all
of
our
committee
reports.
There
are
no
reports
from
our
special
committees
today
and
the
next
order
of
business
is
the
notice
of
introductions,
as
reflected
on
the
agenda
council.
Member
johnson
gives
notice
of
his
intent
to
introduce,
at
the
next
regular
meeting
of
the
full
council,
subject
matter
of
an
ordinance
to
a
man,
title
19
of
the
code
with
revisions
to
all
chapters
contained
in
the
water
and
sewer
code.
B
The
next
sort
of
business
is
our
introduction
and
referral
calendar,
and
there
is
one
item
on
the
calendar
today,
a
motion
by
council
member
payne,
pursuant
to
the
notice
at
our
last
meeting,
to
introduce
the
subject
matter
of
an
ordinance
to
amend
the
city's
charter
to
create
a
new
public
safety
department
for
first
reading
and
referral
to
the
policy
and
government
oversight
committee.
G
C
A
D
B
That
carries
and
the
matter
will
be
referred
to-
the
policy
oversight,
government
oversight
committee
in
the
next
council
cycle.
Next,
we
have
the
order
of
new
business.
We
have
two
items
today.
First
is
the
state
of
emergency
resolution
and
I
recognize
the
clerk
to
explain
this
matter
for
the
body.
C
Thank
you,
madam
president,
this
morning,
mayor
frye
did
rescind
a
prior
emergency
regulation
related
to
a
mass
mandate
in
public
accommodation
spaces
and
so
in
accordance
with
that
rescission
of
the
prior
emergency
regulation.
This
updates
the
council
of
ongoing
resolution
related
to
the
ongoing
state
of
local
public
health
emergency.
C
This
action
simply
records
that
within
the
body
of
that
resolution,
so
that
we
have
one
single
act
that
contains
all
of
the
city's
actions
with
respect
to
the
ongoing
local
public
health
emergency
related
to
covet
19.
B
H
Sorry,
I
just
I'm
sorry
clerk.
I
just
want
some
clarification
because
you
mentioned
the
new.
I
think
the
mayor,
just
I
think,
no
longer
requires
mass
in
public
spaces.
As
of
today,
can
you
just
explain
what
you
meant?
Does
this
have
anything
to
do?
What
we're
voting
on
today
or
I
got
a
little
confused.
I
just
want
a
little
clarification
on
what
you
meant.
C
Madam
president,
and
thank
you
councilmember
chavez,
this
is
really
a
receive
and
file
item
to
the
council.
We're
updating
the
council's
ongoing
resolution.
The
mayor
has
taken
action
which
is
within
his
purview
under
both
state
law
and
the
code
to
rescind
an
emergency
regulation
which
had
been
previously
issued
related
to
the
wearing
of
facial
coverings
or
masks
in
places
of
public
accommodation.
So
that
would
be
as
an
example.
C
Restaurants
bars
movie
theaters
things
of
that
nature,
and
so
where
it
applies
to
the
broader
community
of
the
city
of
minneapolis
that
prior
mandate
requiring
facial
coverings
be
worn
in
those
places
of
public
accommodation
is
now,
as
of
today
rescinded.
It's
my
understanding
that
that
rescission
was
made
effective
at
9.
00
am
so
for
the
body.
We
are
simply
updating
your
resolution
so
that,
from
a
public
transparency
and
accountability
perspective,
we
have
one
action
that
reflects
the
ongoing
state
of
emergency
and
the
regulations
that
are
in
effect.
C
We
do
not
need
a
council
vote,
so
apologies,
madam
president.
What
we
simply
need
to
do
is
note
for
the
record
and
receive
and
file.
This
latest
update.
B
Thank
you,
mr
clerk
and
councilmember
chavez.
Next,
thank
you
is
councilmember
chug
thai.
B
Right,
thank
you
and
so
colleagues,
there
is
no
action
required
on
this
item
and
I
will
direct
the
clerk
to
receive
and
file
that.
B
So
next
we
will
move
to
announcements.
Colleagues,
we
do
have
a
request
for
a
closed
session
today.
Therefore,
I
am
going
to
just
move
the
order
of
the
announcements
first
so
that
we
can
dispense
with
any
announcements
before
the
closing
of
the
meeting,
and
I
would
ask
if
any
of
my
colleagues
have
any
announcements
to
share
this
morning,
and
I
see
in
queue
council
members
paying
and
weinsley
warlow.
K
Thank
you.
Madam
president,
I
just
wanted
to
acknowledge
that
a
real
anchor
of
northeast's
main
commercial
corridor
at
valerian
central
announced
this
week
that
they
will
be
closing
that
is
sennyai
senlek
and
dipped
in
debris
and
they've.
Very
dutifully
served
the
community
with
some
of
the
best
food
in
the
city
when
they
opened
their
business
on
laureen
central.
K
K
The
owners
of
sydney,
eisen
luck
and
dipped
in
debris
and
to
encourage
folks
to
go
up,
go
over
to
lori
and
central
and
get
some
really
delicious
thai
food
and
great
burgers,
while
you
still
can
they're
gonna
still
be
in
business
through
the
end
of
april
or
so,
and
so
I
just
wanted
to
thank
them
for
everything
that
they've
done
for
the
award.
B
Thank
you,
councilmember
nixon
q,
I
believe,
is
council
member
weinsley
morlapa.
L
Thank
you.
Madame
president,
my
finger
was
a
little
slow,
getting
my
name
in
queue
to
talk
about
new
business
for
the
hiawatha
expansion.
It's
okay.
If
I
can
make
a
brief
comment
on
that.
Certainly
thank
you.
Madam
president.
Basically
I
just
wanted
to
say
that
I'm
happy
to
see
a
council
member
chavez
bring
forth
a
pause
on
the
ohio,
hiawatha
expansion
and
I
look
forward
to
supporting
east
phillips
residents,
community
organizers
as
well
as
councilmember
chavez
as
they
continue
to
actualize
the
east
phillips
farm
urban
community-led
vision.
L
This
has
been
a
community
that
has
been
harmed
by
decades
from
institutionalized
racist
policies
from
various
government
agencies,
and
we
know
the
rates
of
disease
that
are
affiliated
with
pollution
are
very
high
in
east
phillips,
and
we
also
know
that
you
know
it's
a
community,
that's
70
black
and
brown
and
working
class,
so
recognizing
the
correlations
between
again
environmental
racism
and
how
it's
played
out
in
that
particular
community,
and
for
these
reasons
it's
it's
why
this
community
has
been
advocating
and
fighting
for
years
to
be
heard.
L
Despite
resistance,
you
know
every
step
of
the
way
and
the
city
has
played
a
key
role
and
being
a
barrier
to
making
this
vision
for
this
farm
happen.
And
while
I
realized
that
this
is
a
complicated
matter,
I
hope
that
we
as
a
city
entreprise,
begin
to
really
take
a
look
at
our
own
words
when
we
talk
about
creating
policies
and
goals
and
and
how
we
actually
want
to
make
it
happen,
as
it
relates
to
our
environmental
action
goals.
L
So
I
really
hope
that
the
entreprise
will
see
this
this
this
effort
as
a
way
to
make
a
bold
action
and
and
give
a
meaningful
response
to
a
community
that
has
been
harmed
for
decades
by
our
negligence
in
providing
a
environmentally
safe
community
with
air
that
isn't
disastrous
towards
black
and
brown
people's
health.
So
I'm
really
excited
that.
You
know
we
would
designate
this
as
a
green
zone
and
that
this
is
the
opportunity
for
us
to
set
a
new
president.
L
So
what
it
looks
like
to
create
a
new
green,
well
green
new
green
deal
in
partnership
with
black
and
brown
community.
So,
thank
you
so
much
council
member
chavez
for
your
work
and
for
all
of
the
organizers
at
east
phillips
farm
and
the
staff
who
have
been
able
to
get
us
to
this
point
today.
B
Thank
you,
councilmember
back
to
announcements,
councilmember
rainville.
I
Thank
you,
madam
chair.
What
I
wish
to
do
is
twofold
number
one.
I
want
to
express
my
sympathies
to
the
ukrainian
community
for
being
attacked
by
russia.
This
is
the
largest
act
of
war
we've
seen
in
the
world
since
world
war
ii
and
in
sympathy
and
solidarity
with
them.
I
I
will
be
working
with
the
state
highway
department
and
the
county
to
light
up
the
lowry
bridge
and
the
35
w
bridge
and
the
colors
of
the
ukraine
of
yellow
and
blue,
and
I
I
just
send
my
my
best
to
the
ukrainian
community.
Thank
you.
B
Thank
you
so
much
councilmember,
rainbale,
councilmember
johnson.
O
Thank
you,
madam
president,
and
I'm
very
glad
to
hear
council
member
rainville
speak
on
this.
That's
what
I
was
planning
to
speak
on
as
well,
that
we
saw
an
invasion
of
ukraine
last
night,
and
this
is
a
country
of
more
than
44
million
people,
and
we
know
that
right
now
there
are
people
who
are
losing
their
lives,
who
are
injured,
who
are
in
great
fear
as
they
face
the
uncertainty
of
this
war
that
russia
decided
to
commence
with,
and
so
it's
just
it's
horrible.
O
It's
absolutely
horrible
to
see
what
is
happening
right
now.
I
know
I
watched
a
video
of
a
father
saying
goodbye
to
his
two
children,
who
were
crying
as
he
sent
them
away
to
a
safe
zone
while
he
stayed
to
fight
for
his
nation,
and
so
it's
it's
a
horrible
moment
in
the
history
and
the
world
stands
united
against
these
acts.
O
B
Thank
you,
councilmember
johnson
and
councilmember
rainfield,
for
highlighting
this
this
atrocious
global
event
that
will
no
doubt
have
an
impact
on
on
the
entire
world.
It
is
a
deeply
saddening
reality
that
we,
as
a
human
species,
has
not
learned
over
the.
B
Thousands
and
thousands
and
thousands
of
years
of
human
history
that
war
is
not
and
never
has
been
and
never
will
be
the
answer
to
our
problems.
So
I
I
do
appreciate
that
that
acknowledgement
and
no
sentiments
that
have
been
expressed.
I
put
myself
in
queue
to
just
acknowledge
and
and
and
actually
take
a
moment
to
to
thank
mpd
for
doing
their
jobs
in
in
the
arrest
of
two
individuals
and
two
really
high-profile
murders
of
young
people.
B
Children
in
our
communities
and
just
wanna
express
and
send
my
my
thoughts
and
prayers
and
condolences
once
again
to
to
those
families
to
the
the
family
of
of
young
trinity
as
well
as
deshawn.
B
We
see
you,
we
love
you.
We
are
standing
in
in
solidarity
with
you
for
for
justice
and
offer
our
condolences
on
the
loss
of
your
beautiful
children,
council,
member
wesley
warloban.
L
Thank
you,
madam
president,
jenkins.
I
just
wanted
to
also
extend
you
know,
solidarity
with
some
of
the
comments
that
my
fellow
council
members
made
in
regards
to
the
evasion
of
ukraine.
I
think
what
has
become
very
clear
for
you
know
or
throughout
the
numerous
wars,
is
that
wars
never
work
benefit
working
class
people,
and
so
I
extend
solidarity
to
working-class
people
in
ukraine
and
in
russia
who
are
having
to
bear
the
burden
of
imperialist
interests
that
do
not
benefit
nor
advances
adjust
democracy
for
anyone
also.
L
That
said,
I
also
want
to
take
the
time
to
acknowledge
the
egregious
actions
that
texas
lawmakers
move
forward
yesterday
against
trans
youth
in
particular
and
say
this
is
an
opportunity
for
minneapolis
and,
of
course,
minnesota.
L
But
I'm
elected
official
here
in
minneapolis
versus
said
the
president
that,
in
order
for
us
to
create
a
safe
city
where
we
know
especially
disproportionately
black
and
brown
trans
youth,
face
higher
rates
of
housing
instability
as
well
as
much
more
violent
contact
with
law
enforcement
that
we
should
do
everything
that
we
can
to
maintain
and
expand
safe
conditions
for
them
being
through
measures
like
passing.
L
A
strong
rent
control
policy
through
moving
forward,
creating
new
models
and
mandates
of
public
safety,
which
is
why
I'm
excited
of
doing
this
work
alongside
councilmember
payne,
to
create
a
new
department
of
public
safety,
because
no
person,
regardless
of
your
gender
or
sexual
orientation,
should
ever
have
to
live
your
life
in
fear.
And
this
is
the
time
for
our
city
to
set
a
presence
and
make
sure
that
all
people,
regardless
of
your
orientation.
L
You
know
that
your
life
matter
that
you
have
value
and
we
will
do
everything
to
protect
you.
So
I
just
wanted
to
also
bring
that
into
our
conversation
today,
as
we
reflect
on
our
roles
as
elected
leaders
and
how
we
extend
that
towards
advocating
for
the
best
conditions
for
our
most
marginalized
communities.
B
B
B
First
is
the
we
have
two
topics
that
we
will
be
discussing
in
in
cold
session,
and
the
first
is
the
litigation
matter
of
kreckelberg
versus
anoka
county
at
all,
and
the
second
is
the
litigation
matter
of
my
yang
yang,
the
city
of
minneapolis.
At
all,
before
I
move
to
close
the
meeting
I'll
recognize
the
city
attorney
to
provide
the
legal
basis
for
the
requested
closed
session.
D
Thank
you,
president
jenkins,
and,
as
you
noted,
the
next
items
on
the
agenda
are
the
cases
of
kreckleberg
versus
anoka
county
at
all,
and
my
yang
versus
city
of
minneapolis
at
all.
These
cases
are
in
active
litigation
in
federal
court
and
your
lawyers
would
discuss
with
the
council
litigation
strategy
and
or
settlement
possibilities.
D
B
Thank
you,
mr
city
attorney,
and
with
that
I
will
move
that
our
public
meeting
be
closed
as
authorized
under
the
provisions
of
the
open
meeting
law.
Specifically
minnesota
statute,
section
13d,
.05,
subdivision
3b
for
the
purpose
of
discussing
litigation
matters
with
the
city
attorney
may
have
a
second
to
that
motion.
B
Second,
we
have
a
proper
second,
I
want
to
ask
the
clerk
to
call
the
role.
D
F
D
B
That
carries,
and
we
will
now
close
the
public
portion
of
our
meeting
and
convene
in
closed
session
for
the
viewing
public.
I
will
note
that
the
broadcast
of
this
meeting
will
continue
and
the
council
will
reconvene
in
public
after
we've
concluded
the
closed
session.
For
my
colleagues,
please
use
the
separate
link
for
the
closed
session
to
join
that
part
of
the
meeting
and
we'll
see
you
all
briefly.
C
Madam
president,
this
is
casey.
It
appears
that
we
have
a
quorum
that
has
reconvened
in
the
council's
open
public
session.
B
C
B
And
with
that
colleagues
and
viewing
audience
we've
completed
all
the
items
on
our
agenda
and
with
nothing
further
to
come
before
the
council
and
without
objection.
I
will
declare
this
meeting
adjourned
and
I
want
to
thank
everyone
for
their
patience,
attention
and
excellent
work
this
morning.
Thank
you
all
have
a
great
weekend.
