dollars

the
approval
of
easements
and
development
terms

a
basis
for
a
redevelopment
contract,
as
described
in
the
attached
term
sheet
in
2018.

request

proposals

the
guthrie
liner
parcel
later
that
year,
council
authorized
exclusive
development
rights
to
aecom
for
a
mixed-use
project
and
authorized
staff

contract
after
a
number
of
administrative
extensions
due
to
a
reconfiguration
of
uses

covert
related
market

to

the
upper
harbor
infrastructure,

primarily
speaking
about
the
land
conveyance
today,
as
I'm
sure
you
all
know,
cmej
and
mca
are
currently
in
litigation
with
the
city
over
this
project,
and
just
yesterday
the
court
issued
a
scheduling
order,
setting
forth
the
next
steps
in
the
case,
to
continue
through
the
fall.

we're
asking
is
that
the
city
declined
to
take
any
further
risks
with
this
project
by
tying
up
resources
that
with
transactions
that
could
be
undone
in
litigation.
The
city
is
taking
a
risk-
and
I
also
want
to
emphasize
here
today
that
my
clients
are
not
opposed
to
any
development
at
the
parcel
and
in
fact,
cmej
has
developed
its
own
renderings
for
the
property,
so
the
community
is
really
looking
to
work
collaboratively
with
the
city
on
this
project.

real
concern
because
there
is
a
real
possibility
of
gentrification
as
a
result
of
this
project
and
some
of
the
city's
park
planning
documents
acknowledge
this,
so
environmental
review
is
the
place
to
analyze.

data
environmental
review

determine
whether
this
is
a
good
use
of
city
resources.

the
upper
harbor
project
which
you

before
you

next
stage

activities

timeline,

know
that

been
used
against
us,

that's
the
way
the
nature
of
development
works,
and
this
will
allow
us
to
do
some
of
the
important
work

prepare
the
site
for

and

surfacing
requirements
for
establishment

off-street
loading
space
which
would
be
accessory
to
a
proposed
multiple
family
dwelling
with
three
units
and
other
site
improvements
at
1329
six
feet.

facing
sixth
street,

both
street
facing
sides
of
the

single
family
dwelling
with
a
detached
garage
accessed

driveway

designated

the
applicant

bit

background

say
that
no
variances
were
requested
related
to
the
design
of
the
multiple
family
dwelling
itself.
For

bike
shed,
there
were
two
separate
variances
which
were
requested
and
approved,

shed
variances
are
not
the
subject
of
today's
appeal
again.
The
appeal
is
specific
to
three
other
variances,
which
were
requested
specific
to
the
the
loading
space
and
just
to
reiterate
those
that's
a
variance
to
the
location
requirements,
otherwise
known
as
the
setback
requirements.

In
this
case,
issues
on
the
on
the
southeast
and
the
northeast
sides
also
a
variance
to
the
landscaping
and
screening
requirements.
I
need
to
have
a
seven
foot,
landscape
yard
and
screening
meeting
certain
requirements
again
on
those
two
same
sides
as
the
setback,
variances
and
finally,
a
variance
to
the
surfacing
requirements.
An
off-street
loading
space
is
required
to
to
be
constructed
with
materials
with
a
wheel
load
capacity
of
at
least
10
000
pounds.
In
this
case.
The
proposed
capacity
for
this
loading
space
would
be
only
8
000
pounds.

members
of
the
committee
are
aware,
there
are
three
required
findings,
which
must
be
met
for
any
variance
request
to
be
approved,
the
first
being
of
finding
that
there
be
practical
difficulties
due
to
circumstances
unique
to
the
property
not
created

persons
presently

an
interest
in
the
property
and
not
based
on
economic
considerations
alone.

currently

construction

project

you
today
is
one
block
from
the
university
of
minnesota.

driveway

make
the

function

alley

parking

the

street
adjacent

that
are
unique
and
specific
to
just
this
parcel.
So
we
are
asking
for
support
to
build
this
driveway,

it
functions
better.

a
letter
of
support
from
the
neighbor
to
the
north.

affected

driveway.

plan,
there's

foot
setback
required
for
the
loading
unloading

want

regard

some
of
this
issues,
some

these
issues,
and
we
have
touched
base
with
the
council
members
staff
and
looked
at
and-

I
believe
that
what
he
has
enumerated
and
what
he
has
spoken
to
would
satisfy
a
rational
basis
to
support
the
motion
that
he's
making.

Good
afternoon,
madam
chair
and
committee
members,
I'm
here
today
with
a
commercial
property
development
fund
loan
recommendation
for
the
coliseum
project.
The
loan
itself
will
be
going
to
2700
long
fellow
coliseum.
Llc
the
coliseum
building
is
at
2708
east
lake
street
in
the
longfellow
neighborhood
built
in
1917
and
over
the
years
over.
The
past,
100
plus
years
has
been
home
to
many
different
things,
including
a
billiards
hall,
bowling
alley,
dance
halls,
music
school
and
just
recently
it
has
been
placed
on
the
national
register.

As
we
are
aware
in
may
of
2022
following
the
murder
of
george
floyd,
the
heart
of
east
lake
street,
which
is
where
the
coliseum
building
is
located
and
kitty
corner
from
the
third
precinct.
Building
at
minnehaha
on
lake
street
became
an
epicenter
for
the
protest
that
helped
spark
a
nationwide
protest
against
police
and
police
officer-involved
killings
of
black
people.
The
coliseum
building,
as
I
noted,
is
there
in
that
area,
where
most
buildings
were
badly
damaged
and
burned.

The
colosseum
building's
brick
facade
did
help
it
sustained
that
fire
such
that
the
interior
is
fully
damaged
and
it
was
condemned
by
the
city's
building
official.
But
it
was
not
a
total
loss
and
seward
redesign
was
able
to
purchase
the
property
into
2021
and
achieve
the
national
register
status
for
it.

Currently,
seward
redesign
owns
the
property
and
they
are
now
working
with
a
group
of
three
different
entrepreneurs
from
the
area
and
they
will
be
working
on
a
building
project
to
renovate
the
building.
It
will
have
approximately
twenty
thousand
square
feet
of
retail
on
the
first
floor
and
we'll
have
office
space
in
the
basement.
Second
and
third,
which
is
consistent
with
how
the
project
was
property,
was
used
prior
to
the
fire
in
2020.

As
I
mentioned
at
the
time
this
time,
the
llc
that
will
be
the
borrower
on
the
loan
is
owned
wholly
by
steward
redesign.
At
the
time
of
closing,
when
the
city
would
close
on
the
commercial
property
development
fund
loan
and
after
which
construction
would
begin,
it
will
be
owned
by
four
entities:
seward
redesign,
janice,
downing,
alicia,
belton
and
chris
montana,
and
the
four
of
them
will
own
the
property
together.

Chris
montana
is
the
owner
of
dinord
craft
spirits,
america's
first
black
owned
distillery,
and
for
the
past
ten
years
chris
and
dinord
have
been
committed
to
diversifying
the
craft,
spirits
community
and

three
of
the
entrepreneurs
will
also
be
either
having
their
office
space
or
will
be
operating
a
bar
restaurant
for
in
the
case
of
denord,
in
the
new
renovated
building.
So
there
will
be
owners
and
op
owner
operators
and
office
space
tenants
in
the
space.

The
total
project
cost
for
the
whole
redevelopment
is
just
over
30
million
dollars
and
you'll
see
they
have
a
large
capital
stack
that
they
are
putting
together
to
make
this
project
come
to
fruition.
So
they
have
historic
tax
credits.
They
have
new
markets,
tax
credit,
tax,
new
markets,
tax
credits,
private
bank
financing
from
sunrise
bank,
a
pace
loan
for
green
improvements
to
the
building.

Today's
report,
which
is
the
1.5
million
cpdf
loan
from
the
city
of
minneapolis
and
a
number
of
other
county
met
council
and
and
state
grant
applications
that
are
pending,
as
well
as
a
lot
of
pending
applications
and
requests
to
the
local
philanthropic
community
that
we
have
here
in
minneapolis-st
paul.

I've
also
included
in
the
report
the
terms
of
the
cpdf
loan,
most
notably
that
it,
the
the
cpf
loans,
are
zero
percent
interest
over
40
years
with
forgiveness
at
the
end
of
year
40,
if
the
ownership
has
not
changed
and
the
use
of
the
structure
is
similar
to
the
day
was
approved
with
that.
