moment
in
black
history,
and
so
I
want
to
recognize
william
r
morris
senior
one
of
the
first
black
lawyers
in
the
state
of
minnesota.

In
fact,
he
was
the
only
african-american
faculty
member
at
the
university
he
moved
to
chicago
and
was
admitted
to
the
illinois
bar
before
relocating
to
minneapolis
in
1889.
He
was
the
very
first
african-american
lawyer
to
practice
in
the
courts
of
hennepin
county
and
one
of
the
first
african-american
lawyers
admitted
to
the
state
bar
the
same
year.
He
established
the
afro-american
law
enforcement
league.

Despite
the
oppression,
racism
and
challenges
he
faced.
William
r
morris
senior
was
a
respected,
jurist,
a
valued
member
of
his
chosen
committee
community
in
minneapolis,
and
led
an
amazing
life
today,
as
we
meet
to
discuss
our
charter
city
charter
and
the
governance
structure
and
the
future
of
this
city
and
community
that
we
serve,
we
remember
the
greatness,
the
leadership
of
william
r
morris
senior,
whose
legacy
lives
on
here
in
minneapolis,
and
so
with
that
we
will
return
to
our
agenda.

common

publicly

I
wanted
to
make
a
quick
comment
on
this
one,
and
I
spoke
at
committee
number
four
that
street
renaming.
I'm
just
really
excited
about
this
one
and
really
proud
today
that
we
are
taking
this
matter
up
and
really
appreciative
of
the
committee's
work.
You
know.

On
the
south
side,
there
are
not
a
lot
of
streets
named
after
people
or
places
they're,
mostly
numbers
on
the
street
signs,
and
so
it's
a
pretty
significant
honor
to
have
a
street
named
after
you
and
unfortunately,
in
this
case
we
have
a
street
in
ward
12.
That
is
named
after
a
pretty
bad
person.
Somebody
named
charles
diet,
who
led
the
eugenics
movement
in
minnesota
that
resulted
in
the
forced
sterilization
of
hundreds
of
minnesotans,
so
he
created
a
ton
of
harm
and
really
horrible.

Impact
on
people's
lives
and
left
a
wake
of
victims.
He
was
also
very
well
known
for
his
letters
to
hitler
praising
the
efforts
around
trying
to
purify
genetics
over
in
germany,
and
hitler
actually
responded
back.
So
this
is
well
documented
history,
it's
not
being
erased.
In
fact,
we
should
remember
so
that
these
sort
of
of
behaviors
and
beliefs
are
never
repeated,
but
you
know
having
your
name
on.
A
sign
is
a
huge
honor
and
clearly
charles
knight
does
not
deserve
that.

I'm
really
proud
of
this,
especially
for
black
history
month,
is
charles
or
is
his
captain
john
cheatham,
who
is
the
city's
first
black
firefighter
and
first
black
fire
captain
and,
in
fact,
was
stationed
on
the
all
black
fire
station
fire
station
number
24,
which
we
actually
took
up
on
our
previous
council
agenda
at
our
last
meeting,
which
is
now
received
landmark
designation
status
and
captain
john
cheatham
was
actually
born
into
slavery
and
was
freed
as
part
of
the
emancipation
emancipation
proclamation
in
which
he
and
his
family
moved
to
minneapolis
and
despite
all
the
racism
and
oppression,
ended
up
blazing
a
trail,
no
pun
intended
there
with
the
fire
department,
but
ended
up
blazing
a
trail
and
and
becoming
the
city's
first.

Black
firefighter
and
opening
the
door
for
so
many
others
behind
him
and
stepped
up.
Despite
all
of
the
opposition
and
all
the
oppression
stepped
up
to
serve
our
community
with
honor
and
protect
the
lives
of
people
within
our
community
and
truly
leaves
behind
a
huge
legacy
and
deserving
very
much
so
of
this
honor
and
this
recognition.
So,
thank
you

considering
this
and
indulging
me
and
being
able
to
to
speak
to
the
tremendous
legacy
of
captain
john
cheatham.

research

these
claims,
because

of
it
is
egregious-
and
I
hope
that
we
can
change
state
law
in
the
future
to
help
prevent
this.

some
context,

we've

been
having
some
level
of
questions
about
these
workers
compensation
claims
they
are
incredibly
difficult
to
talk
about,
and-
and
I
I
think
this
it's
important
to
notice
that
or
it's
important
to
note,
but
I
think
the
community
is
taking
notice
of
these
claims.

There's
not
a
lot
that
we
as
a
body
can
do
about
them,
and
I
certainly
empathize
and
feel
for
any
of
my
colleagues
that
feel
like
they're
frustrated
and
fed
up
with
these
claims.

I
am
gonna,
I'm
gonna
be
voting
for
these
claims
today,
and
the
reason
is
because
I
think
that
voting
against
them
only
subjects
taxpayers
to
to
to
to
to
higher
payouts,
but
I
think
that
the
some
of
the
some
of
the
frustrations
that
I've
that
I've
talked
to
many
of
you
about,
I
think,
are
well
noted
and
valid
so
I'll
be
supporting
this
today.

Definitely,
some
of
my
initial
thoughts
is.
You
know
the
way
that
the
police
department
has
and
continues
to
operate
without
you
know
addressing
deep
institutionalized
violence
within
this
department.
It's
clearly
not
working
for
both
the
officers
who
have
applied
or
are
already
receiving
workers
comps,
and
certainly
not
working
for
our
city
budget
and
the
taxpayers
who
are
footing
the
bill.

I
also
want
to
say
that
several
of
my
own
constituents
have
reached
out
to
me
expressing
concern
about
the
city's
contract
with
specifically
the
jones
day
law
firm
in
regards
to
police
on
legal
matters.
It's
a
law
firm
that
has
a
trouble
troubling
history,
including
representing
president
trump,
as
well
as
the
republican
party
attempting
to
overturn
the
elections
of
2020.
M
So,
while
we're
not
privy
or
to
the
details
of
these
cases
around
the
workers
comps,
I
am
not
in
a
position
to
litigate
individual
workers
compensation
settlements,
but
I
think
we
all
can
see
that
we
are
paying
out
over
2
million
dollars
today,
and
that
is
just
simply
not
sustainable
for
our
city.
So
I
just
want
to
acknowledge
my
colleagues
for
raising
this.

basin
and
manhole
repair,
and
the
sixth
is
a
project,
designation,

estimates
and

the

it's
a
really
big
deal.
It

noteworthy
first
because
this
is
the
first
department
head
charter
department
head
nomination,
consideration
by
this
council
this
for
our
new
term
here,
but
it's
also
the
first
under
the
new
government
structure,
and
so
as
we
are
all
learning
to
figure
that
out
together.

This
was
certainly
something
that
we
wanted
to
be
mindful
of
the
president
we're
setting
around
this,
and
in
that
regard,
I
really
want
to
thank
the
members
of
the
public
who
showed
up
to
speak
and
for
their
great
participation.
We
had
nearly
40
speakers
for
this
item
and
for
to
speak
on
this
appointment
at
committee.
I
also
want
to
thank
my
colleagues
for
all
of
their
great
questions.
We
had
a
fairly
lengthy
committee
meeting,
which
I
think
really
reflects
the
seriousness
with
which
we
all
took
the
consideration
of
this
appointment.

This
was
recommended
unanimously
out
of
committee,
and
I
also
wanted
to
note
something
else.
That's
pretty
noteworthy
about
this,
which
is
that
this
position,
this
public
works
director
position,
has
been
carried
with
an
interim
appointment
for
more
than
a
year,
and
so
that's
a
pretty
long
time
not
to
have
a
permanent
director
in
there.
It
also
has
consequences
both
for
the
department
and
the
individual
in
that
role
and
so
on.

In
that
regard,
I
do
want
to
publicly
recognize
and
really
thank
director
brett
jelly
for
stepping
up
during
the
vacancy
into
the
role
as
interim
director,
taking
on
essentially
multiple
jobs
at
the
same
time
and
really
leading
the
department,
through
some
very
serious
and
difficult
situations
that
we've
all
faced
over
this
last
year.
Director
jelly
has
really
done
a
great
job
in
that
we're
very
appreciative
for
his
service.

So,
commissioner,
margaret
anderson
kelleher
is
being
recommended
by
the
committee.
I'm
very
excited
about
this
appointment.
The
commissioner
has
really
shown
at
least
to
me-
and
I
believe
to
my
colleagues
as
well
that
she's
accessible
and
responsive
that
she
takes
a
collaborative
and
thoughtful
approach
to
work,
and
certainly
she
has
a
remarkable
record
of
public
service
throughout
our
state.

She
is
proven
as
a
manager
and
really
brings
a
high-tech
focus
and
background
to
her
work,
and
I
I
expect
will
be
taking
a
data
driven
approach
to
really
improving
service
delivery.

It's
also
really
noteworthy
that
she
has
some
very
deep
experience
as
a
policy
leader
and
at
this
time,
with
this
new
government
structure
in
place
that
we
are
all
working
through,
I
think,
can
really
be
a
bridge
between
both
our
legislative
branch
that
we
all
are
and
the
mayor's
office
as
the
executive
branch.

That
policy
leadership
is
also
very
important
right
now
for
two
other
reasons:
one
because
we
have
both
a
lot
of
arpa
funding
coming
that
ties
in
directly
to
infrastructure
and
public
works,
and
I
think
leveraging
her
relationships
and
her
skills
in
this
regard
will
really
benefit
the
city
tremendously
and
then
also
because
we
have
a
really
short
term.

I
mean
we're
already
into
our
term
with
less
than
two
years
to
go,
and
so
having
somebody
that
really
understands
how
to
move
policy
forward
and
implement
it,
I
think,
will
serve
us
well
as
a
council,
as
we
really
take
on
that
work
as
a
committee.
So
it's
something
I'm
very
proud
to
be
able
to
move
today
and
bring
forward
and
excited
for
commissioner
margaret
anderson
kelleher
to
join
the
team.

there
will
be

significant
amount

funds

arpa
and
infrastructure
bills
that
have
been
passed
at
the
federal
level

really
want

ensure
that
we
are
distributing
those
funds
and
projects
equitably.

think
that
is
a
part
of
the
language
that
accompanies
those
funds
is,
is
equity,
and
so
we
know
that
there
are
lead
pipes
that
are
disrupting
our
young
children's
abilities
to
grow,
to
learn
as
well
as.

Safety
concerns
as
it
relates
to
our
transportation
network,
and
so
just
really
want
to
ensure
that
we
are
always
thinking
about
equity,
at
the
forefront
of
how
we,
how
we
distribute
those
very
welcome
and
necessary
funds.
So

and

better
system

death

the
cost
of
doing
business

know

we

keep

community
safe

avoiding
these
types
of
tragedies
we
were
elected
by
our
voters

solve

city's
biggest
challenges.

weight

moments
right

spent
the
last
week
listening
to
the
grieving
family
of
amirlock
local
community
leaders,
our
youth
and
I
probably
like
many
of
you-
have
been
reached
out
to
by
a
number
of
constituents
who
have
asked
me
why
mpd
has
been
allowed
to
kill
again
and
how
could
our
elected
of
leadership
allow
this
to
happen
again,
I
recognize
the
limitations
of
what
we
can
do
as
city
council.
I
know
that
we
can't
ban
no
knocks
or
fire
police
officers
with
documented
dishonest
and
violent
work
histories
and
that's
the
mayor's
responsibility.

Some
of
my
colleagues
have
been
on
council
for
much
longer
than
I
have,
and
some
are
joining
me
and
being
you
know
this
being
their
first
term,
but
regardless
of
your
time
in
the
halls
of
city
hall,
I
believe
we
all
understand

importance
of
public
credibility
to
the
overall
success
of
our
city.

deserves
better

use

sure

not

another

helpful

mention

is
not
an
attempt

rehash.

know
the
amendment
that
was
before
voters,
but
you
know
in
full
transparency.

supported
that
amendment
that
was
before
voters,

you
know
what
I
heard
from
voters
was
they
really
wanted
us
to
come
up
with
a
plan
around
this
integrated
approach,
and
I
think
that
there
is
widespread
support
for
that
and
really
taking
the
time
to
work
collaboratively
together
around
taking
these
different
diffuse
components
of
public
safety
that
we
have,
including
many
that
we're
just
standing
up
and
rolling
out
whether
that's
our
mental
health
responders,
whether
that's
our
crime
prevention
specialists,
whether
that's
taking
calls
through
three
on
one
for
report,
only,
whether
that's
our
staff
and
regulatory
services
that
play
a
significant
component
of
this
work
around
public
safety
and
so
really
being
thoughtful
about
taking
these
different
functions
and
integrating
in
these
roles
and
integrating
them
together
under
one
department
where,
hopefully,
eventually,
we
can
have
armed
law
enforcement
as
part
of
that
larger
collaborative
approach,
integrated
approach
around
public
safety,
and
certainly
as
we're
talking
about
this
as
well.

know-
I
think
it's
important
to
mention
that
we
can't
just
take
a
reactive
approach
to
public
safety.
There
are
so
many
other
components
beyond
where
we
continue
to
make
investments,
whether
that's
in
affordable
housing,
whether
that's
in
youth
activities
and
engagement,
where
it
really
makes
a
huge
difference,
including
also
economic
development,
where
these
are
all
critical
components,
as
well
of
the
broader
ways
that
we
improve
public
safety.
So
I
really
appreciate
councilmember
payne's
approach
around
working
with
all
colleagues.

this
is
something
frankly
that
a
lot
of
us
expected
would
get
going
in
this
new
term,
because
it
is
really
important
work
and,
I
think,
really
the
next
step
of
how
we
improve
public
safety
in
our
our
city.

murder
of

someone
who

close

family

to

condolence

andre
lock,
and
all
these
large
families.

the

I
talked
to
the
family
and
it's
it's
not
just
them
that
are
hurting
it's
myself

everyone
else

the
conversation

is

we

continue

remove
this
outdoor,
outdated
laws,
the
mpd
practice,
and
we
can
do
that
by
coming
together

also
having

policies

kids
and
save

better

yet

senseless
act
of
violence.

student
who's

dealing
with
a
similar
incident
in
her
ward,
and
so
I
just
want
to
encourage
all
of
my
colleagues

I

encourage
all
those
members
of
the
public
to
really
be
keeping

north
side
and
really
keeping
north
high
in
your
hearts.

a
difficult
and
a
tragic
situation.

staff

reached
out

me
yesterday
about
the
incidents
that
the
shooting
that
happened
in
north
minneapolis.
The
north
side
is
hurting
today
and,
as
councilmember
ellison
said,
keep
the
north
side
in
your
thoughts
in
your
hearts
and
your
prayers.
This
is
a
really
hard
time
we
had
the
shooting
of
a
young
athlete
a
north
high
athlete.

As
a
young
person,
I
witnessed
a
shooting
and
as
a
45
year
old
woman,
I
can
still
feel
it.
I
can
still
hear
it
these
kids
and
that
bus
driver
have
a
long
road
to
recovery.
This
is
traumatic
for
them,
think
about
them.
Think
about
their
families.
I'm
looking
forward
to
working
with
all
my
colleagues
on
doing
our
best
to
ensure
that
these
type
of
things
stop
happening
in
our
community,
and
I
just
want

saying

really
