the
chair
of
this
committee.
As
we
begin,
I
will
note
for
the
record
that
this
meeting

remote
participation
by

of

and
city
staff
as
authorized
under
minnesota
statutes,

due
to
the
declared
local
public
health
emergency.

and

mention
for
the

council,

celebration

life

was
tragically
killed
the
other
week,

we
appreciate
those
council
members
being
there
with
the
family
of
mr
locke
and
our
thoughts
are
with
the
family
and
friends
of
mr
locke
as
well.

Before
we
begin
moving
on
to
the
consent
agenda,
I
wanted
to
share
fact
for
black
history
month.
This
one
is
something
I
am
particularly
excited
about.
This
fact.
As
a
I.t
nerd
self-described
nerd,
I
want
to
recognize
lisa
jalobiter,
who
was
a
pioneer,
is
a
pioneer
on
several
internet
technologies.

She
created
what
many
of
us
remember
as
shockwave
the
really
predecessor
to
what
is
now
gifts
and
online
animations.
She
also
really
helped
with
the
ascent
of
online
video,
including
hulu
and
recently
worked
for
the
white
house
serving
as
the
chief
digital
service
officer
for
the
department
of
education.
So
she's
made
many
contributions
to
internet
technology
and
was
named
fast
one
of
past
companies,
most
creative
people
and
also
is
one
of
the
first
40
black
women
ever
to
have
raised
over
1
million
dollars
in
venture
capital
funding.

for
all
your
contributions
and

look
forward

what

is
authorizing
a
joint
powers
agreement
with
the
city
of
brooklyn
center
for
the
53rd
avenue
north
street
resurfacing.

is
authorizing
contracts
for
the
2022
through
2024,
customized
safety,
training
and
training
service,
vendor
pool.
The
third
is
authorizing
an
agreement
with
the
minneapolis
bicycle
coalition,
also
known
as
our
streets
for
the
2022
through
2024
organization
of
minneapolis
open
streets.
The
fourth
is
authorizing
an
agreement
with
mndot
for
landscaping.
Improvements
along
I

The
fifth
is
authorizing
an
agreement
with
mndot
for
trunk
highway,
55
removal
of
basset
creek
tunnel.
The
sixth
is
authorizing
a
contract
amendment
with
mndot
for
the
use
of
land
under
the
I-94
bridges.
The
seventh
is
authorizing
a
contract
with
the
joint
water
commission
for
metering
station
valve
actuator
actuator
improvements.

next
item
is
authorizing
a
contract
amendment
with
feihee
sales
for
auction
services.
The
ninth
item
is
authorizing
a
contract
with
tizek
concrete
for
the
diet,
standish
ada
pedestrian
ramp
improvements
project.
The
10th
is
approving
a
memorandum
of
understanding
with
the
park
board
for
hydration
stations
and
promotion
of
minneapolis's
drinking
water.

The
item
number

is
approving
a
large
block
event
permit
for
the
ncaa
women's
basketball.
Final
four
and
number
12
is
authorizing
us.
The
middle
of
a
grant
application
for
mcknight
for
the
midwest
clean,
midwest,
climate
and
energy
program.
Item
number
13
is
amending
the
2022
capital
improvement
program
to
reallocate
bonds
and
increase
revenue
for
the
street
resurfacing
program.

Item
number
15
is
approving
the
project
designation
for
the
concrete
pavement
rehabilitation
program
and
setting
a
hearing
for
march
31st
and
31st
as
well.
Item
16
has
approving
the
layout
for
a
37th
avenue
northeast
street
reconstruction
project
item
17
is
authorizing
an
easement
negotiation
for
the
2022-2023
highway
safety,
improvement
program,
traffic
signals
and
pedestrian
improvements.

It
is
right
at
the
border
of
the
ward
with
columbia
heights,
and
there
were
several
concerns
that
were
raised
by
the
community
that
I
just
want
to
share
here
today
and
that's,
namely
that
this
is
a
stretch
of
road
between
central
avenue
and
stinson
at
the
far
north
border
of
the
ward
and
the
layout
right
now
has
a
shared
use:
bike
lane
on
the
north
side
or
the
columbia
heights
side,
and
there's
a
lot
of
concern
about
that.

Not
just
from
you
know,
road
maintenance
and
so
on,
but
conflict
points
on
that
north
side
versus
the
south
side,
and
one
thing
that
people
should
be
aware
of
is
that
that
intersection
on
central
avenue
there's
a
diagonal
road
reservoir
boulevard
that
comes
in
there
and
it
makes
for
a
really
high
conflict
zone.
And
so
I've
had
the
opportunity
to
speak
with
some
of
our
planners
and
got
a
little
bit
more
context.
Around
the
background
of
that
design
and
understand
kind
of
the
complexity
to
the
funding
source.

I
think
there
may
be
an
opportunity
to
help
address
some
of
that
intersection,
but
I
just
wanted
to
make
sure
that
we
take
this
as
a
moment
to
recognize
the
precedent
that
is
established
when
we
do
these
road
designs,
especially
when
you
know
we
only
get
to
do
this
once
every
50
years
or
so,
and
I
want
to
make
sure
that
whatever
issues
that
we
ran
into
with
community
engagement
during
this
project
moving
forward,
we
learn
from
those
and
make
sure.
As
you
know,
in
my
ward,
we
have
a
29th
avenue
redesign
coming
through.

have
lowry
avenue
redesign
coming
through.
I
want
to
make
sure
that
we're
applying
those
lessons
from
this
project
going
forward
to
some
of
these
new
projects.
So
I
just
wanted
to
make
that
comment
and
and
lift
that
up
to
just
recognize
some
of
the
concerns
that
the
community
had.
