am
so
excited
to
be
with
you
today
and
really
appreciate
this
item
on
the
agenda.
This
is
about
a
street
that
is
nine
blocks
in
ward
12,
approximately
40
houses
are
on
the
street
in
two
businesses,
but
it's
about
a
lot
more
than
a
street.
It's
about
how
we
choose
to
honor
people
in
our
city
and
who
deserves
those
honors.
So
first,
why
should
we
change
the
name
of
dike
avenue?

If
you
are
like
me,
you
are
absolutely
disgusted
mortified
by
that
and
know
that
that
is
not
reflective
of
the
community
in
which
this
street
is
located
a
community
that
is
welcoming
and
cares
for
all
people
within
the
community
and
all
of
our
neighbors
and
their
contributions,
and
certainly
charles
knight,
is
somebody
who
forced
violence
on
hundreds
of
people
in
minnesota
and
forever
changed
and
harmed
their
lives
is
somebody
that
does
not
deserve
that
honor
of
having
a
street
named
after
them.

Now
we,
whenever
we
consider
renaming
anything,
some
people
will
say
that
we're
racing
history,
but
this
history
is
not
going
away.
It
is
well
documented
in
the
media
of
charles
knight
and
his
actions.
It
is
these
letters
to
adolf
hitler
and
the
response
back
from
hitler
are
held
by
the
minnesota
historical
society,
and
his
is
a
lesson
we
should
not
forget
about
the
horrible
nature
that
can
sometimes
manifest
in
people
what
they
can
do
to
other
people.

So
we're
not
erasing
history,
but
with
street
names
we
are
making
a
decision
over
whether
or
not
to
honor
somebody,
that's
something
we
should
regularly
reflect
on
and
if,
as
our
understanding
of
both
their
legacy
and
as
we
continue
as
as
a
people
to
be
more
empathetic,
compassionate
understanding
of
one
another.
If
we
look
at
our
streets
and
realize
it's
named
after
somebody,
that
is
not
reflective
of
that
honor,
we
should
change
that,
and
so
that's
what
we
have
before
us
today
is
the
opportunity
to
do
so.

Faced
so
much
hardship
in
his
effort
to
serve
the
people
of
minneapolis,
he
was
most
likely
the
first
black
firefighter
in
our
city's
history.
He
was
certainly
the
first
black
captain.
He
was
stationed
out
of
fire
station
24,
which
thank
you
to
this
committee
for
designating
that,
at
your
last
meeting
as
a
historical
landmark
and
their
captain
cheatham
faced
a
a
number
of
white
residents
who
organized
against
the
station
because
they
were
discriminating
against
our
black
firefighters
and
did
not
want
to
be
served
by
them
based
purely
on
the
color
of
their
skin.

Yet
others
in
the
neighborhood
came
to
defend
captain
cheatham
and
the
other
men
serving
at
that
station
and
those
men
at
that
station.
Those
firefighters
served
this
neighborhood
with
distinction
and
protected
the
lives
and
the
properties
of
residents,
regardless
of
the
hate
extended
towards
them
for
that
very
service,
and
that
took
courage.

John
cheatham
is
a
trailblazer,
an
inspiration.
He
opened
the
door
for
other
black
firefighters
and
helped
do
his
service
to
change
prejudice,
attitudes
within
the
neighborhood.
He
was
dedicated
to
the
people
of
minneapolis
and
the
community.
He
served
despite
what
that
meant
for
him.
Every
day
as
a
black
man
waking
up
in
the
1890s
and
early
1900s,
his
actions
are
nothing
short
of
heroic
and
for
that
his
name
and
his
legacy
deserve
our
public
honor.

to

experience

of
them
contribute
to
the
discussion.

development

before

today

a
proposal
for
a
loan
to
help
an
organization
purchase
some
property,
the
corner
of
lindale
and
west
broadway.
The
precise
address
is
on
the
screen
at
700
west
broadway.

some

The
city
of
minneapolis,
through
various
departments,
has
been
working
with
about
a
dozen
or
so
community-based
organizations
and
members
of
the
community
called
the
west
broadway
livability
coalition.
We
started
meeting
in
late
2019
to
look
at
the
root
causes
of
what
is
making
it
unsafe
to
be
on
west
broadway
and
precisely
specifically,
around
lindale.

see
a
number
of
the
organizations,
their
non-profit
organizations,
other
friends
in
the
government
sector,
the
philanthropic
community
service
providers,
for-profit
corporations
and
the
faith
community
have
come
together
around
five
different
areas.
If
you
could
turn
to

next
slide,
please
five
different
areas
to
create
to
collectively
work
for
increased
economic
opportunity,
health
and
well-being,
safety
and
equity
for
residents
in
west
broadway
and
across
the
city,
and
this
collaboration
seeking
to
transform
this
area.
So
that's
specific
to
this
to
this
loan.
The
five
areas
that
this
group
has
been
working
on
is
around.

leads
us
to
what
we're
and
what's
in
front
of
you
today.
If
you

please

context

where
this
site
is.
You
see
the
subject
site
on
the
map.
It's
right
at
the
corner
of
glendale
and
broadway,
broadway
and
glendale
were
transformed
into
redevelopment
back
in
the
late
70s
and
early
80s,
with
the
construction
of
what
we
call
suburban
style
developments.

see
that
where
cub
foods
was
once
a
target
walgreens,
it's
a
you
know,
strip
mall
until
we
built
the
walgreens
on
the
corner
and
then
the
merwin's
site
at
700,
west
broadway
connected
to
another
retail
store.
You'll,
see
the
building
at
700
kind
of
has
a
odd
shape
to
it,
shares
across
easements
with
its
adjacent
neighbor
at
710,
and
they
so
they
have
a
connected
building
and
then
one
side
owns
the
front
parking
lot
and
the
other
side
owns
the
back
parking
lot.

Sanctuary
covenant,
church,
you'll,
see
next
door
to
the
subject
site
is
the
this
lovely
minneapolis
llc
is
a
non-denominational
cdc
of
that's
connected
to
sanctuary
covered
covenant
church
they
have
purchased
that
property
adjacent
to
700,
along
with
their
church.
You
see
the
career
force
center,
which
the
city
has
invested
in
the
proposed
satori
development
site
that
the
city
is
investing
in
for
for
housing.

So
the
loan
that
we
are
proposing
today
is
seven
hundred
thousand
dollars
with
zero
interest.
That'd
be
a
20-year
term
we're
getting
this
out
of
the
common
project
tax
increment
financing,
set-aside-
that
is
a
restricted
fund
for
that
the
city
holds
from
an
old
amalgamated
tax,
increment
financing
district
that
we
can
use
for
some
development
purposes
and
it's
very
narrow.
It
has
to
be
taxed.
Increment
financing
eligible
acquisition
is
an
eligible
use
for
this
financing
and
that's
what
we're
helping
pay.

The
you
know
that
there
will
not
be
required
any
payments
unless
there's
a
chain
in
ownership
without
the
city's
consent.
We're
also
expecting
construction
of
a
redevelopment
on
this
site
and
we
would
like
to
have
that
start
within
five
years
and
be
completed
within
seven
years
of
the
closing
date
and
we're
requiring
a
million
dollars
in
private
match
and
we'll
go
to
the
next
slide
and
I'll
show
you
the
the
deal
so
first,
the
first
mortgage
comes
from
national
covenant
bank.

The
cdc
would
then
be
working
on
putting
together
resources
and
to
develop
not
only
the
concept
for
the
redevelopment,
but
also
the
the
financing
for
that
redevelopment.
They'll
be
working
with
the
community
around.

the
right
development

that

the
property
that
is
controlled
by
either
the
covenant
church
or
the
cdc,
and
so
we
could
get
a
development
site
that
is
more
in
line
with
the
2040
plan
buildings
that
face
both
lindale
and
west
broadway.
We
can
get
some
scale,
there's
a
pedestrian
overlay
on
west
broadway.
That
requires
two
active
floors
and
buildings
that
you
know
address
the
street,
so
we
should
see
a
better
urban
design
on
that
corner,
along
with
the
walgreens.
That
would
be
two
of
the
four
corners
we're
bringing
buildings
to
the
to
the
intersection.

is
also
something
where
we
believe
is
that
it'll
be
an
environmental
design
change
that
will
take
away
some
of
the
some
of
the
safe
harbors
for
folks
to
just
hang
out
all
day
long,
every
day
on
on
the
corner
of
lindale
and
broadway,
and
hopefully
you
know,
move
or
at
least
address
some
of
the
the
crime
and
livability
issues
that
are
happening,
and
with
that
madam
chair
I'd
be
happy
