meeting

the
public
works
and
infrastructure
committee
for
October
27,
2022,
I'm,
Andrew,
Johnson
I'm,
the
chair
of
this
committee,
and
at
this
time
I
will
ask
the
clerk
to
call
the
roll.
So
we
can
verify
presence
of
a
quorum
for
this
meeting.

The
record
reflect
that
we
have
a
quorum
today
and
I'll
also
note
that
councilmember
wansley
is
out
sick,
and
so
we
wish
her
the
best
in
a
speedy
recovery
with
that
the
agenda
for
today's
meeting
is
before
us
and
there's
four
items
on
the
consent
agenda,
which
I
will
read
for
the
record.
The
first
is
approving
the
layout
and
easements
for
the
First
Avenue
South
Street
reconstruction
project
from
Lake
Street
to
Grant
Street.
A
The
second
is
approving
the
layout
and
easements
for
the
Hiawatha
Avenue
and
Lake
Street
intersection
Improvement
project
from
22nd
Avenue
South
to
Snelling
Avenue.
The
third
is
authorizing
a
Cooperative
agreement
with
Hennepin
County
for
the
42nd
Street
safety
improvements
project,
and
the
fourth
item
is
adopting
the
2022
Levy
of
various
public
works
department.
Special
assessments,
so
I
will
go
ahead
and
move
all
those
items
and
then
ask
from
my
colleagues
if
they
there
is
any
discussion
on
any
of
those
items
or
questions
for
staff.

the
eyes

it
and
the
consent
agenda
is

Now
we
have
concluded
all
the
business
to
come
before
this
committee,
but
before
we
adjourn

I
want
to
take
a
moment
to
recognize
Mr
Steve
mosing,
who
has
been
with
our
Public
Works
Team
for
and
family
department
for
29
years,
which
is
an
incredible
amount
of
service
for
the
city
and
maybe
I'll
start
by
turning
it
over
to
our
director.
To
say
a
few
words.

Well,
thank
you
Mr
chair
and
we,
those
folks
who
are
watching
at
home,
probably
saw
that
fast
agenda
and
what
they
can't
see
is
that
there
are
a
lot
of
people
from
the
Public
Works
family
here
to
honor
Steve
mosing.
So
Steve
is
a
lifelong
Minneapolis.

He
has
been
he
graduated
from
South
High.
He
has
led
the
traffic
many
of
the
traffic
divisions
accomplishments
over
the
last
three
decades
and
he
has
been
serving
as
the
city's
traffic
operations
engineer.
He
I
think
would
want
us
to
say
he
is
not
retiring.
He
is
moving
to
an
exciting
new
job,
but
I
know
that
Mr
chair.
You
would
like
to
honor
him
by
reading
a
few
of
these
accomplishments.
So
I
just
want
to
say
on
behalf
of
the
whole
Public
Works
family,
how
much
we
we
appreciate
you
Steve
mosing
and
thank
you.

Thank
you,

I
know.
I
was
I
was
frankly
shocked
when
I
had
heard
that
Steve
would
be
leaving
the
city
and
saddened
by
the
news
because
Steve
you
know
from
the
very
first
day
that
I
was
here
at
City,
Hall
I,
frequently
remember
Steve
as
just
a
very
dedicated,
loyal,
hard-working,
but
also
very
fun,
to
work
with
a
person.
A
That's
just
you
know,
really
cares
deeply
about
the
city
and
takes
the
issues
very
seriously
for
the
city
and
just
a
really
good,
outstanding,
all-around,
great
guy
and
a
leader
within
this
team
in
this
organization,
and
so
it's
one
of
these
really
Bittersweet
moments,
because
we
all
recognize
it
on
a
personal
level.

You've
touched
everything
from
the
first
bus
priority
project
and
I
have
to
go
see
for
myself,
this
pedestrian
scramble,
which
is
now
implemented
for
those
that
don't
know
where
pedestrians
get
all
kind
of
go
from
the
different
directions
all
at
once.

Well,
cars
are
stopped
to
thinking
about
when
we
talk
about
visitors,
how
you've
planned
around
the
Target
Field
and
just
how
you
get
tens
of
thousands
of
people
in
and
out
in
an
orderly
fashion,
which
is
like
Controlled,
Chaos,
I'm
sure
you
know
the
Advanced
Urban
signal,
control
and
integration
project,
which
is
really
utilizing
technology
around
the
video
detection
related
to
Traffic,
so
keeping
the
city
on
The
Cutting
Edge,
complex
projects
like
Hennepin,
Avenue
and
First
Avenue,
the
one-way
to
two-way
conversion,
for
improved
accessibility
to
a
huge
one
that
everyone
has
seen
very
visible.

Is
the
city-wide
speed
limit
change?
That
was
pretty
recent.
You
know
there's
just
a
very
lengthy
record
of
service
here,
and
so
that's
why
I
thought
it
was
so
important
and
we
thought
it
was
so
important
for
taking
a
moment
to
just
pause
and
recognize
that
body
of
work
that
you
and
your
team
have
accomplished
over
these
years,
under
your
leadership
and
in
making
our
city
a
better
place
for
for
truly
everyone.

I
want
to
thank
you
Steve
for
all
that
work
that
you
and
your
team
have
done
through
your
leadership
as
well
and
and
just
take
a
moment
to
recognize
that
and
celebrate
that.
So
thank

I

actually
like
to
not

put
you
on
the
spot,
but
invite
you
up.
If
you
wanted

say

few

I
mean
you
can
reflect
on
a
lot
of
stuff
in
your
time

great
honor

be

over

last
29
years.
I
can't

a

better
employer

the
City
of
Minneapolis
and
I'm
going
to
carry
this
forever.
All
the
accomplishments,
the
people,
the
department,
the
city
of
Minneapolis,
it's
it's
just
been
great
I'm
I'm.
Just
so
appreciative
of
all
the
memories.
I
have
and
all
the
things
we
we've
done
and
I'm
a
Minneapolis
resident,
so
I
I
see
the
accomplishments
on
the
street
and,
as
a
non-city,
employee
I
will
continue
to
see
the
accomplishments
on
the
street.

almost

with
our
neighbors
