Is

anyone
would
like
to

none
I'll
move

A
I
will
acknowledge:
council
members,
Ellison
and
chugti
are
present
before
I
call
the
vote
all
in
favor
of
the
consent
agenda
signify
by
saying
aye
aye
any
opposed
those

are
approved.
Thank
you
all
for
being
here
for
those
items
today.
On
item
number
six,
we
will
ask
council
member
Osman
what
is
his
pleasure?
Okay,.
B
Oh,
thank
you
so
much
Madam,
chair
I,
do
want
to
thank
the
staff
for
really
working
with
me
on
this.
This
is
the
area
of
safety
concern
in
the
neighborhood.
The
parking
in
that
area,
so
I
do
want
to
give
a
motion
for
staff
direction
for
review
in
60
days
and
making
sure
that
the
folks
there
and
the
community
is
safe,
operating
this
business.
A
C
C
Member
thank
you
and
I
vote
for
approval,
but
I
I,
councilman,
Osmond
I
share
your
concern
over
these
surface
parking,
lots
and
I
look
forward
to
working
with
you
to
to
work
with
the
owners,
so
we
can
improve
the
safety
in
many
ways.
Thank
you.
So
thank
you
for
bringing
this
to
light.
A
And
then
I
do
want
to
note
for
the
record
that
I'm
sure
the
room
was
filled
with
people
as
a
result
of
item
number
12
would
be
my
guess
and
I
know.
Everyone
is
in
the
hall,
perhaps
not
listening
to
what
we're
saying.
But
it
is
a
really
big
step
forward
and
I
will
call
on
council
member
Allison
if
he
wants
to
say
a
few
words
and
ask
Mr
Hansen.
If
you
want
to
ask
the
president
of
neon
if
he
wants
to
say
a
few
words,
yes,.
D
Both
would
be
be
great,
sorry
for
walking
in
late
I
was
at
Agenda
setting,
so
I
was
on
still
on
official
City
business,
but
yeah.
This
is.
This
is
a
big
deal.
I
know
that
neon
is
a
is
a
is
a
group
as
a
north
side,
business
advocacy
group
that
has
done
a
lot
of
work,
works
with
a
lot
of
businesses
and
is
now
getting
into
incubating
businesses
as
well
and
they've
worked
really
hard.
D
I
know
that
there
were
a
number
of
hurdles,
a
number
of
obstacles
to
get
to
this
place,
especially
with
this
parcel
and
and
I,
and
I
really
appreciate
the
fact
that
neon
has
been
diligent
and
in
in
their
self-advocacy
and
also
in
their
vision
for
what
they
want
to
bring
to
the
north
side,
and
so
just
wanted
to
speak
on
that
and
and
I
see
that
we've
got
Warren
McLean
here
and
just
wanted
to
give
him
the
floor.
If
he's
got
anything
to
say
about
the
item,
thank
you.
A
Mr
Hanson
did
you
Mr
McLean,
we
are
very
I
would
say
when
you
are
going
to
win.
You
don't
say
anything,
but
you
brought
so
many
people
down
today.
I
couldn't
resist
asking
Mr
Hansen
and
you
wanted
to
say
a
few
words
about
item
number
12,
we're
not
too
busy
to
hear
from
you
and
so
Mr
Hansen.
E
F
First
of
all,
thank
you
for
giving
us
the
opportunity
to
present
this
project
we're
thrilled
with
it.
Thank
you
for
your
support
council
member
Goodman
and
your
support.
Councilman
Ellison
councilman
Ellison
helped
us
with
the
design.
We
redesigned
the
project
to
make
sure
that
we
could
provide
for
affordable
housing,
which
is
one
of
the
things
we
wanted
to
do
to
increase
the
intensity,
but
we're
excited
about
this
project.
F
It's
been
a
proven
concept
around
the
country,
in
fact
on
Monday
we're
going
down
to
Chicago
the
visit
to
Hatchery,
and
we
have
a
huge
contingent
going
with
us
for
staff
from
neon
Cargill,
General,
Mills,
U.S
bank
and
Bremer
Bank
all
attending
also
with
the
chair
of
our
committee,
James
Pierce.
So
there's
a
lot
of
enthusiasm
around
the
project
and
it's
building.
So
we
thank
you
for
your
support
and
your
vision
to
get
behind
this.
So
I
can
I'm
just
say,
I'm
delighted
with
all
this
and
the
opportunity
to
present
this
project
to
you.
D
Thank
you,
Mr
McClain
and
I
just
wanted
to
add
that
you
know
you
guys
came
out
overcame
a
lot
of
skepticism,
including
from
me
and
so
I
I
really
appreciate
the
fact
that
you
had
really
Clear
Vision
for
what
you
wanted
on
the
corridor
and
and
you
went
for
it
and
you
advocated
and
I
think
it's
going
to
be
an
incredible
project.
So
thank
you
so
much.
Thank
you
and.
A
It's
good
you're,
going
to
Chicago
as
I
shared
with
you
I've
been
to
that
site
and
toured
it.
I
wondered
why
no
one
was
doing
something
like
that
here
and
I.
Think
it's
great.
When
you
see
it
and
I'm
sure
you
have
it's
really
an
impressive
Endeavor
and
a
very
challenged
part
of
town
that
no
one
thought
could
actually
become
what
it
has
become,
not
that
we're
in
a
challenge
part
of
town
here,
but
in
Chicago
that's
fairly
far
west,
where
this
project
is
located
and
I.
A
A
G
Thank
you.
Thank
you.
Richard
Goodman,
just
want
to
touch
a
little
bit
about
number
14.
just
want
to
take
some
time
to
thank
the
folks
from
Little
Earth
that
came
here
today
as
well.
This
helps
Mark
the
beginning
of
a
process
for
my
friends
at
little
Earth
to
be
able
to
create
an
agricultural
Innovation
Hub
to
address
the
health
inequities
in
our
community
and
the
ability
to
grow
produce
and
fish
year
round
all
while
also
helping
the
development
of
young
people
in
East
Phillips,
specifically
in
the
little
Earth
area.
G
So
I
know
right
now
they
employ
37
youth,
seasonal,
seasonal
jobs
to
help
support
the
young
people
of
little
Earth
and
a
little
Chad
was
here
he's
outside
right
now,
but
just
want
to
thank
him
for
his
dedication.
There's
been
many
obstacles
throughout
this
entire
process
and
he's
stood
here
working
really
hard
to
make
sure
that
this
can
get
to
the
part
where
it's
at
right.
G
Now
we
have
great
Partners
from
the
U
of
M
that
have
helped
with
the
Employment
Program
Shield
who's,
the
partner
of
helping
with
this
Innovation
Hub
project
in
little
Earth,
and
then
the
residents
little
Earth
residents,
Association
who's,
been
helping
out
and
is
the
main
person
of
this
project.
So
I
just
want
to
show
my
appreciation
for
them,
but
also
wanted
to
give
a
big
shout
out
to
councilman
Goodman,
chair
Goodman,
who
took
on
this
project
here
as
a
council
member
of
an
area
that
she
doesn't
represent.
G
But
it
shows
her
dedication
for
the
city
that
we
all
have
to
work
together
to
address
the
inequities
impacting
our
City
of
Minneapolis
and
she
was
willing
to
help
my
community
in
a
time
that
was
very
difficult
and
seeing
what
is
going
on
right
now
and
the
ability
that
this
is
going
to
move
forward
and
that
my
community
is
going
to
be
able
to
have
this.
This
thing
in
their
backyard
is
really
important.
So
just
want
to
thank
you
for
your
dedication
to
serving
my
constituents
and
your
presentation
for
that.
A
And
I'll
just
note
too,
on
item
number
14.
Some
really
great
planning
staff
really
wanted
to
figure
out
how
to
get
to
yes,
and
none
of
them
are
here
today,
but
really
it
was
a
struggle
and
it
was
the
planning
staff
who
had
to
figure
out.
A
They
had
to
say
no,
because
that's
the
way
the
comp
plan
worked
and
they
figured
out
a
path
forward
and
I
want
to
commend
them
and
pass
on
my
thanks
to
the
cped
staff
and
your
planning
team
who
worked
with
my
office
and
council
member
Chavez
in
order
to
get
to
this
point
and
I
hope
that
we
will
give
them
the
attention
that
they
need
in
order
to
get
from
here
to
there.
Now
that
the
zoning
has
passed.
H

A
I
Good
morning,
chair
good
morning,
council
members,
I'm
Hilary
Dvorak
I'm,
a
principal
planner
in
Community
planning
and
economic
development.
I
am
here
for
item
number
two
on
the
agenda.
This
is
an
application
for
a
t
Mobility.
They
are
seeking
an
extension
to
the
interim
use
permit
for
the
existing
100
foot
Communications
tower
that
has
been
constructed
on
the
former
Kmart
site
at
10,
West
Lake
Street,
the
city
does
own
the
land
we
are
in
the
process
of
redeveloping
the
site.
While
that
process
is
ongoing
at
T
requested
a
lease
space
on
the
site.
I
I
At
that
point
in
time,
they
will
need
to
either
find
a
different
location
or
apply
for
conditional
use
permit
for
a
permanent
Tower
location
here,
obviously,
we
would
work
with
them
if
that
would
become
the
case,
because
we
are
looking
at
redeveloping
the
site.
I'm
not
saying
that's
going
to
happen,
but
I'm
just
letting
you
know
what
could
happen
in
November
of
25..
I
will
stand
for
any
questions.
Mr.
I
I
A
The
lease
that
doesn't
have
to
be
approved
by
both
sides-
we
can
just
say
we're
going
to
that-
is
my
understanding.
Yes,
okay,
great
thank
you.
Are
there
other
questions
on
item
number
two,
seeing
none.
Thank
you
for
being
here
we'll
open
the
public
hearing
on
item
number
two,
which
is
an
interim
use,
permit
to
allow
for
a
temporary
telecommunications
Tower
at
10
West
Lake
Street.
Is
there
anyone
here
to
speak
to
this
issue?
