the
fact.

many
of
us,
I
think
all
of
us
learned
you
know
last
week
about
the
leak
of
the
pending
scotus.
You
know
decision
regarding
roy
versus
wade,
and
probably
you
know
just
like
many
of
you.

felt
a
strong
and
clear
imperative
to
take
action,
especially
knowing
that
I
get
to
sit
in
the
seat
with
you
know
alongside
you
all
and
alongside
you
know,
the
thousands
of
constituents
we
serve
and
in
understanding
that
recognizing
you
know
we're
not
powerless
in
this
moment
and
I'm
so
thankful
for
the
community
partners
like
those
who
will
be
hearing
from
today
who
have
been
working
hard
on
this
particular
issue
for
a
number
of
decades.

first
that
we'll
be
hearing
from
will
be
shayla
walker,
who's,
the
executive
director
of
our
justice
and
just
a
little
bit
about
who
shayla
is.
They
are
a
proud
black
dominican
american
living
in
a
occupied
dakota
and
nishabe
lin
aka,
the
twin
cities.
They
are
award-winning.
Reproductive
justice
advocate
who's,
dedicated
10
years
of
their
lives
to
the
reproductive
freedom
movement
they're.

Also,
again,
the
executive
director
of
our
justice,
which
is
an
organization
that
advocates
for
the
reproductive
justice
rights
and
provide
support
to
abortion
abortion
seekers
in
the
midwest
in
2019.
They
began
shifting
the
internal
orientation
of
our
justice
toward
centering
rest
in
healing
economic
justice
and
mutual
aid
beyond
abortion.
Support
shayla
has
expanded
our
justice
scope
of
work
to
include
lodging
support
free
emergency
contracep
and
safer
sex
kids
in
their
free
time.

run
mutual
aid
funds
that
offer
direct
cash
to
our
queer
trans,
black
and
indigenous
people
of
color,
as
well
as
bipark,
single
parent,
fam,
guardian
and
caretakers
of
vulnerable
adults
and
or
children,
and
a
true
gemini
spirit.
They
enjoy
minneapolis
just
as
much
as
they
do
saint
paul,
but
I
mean
come
on
now
and
they
are
also
most
fulfilled
when
napping
under
the
sun
and
participating
in
performing
arts.
So

want
to
start
with
saying
peace.
It's
really
important
that
I'm
here
passing
this
resolution
with
y'all
and
working
on
proactive
municipal
action
on
abortion
access.
My
name
is
shayla.
I
am
the
executive
director
of
our
justice,
a
twin
cities
based
abortion
fund
and
reproductive
justice
organization.

Two
parent
notification
laws
forcing
minors
to
notify
both
parents
of
their
abortions,
regardless,
if
they
have
a
relationship
with
those
parents
or
not,
restrictions
on
advanced
practitioners
providing
abortions
leading
to
people
seeking
care
outside
of
their
communities
the
starting
cost
to
of
an
in-clinic.
Abortion
is
around
six
hundred
dollars,
which
does
not
include
lost
wages
from
work.
Child
care,
travel
expenses
lodging
if
you're,
houseless
traveling
from
outside
of
the
twin
cities
or
traveling
from
out
of
state,
which
is
about
half
of
the
requesters
that
we
serve
in
minnesota.

The
indigenous
maternal
mortality
rate
is
approximately
eight
times
higher
than
for
white
people.
The
maternal
mortality
rate
for
black
people
is
about
2.8
times
higher
than
compared
to
white
people.
Not
only
that
minnesota
is
third
in
the
country
when
it
comes
to
homeownerships
educational
and
wealth
gap
between
black
people
and
white
people.

Poverty
gap
between
white
people
and
black
people
is
nearly
300
percent
black
people,
indigenous
people,
people
of
color,
who
are
poor
or
underpaid,
are
most
impacted
by
barriers
of
abortion
care
city.
Support
for
abortion
access
is
a
reproductive
justice
issue.
It's
an
economic
issue.
It's
a
racial
issue.

Consider
all
of
these
barriers
that
I
just
listed
to
getting
an
abortion
in
minnesota
and
then
consider
the
fact
that
minnesota
could
be
the
only
state
in
the
upper
midwest
with
legal
abortion.
If
the
leak
supreme
court
majority
opinion
becomes
the
final
decision
overturning
roe
v
wade
clinics
are
already
overwhelmed
with
the
amount
of
patients
they
are
serving
today.

Today
I
just
serve
somebody
who
said
the
first
appointment
that
they
could
get
was
on
june.
1St,
that's
about
two
and
a
half
weeks
from
now.
We
have
a
lot
of
work
ahead
of
us
to
prepare
for
an
increase
in
people
traveling
to
minnesota
for
abortion
care.
Estimates
say
that
the
travel
to
minnesota
could
increase
by
350
percent.

The
city
of
minneapolis
has
the
opportunity
to
realize
that
vision,
not
only
through
the
resolution
that
that
affirmatively
supports
abortion
care,
but
also
by
mobilizing
power
and
resources
to
directly
expand
abortion
access
like
our
neighbors
in
chicago
who,
recently,
through
their
justice
for
all
pledge,
invested
five
hundred
thousand
dollars
for
abortion
and
wrap
around
care.
We
have
the
opportunity
to
demonstrate
radical
care
to
the
residents
in
minneapolis.

next
speaker
that
I
would
like
to
introduce-
and
I
do
want
to
highlight
after
this
we'll
have
a
period
for
q,
a
for
council
members,
but
our
next
speaker
will
be
emily
klingen
who's,
a
patient
educator
with
just
appeal.
Emily
is
a
lifelong
supporter
of
reproductive
health,
freedom
and
justice.
They
are
currently
a
patient
educator
with
just
the
pill:
a
mobile
abortion
clinic
and
medication,
abortion
mailing
service
based
in
the
twin
cities.
Throughout
their
nine
year
career
in
direct
patient
care.

They
have
assisted
thousands
of
people
in
abortion
in
the
abortion
process,
from
empathetic
counseling
to
navigating
state
laws
to
accruing
funds.
This
cumulative
knowledge
has
emerged
from
working
nationally
as
well
as
most
dearly
here
in
minnesota.
They
enjoy
sharing
their
awareness
and
wisdom
of
everything,
abortion
to
help
fight
stigma
and
expand
understanding.
So
thank
you
so
much
emily.
Please
take
the

Even
though
this
draft
opinion
is
not
a
final
decision,
patients
are
asking
if
they
will
get
in
trouble
for
abortions.
They've
already
had
they're
worried
that
their
abortion
appointment
will
be
illegal
and
they're
scared
that
they
won't
be
able
to
get
an
abortion
in
the
future
if
they
need
one.
These
fears
about
accessing
abortion
are
not
new.
This
draft
opinion
is
only
exacerbating
existing
burdens
that
abortion
restrictions
have
on
poor
people,
people
of
color
and
queer
and
trans
people.

Many
patients
had
to
travel
for
their
care,
including
one
who
had
to
travel
16
hours
to
get
to
minnesota,
so
they
could
be
within
state
lines
to
hear
a
state
mandated
irrelevant
script.
I
would
hear
about
patients
who
would
choose
our
online
services
because
they
couldn't
face
the
anti-abortion
protesters
outside
of
clinics.

We
need
the
city
of
minneapolis
to
use
its
power
to
make
abortion
accessible
for
everyone
who
needs
it
by
making
it
easier
for
clinics
to
provide
care,
providing
resources
for
people
to
help
pay
for
their
abortions,
and
passing
resolutions
like
these
that
clearly
state
our
shared
values,
that
abortion
is
healthcare
and
that
body
autonomy
is
a
basic
right
that
belongs
to
all
of
us
and
must
be
defended
by
all
of
us.

Minneapolis
is
only
planned
parenthood,
which
is
the
only
place
in
the
city
right
now
where
a
person
can
go
to
access
an
abortion,
though
they
do
not
provide
in
clinic
abortions.

Minneapolis
lost
our
only
our
only
clinic
where,
where
in
clinic
abortions
were
provided
like
you
were
talking
about
earlier
shayla,
and
so
you
know,
I
I
think
about
this
every
day
in
in
the
fact
that
that
that
people,
in
in
my
ward
and
in
this
city,
have
such
a
difficult
time
accessing
abortion
services
and
care
where,
where
you
know,
crisis
pregnancy,
centers
not
only
are
allowed
to
exist
in
the
city,
and
there
are
many
of
them
but
receive
funding
through
our
state
to
spew
hateful
propaganda
towards
people
who
are
just
trying
to
exercise
their
bodily
autonomy
and
are
mistreated
day
in
and
day
out
over
over
a
period
of
time.

So
again,
just
thank
you
for
coming
in.
Thank
you
for
telling
us
a
little
bit
more
about
your
work
and
and
really
excited
to
to
be
working
with
you.

Many
of
you
know
that
I
have
spent
almost
my
entire
career
working
on
this
issue,
either
as
a
staff
person
at
minnesota
neral
for
five
years,
but
also
as
a
board
member
of
midwest
health
center
for
women
and
now
as
a
board
member
of
the
midwest
health
center
foundation,
which
was
founded
after
the
good
people
at
whole.
Women's
health
took
over
the
clinic
before
it
moved
out
of
the
state
of
minnesota.

We
allocate
funding
on
an
annual
basis
to
those
doing
this
very
important
work,
and
I
was
not
familiar
with
the
mobile
just
the
pill
clinic.
So
I'm
really
happy
that
you
were
invited
here
today,
because
that's
one
more
place
that
we
can
contribute
funding
to
make
sure
that
every
patient
who
needs
to
be
served
is
served.

I
want
to
remind
us
all
that
of
what
council
member
chug
thai
said
that
in
the
city
of
minneapolis,
there
is
not
a
single
existing
abortion
clinic,
and
I
use
the
word
intentionally
and
without
any
shame
I'm
done
talking
about
choice.
I
think
the
choice
to
have
an
abortion
is
the
way
we
should
be
talking
about
it
and
those
who
have
a
concern
with
it.

I
respect
you
and
I
would
urge
you
just
simply
not
to
have
one
or
to
not
have
someone
in
your
family
have
one-
and
you
are
welcome-
to
stand
up
against
that,
but
I
don't
think
that
anyone
should
be
telling
women
how
they
should
handle
their
reproductive
lives.
That
is
what
equality
is
truly
about
for
women
who
generally
are
not
equal
in
this
society.

Many
of
you
in
the
movement
know
that
robinsdale
is
right
on
the
brink
of
potentially
closing
as
well,
and
we
would
not
have
access
to
important
trans
health
as
well
as
abortion
services
and
reproductive
health
care
services,
but
for
the
amazing
women
who
are
running
this
clinic
on
the
north
side,
they
also
have
doula
services
and
all
sorts
of
other
services.
So
we've
been
working
with
them
as
well
as
others
at
family
tree
advocates
and
volunteers.
The
advocates
know
what
I'm
talking
about
to
try
to
get
this
up
off
the
ground.

I
also
want
to
note,
during
my
time,
at
narelle
and
at
midwest
health
center
for
women.
We
were
reliant
on
volunteers
to
keep
clinic
workers
safe,
and
this
is
an
ongoing
problem.
You
know,
quite
frankly,
we've
seen
violence
on
the
other
side,
and
I
condemn
that
violence
as
well,
but
I'm
mainly
worried
about
providers
who
are
stocked
at
their
homes,
not
unlike
elected
officials,
these
days
threatened.

The
problem
is
that
people
actually
do
set
off
bombs
at
their
homes
and
they
do
find
themselves
in
danger
and
we
need
to
be
conscious
if
a
clinic
opens
in
the
city
that
the
utmost
safety
is
happening
as
a
result
of
that.
So
ultimately,
one
thing
I
want
to
note
is
that
the
torch
is
being
passed
and
in
a
really
good
way.

It's
important
for
people
of
my
age
continue
to
help
fund
the
movement,
but
it
is
incumbent
upon
people
your
age
to
explain
why
we
are
all
in
it
together
and
why
we
need
to
continue
to
make
this
an
issue
that
we
vote
on,
that
we
contribute
to
and
that
we
ensure
is
safe.
I
never
thought
I
would
see
the
day
when
back
alley.
Abortions
and
illegal
abortions
were
going
to
come
back.

I
wore
a
hanger
on
my
chest
for
five
years
straight
as
a
reminder
of
what
a
back
alley
abortion
was
about,
and
we
will
never
as
women
in
this
society
in
this
day
and
age
go
back
to
that
time.
So
I
want
to
thank
you

bringing
this
forward.
I
think
this
is
the
kind
of
issue
where
there
can
be
incredible
collaboration
between
genders
between
races
between
ages
and
between
experience,
because
it's
going
to
take
all
of
us
to
ensure
that
we
don't
lose.

believe

fundamental
right
to
privacy
of
our
own
bodies.

minnesota
can

to
protect
and
expand
abortion
rights

terms
of

what's
going
down
with
chicago

friend,
who's,
an
abortion
fund

the
chicago
abortion
fund?
She
just
texted
me
that
the
other
day
this
just
happened
that
they
were
working
together
with
the
city
council
members
and
they
were
able
to
get
that
five
hundred
thousand
dollars
passed
and
that's
something
that
our
justice
with
pro-choice
minnesota
is
working
on.

Right
now
is
meeting
with
council
members
to
see
what
kind
of
opportunities
there
are
in
minneapolis
so
that
we
can
get
money
not
only
just
for
abortion
access,
because,
of
course,
people
are
going
to
need
money
for
their
abortions.
But,
like
I
mentioned
in
my
speech
transportation,
how
are
they
going
to
get
to
and
from
their
appointments?

I
want
to
say
there
was
an
article
that
I
read
in
regards
to
the
amount
of
black
folks
versus
white
folks
who
take
public
transportation,
and
that
is
like
a
huge
issue
in
minneapolis,
and
so
we
want
to
make
sure
that
they
are
able
to
get
there
comfortably
and
safely
to
their
appointments,
and
so
we're
right
now,
relying
on
volunteers
from
the
spiral,
collective
and
they're.
Another
reproductive
justice
organization
based
in
minneapolis
who
have
volunteers,
driving
people
to
and
from
their
abortions.

Another
thing
is:
a
lot
of
people
need
child
care,
most
people
who
access
abortion
care
are
already
parents
and
so
who's
taking
care
of
their
children,
while
they're
at
the
appointments.
A
lot
of
clinics
don't
allow
patients
to
bring
their
children
in
or
don't
have
child
care
available
at
the
clinic.

So
that's
something
else
that
we're
looking
into
expanding
child
care,
access
to
people
who
are
seeking
any
type
of
reproductive
care,
whether
it
be
abortion
or
getting
your
iud
or
just
you
know,
meeting
with
your
provider
for
your
well
women's
exam
or
your
yearly
checkup
and
lastly,
the
doula
services.
You
know
there
is
a
lot
of
work
to
be
done
in
regards
to
communities
of
color
and
trusting
the
medical
industrial,
complex,
and
so
doulas
is
a
way
that
we
can.

close
that
gap
and
make
those
connections
happen
and
so
making
sure
that
we
have
enough
money
to
pay
these
doulas,
and
those
are
just
some
of
the
things
that
we're
thinking
of
when
we're
ex.
When
we're
thinking
about
expanding
a
budget
for
reproductive
health,
reproductive
justice
and
wraparound
care
in
the
city
of
minneapolis.

assistance

you
know,
since
the
release
of
the
human
rights
report
you
know,
there's
was
a
recommendation
of
that,
encourages
us
to
investigate
mpd's
functions
at

level.

chairs

that

request
a
presentation
from
staff
about
how
these
funds
are
used,

they're
contributing

providing

high
quality

ethical

unbiased

and
