donate

their

budgets

cost

and

basically

they're

to
donate
surplus
of

towards

logical

repurpose

resourcing
our
new
public
safety
system,
which
emphasizes

comprehensive
approach

Safety

in
the

many
times

have
failed

hold
ourselves
accountable

with

consent

our
restructuring

civilian
commission

police
oversight
in
our
new
police
chief
will
work
to
correct

City's
history

oversight.

regardless

what
happens

the
coming
years,
I
just
want

again
continue

urge
our
residents
and

journalists
to
keep
up
that
work.

vacancies

office

directive
from
the
mayor's
office
and
Council.
Vice
president
palmasana
early
this
year
to
reprioritize
public
safety
data
requests.
So
we
plan
to
use
this
money
to
hire
additional
staff.

this
particular

basically
informed

this
is
purely
Technical
and

more
with
budgeting.

change

plan

slated
to
come
back
today
to
present
an
overview
on
our
information
governance
policies
as
a
basis

Council
to
make
improved
decisions
or
improve
policies
that
protects
residents
due

some
staffing
and
capacity
challenges.
That
presentation
is
not
happening
today.

staff
are
doing
the
best

This

underscores

urgency

developing

strong
policy

our
residents

documented
history

MPD
has
abused
residence

its
existing
policy,

surveillance
policy

supporting

together
we'll
answer
all
the
questions
that
you
have
related
to
this
one
I
have
a
very
short
presentation
here
and
before
I
start
that
one
I
would
like
to
just.
You

talk
to
everybody
about
like.

We
are
trying
to
make
our
procurement
process
efficient
and
reduce
the
time
in
Contracting,
because
that
does
not
affect
our
city
projects
or
our
department
staff,
but
it
is
also
affecting
our
vendors
and
especially
our
small
vendors
because,
as
you
know
like
when
they
enter
into
a
contract
or
when
they
promise
US,
that
a
Pro
price
for
a
project
they're,
also
putting
you
know
getting
ready
with
certain
things
like
insurance
or
bonds,
or
things
like
that.
So
when
the
project
delays,
there's,
you
know
cost
to
the
vendors
which
we
are
not
reimbursing
them
for.

So
it
is
important
that
overall,
like
we
make
our
process
faster
and
efficient
for
all
of
our
benefit,
so
the
along
with
this
one.
As
we
are
proposing
these
reforms,
there
will
be
some
alignment
in
the
purchasing
ordinances
or
any
related
ordinances
as
well.

Column,
is
showing

current
process.

one
is
about
the
proposed
changes
and
then
the
third

is
the
remaining
checks
and
balances
that
we
have

Reform

asking
us
about
the
best
value
Contracting,
so
best
value.
Contracting
is
an
alternative
method
to
low
bid
Contracting
where
it
is,
you
know
for
construction
projects
mainly,
and
they
are
the
best
value
project-
is
usually
used
on
complicated
projects.

So
here
at
the
city,
we
do
not
have
an
approved
best
value
tool
here,
but
we
are
using
them
for
certain
larger
projects
where
it
is
complicated
to
make
a
decision
just
based
on
price.
We
need
to
know,
like
you
know
how
the
how
experienced
the
vendors
are
or
the
contractors
are.
You
know
how
many
projects
they
have
done
in
the
past
that
are
relate
that
are
this
big
and
also
like
you
know
their
ability
to
include
sub
contractors
under
that
project.
That
is
important.

all
these
criteria
can
be
applied
when
we
are
doing
a
best
value
project.
Currently
we
come
to
the
council
every
time
we
have
to
do
a
best
value
project,
but
we
are
asking
that
Best
Value
method
be
approved
as
an
as
a
tool
for
procurement
office
to
allow
the
Departments
to
do
it
when
it.
You
know
when
we
know
that
it
is
appropriate
to
do
so,
and
the
council
I
mean
Council
will
still
approve
any
contracts
that
are
coming
out
of
this
best
value
project.

second
one
here
is
for
the

the
PRC
staff
committee,

Committee

PRC
for
short,

reviewing
all

so
that

is
our
bidding
threshold.
So
we
call
anything

informal

formal
if
anything

PRC
committee
is
reviewing
every
RFP
and
also

time
a
contract

amended
for
over

to
PRC,
as
you
can
imagine.
That
is
a
big
workload
on
all
those
people
that
are
involved.

we,

PRC
members,
are
coming
from
different
departments,
so
we
have
City
attorney.

Finance

risk
management,
sorry,
civil
rights
representation
in
there.
So
there's
a
lot
of
people
in
public
works
as
well.

there's

lot
of
people
spending
time
on
something
that
we
think
it's
routine
and
it's
repetitive
in
nature.

Third,
one
is,
is
really
like
a
technical
change
to
how
we
are
doing
join
Powers,
purchase,
joint
purchasing
letters,
so
we
use
Cooperative
contracts
to
buy
certain
things,
and
sometimes
we
are
buying
things
that
we
have
no
knowledge
about,
for,
let's
say
like
electric
fire
truck
right,
something
very
new
and
only
like,
maybe
one
or
two
people
are
making
it
right
now,
and
we
are
not
that
you
know
experts
in
buying
that
one.

So
currently
it
says
that
the
procurement
director,
the
city
attorney's
office
and
the
department
head
are
responsible
for
that
purchase.
We
are
asking
that
when
it
comes
to
buying
from
a
non-minnesota
Cooperative
contract,
which
is
still
led
by
a
government
agency,
we're
asking
that
the
department
head
takes
a
responsibility
for
that
purchase
because
they
know
that
better,
they
are
doing
it
all
the
time
their
staffer,
you
know,
has
more
knowledge
about,
for
example,
like
a
fire
truck.

So
recommendation
number
four:
this
is
something
probably
you're
very
familiar
with.
Sometimes
we
come
here
and
ask
for
approval
for
contracts
that
are
maybe
like
two
thousand
dollars
or
three
thousand
dollars.
The
reason
for
that
one
is
that
we
are
either
using
the
vendors
form
or
we
are
using
or
changing
the
terms
and
conditions
of
a
city
form
contract
to
enter
into
a
contract
with
them.
So
normally
you
don't
see
contracts
under
175
because
we
are
using
a
standard
form
approved
by
the
council
in
the
past.

The
fifth
one
is
to
issue
an
RFP
over
1
million.
Currently
the
staff
has
to
come
to
the
council,
so
every
time
a
department
have
to
come
to
the
council,
it
is
adding
three
to
four
weeks
minimum
time
into

process.
So
whenever
a
department
wants
to
do
something
again
like
these
are
all
for
Professional
Services
purchases
only
if
it
is
Commodities
and
construction,
it
is
already
following
the
bid
statute
process
and
it
is
going
out
already.

This
is
just
Professional
Services
Consulting
contracts
that
are
coming
here
for
any
time
when
it
is
over
a
million.
It
is
asking
for
console
approval.
We're
asking
that
the
council
delegate
that
to
this
staff
for
the
issuance
of
the
RFP
again
Council

approve
the
contract
that
is
coming
out
of
this
process

also
like
any
time
we
are

RFP.
The
project
is
already
known

the

The
budget
is
already
approved
by
the

is

a

from
the
vendors.

you

long
the
city
takes

they're
waiting
for
their
payroll

met

the
more
we
make
our
processes
slow.
They
are
also
suffering
for
that.

talking
about
this
one,
it

about,

a
council,
a
contract,
Amendment
right,
it
has
to
go
through
PRC
approval,

it
has
to
go
through
the
full
Council
before
we
can
add
that
money
into
the
contract
and
get
them
paid.

all
of
these
you
know
these
five
things
that
we
are
putting
out
here
is
going
to
help
the
vendor
Community
as

is
a
success
story
for
the
City
of
Minneapolis,
so
we
started
the
target
market
program
with
the
council
approval
and
the
enactment
of
ordinance
18
chapter
18
A-
and
this
is
this-
has
been
a
wonderful
journey
and
this
program.
This
ordinance
allowed
us
to
have
like
a
Marketplace
for
small
businesses
and
what
we
have
done
here
like
again
like
under
that
175
000.
H
We
have
the
authority
to
do
like
you
know
some
informal,
informal
purchasing
underneath
that
one.
So
we
put
that
175
000
under
into
this
target
market
program.
H
This
is
a
race
and
gender
neutral
program
for
small
businesses
in
the
13
County
Metro
area,
a
purchase
is
considered
eligible
for
TMP
when
there
are
three
or
more
vendors
in
the
market,
for
example
like
if
we
are
buying
some
light
bulbs.
For
example,
there
should
be
at
least
three
vendors
selling
light
bulbs
in
Target
Market
program.
In
order
for
us
to
be
eligible
to
call
it
a
TMP
eligible
purchase.

So
we
we
allow
all
vendors
to
self-certify.
There
is
no,
you
know,
no
requirement
of
like
big
submission
of
like
their
income
certificates
or
anything
like
that.
They
self-certify
what
they
about
what
they
made
during
the
last
three
years
and
based
on
that
one.
We
will
make
the
enrollment
into
that
program,
so
the
vendor
eligibility
is
depending
on
the
size
of
their
business,
which
is
determined
by
the
annual
gross
receipts.

So
this
is
a
simple
colorful
diagram
of
target
market
programs.
So,
as
you
can
see
in
that
middle
box
over
there,
that
is
where
all
the
target
all
the
under
175
purchases
would
come.
And
then
the
left
side
is
the
Commodities
and
goods
purchases
right
side
is
the
Professional
Services
and
we
put
it
in
two
different
sites,
because
the
left
side
here
for
Commodities
and
goods
will
follow
an
informal
bid
process.

So
similarly,
the
Professional
Services
will
go
into
an
informal
RFP
in
a
proposal,
submission
process
and
then
the
Professional
Services
are
always
based
on
the
qualification
of
The
Proposal.
The
experience
as
well
as
like
how
good
you
know
how
good
they
can
perform,
how
much
experience
they
have
so
there's
a
little
a
little
bit
of
difference
between
the
two,
the
informal
bid
processes,
purely
low
bid,
low
responsive,
responsible
bid.

Our
TMP
vendors,
you
know,
are
in
the
Hennepin
County
area,
and
936
of
them
actually
have
a
Minneapolis
address,
which
is
great,
and
then
the
number
of
TMP
vendors
who
have
done
with
business
with
the
city
is
one
thousand,
so
that's
about
45
of
it.
So
one
thing
to
keep
in
mind
in
these
numbers
is
like
anybody
can
come
and
enroll
with
the
city
if
they
are
within
that
income
limit.

So
like
there
may
be
vendors
who
you
know,
we
don't
have
a
need
to
buy
something
like
face,
painting
or
balloons,
or
you
know
event
planners
things
like
that
like,
but
we
enroll
everybody
in
it.
Just
do
you
know,
because
we
don't
know
like
in
in
2020.
All
we
bought
was
like
masks,
masks
and
more
masks.
So
we
never
know
when
the
need
for
this
comes
all
right,
so
the
TMP
spend
by
ear.

So
this
is
our
fifth
year
2022
it's
our
fifth
year,
and
so
the
numbers
number
for
2022
is
as
of
the
third
quarter.
We
are
doing
really
good
with
this
program.
H
So
one
thing
to
keep
in
mind
is
that,
even
though
we
are
only
putting
175
000
and
under
for
this
particular
program,
these
businesses
are
able
to
get
larger
businesses
with
the
city
larger
contracts
from
the
city,
because
they
are
now
known
to
the
Departments
and
the
Departments
are
willing
to
participate
that
those
small
businesses
into
their
larger
contracts.
So
that
is
why
you're
seeing
a
you
know
like
all
these

million
dollars
in
there.
That
is
because
they
are
also
getting
participating
in
larger
contracts
through
this
program.

And
I
mentioned
that
this
is
a
race
and
gender
neutral
program.
However,
we
take
a
look
at
how
we
are
doing
with
all
the
different
ethnicities
that
are
in
this
target
market
program
and,
as
you
can
see,
from
2017
through
2021,
if
you
look
at
that
first
column
or
any
column
for
that
matter,
you
can
see
that
the
numbers
are
increasing,
so
our
participation
in
the
target
market
program
and
with
these
businesses
of
color
are
increasing
each
year.
That
shows
the
success
you
know
of
this
program
and
the
need
to
continue
this
program.

So
here
today
we
are
asking
to
remove
the
Sunset
date
that
was
set
in
the
target
market
program
ordinance
so
as
of
12
31
2022.
This
program
is
supposed
to
end
and
we
put
a
Sunset
date
like
that,
because
we
wanted
to
like
evaluate
the
program
and
if
there
need
to
be
some
changes,
we
have
to
do
that
one.
But
now
we
are
comfortable
in
saying
that
the
city
should
at
least
have
this
program
continuing
and
the
other
items
that
we
are
asking
for.
A
change
is
like.
H
We
said
that
we
will
look
at
the
criteria,
for
you
know
determining
the
income
limit
for
each
businesses
every
year.
Well,
that's
seems
to
be
like
a
lot
to
change.
You
know
take
vendors
in
and
out
of
the
program
every
year.
Rather,
we
would
have
them
continue
at
least
for
two
years
and
then
do
the
reviews
by
annually.

So
this
is
a
sheet
that
we
hand
out
to
both
vendors
and
as
well
as
to
the
council.
Whenever.
There
is
a
change,
so,
as
you
can
see,
we
are
changing.
Let
me
go
through
the
sheet
first,
so
the
these
are
the
eligibility
requirements.
You
know
we
have
the
ownership
requirements,
we
have
the
location
of
business
and
then
the
gross
receipts
or
sales.
So
the
third
one
there,
the
highlighted
ones,
are
the
ones
that
we
are
changing.

The
category
amount
so
manufacturing
and
operations
used
to
be
5
million,
and
we
would
like
to
raise
that
one
to
seven
million
service
operations
is
going
up
from
three
to
six
million,
as
well
as
wholesale
operations
is
going
from
four
to
eight.

This
is
just
a
chart
to
show
like
how
we
come
up
with
you
know
that
number.
So
we
will.
We
are
using
the
third
program
to
look
at
the
income
of
these
vendors,
the
gross
receipts
of
these
vendors
and
then
we'll
try
to
include
as
many
when
as
many
businesses
as
we
can.
So,
as
you
can
see
here
in
the
construction
category,
this
is
just
an
example.

The
three-year
average
gross
receipts
vendors
with
gross
receipts
over
25
million,
with
just
three
of
them
in
a
third
program
and
then
between
10
to
Mid
25
million
with
another
30..
But
when
we
stop
at
10
million,
then
we
are
able
to
get
386
out
of
the
419
construction
businesses
insert
program.
So
that
is
how
we
keep
that
limit.
You
know
like
where
to
like,
where
to
stop
it.

company
that
is

owned,

when

have
a
contract
during

coming
down
to

third

we
spend
don't
want

increase

decide
