A
Thank
you.
We
do
have
a
quorum
and
we
will
proceed
with
our
meeting
before
we
proceed
as
a
general
advisory.
I
will
announce
that
the
rules
of
the
city
council
do
not
allow
for
public
comments
at
meetings
on
the
full
Council
members
of
the
public
have
the
opportunity
to
comment
on
City
business
at
the
committee
level.
A
Colleagues,
we
left
off
on
the
Pogo
committee.
A
A
F
B
B
B
A
But
that
was
my
proposal
to
my
colleagues
and
if
there's
no
objection
with
moving
the
Pogo
committee
report
to
the
end,
I
will
ask
the
clerk
to
do
that
and
we
can
proceed
with
our
original
agenda
and
we
will
bring
up
the
Pogo.
B
A
B
Madam
president
Madam
president
Madam
president
I
would
recommend
that
we
just
finish
all
items
on
Pogo
except
19,
which
is
the
Hiawatha
facility.
Everything
else
could
be
voted
on
and
then
we
could
move
on
to
the
public
health
and
safety
report.
The
public
works
and
infrastructure
report,
the
three
resolutions
that
we
had
this
morning
and
come
back
to
item
number
19
from
the
Pogo
agenda,
so
that
that's
the
only
issue
we're
dealing
with
thank.
D
A
I
was
going
to
make
that
announcement
welcome
councilmember,
Chuck,
Tai
and
councilmember
Chavez.
Did
you
still
need
to
speak?
We're
good!
Thank
you
clerk,
please
Colorado
items
number
one
through
18
and
20
on
the
Pogo
committee
report,
council.
A
B
A
C
The
public
health
and
safety
committee
is
bringing
forward
five
items
that
it
is
recommending
for
approval
item.
One
is
authorizing
a
contract
with
the
University
of
Minnesota
and
the
police
department
for
bomb
detection
security
services
at
Huntington,
Bank
Stadium
item
two
is
authorizing
a
contract
with
the
Minnesota
Timberwolves
and
the
police
department
for
bomb
detection
security
services
at
Target
Center
item
three
is
accepting
a
grant
from
the
DWI
Court
state
of
Minnesota
Fourth
Judicial
Court
for
a
police
liaison
to
the
DWI
court
and
DWI
defendant
monitoring
services.
C
Item
four
is
accepting
a
grant
from
the
U.S
Department
of
Health
and
Human
Services
and
CDC
for
reducing
chronic
conditions
among
African,
Americans,
East,
African
and
American
Indian
populations
and
supporting
covid-19
and
flu
vaccination
efforts.
And
our
final
item
is
item
five.
It's
accepting
a
grant
from
the
Minnesota
Department
of
Health
for
the
Statewide
Health
Improvement
partnership.
I'll
move
approval
of
all
of
these
items.
A
B
Items
three
through

on
the
public
health
and
safety
agenda:

president
palmisano
aye,
president
Jenkins
aye,

12
eyes.
A
G
Thank
you,
madam
president,
items.
One
and
two
are
in
reference
to
some
buyback
contracts.
I've
been
a
long
voice
of
saying.
We
need
a
little
bit
more
structure
and
process
around
how
we
adopt
these
contracts
and
I
am
very
encouraged
to
be
working
with
the
new
commissioner
of
community
safety,
Dr
Alexander,
to
discuss
this
item.
We
have
not
gotten
to
that
level
of
detail.
That
makes
me
comfortable
moving
forward
with
supporting
this,
but
I'm
encouraged
by
it.
So
I
wanted
to
pull
this
out
for
a
separate
vote.
G
D
D
A
H
You,
madam
president,
the
public
works
and
infrastructure
committee
is
bringing
forward
eight
items
today.
The
first
is
an
update
to
the
50th
and
France
Special
Service
District
ordinance.
The
second
is
the
proposed
services
and
service
charges
for
the
downtown
business,
Improvement
Special
Service
District
for
2023.
The
third
item
is
the
proposed
services
and
service
charges
for
the
special
service
districts
428a
districts
for
2023.
H
The
fourth
item
is
a
staff
direction
for
Lake
Hiawatha
storm
water
management
in
order
to
address
litter
and
improve
water
quality
through
city-owned
infrastructure.
The
fifth
item
is
authorizing
the
stormwater
Management
program
and
annual
reports
to
be
submitted
to
the
mpca
for
review
and
approval.
The
sixth
item
is
the
2024
Street
resurfacing
program?
Easements.
D
A
A
That
item
carries
and
the
probably
works
committee
report
has
been
adopted.
Councilmember
Osman.
I
Thank
you.
Madam
president,
this
morning
the
council
approved
item
three
on
Biz
community
business
inspection,
housing,
Community
report,
which
was
the
revocation
of
the
business
license
for
Pair
of
Dice
Pizza.
I
Since
this
morning's
action,
the
city
council
received
tax
clearance
letter
from
the
Minnesota
Department
of
Revenue,
informing
us
that
we
are
no
longer
obligated
to
revoke
this
license.
Considering
this
I
would
like
to
move
for
reconsideration
of
business
inspection,
housing
committee
report
on
item
three.
A
Italians
council
member
Osmond
has
move
that
we
reconsider
item
number
three
on
the
biz
committee
report
to
revoke
the
license
of
the
pizza
parlor
and
now
we've
received
a
letter
saying
that
their
taxes
are
in
good
standing
and
so
consequently
we
can
given
your
approval,
renew
that
license.
B
A
Thank
you,
Mr
clerk
and
the
clerk
has
provided
us
with
those
instructions
and
with
no
objections
from
my
colleagues
I'll
ask
to
call
the
role
council.
A
That
item
carries
and
that
report
is
adopted
or
that
correction
is
made.
The
next
order
of
business
is
resolutions.
Colleagues,
we
had
four
honorary
resolutions
that
were
presented
at
the
beginning
of
the
meeting.
A
A
D
A
Carries
and
those
resolutions
are
adopted.
The
last
item
before
us
colleagues
is
item
number
19
on
the
Pogo
committee
report.
To
be
clear,
we
are.
A
The
vote
is
to
approve
a
the
issuance
of
an
RFP
for
the
demolition
of
the
Hiawatha
maintenance
facility.
Is
there
any
discussion
there
will
not
be
a
vote
on
this
today?
Is
there
any
discussion
from
my
colleagues.
A
Saying
no
discussion,
I'm,
sorry,
I
who's
in
queue,
councilmember
Koski.
J
Thank
you,
madam
president,
given
that
the
discussion
on
this
RCA
thus
far
has
gone
beyond
the
RCA
and
into
the
work
that
has
been
done
in
relation
to
the
Hiawatha
maintenance
facility.
Campus
expansion,
this
Council
term
I
feel
it's
necessary
both
for
council
members
and
for
the
public
to
take
the
time
to
walk
through
that
work.

the
business
that
was

us
today,

this
meeting
is
adjourned.
