A
Both
council,
member
Ellison
and
council
member
rainville,
in
terms
of
just
kudos
to
our
council
members,
Chavez
and
Chuck
Thai,
for
getting
us
to
this
point.
I
did
have
a
question
for
our
staff,
probably
City
attorneys.
As
people
have
noted,
there
has
been
some
procedural
Hoops
that
our
colleagues
have
had
to
jump
through
and
I
do
want
to
emphasize
that.
Yes,
we
are
in
a
transitional
period
in
regards
to
this
government
restructure
and
Council.
A
Currently
we
don't
have
a
legislative
Department
to
send
requests
for
information
yet
well
to
receive
information,
but
hopefully,
if
this
Council
approves
funding
for
staff
and
programmatic
dollars
for
a
legislative
Department
that
we
will
have
that
come
in
January,
but
that
is
to
save
for
our
city.
Attorneys
I
wanted
to
see
if
you
can
clarify
whether
these
kind
of
requests
will
go
to
our
legislative
Department
starting
next
year.
You
know
under
the
guides
that
we
will
have
a
legislative
Department,
particularly
in
Prior
conversations.
A
B
Council
vice
president
council
member,
so
the
the
city
clerk's
office
and
our
office
are
working
together
on
policy
and
procedures
to
to
Really
flesh
out
exactly
how
does
the
legislative
body
obtain
information
needed
for
your
your
policy
making
responsibilities
so
we're
we're
very
close
to
being
able
to
to
unveil
that
that
policy
and
procedure
for
this
group's
review
and
potential
adoption.
A
Thank
you,
City
attorney.
I
will
note
for
the
public
record.
I
would
absolutely
like
to
be
part
of
those
conversations
as
someone
who's
raised
pretty
consistently
the
the
potential
of
us
conceding
Authority.
That
does
not
need
to
be
conceded,
and
especially
in
when
we
have
a
legislative
Department
that
can
carry
out
the
very
requests
that
we're
making
right
now
so
be
following
up
with
both
scenes
like
House
member
Chuck
Tai,
and
you
around
that
aspect.
C
I'll
just
note
that
the
mayor
had
sent
to
all
of
us
on
November
4th
that
his
administration
has
started
compiling
the
necessary
information
to
assist
in
refining
our
work
and
to
support
people
experiencing
homelessness.
C
He
does
agree
with
all
of
us
that
the
public
is
going
to
benefit
from
the
compilation
of
this
information
and
more
analysis,
and
it
will
help
us
to
make
informed
decisions
moving
forward.
So
I'm
I'm
also
grateful
to
my
colleagues,
council,
member
chug
Tayan
Chavez,
who
recognize
the
importance
of
following
this
through
in
this
process,
and
so
I
look
forward
to
do
that
in
collaboration
with
the
executive
side
of
our
government
as
well.
So
clerk
clicks
sorry
clerk,
please
call
the
roll.
E
F
G
H
C
Nays,
that
item
carries
the
final
item
that
had
been
on:
oh
I'm,
sorry,
council,
member
wansley.
Yes,.
A
Thank
you
so
much
chair,
palmisano
I,
just
had
a
quick
question
in
case.
A
We
also
have
staff
here
from
the
rec
Services
regulatory
service
department,
considering
we
just
had
our
first
snowfall
from
yesterday
and
recognizing
like
the
information
that
we
just
approved,
which
I'm
glad
we
just
did,
that
information
won't
be
coming
until
March
I'm
wanting
to
see
if
any
of
our
staff
can
talk
about
what
plans
we
have
in
place
right
now
in
responding
to
our
unhoused
residents,
because
they
are
currently
out
in
the
cold
and
seeing
if
we
are
looking
at,
for
instance,
the
Star
Tribune.
A
They
highlighted
a
phenomenal
model.
That's
happening
over
right
in
St
Paul
and
seeing
if
we're
looking
to
work
with
colleagues
in
Saint
Paul
to
move
forward
something
similar
in
the
intermediate.
While
we're
waiting
on
this
information
to
come
back
in
March
to
basically
hopefully
create
a
more
comprehensive
policy
so
that
we
don't
have
to
be
in
this
particular
mid
again
come
next
winner.
C
You
final
item
that
we
had
had
on
our
agenda
before
we
moved
to
reports
of
committees
was
originally
from
our
race,
Equity
subcommittee.
So
with
council
member
Chavez
is
in
my
collaboration.
We
won't
be
able
to
do
that
due
to
the
presenter
feeling
unwell,
but
we
do
have
commissioner
Johnston
here
and
I
just
wanted
her
to
briefly
describe
what
we
have
before
us
that
we
will
actually
move
the
discussion
to
the
December
6th
Committee
of
the
whole
meeting.
C
So
you
have
before
you
both
the
one
pager
on
strategic
and
racial
Equity
action
plan
policy
priorities,
and
then
you
also
have
the
motion
from
the
two
subcommittee
co-chairs
council,
president
Jenkins
and
council
member
Chavez
on
adding
our
work
from
back
in
January
February
to
our
our
goals.
Commissioner,
Johnston.
I
Vice
president
Paul
massano
thank
you
and
to
council
member
wansley
I
will
I
can
take
that
request
back
to
your
previous
request
back
to
Greg
Services
happy
to
do
that
so
I
will.
Will
you
have
two
documents,
as
the
council
vice
president
said,
the
first
one
looks:
is
this
color
colorful
piece
of
paper
and
this
really,
as
you
all,
would
recognize
our
strategic
and
racial
Equity
action
plans
goals,
and
so
you
have
the
the
three
on
the
front
or
the
policy
priorities.
I
As
you
all
recall,
in
January
there
was
a
lot
of
strategic
planning
discussion
and
you
all
came
up
with
two
additional
thanks,
John
two
additional
goals
relating
to
Public
Health
and
environmental
justice.
The
council
has
not
formally
adopted
those
goals
yet,
and
so
this
is
an
opportunity
not
today
as
I
understand,
because
our
director,
unfortunately
our
director,
as
well
as
others
in
the
race
equity
in
inclusion
and
belonging
Department,
have
fallen
ill
today.
I
So
apologize
for
the
delay
in
the
presentation,
but
this
the
Second
Amendment,
will
also
the
second
piece
of
information.
The
amendment
will
be
the
formal
adoption
of
the
goals
that
you
all
had
discussed
in
January
and
the
question
I
think
the
next
next
natural
question
is
going
to
be
what
happens
then
for
the
measurements
and
where
do
we
get
the
measurements
for
those
new
goals,
and
that
is
part
is
going
to
be
part
of
our
ongoing
Performance
Management
process.
I
I
So
with
that
I
just
wanted
to
give
a
little
bit
of
a
grounding
here
and
then
next
cycle,
our
director,
hopefully,
will
be
back
feeling
great
and
you
will
get
a
presentation
from
the
deputy
director,
Skyler
Nash
on
the
street
process
for
updating
those
goals
and
then
also
on
some
of
the
activities
in
the
department.
But
with
that
I
will
stand
for
questions.
C
Thank
you
so
we'll
look
forward
to
this
moving
to
an
agenda
item
for
December
6th.
Are
there
any
other
questions
from
my
colleagues?
Not
seeing
any?
Thank
you.
Thank
you.
So
much
having
completed
our
discussion
items,
we
will
receive
reports
from
the
standing
committees
on
matters
to
be
considered
by
the
full
Council.
This
Thursday.
G

a
legislative

H
That
will
be
on
the
December

C
I
understand,
that's
what
I
mean
yeah.
Thank
you.
Next,
we

A
Thank
you,
chair,
palmisano
I
know
we're
pushing
back
our
s
reap
kind
of
overview
to
December
6th,
but
I
did
want
to
take
the
opportunity
to
highlight
the
promise
Zone
promise
zones,
which
is
listed
item
27
that
council
member
Ellison
just
read.
I
wanted
to
emphasize
for
the
public
that
this
initiative
is
extremely
important,
but
it's
also
chronically
under
resource.
A
They
function
with
less
than
one
FTE
and
are
currently
staffed
by
Americorps
workers,
who
are
grossly
underpaid,
and
it's
a
just
another
example
of
the
city
creating
another
initiative
aimed
at
racial
Justice
and
Equity.
But
we're
not
following
following
up
with
the
Investments.
That's
needed
to
carry
out
that
work.
A
So
I'm
very
much
looking
forward
to
working
with
my
colleagues
to
figuring
out
how
we
can
expand
and
resource
the
promise
zones,
especially
as
it
relates
to
us
being
successful
in
our
s,
reap
work
and
to
make
sure
that
it's
reaching
its
intended
Vision.
So
I
didn't
want
to
highlight
that
for
today's
meeting.
C
J
One
is
the
passage
of
an

relating
to

2022
as
World

day.
I'll
stand
for
any
questions.
C
Thank
you,
I'm,
not
seeing
any.
Last
but
not
least,
our
Public
Works
and
infrastructure
committee,
that's
chaired
by
council
member
Johnson,.
H
Thank
you,
madam
chair.
The
Public
Works

committee
is
bringing
forward
nine
items
this
cycle.
Our

Thank
you,
I'm,
not
seeing
any
colleagues
with
that
we've
concluded
our
agenda
today
and
I
know.
I
will
see
you
all
right
back
here
this
evening
at
605
PM
for
an
adjourned
council
meeting
to
get
feedback
on
our
budget.
So
hearing
no
objection
I
will
declare
this
Committee
of
the
whole
meeting
adjourned.
Thank
you.
