reading

resolution
in
honor
of
cinco
de
mayo.
This
is
actually
where
mariano
is
from,
where
my
family
is
from
it's
a
big
holiday
in
mexico,
specifically
puebla.

Cinco
de
mayo
holiday
commemorates
the
may
5th
1862,
which
was
a
date
that
mexicans
were
victorious
over
the
french
at
the
battle
of
puebla.
The
victory,
whereas
the
victory
of
mexico
over
france
at
puebla
represented
the
strength,
resiliency
and
courage
of
mexicans
to
defend
their
own
community.
And
whereas
the
sacrifices
made
by
mexicans
battling
european
verses
were
instrumental
in
keeping
mexico
for
funding
under
european
domination.

And
whereas
the
battle
of
puebla
was
fought
by
indigenous
people
who
fought
against
one
of
the
most
powerful
nations
in
the
world.
And
whereas
the
cinco
de
mayo
represents
the
victory
and
survival
of
the
mexican
population.
And
whereas
one-third
of
the
united
states
belonged
to
mexico.
But
before
that
acquisition.
Our
ancestors
freely
crossed
the
rio
de
grande
when
there
was
no
border.
And
whereas
the
foundation
of
the
united
states
was
created
by
individuals
from
diverse
countries
and
cultures
willing
to
sacrifice
their
lives
for
freedom.

And
whereas
a
celebration
of
cinco
de
mayo
provides
an
opportunity
to
celebrate
and
experience
mexican
culture
in
the
united
states
to
demonstrate
cultural
pride
and
to
highlight
the
contributions
and
influence
of
language,
culture
and
traditions
by
mexicans.
And
individuals.
Of
mexican
ancestry
and
whereas
the
mexicans
minnesotans
make
up
a
third
largest
cultural
group
in
minnesota,
with
two
hundred
thousand
thirteen
eight
hundred
residents
and
whereas
the
mexican
culture,
ingenuity
and
traditions,
including
those
that
originated
from
puebla,
mexico
are
part
of
the
social
fabric
of
the
city
of
minneapolis.

therefore,
be
it
resolved
that
the
mayor
and
city
council
do
hereby
recognize
the
historical
significance
of
the
mexican
holiday
cinco
de
mayo
and
the
importance
of
the
mexican
community
in
minneapolis
and
minnesota,

encourage
residents
of
the
city
of
minneapolis
to
observe
cinco
de
mayo
with
appropriate
ceremonies
and
activities
to
learn
more
about
the
rich
history
and
culture
of
the
mexican
community.

really
inspires

battle

puebla

5th
1862

really
a
turning
point
in
the
history
of
latin
america.

a
land
that
had
been
invaded
more
than
once
and
more
than
twice
and
160
years
ago.
A
very
powerful
army
that
had
conquered
large
parts
of
africa
and
in
indochina
landed
in
mexico,
a
land
that
a
country
that
was
profoundly
divided
at
the
time
between
two
sites
that
were
in
waging
war,
a
civil
war
that
had
lasted
many
years
and
against
the
most
dramatic
odds.

people
arose
against
the
invaders
and
stopped
them
in
puebla.
And
it
was
a
battle
fought
by
indigenous
people,
the
sacraments
and
also
by
the
the
smallish
federal
army
of
all
time.
Because
half
the
army
had
left
just

day
before
and
led
by
a
very
young,
general
general
ignacio
zaragoza.
Who
happened
to
be
born
in
the
in
what
is
now
texas
and
was
only
28
years
of
age
at
the
time,
the
youngest
and
the
bravest?

was
fought

1862
and
the
very
next
year
1863.

is
this

global
celebration

in

in

kirk

northsider

friend
of
mine
and

mentor

he
was
somebody
who
meant

great
deal

north
side,

he
passed
away

number
of
years
ago

at
the
time
that
he

both
working
on
projects,
art
projects
for

city

minneapolis.

working
with
the

office
at
the

working

issues

closing

was

fourth
generation
minnesotan

long
time
resident
of
north
minneapolis

whose
career
was
built
around
speaking
the
gospel

the
north
side

forgotten,
the
oppressed
and

marginalized

verve

mark

graffiti

us

lifelong

months

my
understanding,
even

bonds
are
not
approved
here,

secured

So
to
know

denying
these
bonds
here
doesn't
mean
that
this
charter
school
will
be
basically
put
out
of
business.
But
I
do
want
to
acknowledge
the
context
that
I
think
councilmember
payne
raised.

know
just
this
week
you
had
minneapolis
educators,
lead
action
outside
of
mps
because
of
the
continuous
budget
cuts
and
there's
not
any
increase
of
funding
and
a
lot
of
that's
tied
to
enrollment,
and
I
think
the
historic
strike
that
we
just
experienced
acknowledged
the
role
in
which
privatization
of
public
assets
through
charter
schools
helps
to
destabilize
our
public
schools
and
the
protections
for
our
students
and
for
the
educators,
who
show
up
every
single
day
to
teach
our
kids
and
support
them
and
all
sorts
of
challenges
that
they
experience.

So
I
think
understanding
this
is
happening
in
a
larger
context
and
knowing
that
there's
an
opportunity
that
we
need
to
be
thinking
about
how
we're
also
demonstrating
support
for
our
public
schools,
but
knowing
that
funds
are
still
available
for
this,
this
particular
school
to
seek
out
and
maybe
council
member
goodman
can
also
speak
to
their
confidence.

In
their
conversations
with
this
particular
charter
school,
I
felt
comfortable
voting
for
venture
academy,
as
the
leadership
demonstrated
a
missed
amount
of
receptivity
towards
feedback
from
our
community
about
how
they
were
going
to
protect
the
rights
of
their
own
educators,
making
sure
that
they
severed
ties
within
with
education
reform
groups
that
they
were
partnering
with.

So
I,
and
knowing
that
there
was
a
level
of
public
accountability
that
that
charter
school
was
willing
to
engage
in,
gave
me
the
confidence
that
okay
you're
going
to
be
a
supportive
partner,
you're,
not
here,
to
be
a
distractive
force.
So
we'd
love
to
get
some
more
contacts
about.
If
we
have
similar
understanding
about
how
this
charter
school
operates
too,.

city
is
a
sub-allocator
of
charter
school
lease
revenue
bonds.
This
is
a
funding
source
passed
down
through
the
state
government
to
cities
of
the
first
class
who
are
allowed
to
issue
these
bonds.
Why
do
we
do
this
because
we
generate
bond
fees
from
these
bonds
that
we
use
to
put
into
our
small
business
programs?

I
am
not
positive
what
ward
this
is
in
or
what
the
council
conversation
the
council
member
had
with
cyber
village
academies.
So
I
can't
really
speak
to
that.
I
I'm
going
to
guess,
but
I
could
be
wrong
that
this
could
be
in
the
11th
ward,
but
I'm
not
positive,
and
maybe,
if
it's
in
your
ward,
you
could
speak
up
if
you
had
a
conversation
with
them
or
not.
That's
not
up
to
city
staff.

City
staff
are
not
political
they're,
not
making
a
political
determination
as
to
whether
or
not
we
like
charter
schools
or
we
don't
like
charter
schools.
We
are
issued
this
bonding
authority
and
we
are
using
the
bonding
authority
and
we
are
using
the
fees
generated
from
the
bonds
to
fund
minority
bipark,
small
business
programs.
Not
doing
these
bond
issuances
would
cut
off
a
significant
funding
stream
to
other
small
businesses,
which
is
why
I
generally
don't
recommend
saying
no
to
this
kind
of
thing.

It
is
possible
that
another
sub-allocator
or
the
state
themselves
could
issue
these
bonds,
but
for
right
now
it
would
be
terrible
for
us
to
turn
this
down
when
they're
so
far
in
the
process.
If
there
are
council
members
who
want
us
to
not
issue
these
bonds,
then
let's
have
a
policy
discussion
about
that,
but
we're
not
going
to
transactionally
decide.
We
don't
like
this
one,
because
that
would
put
them
back
at
ground
zero,
which
would
be
terribly
disruptive.

argue
that
council
members

individual
awards
should
work
with
these
charter
schools
to
achieve
bigger
and
broader
goals.
Should
that
be
the
objective
of
various
council
members,
but
we
use
this
revenue
for
important
sources
and
I
don't
think
it
makes
sense
given
what
we
use
the
revenue
for
to
stand
on
principle.
Every
charter
school
is
not
equal.

are
strongly
supported
by
residents
on
the
north
side.
Others
are
strongly
supported
by
residents
in
cedar
riverside,
and
I
don't
know
that
it's
our
position
to
be
judging
whether

not
parents
are
making
the
correct
decision
for
their
children
as
it
pertains
to
what
school
they
go
to,
and
we
certainly
shouldn't
be
using
our
political
point
of
view
to
determine
whether
or
not
bonds
that
are
legitimately
issued
for
the
facility.
Improvements
of
these
schools
is
something
we
want
to
get
into
at
the
city
council
level.

state,
as
a
new
member
of
the
board
of
estimated
taxation
that
sort
of
moves
forward
by
issuing
issuance
of
bonds
that
a
lot
of
work
goes
into
this
process.

as

goodman

appears
that
this
current
charter
school
is
in
ward,

know

johnson
has
been

out

paternity

to

those
conversations

directive

to

begin
working

draft

threading

worry

sort

throw
this
new
institution
into
a
culture

unmanageable

will

dominate

newer,
smaller
departments.

public
safety
institutions

it
together

will

shot

conversation

vision
for
what
that
could
look
like
with
our
own
set
of
research

conversations

debates

public
input

deep
race
and
equity

that
yesterday's

behind

doing

representing

million
going

meet
minneapolis
in
the
downtown
council.

small
businesses
along
east
lake
street
west
broadway
see,

riverside

still
hurting

are
in
need
of
more
resources.

very
much
interested
in
getting
resources
into
the
hands
of
organizations

already

that
have
been
struggling
that
have
a
record
of
helping
our
city
reach
their
race
and
equity
goals
through

representation

minority-owned
businesses
that
have
deep
connections
within
our
communities.
So
I'm
really
interested

figuring
out
again.

we
get
the
funds
