infrastructure

ellen
has
been
a
well-respected

really

getting

dr
alexander,

a
big
role
and
it's
a
really
big
moment
and
I
think,
based
off
of
the
information
that
we
have
and
the
conversations
I've
had
with
him
and
his
record,

think,
he's
the
best
person.

take
a
couple
moments
to
speak
on
the
appointment
of
dr
cedric
alexander.
I
see
many
folks
here
today
who
came
and
attended
the
public
hearing
we
did
on
on
tuesday
on
this.

I
know
that
we
need
culture
change
in
our
in
our
public
safety
structures
and
every
hire
in
the
city
is
an
opportunity
to
do
that,
especially
hires
at
the
top.
K
I
came
into
the
hearing
on
tuesday
with
questions
and
concerns
about
dr
alexander's
career
in
law
enforcement
and
after
that
hearing
I
have
more
questions
and
even
bigger
concerns,
and
I
know
that
during
this
hearing
dr
alexander
gave
multiple
times
that
he
and
his
officers
made
mistakes
in
the
past,
and
I
asked
what
he
learned
from
those
mistakes
and
and
the
cost
to
the
lives,
particularly
of
kevin
davis
and
anthony
hill.
K
During
his
his
tenure
and
the
biggest
lesson
he
could
point
to
was
handing
over
the
investigation
of
these
officers
actions
to
the
state,
without
mention
of
the
like
more
than
a
month.
It
took
to
hand
over
that
investigation
the
first
time,
and
only
after
the
the
work
of
so
many
protesters
outside
the
local
courthouse,
demanding
that
he
do
so.
K
K
I
asked
him
about
the
reports
that
he
inherited
about
a
police
force
in
dekalb
county
that
had
corruption
issues
and
he
and
that
he
turned
around
and
cut
internal
affairs
department
responsible
for
investigating
that
corruption,
and
he
assured
me
that
that
categorically
did
not
happen,
except
that
records
from
the
county
show
that
in
the
first
budget
he
was
in
charge
of
the
internal
affairs
department
saw
a
25
reduction
in
their
budget,
and
so
you
know
to
put
that
bluntly.
K
He
misconstrued
the
truth
to
me
to
this
body
and
to
to
residents
in
minneapolis,
and
that
was
really
disappointing
to
me
and
then
I'll
speak
briefly
about
the
allegations
from
a
subordinate
that
were
made
about
unwanted
sexual
advances.
K
I
think
I'm
especially
concerned
after
the
officer
in
that
report
was
disciplined
multiple
times
for
disrespect
towards
the
chain
of
command
when
she
wouldn't
talk
to
him
at
public
events,
I'm
concerned,
because
I've
watched
too
many
people
lose
jobs,
experience
retaliation
and
be
the
subject
of
private
and
public.
Shame
for
having
the
courage
to
say
that
they
have
been
victim
to
any
form
of
sexual
harassment,
assault
or
retaliation.

In
response
to
saying
no
to
unwanted
advances.
In
fact,
I've
had
many
conversations
with
survivors
since
tuesday's
hearing
who
have
told
me
that
his
answers
were
in
line
with
what
they've
heard
from
other
people
in
power
who
have
dismissed
allegations
of
this
nature
against
them
or
against
the
people.
They've
supervised,
and
I
want
to
thank
especially
the
survivors
that
have
reached
out
and
engaged
with
me
on
this.

So
I
know
that
we
need
culture
change
in
policing
in
this
city
and
we
deserve
a
police
force
with
a
culture
of
oversight
and
accountability
and
a
city
that
has
structures
to
keep
people
safe
and
respect
them
and
their
humanity.
And
after
seeing
the
responses
and
having
the
conversations
that
I
have,
I
don't
believe
that
this
is
the
right
person
to
change
that
culture.

sincerely
hope
that
I'm
wrong
for
the
sake
of
my
constituents
for
the
sake
of
residence
of
minneapolis,
and
I'm
committed
to
doing
everything
in
my
power
to
be
a
good
partner
to
him
in
holistically
addressing
public
safety.
That's
my
commitment
on
this
and
I
you
know.
I
sincerely
hope
that
he'll
engage
with
me
on
that.
But
unfortunately,
today
I've
got
to
be
a
no
on
this
one.

vast
experience
in
policing
that
was
named
very
clearly
on
tuesday,
but
I
don't
think
the
mayor,
or
this
body
has
crystallized
what
exactly
the
office
of
community
safety
goals
are,
nor
the
vision
behind
it
and

the
hearing
I
heard
from
many
of
the
testifiers
I
heard
from
you,
I
heard
from
some
of
my
council
members.
You
know
that,
of
course,
the
goals
of
this
new
office
is
safety,
more
safety.

But
if
you
are
appointed
dr
alexander,
I
I
look
forward
to
expanding
on
what
you
stated
about
preventive
preventative.
You
know
actions,
initiatives
that
we
don't
need
a
public
safety
system,
that's
constantly
reactionary
and
that's
causing
more
harm
for
our
community
for
our
residents
for
working-class
people
to
be
more
proactive
and
preventive.

In
our
approach
to
that,
I
look
forward
to
supporting
that
aspect
of
this
work
as
it
relates
to
the
office.
I'm
also
committed
to
working
with
you
and
anyone
else
who
wants
to
ensure
that
comprehensive
public
safety
system
services
that's
spread
out

city
enterprise
right
now,
like
our
bcr
team,
are
uplifted
that
they
are
fully
funded
and
fully
staffed
in
this
new
office.

that
the
council

study
session
regarding
this

office

space
will

utilized

think
many
of
the
questions
that
I
still
have
about
the
vision
of
this
new
office
and

metrics

success
will

change

alexander
has

long

storied
career

delivering
on
all
three.

clearly

he
did
not
cut
personnel

cut
the
work
and,
in
fact
it's
my
understanding
and
it
probably
should
be
checked
just
to
ensure
that
it
is
accurate.

was
actually
increased
again

a
year
or
so
later.
What
the
council
member
was
mentioning,
I
believe,
was
a
cut
in
the
monetary
value.

That's
what
this
job
is
doing
to
insist
that
our
soon
and
hopeful,
commissioner,
would
have
a
full
slate
of
all
of
the
programmatic
changes
before
he's
even
talked
with
the
leaders
of
the
respective
departments,
their
respective
command
staff
and
understand
had
has
a
full
understanding
of
all
the
logistics
would
not
only
be
setting
up
him
up
for
failure
to
for
him
to
tell
you.
Those
programmatic
changes
now
would
be
irresponsible
at
best.

gotta
do
a
full
evaluation
of
the
departments
that
he
would
be
in
control
of
a
full
evaluation
of
the
respective
directors,
a
full
evaluation
of
the
programs
they
do
and
don't
have
most
of
which
he
does
not
know
yet

because
he
hasn't
done
his
homework,
but
because
he
has
not
been
the
commissioner
of
public
safety.

that
is
the
responsible
way
for
handling
this.

saying
thank
you
to
dr
cedric
alexander,

through
this

came
to
this
hearing
with

decision
and
now
left
uncertain.
I
met
with
you
two
different
times.
We
discussed
police
accountability
during
our
first
meeting,
but
we
were
talking
about
coaching
and
accountability
that
is
needed
in
our
police
department.

Well,
I
asked
ward
9
residents
specifically
to
reach
out
to
my
office
because
I
hadn't
heard
many
from
my
constituents
and
on
during
national
night
out,
I
talked
to
many
of
my
constituents
asking
for
their
opinions,
their
concerns
and
their
dreams
for
this
new
seat.
That's
going
to
direct
our
public
safety
services
for
the
city
of
minneapolis
and
overall
ordinance
constituents
had
different
opinions.
Many
supported
your
appointment.
Many
did
not
many
had
concerns
and
many
had
hopes
and
dreams
for
what
this
position
should
be.
I
Looking
like
for
the
city
of
minneapolis,
I
do
know
there's
specific
constituents
that
would
like
to
meet
with
you.
So
no
matter
what
way
this
decision
goes
today.
I
would
hope
that
you
would
have
time
to
meet
with
them,
but
I
do
want
to
take
time
to
uplift
the
comments
of
my
council
members
here,
specifically
councilman,
chuck
thai,
who
spoke
loud
and
clear
of
this.
I
know
there's
a
lot
of
concerns
with
disappointment
and
regarding
harassment,
and
these
are
things
that
a
lot
of
my
constituents
have
been
reaching
out
to
me
as
well.

opportunity
to
really
have
a
public
conversation
about
what
direction
we
should
be
going
in.

would
be
open,
transparent,
participatory
and
that
was
blocked.

despite
us
arriving
here,
the
way
that
we've
arrived
here,
this
is
where
I
do.
I
want
us
to
be-
and
I
came
here
today
prepared
to
vote.
Yes,
dr
alexander,
you
you've
given
me
a
lot
of
confidence
about
your
experience
and
your
ability
to
actually
move
us
forward
in
this
direction.

same
time,
I
was
able
to
connect
with
council
member
chug
thai
yesterday,
as
I
was
wrestling
with
my
vote,
because
I
think
it's
very
easy
for
someone
like
me
to
get
bitter
about
how
this
vision
that
I've
been
trying
to
advocate
for
and
fight
for,
had
been
shot
down
over
and
over
again,
and
I
was
recognizing
that
I
needed
to
get
over
that
bitterness.
We
need
to
move
forward
as
a
city.

need
to
do
the
right
thing
and
move
us
in
the
right
direction,
because
we
have
real
challenges
that
we
need
to
solve
and
we
need
to
get
over
our
own
personal,
petty
grievances,

profoundly
moved
by
council
member
chuck
thai
sharing
her
story
around
domestic
violence,

think
that
I
want

make
sure
that
we
don't
lose
sight

importance

survivors

pattern
that
council
members,
often
chug,
tie
and
wansley
cannot
express
an
opinion
without

retort.

met

making

this
relationship

has
to
flow
both
ways,

support

originally
passed
this
layout
approval
with
24
7,
dedicated
transit
lanes,

that
item
was
vetoed
and
sent
back
to
the
council
and
the
override
of
that
veto
failed
at
council,
and
so
we
had
to
find
a
path
forward
on
this
item
where
the
layout,
specifically
almost
every
council
member,
supports,
and
we
ended
up
meeting
with
the
mayor's
office
multiple
times
and
the
two
council
members
representing
this
area,
and
I
want
to
thank
both
of
them
for
showing
up
and
for
voicing
the
thoughts
and
concerns
of
their
constituents
and
for
being
part
of
a
productive
conversation
to
figure
out
a
compromise.

Ultimately,
on
this
I
will
say
you
know
this
does
a
number
of
things
that
the
original
proposal
did
not.
It
has
six
hours
minimum
transit
priority
lanes
in
both
directions.
It
has
more
clarity
over
how
decisions
are
made

future

metrics
that
are
used.
It
has
regular
monitoring
and
reporting
back
to
council
on
this
as
well.

I
wish
there
were
more
minimum
hours

part

this
and
I
think
it's
fair
to
say
the
administration
wishes

we
arrived
at
a
compromise
nonetheless,
that
we
believe

both

council
can
support
in
order
to
move
this
important
project
forward.

event

13th

14th.
It
is
the
chalk,
art
festival,
that's
happening,
downtown
and
if
you've
had
an
opportunity
to
participate
in
this
before
you'll
know,
it
is
a
really
great
family-friendly
event
and
then
most
notably,
I
believe,
is
item
number
seven.
Many
of
you
have
heard
major
league
soccer's.

All-Star
game
is
coming
to
the
twin
cities
area
and
I
think
there
was
a
bit
of
consternation
about
most
of
the
events
being
in
st
paul,
probably
rightfully
so
since
they
built
a
stadium,
but
the
big
block
party
is
happening
in
downtown
minneapolis
on
the
8th
and
we
will
have
people
from
all
over
the
country-
and,
I
would
probably
say
all
over
the
world
here
in
the
city
to
be
able
to
enjoy
a
really
fun
block
party
and
celebrate
all
things.
Soccer
soccer
off
and
call
football
and
other
places
is
a
great
sport
for
kids.

It's
the
kind
of
thing
that
young
families
really
like,
and
it's
really
good
for
downtown.
So
I
just
wanted
to
note
those
two
events
and
encourage
everybody
to
invite
your
constituents,
friends
and
family
to
these
events,
so
that
we

show

can
come
back
with
public
events
for
the
community
that
are
quite
diverse
and
very
exciting.

two

project.
This
is
the
largest
public
infrastructure
project

my
ward

council
member
goodman,

boundary

this,
and
this
project
is
the
first
major
reconstruction
project
since
the
passage
of
the
transportation
action
plan,
the
first
one
since
our
new
government
structure
and
the
first
one
since
the
appointment
of
a
new
public
works
director.

know
that
all
of
us
have
received
extensive
engagement
on
this
project,
which
speaks
to
its
importance.
The
resolution
that's
in
front
of
us
today
is
not
perfect.
You
know
it's
not
the
outcome,
I
wanted
and
it's

but
we
met
somewhere
in
the
middle,
and
you
know
both

us
have
been
really
clear
about
what
we
want

fight

hearing

week

frustrated
residents
about
the
current
system
in
place,
and
it
was
clear
from
the
collective
testimony
that
there
is
a
desire
from
the
community
to
see
the
city
prioritize
sidewalks.

same
way
that
we
do
we
prioritize
roads,
I'm
working
with
our
committee
members
over
at
pwi,
as
well
as
the
public
works
department
and
my
colleagues
on
council
to
advance
the
municipal,
snow
and
ice
removal
program
for
2023

snow

ice
sidewalk
removal
a
municipal
service.
So
I'm
looking
forward

advancing

work

the
coming

opinion

executive
order
protecting
abortion
access
here
in
minneapolis.
Many
of
my
colleagues

the
public
is
aware
that
I've
also

working

community
partners
on
these
efforts.
You
know,
since
we
were
informed
about
the
the
likely
repeal
of
roe
v
wade,
you
know
back
in
may,
since
then.
I've
also
worked
with
many
of
these
community
partners
to
ensure
that
we
utilize
every
tool
at
the
local
level
to
protect
reproductive
justice
and
bodily
autonomy.

So
I'm
glad
to
know
that
you
know
there
is
consensus
here
at
the
city
that
abortion
will
be
a
protected
right
and
now
it's
time
to
match
that
commitment
with
necessary
resources.
I
know
reproduc
reproductive
rights
advocates
like
gender
justice
and
unrestrict
minnesota
have
asked
the
mayor
for
at
least
eight
hundred
thousand
dollars
to
be
included
in
the
2023
budget.
I
really
hope
to
see
this
request
be
reflected
in
the
mayor's
proposed
budget
that
I
know
is
going
to
be
coming
to
us
in
the
coming
weeks.
