meeting

items
on
the
agenda.
We
have
one
public
hearing
and
two
consent
items
and
then
a
discussion
item
I'm

ahead

start
with
a
consent
agenda.
Our
first
item
on
consent,
agendas,
lowry
avenue,
north
e
street
reconstruction
project
phase,
one
layout
approval
and
easements
item
number.
Two
on
our
consent
agenda
is
the
easement
for
minneapolis
park
and
recreation
board
for
a
portion
of
hall's
island.

really
excited
about
really
addressing
some
of
the
challenges
around
pedestrian
and
bike
infrastructure
on
lowry
avenue
and
the
kind
of
the
speed
of
traffic
with
that
two-lane
road.
So
I
know
that
the
community's
been
really
engaged
with
this
redesign
and
there's
been
a
few
fluctuations
along
the
way,
but
I
think
that
this
is
this.
Is

it's
really
great
moving
this
forward
today,
so

just
wanted

make
those

the
department
of
public
works
is
larry
matsumoto.

good
afternoon,
committee
chair
members
of
the
public
works
infrastructure
committee.
I
am
larry
matsumoto,
a
principal
professional
engineer
in
the
transportation,
maintenance
and
repair
division.
I
am
here
to
present
to
you
the
public
hearing
for
sidewalk
repair
and
recommend
a
passage
of
a
resolution
adopting
and
levying
the
set
assessments
and
adopting
the
assessment
role
for
sidewalk
repair
and
construction
for
the
2021
construction
season
on
the
list
of
properties
dated
june
15
2022
public
works
manages
1910
miles
of
public
sidewalks
each
year.

When
a
section
of
sidewalk
is
identified
for
repairs,
the
adjacent
property
owner
is
notified
and
provided
the
option
of
contracting
for
the
repair
work
themselves
or
allowing
the
city
contractor
to
perform
the
work
and
bill
or
assess
the
work
due
to
the
large
volume
of
sidewalk
replacement.
The
city
contractor
is
often
the
best
financial
option
for
the
property
owner
for
those
property
owners
who
choose
this
option.
This
action
is
to
proceed
with
the
work
and
mail
a
bill
for
the
completed
work.

If
the
property
owner
is
satisfied
with
the
determination
of
the
administrative
hearing
officer,
no
further
action
is
necessary.
If
the
property
owner
chooses
to
contest
the
administrative
hearing
officer's
determination,
they
may
elect
to
appeal
at
this
public
hearing
before
the
public
works
and
infrastructure
committee
of
the
city
council.

Special
assessment
office

sidewalk
repair
and
construction
work
done
in
the
2021
by
the
city.
Sidewalk
contractor
the
amount
to
be
assessed
by
as
a
special
assessment
is
the
cost
of
the
work
plus
the
sidewalk
overhead
charge,
the
sidewalk
overhead
charges,
10
percent,
of
the
cost
of
the
work
with
a
cap
of
50.

wanted

I
just
was
briefed
by
director
anderson
callahar
about
there's
a
constituent
in
my
ward.
Who's
been
going
through
the
appeal
process
and
it
sounds
like
there's
kind
of
there
was
a
you
know,
house
got
purchased
and
the
previous
owner
may
have
been
notified.
The
timing
of
when
the
current
owners
were
notified
was
a
little
bit
tight
and
it
sounds
like
the
department
is
working
with
that
constituent.

Member
payne
and
committee
members,
I
think
that
what
we
would
like
to
do,
I
think
the
you
would
still
take
the
action
today,
but
what
we
will
do
as
public
works
is
reach
out
to
those
constituents
work
with
them
to
see,
if
there's
an
option
for
them
to
solve
or
help.
You
know,
resolve
it
in
some
way.

That
would
account
for
the
notice
of
the
letter
being
very
tight
to
when
they
would
have
had
to
get
a
private
bid,
and
so
that's
really
the
situation
we're
dealing
with.
It
was
a
very
tight
turnaround
for
that
homeowner
and
so
we're
looking
at
reaching
out
to
them
and
seeing
if
there's
something
that
we
can
can
work
with
them
on.

conversations
with
the
two
council
members
representing
this
ward,
where
hennepin
avenue
street
reconstruction
project
is
is
taking
place
along
with
our
department
of
public
works,
along
with
the
mayor's
office
and
appropriate
city
staff,
and
so
I
am
optimistic
that
at
this
next
committee
meeting
that
we
will
have
hopefully
a
compromise
on
this
and
will
be
able
to
move
forward.
