The

also
agreed
with
this

preservation,
commission
and

area
is
also
the
basis
of

found

reasonable
alternatives

usefulness
of
the
existing

have

and
the
concrete

story

it

designation,
and

house

and
find
a
great
story
about

doctor

doesn't
always
mean
it's
significant
for
local

staff
applied
three
of
the
designation
criteria
to
the
house
and
may
have
taken
that
story
to
a
different

talk

house
is
associated
with
james
stewart.
He
was

wealthy
grain
operator,
but
he
sold
his
elevators
before
he
built
this
house.
He
didn't
invent
grain,
elevators
he's
not
an
early
grain
operator.

he
operate
at
a
large
scale
like
many
that
we
associate
for
grain
operations
wash
burns
crosby's
two.
The
house
is
a
revival
tutor
style
I
wasn't
paid
to
actually
evaluate
all
of
the
tudor
saw
houses
in
minneapolis.
It's
a
very
common
style
in
the
city.
This
house
is
very
late
for
that
style
and
does
have
integrity
issues
with
window
replacements
and
additions.

are

districts
with

houses
all
over
minneapolis.
It's
a
weak
argument

target
one
house
without
understanding

breadth
of
the
style
in
the
city
and

the
house
was
built
by
the
architect
carl
gates,

even
tudor
houses

prominent
than
this

entire
ring
of
houses
facing
lake
of
the
isles
was
surveyed
in
1984
and
listed
as
a
potentially
eligible
district,
so
the
resource
is
actually
the
district.
It's
a
weak
argument
to
individually
evaluate
one
house

It's
like
looking
at
the
university
of
minnesota
fraternity
row
and
only
surveying
one
fret
and
trying
to
designate
it
for
significance
as
a
threat,
ignoring
the
rest
of
the
fraternities
and
sororities
and
their

houses
on
lake
of
the
isles
are
significant
as
a
district
grouping,
not
individually,
in
fact,
on
an
individual
basis.
Most
of
the
houses
around
lake
they'll
districts
have
integrity
issues
and
alterations
that
damage
their
individual
significance.

when
you
designate
a
district,
it's
understood
that
the
buildings
contribute
as
a
whole.
The
buildings
in
a
district
are
allowed
to
have
minor
integrity
issues
individually
if
they
continue
to
contribute
to
a
larger
scale,
historic
character.
But
that's
not
the
case
for
individual
listing.

the
isles
parkway,
and

I've
listened
to
the
hbc
hearing,

these
are.

difficult
kind
of
nuts
to
crack
yeah
when,
if,
because
of
the
way
that
city
counts
the
percentage
of
demolition,
it's
it
sounds
like
the
whole
house
is
going
to
be
torn
down,
and
in
this
case
it's
really
by
and
large,
the
later
editions
that
are
being
demolished
and
then
making
way
for
some
better
qualified,
better,
better
designed
additions
to
the
historic
house
and
the
historic
house
itself
remains
in
intact
by
and
large.

just

note
that
this
is
a
welcome
addition
to
the
neighborhood.
It
will
indeed
bring
life
to
a
house.
That's
had
a
lot
of
time
on
the
market
because
it
has
some
some
liabilities

it's
marvelous

people

want

step
in
and
live
in
the
city
and
invest
in
properties
like
this.

what
the
funding
recommendations
are,

we
are
providing
for
you
today
and

the
overall
impact

these
funding
awards

how
they
contribute
to
the
investments
we've
been
making
in
the
emergency
shelter
system.

the
city
council
approved
the
use
of
2.5
million
dollars
in
american
rescue
plan
act.
Funds
for
shelter,
capital
improvements,
the
county
board
hennepin
county
board
also
approved
up
to
5
million
dollars
in
arp.
Funds
for
shelter,
capital
improvements
and
capital
improvements
for
board
and
lodge
facilities
board
and
lodge
facilities
are
low
barrier
housing
that
serve
people
with
disabilities
and
focus
on
serving
people
who
are
experiencing
homelessness.

The
city
and
county
jointly
issued
an
rfp
for
shelter,
capital
funds
in
december
of
2021..
At
the
same
time,
the
state
of
minnesota
issued
an
rfp
for
shelter
capital.
They
had
up
to
17
million
dollars
available
statewide
we
recommended
to
applicants
that
they
submit
proposals
to
both
rfps
so
that
we
could
coordinate
the
city
county
and
state
to
ensure
that
the
dollars
could
go
to
as
many
projects
as
possible.

So
we
had
a
review
of
applications
by
a
panel
made
up
of
city
and
county
staff
and
members
of
the
lived
experience
advisory
group.
That's
a
group
convened
by
hennepin
county
and
is
made
up
of
people
with
lived
experience
of
homelessness
after
our
review
panel
finished
its
work
city
and
county
and
state
staff
met
to
coordinate
on
which
proposals
to
fund,
and
we
did
advise
applicants
to
submit
proposals
to
both
both
rfps
so
that
we
could
coordinate
in
this
way.

In
this
staff
report,
we
are
recommending
three
proposals
for
funding
before
I
go
into
detail
on
those
proposals.
I
do
want
to
note
that
there
were
four
proposals
that
came
in
through
the
rfp
process
that
we
are
not
recommending
at
this
time.
Two
of
those
proposals
the
panel
believed
to
not
be
responsive
to
the
rfp,
but
the
other
two
that
we
are
not
recommending
for
funding.
One
of
those
is
salvation
army
harbor
light
center.

They
will
be
renovating
their
second
and
third
floors.
It's
a
very
important
project
and
scored
highly
in
the
rfp,
but
the
good
news
is
that
the
state
of
minnesota
is
fully
funding
that
project
with
their
allocation
of
funding
and
then
the
other
project
that
came
in
that
we
are
not
recommending
at
this
time
is
from
simpson
housing.

The
city
and
county
have
already
committed.
Seven
million
dollars
in
american
rescue
plan
act
funds
to
that
project.
They
are
privately
fundraising
and
seeking
funds
from
the
legislature.
Our
intergovernmental
relations
team,
along
with
hennepin
county's
government
relations
teams,
are
supporting
the
shelter
capital
funding
requests
at
the
state
level.
So
we
continue
to
support
that
project
in
that
way.

recommendation
is
for
the
city
to
fund
513
450
for
this
project,
and
the
state
of
minnesota
is
funding
the
remainder
of
this
project
through
their
rfp
process.

next
recommendation
is
for
st
anne's
place.
This
is
another
emergency
shelter
for
families
it's
owned
and
operated
by
haven
housing.
They
requested
1.8
million
dollars
to
complete
their
hvac
system
overhaul.

They
are
the
only
shelter
up
in
operation
in
north
minneapolis
and
they
are
the
second
emergency
shelter
that
we
have
in
our
community,
specifically
for
families.
They
have
previously
been
awarded
emergency
solutions.
Grant
funds
from
the
city
of
minneapolis
for
this
project
and
hvac
modifications
are
one
of
the
most
important
elements
for
mitigating
the
spread
of
infectious
disease
like
copenhagen,
due
to
a
combination
of
supply,
chain
issues,
inflation
and
and
other
hiring
challenges.

The
cost
for
the
project
has
increased
since
we
originally
awarded
them
funds,
and
so
staff
is
recommending
approval
of
these
funds
that
they
requested
through
this
process.
This
project
did
score
highly
in
rfp
and
we
want
to
ensure
that
the
project
can
be
completed.
They
also
will
be
replacing
flooring
and
renovating
kitchen
and
bathrooms
next
slide.

and
the
last
project
that
we're
going
to
cover
for
you
today
is
a
proposal
from
catholic
charities
to
acquire
a
new
site
for
the
hope
street
shelter,
which
is
a
youth
shelter
serving
youth
ages,
18
to
24,
experiencing
homelessness
as
part
of
the
staff
recommendation
before
you
today,
we
are
also
requesting
a
reallocation
of
2.5
million
dollars
in
arp
funds
and
those
funds.
We
are
then
requesting
that
they
be
put
toward
this
project,
and
then
the
county
will
be
matching
that
2.5
million
dollars
with
county
funds.

Catholic
charities
requested
6.3
million
dollars
for
this
project.
So
if
approved,
the
city
and
county
funds
would
cover
5
million
of
that,
and
they
are

for
the

persons

homelessness,
and

recommendation,

county's

million
that

lodge
facilities.

improvements
to
those
facilities
which
are
housing,
and
then
the
additional
funds
from
the
city
can
go
to
ensuring
that
this.

can
be
located
in
this
new
place.

this

this
report

seven

a
half
million
dollars
in
city

county
funds
toward
shelter
capital,
eight
million
dollars
in
state
funds
for
minneapolis
projects.

builds
on
the
20.5
million
dollars
in
total
investments
in
shelter,
capital
that
the
city
and
county
have
state
and
state
excuse
me
have
made
since
march
of
2020
and
those
capital
investments
have
led
to
improved
health
and
safety
conditions,
ventilation,
airflow,
better
restrooms,
partitions
outdoor
space
storage
and
laundry.
So
just
improving
our
emergency
shelter
system,
the
emergency
shelter
system
does
serve
over
a
thousand
people
a
night
across
115
family
rooms
and
900
beds
for
adults
and
youth.

housing
has
been
under
utilized
in
the
last
couple
of
years
in
part
due
to
the
need
for
capital
rehabilitation,
so
the
county
funds
will
be
used,
focus
on
increasing
space
for
individual
privacy,
increasing
the
number
of
private
rooms
for
individuals
or
households
and
serving
those
who
are
most
vulnerable
for
covet
19.

then.
Lastly,
to
close,
I
will
note
that
we're
giving
staff
will
be
giving
a
more
comprehensive
report
on
the
homelessness
response
system.
Overall,
at
the
april
12
committee
of
the
whole
meeting
and
there
there
will
be
staff
from
hennepin
county
and
several
city
departments
and
we'll
be
going
into
more
detail
about
the
broader
homelessness
response
system.
So
you'll
also
have
opportunity
at
that
time
to
ask
questions.
