E
A
Discussion
on
any
of
these
items,
vice
chair
of
wansley
wallabot,.
A
I
one
has
been
pulled
for
discussion,
any
other
discussion
from
my
colleagues
on
any
of
the
items.
Yeah,
sorry
councilmember,
vivita.
C
A
Yeah,
let's
yeah,
let's
pull
item
eight
as
well
any
other
discussion
on
the
consent
agenda
before
we
approve
the
the
rest
of
the
the
agenda,
all
right,
so
seeing
no
other
further
discussion,
I'm
going
to
move
approval
for
items
two
through
seven
and
then
nine
through
seventeen.
F
Thank
you
yes
and
everything,
and
then
that
was
listed
and
no
on
17.
F
E
Thank
you,
chair
ellison.
I
know
that
this
body
has
received
and
approved
other
gifts
for
the
mayor's
office.
I
believe
the
most
recent
gift
was
a
gift
that
would
allow
a
staff
member
to
participate
in
a
program
at
harvard
that
was
tailored
to
be
an
opportunity
for
municipal
leaders
to
engage
other
cities.
E
While
I
understand
that
there
will
be
times
that
this
body
will
have
you
know
other
gifts
from
organizations
and
groups,
I
think
it's
important
to
emphasize
that
the
information
regarding
these
gifts
should
be
clear
and
transparent
for
the
public,
so
that
the
city
can
again
rebuild
trust
and
credibility
with
us.
E
I
know
that
folks
that
I've
spoken
with
have
expressed
concerns
around
the
lack
of
information
regarding
this
donation,
mainly
around
the
fact
that
the
minneapolis
chamber
of
commerce
is
a
group
that
has
often
been
at
odds
with
many
of
the
city's
initiatives
regarding
housing,
public
safety
and
workers
rights.
Whether
the
mayor
is
being
influenced
by
staff
on
loan
is
really
not
the
issue
here
to
consider,
but
it's
mostly
the
perception
that
special
interests
have
direct
office
or
direct
access
to
the
mayor's
office.
E
It's
particularly
concerning,
because
again,
these
special
interests
are
the
ones
that
have
a
documented
history
of
combating
policies
that,
especially
this
legislative
body
has
tried
to
advance
to
benefit
working
class
people.
These
policies
again
includes
often
focuses
on
housing
and
specifically
regulating
our
predatory
housing
market
or
supporting
conditions
of
workers.
E
The
perception
that
special
interests
groups
having
direct
and
unfettered
assets
to
city
hall
is
something
that
you
know
a
lot
of
our
constituents
believe
to
be
true,
and,
to
be
honest,
I
understand
why
it
almost
seemed
impossible
to
pass
any
meaningful
policy
change
that
will
support
working-class
people
without
these
type
of
special
interest
groups
involved
in
trying
to
slow,
stop
or
water
down
the
impact
of
the
policies
that
we
move
forward
through
our
body.
This
is
a
practice
that
members
of
city
hall
continue
to
participate
in.
E
We
even
had
an
example
of
this.
This
last
you
know
cycle
with
our
six
hour
full
council
meeting,
where
one
of
the
things
that
we
voted
on
was
having
the
minnesota
multi-family
housing
association
be
added
to
the
rent
control
work
group
which,
by
the
way,
mha
the
multi-housing
association
spent
4.5
million
dollars.
E
Lobbying
against
rent
control,
but
at
least
we
know
these
work
groups.
The
rent
control
work
group
will
be
public.
What
the
chamber
of
commerce
does
behind
closed
doors
with
the
mayor's
office.
It's
anybody's
guess
so,
I'm
beginning
to
get
nervous
about
a
pattern
where
I'm
seeing
external
services
being
provided
to
the
mayor's
office
without
prior
council
approval,
particularly
services
that
are
being
provided
by
groups
that
have
lobbied
against
past
and
current
city
policies
and
have
a
documented
history,
problematic
history.
E
I
know
that
technically,
we
might
not
be
in
violation
of
ethics
in
regards
to
the
acceptance
of
this
gift.
I
do
find
it
inappropriate,
though
this
even
extends
to
the
mayor's
recent
partnership
with
campaign
zero,
where
its
director
de
ray
mckesson
provided
undisclosed
services
to
the
mayor's
office
in
re-drafting
a
new,
no
knock
warrant
policy.
My
office
has
been
in
conversations
with
both
local
and
national
groups,
who
have
expressed
major
concerns
in
in
believing
that
the
city
and
the
mayor's
office
specifically
enter
a
partnership
with
an
illegitimate
organization
that
was
offering
poor
consultation.
E
Members
of
pogo,
as
well
as
full
council,
have
yet
to
receive
a
resolution
detailing
what
those
services
were
even
encompassing
in
the
work
on
that
policy.
So
this
is
a
practice
or
process
that
I
hope
this
body
will
work
to
correct
immediately.
Also,
it
would
be
good
to
know
just
for
my
own
instance.
I
know
I.
E
My
office
has
spoken
a
lot
with
our
ethics
officer
officer,
susan
trummel,
about
us
making
sure
we're
following
you
know
very
closely,
what's
outlined
in
our
ethics
code,
so
that
we're
not
jeopardizing
the
public's
trust.
So
I
would
love
to
see
if
tremmel
or
another
representative
from
the
ethics
office
could
speak
today
about.
E
You
know
when
the
city
is
accepting
and
kind
gifted
consulting
from
organizations
that
has
a
conflict
of
interest,
as
in
the
case
with
the
chamber
of
commerce
or
have
a
a
documented
history
of
unethical
behavior,
as
in
the
case
with
campaign
zero.
Basically,
what
is
some
best
practices
around
that?
So
I
would
love
to
have
her
input,
but
I
know
at
our
pogo
agenda
setting
there
was
supposed
to
be.
E
I
know
clerk
carl
was
going
to
bring
some
information
about
this
gift,
but
again
the
issue
is
continuous,
demonstrating
a
pattern
that
really
does
not
set
up
a
good
perception
about
how
we're
engaging
special
interests
or
what
type
of
special
interests
have
access
to
our
our
body.
I
know
for
me:
I
have
a
number
of
small
businesses
on
east
lake.
I
know
we
have
that
boundary
council
member
chavez.
E
I
know
many
of
them
would
love
to
speak
with
the
mayor's
office
about
or
consult
with
them
about
how
to
best
support
a
new
vision
for
the
development
of
high
lake
and
are
they
on
par
with
the
chamber
of
commerce.
So
I
just
had
some
concerns
that
I
wanted
to
put
on
public
record
about
this
gift.
A
Thank
you
vice
chair,
and
I
see
we
have
some
other
folks
in
cube,
but
first
I
wanted
to
see
if
the
clerk
or
if
anyone
else
had
a
few
comments
to
just
address
this
item
and
maybe
answer
a
few
questions.
I
know
you're
not
the
expert
on
this
item,
but.
G
Thank
you,
mr
chair,
and
to
the
committee.
My
name
is
casey
carl.
I
have
the
privilege
of
serving
a
city
clerk
after
the
agenda
setting
as
councilmember
wants
to
warlock
pointed
out.
G
That
is
intended
to
really
look
at
business
processes
in
terms
of
how
the
mayor's
office
operates
and
make
recommendations
on
how
process
improvements
could
be
done
internally
in
terms
of
the
work
of
the
mayor's
office.
So
just
to
share
that
back
that,
that's
the
that's.
My
understanding
of
the
scope
of
the
work-
and
I
can't
go
much
further
than
that.
Obviously,
since
I'm
not
the
mayor's
office.
A
D
Thank
you,
chair
ellison,
so
I
don't
see
the
individual's
name,
who's
going
to
be
providing
the
executive
support
services
listed,
but
to
me
and
clerk
crawl
just
said
this
in
reality
is
staff
support
internal
staff
report
and
it's
my
understanding
that
the
individual
has
also
provided
this
support
as
a
senior
executive
or
in
an
operational
role
for
a
governor
two
lieutenant
governors,
the
commissioner
of
the
minnesota
department
of
health
during
the
coven
19
pandemic
and
also
two
senators.
D
This
is
executive
support
services,
nothing
more,
nothing
less
and,
in
my
opinion,
the
city
of
minneapolis
should
consider
ourselves
lucky
that
we
have
be
able
to
have
this
type
of
support
and
they
have
permission
from
their
employer
to
provide
this
there.
I
believe
that
there's
a
reason
that
this
is
listed
on
as
a
consent
agenda,
a
consent
agenda
item.
You
know
it's
not
meant
to
be
controversial,
so
thank
you.
A
E
D
E
Another
reason
why
I
would
have
been
good
to
have
that
information
before
it's
great,
that
you
have
that.
That
was
not
something
that
was
shared.
I
think
with
all
of
us
and
thank
you
clerk
hall
for
acknowledging
that
also
clerk
carl
just
for
public
record
too,
because
at
the
time
when
we
received
this
durian
pogo
agenda
setting,
there
was
confusion
about
whether
the
services
had
already
been
rendered.
E
I
think
that
was
the
explicit
follow-up
that
I
connected
with
you
about
like
if
these
services
had
already
been
provided,
then
that
definitely
was
going
to
be
concerning
also
the
fact
that
we
don't
have
the
same
level
of
information,
apparently
that
you
have
about
this
individual's
context
and
professional
expertise
and
working
with
other
governmental
leaders.
So
thank
you
for
sharing
that
context.
I
think
again,
we
should
all
have
the
same
level
of
information,
especially
around
key
gifts
and
policies,
so
that
we're
fully
in
alignment
with
the
ethics
code.
A
Thank
you
vice
chair,
I
had
two
questions
clerk.
You
might
not
have
the
answer,
but
I'll
I'll
ask
them
and
kind
of
housekeeping
questions,
so
I
I
noticed
that
there
wasn't
a
dollar
amount
on
this
on
this
gift.
The
way
that
there
typically
is,
are
these
services
in
kinded
and
and
not
able
to
be
calculated
or
or
do,
or
sometimes
the
dollar
amount
not
disclosed
until
until
a
later
date,.
G
Who's
at
the
dice
with
you
for
maybe
a
deeper
dive
or
a
better
explanation.
It's
my
understanding
that
the
form
that's
generated,
which
aligns
with
the
city's
code
of
ethics,
which
is
what
requires
the
gift
acceptance
procedure,
does
not
necessarily
require
the
dollar
amount
to
be
disclosed,
and
so
I'll
pivot
to
assistant
city
or
deputy
city
attorney
eric
nielsen
to
either
correct
me
or
or
support
what
I
just
said.
H
H
As
you
mentioned,
there
is
an
exception
to
that
prohibition,
however,
and
this
is
what
this
falls
under,
which
is
cert,
I'm
just
going
to
quote
it
I'll,
read
it
services
to
assist
and
official
in
the
performance
of
official
duties,
including,
but
not
limited,
to
providing
advice,
consultation,
information
and
communication
in
connection
with
legislation
and
services
to
constituents,
so
chamber
of
commerce
as
a
registered
lobbyist
and
and
with
the
provision
of
services
here
would
fall.
Under
that
exception,
it
still
does
require
council
approval.
A
Thank
you
and
then
the
other
question
is
my
probably
answered
by
the
the
response
you
just
gave.
But
this
I
think
the
the
issues
being
highlighted
is
that
political
activity
that
that
that
occurs
from
chamber
of
commerce
and
what
you're
saying
is
that
that
specific
political
activity
would
be
strictly
prohibited
under
this
exception
and
that
they
could
only
give
the
the
admin
services
that
they've
sort
of
outlined
here.
Correct.
H
Yes,
I
I
that
is
correct
and
I
would
have
to
go
back
and
look
at
to
read
the
resolution.
I
I
I
read
it
this
morning,
but
I
haven't
I'm
not
recalling
off
the
top
of
my
head,
but
yes,
it
would
be
limited
to
the
services,
as
indicated
on
the
resolution
that
is
then
approved
by
council.
H
C
Well,
you
asked
the
first
question
it
was.
My
mine
was
similar.
Thank
you,
chair
ellison,
and
I
also
wanted
to
just
say
that
I
too
saw
this
agenda
and
reached
out
to
the
mayor's
office
and
got
a
similar
response
that
councilmember
koski
just
spoke
about,
and
I
was
satisfied
with
the
answer
that
the
mayor's
office
gave
me
about
the
relationship
and
the
goal
of
this
resolution.
A
Thank
you.
Thank
you,
councilmember,
and
I
see
we
have
another
comment
from
vice
chair
of
wellesley
worldwide
yeah.
E
Two
things:
I'm
glad
that
the
mayor's
office
was
good
at
responding
to
both
of
you
all
inquiries.
I
think
at
the
time
of
the
pogo
agenda
setting
again,
it
would
have
been
great
to
have
that
information
attached
to
the
item
at
that
time,
so
we
all
had
the
same
level
of
information
and
again
about
perception
of
again
working
with
special
interest
group
that
has
a
particular
history
and
their
relationship
with
the
city
and
with
the
working-class
residents
that
we
all
represent.
E
Two
thank
you
officer
or
attorney
nielsen
for
providing
that
clarity.
I
think
it's
good
again
to
have
that
known
in
terms
of
what
those
exemptions
are
to
this.
This
particular
aspect
of
the
gifts
policy,
especially
for
business
groups,
again
like
the
ones
that
I
named
in
my
ward,
that
have
been
trying
to
connect
and
work
with
also
the
mayor's
office
in
consulting
and
providing,
which
I
think
is
indicated
even
in
this
resolution,
around
business
support.
E
They
have
some
thoughts
on
how
to
also
support
the
bypass
small
businesses
that
were
destroyed
in
the
wake
of
the
civil
unrest
and
have
not
been
able
to
recover,
as
we
do
this
work
around
our
inclusive
recovery
here
at
the
city.
So
that's
really
good
to
share
with
my
own
constituents
about
how
they
can
also
engage
with
the
mayor's
office
in
a
way,
that's
also
in
alignment
with
presidents,
that's
illustrated
in
this
policy
and
that
allows
the
chamber
of
commerce
to
perform
this
particular
function.
So
thank
you
for
that
information.
A
G
It
might
be
helpful
for
the
public
file,
given
the
conversation
and
I'm
happy
to
carry
that
message
to
the
mayor's
office
that
we
put
together
a
memo
that
sort
of
outlines
the
scope
that's
been
discussed.
That
then,
could
be
accessed
by
the
public
to
clarify
what
specifically
is
being
done,
and
I
can
certainly
connect
with
the
mayor's
staff
and
and
help
to
expedite
that
before
this
gets
to
council
on
thursday.
A
I
think
that
would
be.
That
would
be
really
welcomed
and
thank
you,
mr
carl.
Oh
I
see
we
have
councilmember
chavez.
F
A
Yeah,
thank
you
councilmember
chavez
and
I
think
anytime,
you
have
someone
who
does
political
activity
who
are
accepting
a
gift
from
this
type
of
knowing
these
kinds
of
details
can
be
incredibly
important,
so
I
think
it's
good
for
the
sake
of
of
transparency.
I'll
also
be
supporting
this
and
happy
to
do
a
roll
call
or
just
a
a
voice,
vote
I'll.
Try
the
voice
quote
so
on
item
number,
one,
all
those
in
favor
say:
aye
aye,
all
those
opposed
n,
a
and
the
eyes
have
it.
So.
A
C
A
Forgetting
which
staff
person
kind
of
ran
us
through
this
agenda
setting,
but
we
will
try
to
see
if
we
can
get
someone
knowledgeable
on
this
item
might
might
take
a
minute
or
two.
Mr
clerk.
G
While
I'm
speaking,
I'm
going
to
ask
the
clerk
to
see
if
we
can
get
someone
from
the
health
department,
these
are
grant
funds
that
are
primarily
administered
through
the
health
department,
in
line
with
very
broad
stated
goals
around
community
health.
As
it's
written
on
your
agenda,
these
grants
are
then
administered
by
a
number
of
partners
within
the
community.
G
As
you
can
see
listed
on
your
agenda,
we
do
have
a
representation
from
the
procurement
office
with
us
as
they
handled
that
process
in
terms
of
just
the
dollars
being
allocated
according
to
the
formula
the
actual
program
itself,
its
goals
and
its
operation
would
need
to
be
addressed
by
the
health
department.
So
we
can
certainly
attempt
to
get
someone
here
from
the
health
department,
barring
that,
certainly
we
could,
you
know,
have
further
information
shared.
If
you
want
to
express
your
concerns,
the
clerks.
G
We
can
capture
that
we
can
certainly
get
answers
to
that
before
council
meeting,
but
there
is
no
one
from
health
here
today
who
can
speak
to
the
specific
questions
you
might
have
about
the
overall
program.
A
C
A
Follow
up,
thank
you
and
I
will
I'll
make
sure
that
we
can
connect
with
someone
who
can
follow
up
with
the
with
the
committee
about
some
of
the
details
of
these
contracts
there
for
the
public,
they're,
relatively
small
amounts
and
and
they're
sort
of
enumerated,
but
but
well-being
can
be
sort
of
broadly
defined
and
so
making
sure
that
the
the
committee
understands
the
def,
the
definition
that
we're
using
here
and
the
enterprise
I
think,
is
fair,
and
so
thank
you,
councilmember
vita,
seeing
no
further
discuss.
Oh
councilmember
chavez.
A
Were
you
still,
oh,
nothing
from
previous
the
tags.
You
know
they
anyway,
all
right.
Seeing
no
further
discussion.
All
those
in
favor
of
item
number,
eight,
please
indicate
by
saying
aye
aye,
all
those
opposed,
say,
nay,
and
that
item
carries
forward.
A
Let
me
find
the
correct
page.
I
believe
that
we
have
no
further
business
but
before
us
still
getting
used
to
the
in-person
setting,
so
thank
all
those
at
home
for
bearing
with
us.
I
continue
to
forget
to
use
the
gavel,
but
I'll
get
it
next
time
and
oh
yeah
yeah,
and
with
that
we
are,
we
are
adjourned.
