Just
like
a
monday,
I'm
skipping
ahead
monday
september
19th
I'll
now
have
the
clerk
called
the
rule.
B
A
Let
the
record
reflect
we
have
a
quorum
and
councilman
johnson
is
not
able
to
make
the
committee
meeting
today
and
he
he
let
the
committee
know.
So.
There
are
21
items
on
the
consent
agenda
today
and
I'll
now
read
the
items
for
the
record.
So
item
number
one
referring
to
staff.
The
information
government's
policy
ordinance
item
number
two
is
confirming
assistant

Consulting
services.
A
Seven
is
authorizing
the
customization
of
contract
form
with
core
data;
healthcare
innovations
llc
for
cloud-based
technology,
I'll
clarify
from
my
colleagues
that
this
is
related
to
a
previous
council
action
that
approves
several
contracts.
While
the
subject
line
on
today's
agenda
lists
all
of
those
due
to
being
related.
The
action
today
is
changing
the
contract
form
for
core
data.
A
Nine
is
authorizing
contracts
with
various
vendors
for
2023
through
2026
public

Consulting

A
Item

is
authorizing
an
amendment
with
paragon

2
inc
for
the
11th
in
marquette
ramp,
epoxy
overlay
of
helices
project.
Sorry,
if
I
butchered
that
word
authorize
item
16
authorizing
contract
amendment
with
west
publishing
corporation
for
online
legal
research
services,
item
17
is
authorizing
contract
amendment
with
smart
data
solutions,
inc
or
sds
for
scanning
record
labeling
and
data
transfer
services.
A
A
All
right
we
will.
We
are
going
to
bring
item
20
into
discussion,
any
other
items
related
to
the
consent
agenda.
Vice
chairwonsley.
D
Thank
you,
chair
ellison.
I
just
want
to
make
a
comment
on
something:
that's
missing
from
the
agenda.
I
know
members
of
the
public,
as
well
as
myself,
was
expecting
a
presentation
today
in
response
to
the
information
that
we
received
about
police
accountability
and
public
access
to
misconduct,
records
that,
and
we
received
that
presentation
last
august
on
the
15th
at
this
committee.
D
That's
the
presentation
where
former
chair
of
the
police
conduct
and
oversight
commission
abigail,
serra
and
law,
professor
rachel
moran
from
the
university
of
saint
thomas,
shared
information
about
how
the
current
data
practices
of
the
city
of
minneapolis
are
harmful
to
police
accountability
and
public
transparency,
as
it
relates
to
data
records.
D
That
presentation
is
not
on
the
agenda
for
today,
so
I
wanted
to
have
clerk
carl
come
to
speak
to
the
status
of
the
staff
direction
and
expected
return
date
for
that
information.
F
Chair
councilmember
wansley
identified
a
previous
staff
direction
that
related
to
a
specific
function
of
data
practices
and
a
follow-up
to
a
prior
presentation
given
by
guests
who
appeared
before
this
committee
as
she
noted
it
flipped
to
my
mind
that
we
were
reporting
back
today
in
the
larger
framework
of
information
governance
item
number
one
I
assumed
incorrectly,
that
we
would
take
all
of
those
issues
up
together
and
communicated
that,
just
before
this
meeting
to
councilor
wansley
that,
due
to
a
lot
of
other
conflicting
priorities
and
limited
staff
capacity,
I
was
anticipating.
F
We
would
take
up
the
issue
of
government
data
practices
specific
to
mpd
or
disciplinary
issues
as
part
of
a
larger
framework
on
information
governance,
a
subsequent
staff
direction.
That
also
was
approved
by
council
and
the
date
in
terms
of
timing.
I
guess
that's
the
one
piece
I
didn't
say.
I
think
that
one
is
requiring
staff
to
come
back
with
several
issues
in
mid-november.
I
think
it's
after
the
election
november
15th,
I
believe.
D
So
just
know
from
the
public
record:
originally
we
did
not.
These
were
two
separate
staff.
Directions
still
are
as
they're
passed,
but
clerk
carl
you
as
someone
who
was
overseeing
this
particular
staff
direction,
you're
going
to
be
including
the
information
that
was
supposed
to
be
presented
today
in
that
november.
I
think
it's
14th
presentation
to
this
committee.
F
Through
the
chair,
councilmember
wansley,
I
I
think
that
the
larger
issue
of
data
practices
as
part
of
information
governance
and
its
impact
on
our
ability
to
keep
any
data,
not
just
specific
npd
data,
but
any
data
and
our
responsibility
for
making
public
data
public
or
keeping
non-public
data
you
know
not
public-
is
certainly
able
to
be
with
addressed
within
that
larger
staff
directive.
That
was
most
recently
passed
by
council
dealing
with
information
assets
generally.
Okay,.
D
So
we'll
make
sure
to
let
the
public
know
again
the
correct
dates
for
that
presentation,
but
I
just
wanted
to
get
that
clarified,
because
we
did
alert
folks
based
off
of
what
the
what
was
fast
and
the
staff
direction
that
we
will
have
the
presentation
today.
So
thanks
for
that
clarity,
clerk,
carl
and
that's
all
I
wanted
to
know
for
the
record.
A
Great,
thank
you
and,
and
just
for
my
own
understanding,
so
the
maybe
the
communication
breakdown
today,
notwithstanding
the
what
we
were
just
discussing
will
be
addressed
in
item
number.
One.
Is
that
mine,
okay,
great
great
great?
A
So
with
that
I'm
going
to
see
if
there's
any
more
we've
removed,
we've
we've
we've
moved
item
20
to
discussion,
we're
still
on
dis
on
consent.
Is
there
any
more
discussion
on
the
consent
agenda,
seeing
none?
I
am
going
to
move
the
consent
agenda,
minus
item
20,
which
we
will
take
up
in
discussion,
all
those
in
favor
say
aye
aye,
all
those
opposed,
say,
nay,
great,
and
that
that
moves
forward.
Now
for
discussion,
we
have
item
20
and
I
will
pass
it
to
my
colleague,
council
member
chavez.
E
E
So
I
cannot,
in
good
conscience,
continue
to
support
moving
this
forward
without
my
community
being
able
to
know
that
their
health
is
being
protected
and
prioritized,
and
what
I'm
just
asking
my
colleagues
up
here
is
to
support
this
delay
until
my
east
phillips
neighbors
are
able
to
meet
with
braun
intertekt
and
just
ask
for
that
support.
So
that's
a
motion
and
would
ask
for
a
second.
D
A
Customer
chavez
has
made
a
motion
to
delay
this
another
cycle
and
that
motion
has
been
seconded.
Is
there
any
discussion
on
that
motion?
D
Thanks
sheri
ellison,
as
councilmember
chavez
noted
and
as
I
shared
with
all
of
our
committee
members
two
weeks
ago.
You
know
we
got
a
chance
to
touch
base
about
the
city
moving
forward
in
partnership
with
councilmember
chavez's
office
and
meeting
with
the
community
about
a
comprehensive
remediation
plan,
because
that's
the
bare
minimum
that
this
community
deserves.
D
You
know
people
surrounding
this
facility
wants
to
know
you
know
the
impacts
of
this
demolition
on
them,
especially
considering
there's
already
been
just
extensively
documentation
on
the
concentrated
environmental,
like
racism
that
has
taken
place
within
this
area.
So
from
my
understanding,
the
city
either
canceled.
That
meeting
and
I
wanted
to
know
if
we
had
any
staff
who
could
speak
to
why
that
meeting
was
cancelled
because
that
was
the
baseline
of
delaying.
D
A
Can
I
ask
who,
who
the
meeting
was?
Was
it
with
public
work
staff?
Was
it
with
the
mayor's
office?
I
wasn't
here
last
week,
so
I'm
so
I'm
not
fully
caught
up
to
speed
on
this
item.
A
And
and
then
what's
the
current
timeline
on
on
when
that
meeting
has
been
rescheduled.
E
F
D
D
And
if
we
had
the
city
attorneys,
we
have
city
attorney
eric
nielsen
here.
Can
you
provide
any
context
on
to
why
that
decision
was
made.
G
Chair
ellison,
councilmember
wansi,
I
don't
know,
I
just
know
it
was.
It
was
a
scheduling
issue
with
regard
to
when
the
status
conference
with
the
court
was
scheduled.
Excuse
me,
which
is
the
23rd,
but
I
don't
know.
D
So
well,
thank
you
for
sharing
that
again.
If
it's
going
to
be
after
the
23rd,
I
absolutely
support
the
decision
to
delay.
That
was
the
basis
of
giving
time
for
the
community
to
meet
with
city
leaders
to
talk
about
remediation
plan.
That
has
not
happened,
so
we
shall
uphold
again
the
delay
votes
until
that
can
happen.
C
Thank
you,
chair
ellison.
I
guess
I'm
a
little
confused
about
this
process,
because
this
is
an
rfp
right
like
we're.
I
don't
know
if
staff
can
speak
to
this,
but
I've
been
through
rfp
processes
for
like
25
years,
and
all
this
does
is
allow
for
us
to
have
someone
give
proposals,
there's
not
going
to
be
any
kind
of
demolition
or
anything
happening.
C
This
is
this
can
take
years
for
an
actual
demolition,
so
I
just
need
to
know
if
there's
a
staff
here
that
can
speak
to
like
where
we
are
in
this
process
now,
because
I
feel
like
there
is
time
for
community
to
have
a
meeting
with
whatever
staff
or
whomever
they
want
to
meet
with,
if
we're
still
in
the
process
of
issuing
an
rfp
we're
we're
just
issuing
the
rfp
at
this
point.
H
Hello,
chair
ellison,
council,
member
vita,
I'm
barbara
o'brien,
director
of
property
services,
and
you
are
correct
council
member.
This
is
strictly
a
request
to
go
out
with
an
rfp.
The
rfp
is
asking
for
response
for
contractors
who
could
do
demolition
work
to
provide
us
with
details
and
and
their
proposal
to
do
so.
It
would
does
not
mean
that
we
would
have
a
contract.
It
does
not
mean
that
we
would
start
demolition.
It's
just
the
process
of
soliciting
a
contractor
response.
C
And
so
when,
when
someone
is
selected
whenever
that
is
in
the
process,
does
that
come
back
before
the
council?
Yes,
ma'am?
Absolutely
it
does.
Okay!
Thank
you!
That's
it
for
me.
Okay,
thank.
A
You
councilmember
of
utah,
we
have
vice
chair
wensley,.
D
I
do
want
to
know
for
again
the
public
record.
Back
in
june,
we
all
took
a
vote
on
the
hiawatha
expansion
plan
that
was
based
in
partnership.
I
think
you
know,
with
councilmember
chavez
office,
leading
in
partnership
with
the
community
and
one
of
the
biggest
components
of
that
agreement
was
a
remediation
plan
would
have
been
finalized
before
any
rfp
or
anything
about
this
process
would
have
kicked
off.
That
is
what
we
voted
on.
We
said,
you
know
this
is
what
we
feel
comfortable
with.
So
though
nothing
no
bricks
have
been.
D
You
know
demolished
right
now.
We
still
have
not
upheld
one
of
the
basic
aspects
of
that
agreement
that
we
all
voted
on
in
june,
which
was
a
remediation
plan
before
any
contractor,
comes
out
and
signed
any
type
of
contract
about
taking
on
this
toxic
project.
The
community
deserves
to
know
how
this
is
going
to
impact
them,
and
that
was
part
of
that
agreement
that
we
voted
on
and
has
not
been
provided
to
the
community,
and
it
needs
to
be
provided.
A
Thank
you,
that's
really
helpful.
I
do
think
it's
helpful
to
know
that
any
further
that
any
actual
demolition
would
come
back
before
the
council.
This
item
has
been
delayed
in
committee.
One
cycle
already,
I'm
not
inclined
to
have
it
hang
out
in
the
committee.
I
would
support
considering
delay
at
full
council
when
the
whole
council
has
a
chance
to
weigh
in,
but
given
that
this
has
already
sort
of
stayed
in
committee-
and
I
I
don't
really
see-
I
don't
really
see
what
it
helps.
A
Keeping
this
item
in
the
committee,
I'm
I'm
I'm
eager
to
discharge
the
item
from
committee
and
allow
the
full
council
to
weigh,
in
especially
other
members
who
I
know,
have
opinions
on
this
project
who
have
an
interest
in
this
project
and
so
and
so
I'm
not
inclined
to
support
a
delay
today,
but
I'm
open
to
supporting
a
delay
at
full
council
counselor
wants.
Did
you
have.
D
A
Yeah,
that
is
the
vote.
That
is
the
the
motion
ahead
of
us
and
so
on.
Council
member
chavez's
motion
to
delay
this
item.
One
cycle
I'll
ask
the
clerk
to
call
the
roll.
C
H
B
Councilmember
johnson
is
absent.
Sorry
vice
chair,
wansley.
D
A
A
A
And
so
I'm
happy
to
hang
out
after
committee
if
folks
want
further
discussion,
but
we
have
no
more
formal
business
before
the
committee
and
so
I'll
move,
and
so
the
meeting
is
adjourned.
Seeing
no
further
objection,
oh,
we
have
councilman
okay,
I
did
not
send.
E
Your
tag
up
councilman
chavez.
Thank
you,
cherylson,
just
wanna.
Let
people
know
that
the
next
step.
It
means
that
it's
going
to
full
council,
so
this
isn't
approved.
Yet
it
is
going
to
full
council
just
for
folks
to
know
the
step
in
the
process,
so
that
will
be
on
thursday
and
it
will
be
in
count,
but
I'm
not
sure
if
it's
going
to
be
a
voting
cow.
A
Thank
you
councilmember
chavez
with
seeing
no
objection.
Today's
meeting
is
adjourned.
