B
Good
afternoon,
everyone,
my
name,
is
jeremiah
ellison,
I'm
the
chair
of
the
policy
and
government
oversight
committee
and
I'm
going
to
call
to
order
our
regular
meeting
for
monday
january
24th.
I'd
like
to
note
for
the
record.
This
meeting
has
remote
participation
by
council
members
and
city
staff
as
authorized
under
the
minnesota
open
meeting
law,
section
13d
.021
due
to
the
declared
state
of
local
public
health
emergency.
B
I
will
also
note
that
the
city
will
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.
This
meeting
is
public
and
subject
to
the
minnesota
open
meeting
law
at
this
time.
I'll
ask
the
clerk
to
call
the
role
to
verify
the
presence
of
a
quorum.
D
C
B
Like
a
let
the
record
reflect,
we
have
a
quorum,
we
have
eight
items
on
today's
consent
agenda.
One
is
a
wages
and
salaries.
Ordinance.
Two
is
a
contract
with
health
equity,
inc
for
health
reimbursement
arrangement,
flexible
spending,
account
and
transportation
administrative
services.
Three
is
the
2021-2022
non-represented
employee
salary
schedule.
B
Four:
is
the
2021
2022
politically
appointed
employee
salary
schedule?
Five
is
a
lease
extension
contract
with
mid-city,
plaza
partnership
for
elections
and
voter
registration
at
724
harding
street
northeast
six
is
a
contract
with
friends
of
the
fall
for
negotiation
of
a
potential
acquisition
of
property
adjacent
to
the
upper
st
anthony,
lock
and
dam.
B
Seven
is
a
grant
from
the
minneapolis
downtown
improvement
district
to
fund
downtown
strategic
justice.
Partnership
and
eight
is
a
legal,
settle
settlement
worker
compensations
claimed
by
trista
creft.
With
that,
I
will
see
if
any
of
my
colleagues
have
any
questions
or
want
to
pull
anything
for
discussion.
Councilmember,
wansley,
wallabah.
E
Thank
you,
chair
ellison.
I
would
actually
like
to
pull
item
number
seven
for
great.
B
So
I
will,
if
does
anybody
else,
wanna
pull
any
other
item,
so
I
will
then
move
consent
agenda
items
one
through
six
and
eight
and
seeing
no
further
questions
I'll
ask
the
clerk
to
call
the
role
on
items
one
through
six
and
item
number,
eight.
E
D
A
B
Eyes
and
those
items
will
be
forwarded,
so
we
now
have
item
number
eight
before
us
up
for
discussion.
I
understand
number
seven.
My
apologies
item
number
seven
before
us
council
member
vice
chair,
wansley
worla.
But
do
you
have
questions
for
myself
or
the
clerkship
staff.
E
Yes,
thank
you,
chair
allison,
just
a
couple
of
questions
that
I
have
in
regards
to
the
downtown
strategic
justice
partnership.
I
know
the
mission
of
this
program
is
to
reduce
recidivism,
especially
amongst
those
who
are
considered
to
be
part
of
the
downtown
100.
E
So
I
just
had
a
couple
of
questions
to
to
get
a
little
bit
more
information
about
the
program
and
kind
of
the
successes
of
it,
so,
the
first
being
how
many
people
have
received
housing,
chemical
dependency,
support,
job
training,
mental
health
services.
I
know
those
five
or
so
components
are
key
metrics
of
of
this
program,
so
would
love
to
see
what
has
been
some
successes
around
getting
participants
in
these
programs
or
this
particular
program
you
know
match
with
those
support
services
to
to
reach
this
end
goal
of
decreasing
recidivism.
B
Is
there
staff
who
can
help
speak
to
item
number
seven
and
answer
some
of
the
council
members
questions.
F
Hi,
chair
ellison,
eric
nelson
deputy
city
attorney
civil
division.
Vice
chair
wants
lee
warloba
this
you
know
this
would
be
really
helpful.
Here
is
to
have
a
discussion
with
the
criminal
division.
F
Deputy
mary
ellen,
hang
she's
been
out
of
the
country
recently,
but
I
I
will
certainly
convey
these
questions,
but
I
my
suggestion
would
be
that
that
go
ahead,
and
can
you
know
schedule
something
perhaps
with
with
mary
ellen
and
the
ward
office
to
discuss
in
more
detail,
and
we
then
that
also
time
to
to
get
all
the
statistics
that
you
would
like.
You
know
the
data
points
that
that
we
can,
which
might
take
a
little
bit
of
time
to
get.
E
Thank
you
eric.
I
think
that
also
kind
of
segues
into
my
second
question
in
terms
of
just
getting
additional
data
from
this
program
about
you
know
just
overall,
how
has
it
been
helpful
and
reducing
crime
or
for
better?
You
know
language,
for
you
know,
keeping
people
across
our
city
safe,
so
would
love
to
see
a
little
bit
more
data
breakdowns
of
of
kind
of,
like
key
successes
of
this
program.
Overall.
F
Yeah,
chair
ellison
vice
chair
once
they
were
low,
but
yes
happy
to
do
that.
I
will
I'll
let
mary
ellen
know
and
then
we'll
we'll
reach
out
as
well
to
schedule.
B
Thank
you
eric,
and
I
I
I
think
the
consensus
is
that
we're
gonna
schedule
something
here,
but
I
think
that
that
plays
into
a
question
that
I
had
about.
B
You
know
making
sure
that
we're
you
know
we're
all
in
this
debate
around
how
we
address
homelessness
as
a
city
and
and
would
love
to
know
if
this
program
has
insights
into
making
sure
that
we're
not
criminalizing
folks
who
are
out
living
on
the
street
and
so
would
would
be
happy
to
have
that
be
a
part
of
you
know
the
the
whatever
kind
of
presentation
or
meeting
we're
able
to
have,
and
then
I
see
we
have
council
member
chavez.
D
D
The
head
question
answered
once
mary
ellen
is
back,
so
I
hope
to
help
connect
with
her,
but
it
was
in
regards
to
how
this
program
is
going
to
help
reduce
people's
contact
with
the
criminal
justice
system
and
making
sure
that
we
can
align
our
values
with
that.
So
I'll
follow
up
after
this
meeting
and
hope
that
we
can
connect
on
that.
F
That
sounds
good,
jerry
ellison
council
member
chavez.
Yes
again
happy
to
do
that.
I
know
mary
ellen
would
be
happy
to
do
that,
and
this
does
give
us
a
chance
to
to
get
the
data
that
would
be
insightful
for
you.
A
F
You
know
the
one
thing
I
will
note
is
the
agenda
this
agenda
item
as
its
position
today
before
you
is
just
a
correction:
it's
a
it's
a
if
you
look
at
the
action
item.
It
was
actually
approved
by
the
council
in
december
of
last
year,
and
so
this
is
really
more
of
just
a
technical
correction.
Item
now
doesn't
take
anything
away
from
having
a
good
discussion
about
it,
though,
but
I
will
note
that
today's
action
is
just
a
more
of
a
housekeeping
type
correction.
B
Thank
you,
eric
cool,
well,
seeing
no
further
questions.
I
will
now
move
item
seven
as
well
and
ask
the
clerk
to
please
call
the
roll.
E
A
C
Council,
member
johnson
aye
vice
chair
ones,
leeward
lopa,.
E
B
Great,
so
that
item
is
approved
as
well.
It
carries
to
to
be
approved
at
the
full
council
meeting
with
that.
We've
concluded
all
business
before
this
committee,
and
so,
if
no
one
objects,
I
will
declare
this
meeting
adjourned.
Thank
you.
Everyone.
