we
have
two
resolutions
to
present
which
we
will
do
before
taking
up
our
regular
order
of
business,
and
the
first
resolution
is
honoring.
The
good
friend
and
a
long
time
colleague,
Mr
John,
worked
as
for
his
dedication
and
service
to
the
City
of
Minneapolis
and
resolution
will
be
read
by
Council.

John
I
was
really
actually
surprised
to
hear
that
you
were
retiring,
John
and
I.
For
those
of
you
who
don't
know
were
friends
long
before
I
ran
for
the
city
council
and
he
came
to
the
city.
Did
you
work
for
Braun?
Intertech
did
I,
remember
that
company
Venture,
so
he
has
we've
known
each
other
as
friends
for
a
very
long
time
and
when
he
came
to
the
city,
I
just
was
so
proud.

Actually
we
were
so
young
at
that
time
and
and
I
thought
it
was
great
that
someone
like
you
from
the
private
sector
who
was
so
experienced
would
be
able
and
willing
to
dedicate
your
life
to
public
service.
You
have
taught
me
to
say
no,

pattern
of
any
time.

about

incredible

managing

lot

who
want

really

folks

EV
car
share

supervised.

creation

a
Mobility
team,
which
is
overseen.

million
shared
scooter
rides
in
the
city,

launch
of
the
EV
electric
vehicle
car
share
and
charging
Network,
and
the
piloting
of
new
Concepts
such
as
Mobility
hubs
in
the
process,
making
the
city
an
international
leader
in
mobility
and
transportation
technology
and
whereas
Mr
werchis
was
an
active
member
of
the
American
public
works.

think
of
a
better
place

my
hometown,
lived

40
plus
years,

that
over

past
24
years,

had

very
rewarding
folks
to
work
with
the
talent,
some
of
which
is
in
the
room
and
many
of
which
is
not
because
the
room
isn't
that
big,
but
the
city
employees
have
been
a
stalworth
to
much
of
that.

on
that
resolution-
and
it
wasn't
just
me
so
I-
want
to
kind
of
make
that
especially
known

think
we've
learn
together.
We've
accomplished
together,
but
mostly
we've
laughed
together
along
the
way,

so
that's

opportunities
and
the
people

most
here

here

resolution
coming
from
City
of
Minneapolis
calling
on
the
United
States
to
lead
the
global
effort
to
relieve
a
famine
and
food
insecurity
in
the
Horn
of
Africa,
and
applaud
the
delivery
of
Aid
and
nourishment
to
the
region.

Vulnerable
populations
such
as
women,
children,
person
with
disabilities,
refugees
and
internally
displaced
children,
and
whereas,
according
to
the
United
United
Nations
over
half
million
children
in
Ethiopia
and
Somalia
at
risk
of
dying
and
whereas
the
real
risk
losing
of
Million
Lives
could
be
preventable
by
helping
the
region
building
capacity
to
prepare
to
respond
to
the
increasingly
inflatable
chain,
change
in
climate
and
ending
conflict
across
the
region
and
whereas
the
tragedy
unfold
in
East
Africa.
The
continued
conflict
across
the
region
deeply
affects
the
East
African
community
in
Minnesota,
and
now
therefore
be
resolved.

people

really

bringing
their
voice
forward
to
let
the
public
know

the
crisis
is
getting
worse
and
we
need
the
help
of
United,
States
and
and
the
world
here.

will
have
my
mood

say
a
couple
words.

The
humanitarian
African
relief
organization
I
want
to
thank
councilmember,
Osman
and
really
the
city
council
at
large
for
their
support
of
this
resolution,
and
then
I
want
to
extend
my
sincere
thank
you
to
the
committee
on
the
drought
relief
that
has
been
working
tirelessly
for
the
last
six
or
seven
months
really
to
get
this
to
this
Hall
this
chamber,
with
all
these
esteemed
guests
and
how
to
our
organization
which
works
on
the
ground
in
the
Horn
of
Africa.
I
In
all
honesty,
if
I
were
to
describe
some
of
the
things
that
we've
seen
on
the
ground
and
we
had
communicated
to
us,
it
would
really
cause
you
to
lose
a
great
amount
of
sleep.
I
The
rapidness
and
the
quickness
in
which
waterborne
disease
can
kill
young
children
that
acute
malnutrition
can
set
in
within
a
couple
of
hours
for
people
who
have
been
really
food,
insecure
and
water
insecure
for
a
number
of
months.
Now.
This
is
the
fourth
failed
season
of
rainfall
in
the
Horn
of
Africa.
It
is
blood
curdling
in
in
its
and
the
fear
that
it
can
instill
in
all
of
us
who
enjoy
food
and
water
and.
I
Worries
about
where
that's
coming
from
on
any
given
day,
and
we
want
to
think
the
larger
Minnesota
Community
there's
a
lot
I
can
say
about
our
East
African,
Community
and
I
think
that
I
won't
wax
the
poetic
but
I
think
the
Somali
Community
East
African
Community
really
is
the
Beating
Heart
of
this
vibrant
City,
but
we've
had
so
much
support
from
our
neighbors
all
across
Minnesota
Greater
Minnesota,
and
this
is
something
that
we
really
want
to
thank
them
for,
and
we
want
you
to
think
about
how
you
can
get
involved.
I
I
We've
talked
to
water
engineers
and
systems,
engineers
and
fundraisers
from
all
sectors
in
the
state
of
Minnesota,
and
they
have
been
nothing
but
helpful
and
a
great
resource
for
us,
and
so
this
resolution
being
passed
today
really
shows
that
our
community,
our
legislators,
our
lawmakers
at
every
level
of
government
from
the
local
to
the
to
the
highest
level
of
government
in
Minnesota
and
really
even
our
federal
government.
This
is
a
priority
for
them,
and
our
community
we'll
step
up
and
rise
to
this
challenge.
I
But
I
want
you
to
keep
in
mind
the
threat
of
cyclical
drought
in
the
Horn
of
Africa.
This
is
a
reoccurring,
climate-based
crisis
right
and
often
it's
going
to
be
the
countries
and
we've
already
seen
this-
that
emit
the
least
carbons
into
the
environment
that
suffer
first
and
really
the
worst,
and
so
that's
something
that
we
want
our
neighbors
in
Minnesota
to
keep
in
mind.

Remember
when
we
flee
from
Somalia,
you
know
lack
of
food,
lack
of
water
fear
and
when
I,
you

recall
that
moment
moment
and
I
saw
you
know,
families
and
the
women
and
the
children
and
suffering
really
gave
me
a
kind
of
moment
of
silence.
So,
as
a
committee,
we
have
been
working
last
few
months
collecting
dollars

small

we
ask
you

our
colleagues,
our
neighbors,
our
fellow
citizens,
to
give
their
extended
hand.
The
people
are
suffering
in
East
Africa,
which
is
Ethiopia,
Kenya

really.
There
is
a
dire
need.
There
is
a
hangar.
There
is
a
food
insecurity,
as
has
been
said,
so
please
try
to
help
me.

try
to
circulate
the
world,
and
finally,
I
would
like
to

means

recently
received
a
a
note
from
one
of
my
constituents
informing
me
that
a
city

Somalia
cuardo
just
had
recently
had
their
first
democratic
election
and
they
elected
a
city
council
and
the
mayor
for
that
City.
He
sent
me
some
really
amazing
and
touching
photographs
of
Somali
grandmother's
voting
for
the
first
time
and
so,
and
so
while
we
know
the
country
is
facing
tremendous
challenges.

Famine,
War,
Etc-
that
in
the
midst
of
that
there
is
still
progress
being
made
towards
a
more
Democratic,
Society
and
so
I
will
be
drafting
a
letter.
Congratulating
them
and
hope
that
my
colleagues
will
join
me
in
that
effort
and
really
recognizing
and
supporting
democracy.

Somalia,
as
as
well
as
throughout
the
United
throughout
the
world,

certainly
here
in

United
States

long

beginning

a
process

our
relatives

friends
at
little
Earth
to
be
able
to
create
an
agricultural
Innovation
Hub
to
address
the
health
inequities
that
the
community
has
been
facing,
they'll
be
able
to
grow,
produce
and
fish
year
round.

know
that
in
the
process
they've
been
able
to
hire
37
youth
throughout
the
year
and
this
process
is
only
going
to
be
able
to
increase
that,
should
it
go
forward
through
the
other
processes
that
still
need
to
happen,

while
a
lot
more

needs

happen,

think
that
it's
still
a
good
part
that
today
we
get
to
vote
on
this
I
know
they've.
They
faced
multiple
obstacles
throughout
this
whole
process.

that
councilmember
Goodman

able
to
work
with
them
all
last
year,

really
helpful.

really
exciting
things
on
this
agenda,
but
I
want

talk
about
item
number
13,
which
looks
like
a
very
innocuous
item:
unwinding
of
the
common
bond
fund,
financing
for

Hennepin
theater
trust.
This
is
probably
something
that
says.
If
you've
been
here
long
enough,
you'll
see
your
work
either
come
to
fruition
and
fail
or
succeed,
and
this
is
an
example
of
an
incredible
success.

We've
come
from
that
those
days
where
preservation
was
bad
to
creating
a
Hennepin
Avenue
Theater
District,
which
has
been
an
incredible
success.
I'll
note
that
the
theaters
had
a
100th
anniversary
this
year
and
the
city
has
been
involved
with
them
for
the
past
25
years
of
their
lives.
So
this
represents
the
fact
that
our
involvement
worked,
but
our
interest
in
short
order
and
having
somebody
else
operate
them.

Somebody
else
creates
stability
for
them
and
somebody
else
who
cared
about
them
in
a
way
that
City
staff,
just
simply
couldn't
do,
has
been
a
really
tremendous
success
and
I'm
really
happy
about
it.
It
is
a
very
innocuous
item.
It
was
on
consent
and
committee,
so
most
people
didn't
know
about
it,
but
it
is
really
rewarding
to
see
that
the
city,
when
it
gets
involved
in
something
important,
can
do
something
that
makes
a
big
difference
without
basically
paying
for
it.

saw
value
in
it
and
they
figured
out
a
way
to
move
forward.
We
need
to
figure
out
how
we
can
knit
together
all
of
these
great
ideas
through
the
city
support
I,
always
say
the
city
should
be
involved
when
the
market
has
failed,
but
when
the
market
hasn't
failed,
we
have
no
business
being
involved,
and
in
these
cases,
Community
has
figured
out
a
way
where
the
market
has
failed,
and
the
city
can
be
helpful.

really
happy

see
us
continue
along
that
path.

exclusive
development
rights

neon,

is
you

a
a
business
support
network
in

North
side
and
neon's
done
a
lot

great
work.
Their

work
is
expansive.
It
goes
far
and
wide.
They
go
deep
to
make
sure
that
businesses
on
the
North
side
are
succeeding.

know,
for
a
long
time,
people
have
noted
that
North
Minneapolis
is
can
be
referred
to
as
a
food
desert.
Some
people
will
call
it
a
food
apartheid
where
it
is
hard
to
get
access
to
fresh
food.
It's
hard
to
there's
very
limited
grocery
stores,
the
ones
we
have.

We
cherish
and
provide
a
good
service,
and,
and-
and
there
are
no
there
are-
there
are
very
few
sit-down
restaurants
and
so
neon
has
put
together
a
a
plan
to
incubate
restaurants
that
can
occupy
the
corridor,
and
so
I'm
really
excited
about
this
I
think
it
can
be
the
be
a
generator
for
some
really
needed,
Economic
Development
activity
and
opportunity
along
the
along
West
Broadway
and
all
over
the
north,
all
over
North
Minneapolis,
and
you
know
when
they
first
pitched
this
project
to
me,
I
wasn't
I,
wasn't
convinced
you
know,
I
didn't
think
it
was
the
right
thing
for
the
corridor
and
I
think
it's
just
a
testament
to
their
advocacy.

idea
and
the
community's
belief
in
this
idea
that
we're
here
with
staff
recommending
exclusive
development
rights
for
them,
so
I
just
wanted
to
highlight
that
project
and
highlight
the
uniqueness
it
holds
for
for
the
north
side
and
the
potential
that
it
holds.

we

ordinance
both
approving
the
technical
amendments
as
proposed
and
approving
the
amendment
creating
a
new
Performance
Management
and
Innovation
Department
in
the
office
of
public
service.
I'll
move
both
of
those
items
for
approval.

the
executive

ordinance
I'm
going
to
be
voting
no
on
this
government
restructure
on
this
ordinance,

sharing

the

amend
this
ordinance
to
make
sure
that
it
does
two
things
that
I
believe
are
most
important
implementing
question
one
as
voters
intended
without
overreach
and
using
this.

said,
though,
I
cannot
vote
in
support
of
a
government
structure
that
both
overreaches
the
will
of
the
voters
and
denies
race
and
Equity
from
holding
sufficient
Authority
within
the
city
and
within
a
new
structure
that,
as
has
been
shared
many
times,
it's
supposed
to
be
outlasting
Gus.
So
I
wanted
to
make
sure
that
my
constituents
know
why.
I'm
not
in
favor
of
this
ordinance.

was
just
hoping
if
we
could
maybe
get
a
a
refresher
from
the
clerks
about
next
steps,
because
I
I
remember
in
the
presentation
that
we
were
supposed
to
be
setting
a
public
hearing
for
this.
But
it
appears
today
that
we're
passing
it
so
I
found
myself
a
little
confused.
So
I
wanted
to
make
sure
that
I
understood
what
was
what
what
we're
supposed
to
be
taking
action
on
today.

climate

Equity
plan

pretty
sure
many
of

haven't
gotten
these
postcards
and
it's
a
really
fantastic
policy
package
that
residents
across
the
city
have
been
organizing
around
the
plan
will
also
help
us
as
a
city
reach
our
climate
and
Equity
goals.

I
also
want
to
note
that

car
is
an
existing
fee,
that
the
city
levies
on
businesses
and
buildings
that
emits
pollutants
right
now,
greenhouse
gas
like
CO2,
does
not
have
a
p
car
fee,
and
the
people's
climate
and
Equity
plan
asks
us
to
include
greenhouse
gas
as
a
pollutant
and
to
set
that
fee
at
the
rate
of
the
social
cost
of
carbon
that
the
city
council,
this
body
approved
already
in
2019.

Also,
a
good
piece
of
this
is
the
revenue
collected
from
this.
Expanded
program
will
be
distributed
by
a
community
Grant
board
to
fund
Green
New
Deal
programs,
with
the
emphasis
on
environmental
justice
and
racial
Equity.
So
today,
I'm
giving
you
know
this
notice
of
introduction
so
that
we
can
begin
looking
at
implementation
of
this
proposal.
I
want
to
emphasize
again.
This
proposal
comes
from
the
community,
it's
very
thorough
and
well
developed,

it
gives
us
a
head
start
on
the
analysis.

successfully
implement
this

conversations

our

City
staff

my
colleagues
about
this
proposal

response

conversation
that
we
had
in
earlier
this
week.
Regarding
my
concerns
and
I
believe
others
concerns
too
about
the
level
of
intentionality
going
into
constituent
service
work.
It
came
up
because
of
the
budget
reports
of
3-1-1,
but
I
actually
don't
think
311
is
the
big
problem.
The
big
problem
is
that
the
mayor's
office
is
really
in
charge
of
the
administration.

Yet
we
get
a
lot
of
complaints
and
mainly
the
planes
or
complaints
are
as
a
result
of
hearing
from
3-1-1
we'll
take
care
of
it
and
then
nothing
happens.
That's
not
all
complaints,
but
it's
enough
complaints
by
volume
that
it
comes
into
each
of
us,
as
hundreds
and
many
of
you
have
talked
to
me
about
this
as
well.

I
have
volunteered
to
serve
on
this
constituent,
Services,
work,
group
and
I
think
there
might
be
others
who
are
interested,
and
you
should
take
a
chance
to
talk
to
me
if
you
are,
but
hopefully
we'll
be
able

come
up

system
that
will
be
workable
and
then
a
system
that
might
be
in
the
on
the
legislative
side
of
it
as
well

tracking
system

know
when
complaints
come

all
accurate

that

even

government
structure,
change
approved

voters,

representational
role

refer

staffed
for
it
necessarily
at
this
point
beyond
the
AIDS
that
are
in
council
member
offices,
which
are
pulled
in
lots
of
different
directions.

proposal

resourcing

legislative
Department,
we've
asked
or
proposed
that
there
be
resources,
as

indicated
for

dedicated
to
that
representational

that
comes
out
of
this
is
the
council
member

how

we
in
the
legislative
branch
serve
residents
and
connect

executive
branch

facilitate
a
resolution
of

the
community
and
residents,
your
constituents
and
the
institution

city

expected
to
enforce

I
think
there

potentially
lots
of
recommendations
that
might
be
generated
from
the
work
group
reported
back
to
this
body
for

already

be
involved,
which
is
great
because
it's
someone
who's
relatively
new
to
the
council,
who
has
a
different
point
of
view,

think

a
different
experience,

an
example
to
council
member

if
possible,

you
an
idea
of
how
I
think
about
it,

picking

issue

public
works

property

up

centers

the

hours
locations,

to
personalized
sample
ballots
can
be
accessed

the
elections

all
voters

important
election

tremendous
City
staff

administer

elections

for

locally

led

nation

turnout

long

Trend

proud
of
our

the
services
that
we
provide

fifth
Circuit
Court
of
Appeals
declared
that
DACA
was
unlawful
and
that
the
Obama
Administration
did
not
have
the
legal
authority
to
create
this
important
program.
2012
the
lives
of
dreamers
once
again
continue
to
be
played
with
and
are
forced
to
live
in
limbo.
The
court
did
decide
to
keep
the
program
in
place
for
current
program
recipients
and
will
allow
them
to
renew
their
application.

it's
important
to
know
that
if
you
are
a
DACA
recipient
to
continue
to
reapply,
unfortunately,
the
program
is
prohibited
from
enrolling
new
immigrants.
At
a
time
when
we
should
be
welcoming
in
our
country.
This
program
now
is
in
legal,
Jeopardy
and
I.
Think
in
times
of
of
in
times
like
these,
it's
a
reminder
that
Municipal
governments
can
step
up
to
protect
our
government,
our
our
immigrants,
when
our
federal
government
and
court
systems
fail
to
do

actions
that

Minneapolis
city
council
can
take

look
