in

working

the
neighborhood
with
about

kids
and
we

trying

build

campus

post-school
preschool
to
post-secondary,
and
we
want
every
kid
to
graduate
from
high
school
or
go
to
trade
school
out
of
our
neighborhood.

our

People
have
been
addicted

alcohol
and
they've
come
through
treatment
and
we
are
not.
We
are
not
against
the
restaurant.

liquor
license

that
was
the
safari
restaurant

they
tried
to
put
a

denied
by

down
the

to
employ
about
50
to
75
people
as
well
along
the
way,
so
not
only
fulfilling
my
dream

helping
others
along
the
way

defined

hear
kind
of
interchangeable
between
day
shelter
and
mission
through
the
presentation
these
uses
are
allowed
as
a
conditional
use
when
accessory
to
a
religious
institution.
In
this
zoning
district,
this
is
the
r2v
district,
which
is
on
the
lower
density
end
of
the
multiple
family
residential
districts.

The
applicant
has
requested
instead
of
the
conditional
use
permit,
which
is
to
allow
for
the
permanence
of
use
in
interim
use
permit.
So
an
inner
amuse
permit
is
allowed
for
a
duration
not
to
exceed
five
years
so
as
we
so
if
approved,
and
the
applicant
has
requested
up
to
that
five
year.

as
as
we
near
the
end
of
that,
the
applicant
can
choose
to
either
convert
the
use
back
to
an
allowed
principal
use
and
just
operate
the
religious
institution
or
something
else

would
be
allowed
in
that
zoning
district

time

the
applicant
can
come
back
and
ask
for
the
conditional
use
permit
to
lawfully
establish
the
use
long
term.

The
applicant
has
met
with
city
staff
and
they
have
hired
an
architect
to
determine
what
needs
to
happen
for
building
permits
and
fire
suppression
systems
in
order
to
allow
for
overnight
residential
occupancy
of
the
building.
But
this
is
really
the
first
step.
So,
in
order
to
evaluate
the
building
for
compliance
with
the
building
code
and
fire
code
first,
we
evaluate
the
land
use
through
this
process
through
the
interim
use.

Staff
is
recommending
approval
of
both
applications
based
on
findings
that
are
included
in
the
staff
report
and
I'll
just
highlight
a
few
first,
that
the
establishment
of
an
overnight
shelter,
admission
accessory
to
an
existing
place
of
assembly
and
located
within
an
existing
building
will
not
be
detrimental
to
or
endanger
the
public,
health,
safety,
comfort
or
general
welfare.
As
I
mentioned,
the
applicants
aware
of
the
necessary
improvements
that
are
required
to
ensure
that
the
sleeping
areas
meet
the
building
code
requirements,
fire
code
and
then
also
covet
requirements
as
well
for
separation.

Staff
finds
that
the
proposed
overnight
shelter
admission
would
not
be
injurious
to
the
use
and
enjoyment
of
other
property
in
the
vicinity
and
will
not
impede
on
the
normal
and
orderly
development
or
improvement
of
the
surrounding
area.
The
day
shelter
would
operate
essentially
right
away
because
they
don't
need
the
building
permits
in
order
to
convert
the
use,
so
it
would
operate.

to
3
p.m,
monday
through
thursday,
and
then
the
applicant
intends
to
secure
building
permits,
if
approved
in
the
fall
and
that's
when
the
day
shelter
would
operate
in
conjunction
with
the
overnight
shelter
and
provide
a
24
hour
per
day
allowance
for
those
who
choose
to
stay
at
the
shelter
at
day,
shelter
and
overnight,
shelter.
The
surrounding
area
is
fully
developed
and
located
within
an
existing
area
that
has
a
combination
of
residential
office
and
commercial
uses
and
full-time
security
will
be
available
to
assist
in
de-escalating
issues
both
inside
and
outside
of
the
facility.

There
is
an
existing
surface
parking
area
that
is
just
south
of
the
building
that
would
be
utilized
for
both
shelter
guests
and
then
also
the
congregation
as
they
meet
on
sundays.
The
metro
sea
line
runs
along
penn
avenue,
which
is
a
couple
blocks
west
of
here,
and
then
the
metro
transit
number
seven
runs
along
plymouth
avenue.
So
there's
access
to
high
frequency,
transit
staff
has
analyzed
the
policies
of
the
comprehensive
plan.

Those
are
included
in
pages
four
through
six
of
the
staff
report
and
then,
lastly,
both
users
are
subject
to
several
specific
development
standards
and
the
applicant
is
not
seeking
any
exception
to
any
of
those
standards,
so
essentially
they
have
been
met,
so
the
proposed
use
would
be
consistent
with
both
the
r2b
district
and
the
built
form
interior
ii.
Bill
form
overlay
district,
so
staff
is
recommending
approval
and
the
conditions
are
associated
with
each
interim
use,
permit
and
they're
tied
to
that
date.
So
the
applicant
intends
to
occupy
the

a

year
old
ministry
out
of
northeast
minneapolis,
called
hope,
avenue.
It's
well
known
on
the
streets
as
hope
avenue,
we're
well
known
in
north
minneapolis,
where
a
high
percentage
of
our
guests
have
come.
It's
a
16
year
old
ministry
at
our
highest
point
before
coving,
we
ran
through
250
men,
women
and
children.
On
our
sunday
morning
ministry
we
ran
eight
years
of
emergency
shelters
out
of
the
church,
and
the
determination
was
that
we
want
to
run
that
ministry
deeper.

had
been
asked
by
colleagues
of
ours.
We
had
been
asked
by
the
people
on
the
streets
to
come
north
that
had
always
been
a
dream
of
ours
that
we
would
go
north
three
and
a
half
years
ago.
We
wanted
to
plant
north,
and
so
we
are
coupled
now
with
a
pastor
out
of
north
and
serving
the
people
out
of
north,
that
we
have
a
heart
for,
and
so
we
currently
are
running
a
day,
shelter
where
we
have
haircuts
that
will
be
coming
in.

do
foot
care,
we
do
just
a
bevy
of
of
being
able
to
meet
their
very
tangible
needs.
We
are
a
union
gospel
mission,
slash
city,
gate,
network
city,
gate
network
is
the
rebranding
of
union
gospel
mission.
We
run
a
tight
ship
and
so
people
aren't
able
to
leave,
get
high
and
come
back
in.
We
are
known
for
removing
people
in
the
middle
of
the
night,
taking
them
down
to
the
salvation
army.

are
a
place
that,
during
the
day,
we
will
welcome
men
and
women,
but
in
the
evening
it
will
be
men
only,
and
so
we
would
love
the
opportunity
to
be
able
to
service
people
in
north
minneapolis,
and
we
welcome
that
opportunity

you

approve
that.

host
stones

windows

purpose
there

to
help
the
people,
so

don't
know
why
people
will
go
against
helping

people

abiding

see
a
lot
of
people
on

streets

they
came

we
decided
to
partner

bring
these
people
from
the
streets
to
have
warmth
during

council

permit

carry
out
these
assignments.

houses
to
get
it
pushed
through
when
we
got
it
pushed
through

five
homeless
people
that

worked

it
heard
freedom
from
the
streets

non-profit

year

we

homeless

farming
homeless
and
on
the
verge
of
being
homeless,
and
I
also
live
in
a
neighborhood,
and
I
also
have
pastor
becky
gave
me
an
opportunity
to
to
move,
because
we
are
people,
that's
homeless

forming
homeless
and
fighting
for
grants
and
stuff,
and
we
cannot
get
them
like
that,
because
we
don't
have.

skills

help
us,

helped

direction

need

our

only
way

know

for

avenue.
This
opposition
is
based
on
our
knowledge
of
the
neighborhood
and
our
door-to-door
outreach
outreach
with
residents
who
live
around
1229
logan
avenue
north
as
the
neighborhood
organization
for
the
near
north
neighborhood
for
over
50
years.
Nerc
has
an
ultimate
intimate
understanding
of
the
area
around
1229,
logan
avenue
north
and
it
struggled
to
build
a
safe
and
stable
neighborhood.
We
oppose
this
permit
due
to
the
current
and
long-term
issues
of
perpetual
drug
use,
prostitution
and
crime
in
that
area.

two
down
from

where
they
plan
on

the
interim

everybody
has

to
further
contribute

The
fact
that
they're
planning
to
do
this
as

day

night
shelter

poses

don't
need
that
unrest.

woken
up
many
times
from
sleep
due
to
all
of
that.

lastly,
I
think
you
know
having
a
shelter
like
this
in
that
neighborhood
affects
the
ability
for
the
neighborhood
to
raise
in
equity
because
nobody's
going
to
want
to
move
into
a
place
where
there's
a
shelter
next
door
and
we're
trying
to
build
up
the
north
north
minneapolis
community
and
having
that
doesn't
help
or
contribute
to
that.

think,
like
everybody
else
said,
there's
a
different
place
for
that
to
be
located
and
I'm
all
in
favor
of
getting
the
homelessness
people
homeless,
people
off
the
streets
and
finding
a
place
for
them
to
stay
and
there's

lot
of
other
ample
positions
and
places
where
they
can
be
located.

very
passionate
about
this
and
I
think
it's
a
good.
It's
a
good.

a
good
idea,
but
just
not
the
right
place
for
that
to
happen
and
there's
like
kids
and
families
that
are
being
raised
next
door,
and
you
know
we're
not
really
in
control
of
all

influences
that
the
homeless
population
could
bring,

police

area
doesn't
always
respond
to
calls.
So
if
there
could
be
unrest,
the
security
can
help
either.

got
permission

lunch
together
and
we
end
up
giving
out
three
to

hundred
burritos
in

organization
participated.

guys

put

shelter
they

up

transitional
housing

all

two

have
permanent

kids
have
an
uncle
an
aunt,
a
cousin,
a
father,
a
mother
facing
homelessness

on
drugs
we

quit
separating.

streets

that

paints

have
safety,

we

to
transition
into
a
healthier
area,

having
organizations
like
freedom

streets

organizations
like
hope
community
is
an

not
a
subtraction,

so

think
that
there's
a
proliferation
of
homeless,
shelters
in

north
minneapolis,

know
for
a
fact,
there's
not

speaking

this
issue
over

oak

came

youth
development

is
a
community
center
right
across
the
street
from
a
home

community

that
it's
really
important
that,

we're
going
to
address

issues

our

cannot
scapegoat

that
I've
watched
over
25
years
neighbors
work
as
hard
as
they
can
not
have
this
kind
of
establishment
in
their
neighborhoods
and
they've,
been
amortized
out
over
time
through
a
legal
process,
and
so
it's
been
concentrated
primarily
within
downtown,
but
over
time
it's
been
also
limited
because
they've
been
bought
out
by
big
corporations
and
the
big
corporations
buy
out
the
little
ones
I
have
peppermint
rhino
and
the
seville
and
my
ward
councilmember
rainville
has
patrick's
cabaret
and
the
gold
sheiks
and
his
ward.

think
a
lot
of
it
has
to
do
with
the
definition
of
adult
entertainment.

lot
of
it
is
currently
focused
on
strip
clubs,
but,
as
times
have
changed,
burlesque
may
or
may
not
be
considered
to
be
adult
entertainment
depending
on
the
level
of
coverage.
Oh
yeah,
and
so
that's
part
of
the
conversation.

in
fact
there
was,
you
should
talk
to
councilmember
palmisano
about
it.
There
was
almost
like
a
vice
group
going
on
here
in
the
last
term,
where
they
were
basically
going
to
strip
clubs
and
measuring
bodily
fluids
and
making
decisions
about
where
it
should
be.
Based
on
that
which
completely
horrified
me-
and
there
are
people
here
who
worked
on
that-
and
in
fact
I
think
some
of
them
are
in
the
room
would
be
my
guess.

was
not
done
with
my
approval.
I
would
not
be
in
the
business
of
testing
fluid
specimens
on
the
booths
of
bars,
but
there
were
plenty
of
council
members
who
wanted
to
do
that

they

did
a
tour
of
it.

so
I'm
agnostic
to
what
happens
in
other
people's
wards,
but
we
finally
have
a
situation
where
there's
kind
of
peace
in
the
valley
on
it
and
be
careful
what
you
wish
for.

just
interested
in
talking
a
little
bit
more
about
the
public
hearings
in
the
neighborhood,
so
the
process
had
always
been
that
if
it
was
a
liquor
license
downtown
since
we're
ready
downtown,
we
would
have
it
in
committee
and
if
it
was
a
liquor
license
in
a
neighborhood,
we
would
have
it
in
a
neighborhood
and
we
would
give
the
council
member
the
opportunity
to
work
with
the
neighbors
to
make
that
happen.
So
during
covid
we
probably
made
some
changes
to
that
policy,
or
that
was
pre-covered.
That
was
pre-code.
It
was.

been
a
while,
and
it
was
due
to
low
attendance
we
would
have.
We
would
consider
it
a
good
public
hearing
if
attendees
equaled,
the
business
owner
and
city
staff,
but
generally
it
would
be
one
to
two
citizens
would
show
up
and
a
lot
of
times.
They
didn't
actually
want
to
talk
about
the
business.

that's
the
other
thing
I'll
note
is
that
if
you
have
a
public
hearing
in
the
neighborhood
and
the
entirety
of
the
feedback,
is
there's
not
enough
parking,
it's
not
super
useful.
So
instead
we
just
hear
that
in
committee,
but
if
council
members
wanted
to
have
that
in
their
neighborhood,
they
could
work
with
the
staff
and
the
business
owner
to
do
that.

but
I
I
know
a
big
part
of
the
presentation
seemed
to
focus
on
sort
of
the
city's
process,
but
I
know
that
in
the
past,
when
I've
had
organizations-
and
I'm
sure
mr
hansen
will
even
know
exactly
which
organ
I'm
talking
about-
who
we've
wanted
to
like
not
have
a
liquor
license.
For
example,
all
of
a
sudden,
it
can
get
very
complicated,
and
so
you
know
I
know
that.
There's
some
interplay
between
our
process
and
state
law.

You
know-
and
so
you
know
where
do
those
two
things
meet,
and
you
know
when
it
comes
to
denying
a
liquor
license.
For
example,
what
is
the
extent
of
council's
discretion
and
then,
when
it
comes
to
removing
a
liquor
license?
What
are
some
of
the
things
that
we
have
to
contend
with?
That
could
be
a
barrier.

to
start
off
with
the
first
question,
we
can
be
more
strict
in
the
state.
We
can't
be
any
looser
for
anything
that
we
do
and
we
work
with
the
state.
So
we
have
our
own
designation.
So
we
go
through
the
process.
We
honor
the.
We
follow
the
state
guidelines,
we
work
with
that
state
inspector
and
then
part
of
the
approval
process
is
to
get
certified
with
the
state.
So
we
none
of
our
licenses
are
actually
approved
until
they
are
certified
by
the
state.

As
far
as
the
not
approving
or
the
denying
of
a
license,
we
only
recommend
approval.
We
only
recommend
denial.
The
decision
is
ultimately
up
to
the
council.

There
is
a
much
like
anything
else,
there's
a
lot
of
onus
about
why
you
are
denying
a
license.
You
can't
deny
it
just
because
you
don't
want
it
there.
There
has
to
be
good
cause
and,
as
far
as
the
revocation
process
goes
same,
it's
a
lengthy
process
with
a
lot
of
enforcement
and
documentation
law
judges,
and
then
we
can
bring
it
all
up.

everything
together

we
will
present
it
to

case
for
revocation.

council

kind

standard

we

a
hypothetical

think
that's

well

say
there
is
kind

a
spectrum,

goodman

referred

this
in
the

It's
certainly
there's
more
discretion
involved
with
denying

initial
liquor
license
application
than
with
revoking
one.
That's
existed
for
a
while.
There
are
more
due
process
and
liberty
protected
interest
in
an
existing
license.

said,
there
still
is
a
standard
for
denial
of
an
initial
liquor
license
application
as
well,
and
it
must
be
grounded
upon
good
cause
and
grounded
upon
a
solid
record,
but
there
is
certainly
a
bit
of
a
pantheon
with
regard
to
those
enforcement
actions.
That
would
speak
to
a
conclusion
that
it
there's
more
discretion
on
the
front
end
when
a
liquor
license
application
comes
before
you.

reason

even
press
on
this
is
because
I
you
know
for
some
of
my
newer
colleagues,
especially
you
know,
there's
going
to
be
times,
I
think,
or
I
anticipate
there
might
be
times
where
constituents
are

say
we're
really

organization
or
that
organization
revoke
their
liquor
license,
and
you
know
there
are
going
to
be
times
where
you're
going
to
hit
a
wall
or
what
feels
like
a
bit
of
a
wall
so
just
wanted
to
lay
that
out
there.
