like
to
make
a
motion
to
add
motion
by
both
I
council
member
Osman,
council,
member
Chavez
and
council
member
Chuck
Tai
around
a
response
to
hate
crimes.
We
would
like
to
motion
to
have
that
be
put
under
new
business.
A
Thank
you,
councilmember
wansley.
Is
there
a
second.
E
No,
if
it's
all
right
with
you,
council
president,
is
also
going
to
add
to
this
motion
to
amend
the
council
agenda
under
new
business,
a
direction
related
to
the
information
governance
efforts.
Okay,.
A
Is
there
a
second
second,
so
we
have
two
items
added
to
our
agenda
today
and
are
there
any
other
additions
to
the
agenda?
Say
non-clerk,

is
the

of
minutes
from
our
adjourned
meeting
held
August
15th,
the
mayor's
2023
budget
address
and
the
regular
meeting
on
August
18th.
By
having
a
motion
to
accept
those
minutes.
So.
E
C
B
C
A
E
C
A
It
carries
and
knows,
items
have
been
adopted,
the
next
order
of
businesses,
the
reports
from
our
standing
committees
and
we'll
start
with
the
business
inspection,
housing
and
zoning
committee
report
given
by
the
committee's
chair
council
member
Goodman.
Thank.
F
You,
madam
president,
the
business
inspections,
housing
and
zoning
committee
is
bringing
13
items
forward
for
approval
this
morning.
Item
number
one
is
the
North
Star
East
inclusionary
zoning
tax
increment
financing
plan
item
two
is
an
interim
use
permit
for
Simpson
housing
item.
Three
is
an
interim
use
permit
that
is
being
withdrawn
for
a
property
at
4021,
Thomas
Avenue
North
item
four:
is
the
order
to
raise
and
remove
a
building
at
4704
17th
Avenue
South?
A
B
Aye
councilmember

council

rainville,
aye
councilmember

aye
councilmember,

aye,
councilman,
murkowski
aye.
Vice
president
Paul
massano
aye,
president
Jenkins
aye,
the
area
11
eyes
that.
A
E
Thank
you,
council
president.
There
are
three
items
coming
forward
from
our
committee
of
the
whole
meeting
this
week.
The
first
is
the
appointment
of
our
City
attorney
the
granting
consent,
the
mayor's
nomination
of
Kristen
Anderson,
two
City
attorney
for
a
term
ending
January
of
2026..
The
second
is
a
request
for
100
zero
emission
Maritime
shipping
and
a
resolution.
The
third
isn't
the
appointment
of
a
council
member.
It's
actually
myself
to
the
Minneapolis
tree
advisory
commission.
If
there's
any
last
people
in
interested
in
serving
on
this
board,
instead
I'd
be
happy
to
remove
that.
A
D
Thank
you
so
much
I
just
wanted
to
give
some
contacts
for
items
number
two,
which
is
the
request
for
a
hundred
percent:
zero
emissions
Maritime
shipping.
This
is
a
resolution.
That's
been
almost
a
year
in
the
making.
It's
calling
on
retailers
to
do
three
things:
the
first
being
immediately
abandoned
fossil
fuel
ships
and
adopt
existing
emissions.
Reducing
Technologies
number
two
is
to
commit
to
a
hundred
percent
zero
emission
ships
no
later
than
2030.
the
and
the
third
is
to
transparently
disclose
all
Maritime
admissions
in
their
annual
public
climate
action
policy
reports.
D
It
also
puts
decarbonization
in
the
maritime
shipping
industry
in
our
state's
legislative
priorities
and,
if
you're
wondering
why
a
landlocked
City
like
Minneapolis
needs
to
take
action
or
Maritime
shipping
there's
a
couple
reasons
for
this.
One
target
is
based
in
Minneapolis
and
they
are
ranked
internationally
as
one
of
the
worst
Maritime
polluters.
D
Secondly,
this
is
an
act
of
solidarity
with
working
class
communities
and
coastal
cities
who
are
organizing
around
this
demand,
as
it
directly
impacts
their
own
environmental,
health
and
council
member
president
council,
president
Jenkins
council,
member
Chuck
Tai
as
well,
and
myself
were
fortunate
enough
to
meet
and
hear
from
some
of
these
amazing
organizers
last
winter
when
they
came
to
Minneapolis
to
engage
elected
leaders
on
this
issue.
It
was
very
clear
walking
away
from
this
that
meeting
they
wanted
cities
like
Minneapolis
to
take
bold
and
Urgent
action
to
combat
our
ever-growing
climate
crisis.
D
This
resolution
not
only
advances
our
City's
climate
Justice
efforts
but
amplifies
the
demand
to
hold
Target
accountable
and
lets
them
know
that
Minneapolis
residents
want
clean
air
for
all
Working
Class
People
across
the
U.S,
so
I
am
so
deeply
committed
to
advancing
a
green
new
deal
here
in
our
city,
and
this
is
just
one
component
and
one
step
in
advancing
that
and
I'm
glad
that
I've
had
the
opportunity
to
work
with
my
amazing
colleagues
on
getting
it
to
this
point.
Almost
a
year
later,
so
I
just
went
to
put
that
on
record.
A
Thank
you,
councilmember
winesley
and
I
too,
am
proud
to
be
a
co-author
on
this
resolution
and
really
bring
to
light
this
issue,
as
we
all
try
to
to
work
and
address
the
climate
change
issues
in
our
community.
Are
there
any
other
comments
or
questions
for
Council
vice
president
I
do
want
to
just
thank
the
Ms
Anderson
for
showing
here
today.
I
know
that
she
has
a
lot
of
work
that
she's
trying
to
clean
up
at
the
state,
but
it's
really
good
to
see
your
face
here
this
morning.
A
Carries
and
congratulations,
Miss
Anderson
on
being
named
the
next
Minneapolis
City
attorney.

here
to
stand
for
questions
or
also
move
all
these
items
for
approval.
If
there's
no
questions.
A
G
No
questions
on
this
specific
agenda
just
want
to
thank
my
vice
chair
for
taking
over
I
did
if
it
was
okay
with
the
body
want
to
vote
in
the
affirmative.
For
the
biz
committee
report,
I
wasn't
here
when
we
took
the
roll
call,
but
was
active
in
in
the
committee
and
would
love
to
be
recorded
as
approving
those
items.
A
Thank
you,
councilmember
Ellison
and
I'm
hearing
no
objections,
so
we
can
accept
your
affirmative
vote
in
that
regard
and
say
no
further
questions
or
comments.
I'll
ask
the
clerk
to
call
along.
B
A
That
item
carries
and
that
report
is
adopted
and
I
just
want
to
assure
I
guess
we
took
your
vote
in
affirmative,
which
means
you
are
in
attendance
at
this
meeting.
So
thank
you.
Councilmember
Allison,
and
the
next
committee

is
the

Next
we
have
the

calendar
first,
pursuant
to
notice
by

through
a

Any
questions
from
my
colleagues
any
questions
or
comments
council
member
wants
me.
D
Thank
you,
madam
president.
I
just
want
to
quickly
speak
to
the
unified
Community
commission.
Ordinance
I
know
that
this
is
only
being
referred
to
staff
to
work
on,
but
police
oversight
is
one
of
the
top
major
interests
you
know
to
the
community
and
I
know.
My
office
has
been
repeatedly
contacted
by
residents
who
are
asking
to
be
engaged
in
this
process
and
I
know
a
thorough
and
public
engagement
process.
I'm.
D
Sorry,
it's
kind
of
hard
to
hear
someone's
talking
a
thorough
and
public
engagement
process
will
not
only
help
shape
what
this
unified
commission
can
look
like,
but
will
also
help
us
to
not
replicate
the
failures
of
our
past
I.
Look
forward
to
supporting
these
conversations
and
I
know
that
my
constituents
will
be
also
looking
forward
towards
engaging
in
these
conversations
too.
So
I
just
wanted
to
share
that
yeah.
A
No
thank
you.
Councilmember,
1sley
and
I.
Do
want
to
just
give
a
shout
out
to
the
Civil
Rights
department
for
their
work
on
this
effort
and
bringing
this
forward
there
aren't
any
other
questions
or
comments.
I'll
ask
the
clerk
to
call
the
roll
council.
B
Member
aye
council
member
Chavez
aye
councilmember
Ellison
aye
councilmember
Vita,
aye,
councilmember,

councilmember
aye.
Vice
president
palmisano
aye,
president
Jenkins
aye.
There
are
12
eyes
that.
A
Item
carries
next
on,
our
agenda
is
new
business?
Are
there
and
we
have
a
couple
of
items,
a
new
business.
B
Madam
president,
the
first
issue
is
a
staff
direction
that
was
added
by
the
council
when
we
adopted
the
agenda.
This
is
a
staff
Direction
collectively
by
council
members,
wansley,
Osmond,
Chavez
and
shaktai,
and
this
is
related
to
hate
crimes
and
a
directive
to
staff,
to
bring
back
research
on
best
possible
practices
for
preventing
and
responding
to
hate
crimes,
especially
those
particularly
that
Target
places
of
worship
to
be
reported
back
to
the
council's
public
health
and
safety
committee
on
October
26th
of
this
year.
A
Thank
you,
Mr
clerk.
Would
any
of
my
colleagues
like
to
speak
to
this
item?
Yes,
councilmember
wansley.
D
Thank
you,
madam
president,
just
some
context
for
this.
On
Sunday,
the
tofic
mosque
in
Ward
2
was
vandalized
in
a
hate
crime.
Last
night,
many
of
my
colleagues
and
I
attended
a
meeting
by
mosque
leaders
where
we
saw
the
damage
firsthand.
These
leaders
and
community
members
also
demanded
that
the
city
take
action
to
develop
specific
protocols
to
prevent
and
respond
to
hate
crimes
partic,
particularly
those
targeting
places
of
worship.
D
We
are
asking
this
evaluation
to
be
led
by
the
office
of
community
safety,
neighborhood
and
community
relations
in
the
office
of
immigrant
and
Refugee
Affairs
I
know.
Many
of
us
are
looking
forward
to
hearing
the
results
of
This
research
and
I
know
we're
planning
to
collectively
take
meaningful
action
to
quickly
protect
the
places
of
worship
and
fellowship
that
contribute
so
much
to
our
community.
D
So
I
just
want
to
extend
major
gratitude
for
my
colleagues
who
have
signed
on
to
not
only
this
directive
and
just
being
in
solidarity
with
our
safe
communities.
In
such
a
distressing
moment.
A
Thank
you
councilmember
wisely
next
and
cutest
council
member
Chuck
Tai.
I
Thank
you,
madam
president.
I
wanted
to
just
amend
this
staff.
Direction
I
know
this.
This
came
together
really
quickly.
Last
night
we
left
the
mosque
around
like
10
pm
or
something
and
I'm
I
I'm,
certain
that
this
is
this
is
hopefully
going
to
be
received
well,
but
in
the
Departments
and
offices
that
are
named
so
we've
got
the
office
of
community
safety
and
Department
of
neighborhood
and
community
relations.
I
The
office
of
immigrant
and
Refugee
Affairs
wanted
to
also
add
our
civil
rights
department
and
our
race,
Equity
inclusion
and
belonging
departments
to
to
this
list.
A
Thank
you,
councilman
Richard,
Tai,
I
I,
think
that
is
an
appropriate
addition,
as
the
Civil
Rights
department
has
already
instituted
a
policy
to
deal
with
hate
crimes,
and
so
to
add
this
to
that
I
I,
don't
think
we'll
be
a
huge
challenge,
but
I
wanted
to
make
sure
that
that
is
included
as
well.
Next
thank.

Thank
you,
madam
president.
Yeah
I
just
wanted
to
Express
gratitude
for
bringing
the
staff
Direction
forward
really
early.
In
the
term,
a
mosque
in
my
ward,
Dr
Darrell
khalam
mosque,
was
also
vandalized,
along
with
councilmember
rainfall,
went
and
visited
that
mosque
to
and
talked
through
some
of
their
issues,
and
it's
I'm
just
really
glad
to
see
us
taking
formal
action
on
these
types
of
events.
A
A
Thank
you,
Mr
Clark,
and
before
we
take
up
that
action
hear
from
councilmember
Ellison.
G
Thank
you,
madam
president.
I
wasn't
able
to
attend
last
night,
but
if
my
colleagues
would
accept
I'd
love
to
add
myself
as
an
author
on
to
this,
you
know
I,
really
appreciate
you
all
standing
in
solidarity
with
with
the
mosque
and
and
would
love
to
stand
along
there
with
you.
So
if
that's,
if
that's,
if
that's
appropriate,
would
love
to
add
my
name
to
this.
A
J
A
I
think
in
Act
of
solidarity-
maybe
we
all
add
our
names
to
this
resolution.
If
this
staff
Direction
I'm
sorry,
is
there
any
objections.
D
A
Great
I
think
we
will
all
add
our
names
council
member
Payne.
Are
you
okay
with
that
councilman
council
member
rainville
I'm,
not
sure
why
my
queue
is
not
working
and
I
do
apologize
to
my
colleagues
for
not
noticing
thank.
K
You,
madam
president,
yes
of
course,
I
wish
that
my
name
and
as
councilmember
Payne
said,
the
very
first
constituent
call
I
made
after
I
was
elected,
was
to
the
mosque
up
on
Lowry
Avenue
to
console
them
because
they're
vandalized
the
night
before
and
I've
continued
to
spend
a
lot
of
time
working
with
them
on
Public
Safety.
So
I
think
this
is
a
very,
very
important
statement
by
our
Council
and
I
appreciate
the
council
members
bringing
this
forward.
So
thank
you.
A
B
Councilmember
aye
council
member
Chavez,
aye
council
member
Allison,
aye
council
member
Vita,
aye
councilmember
rainville
aye,
councilmember,
Goodman,
aye,
council
member,
one
sling
aye
council
member
Osman,
aye
councilmember,
Payne,
aye,
council
member
Koski
aye.
Vice
president
palmisano
aye,
president
Jenkins
aye.
There
are
12
eyes.
A
That
item
carries
next.
We
have
an
under
new
business
staff
director
from
Council
vice
president
palmisano
regarding
information
governance.
Let's
remember
palmisano.
E
Thank
you.
Madam
president.
This
is
a
staff
Direction
on
just
reinvigorating
our
efforts
around
information
governance.
This
past
cycle
I
appreciate
council
member
wansley's
interest
in
bringing
forward
a
presentation
clerk
Carl
presented
on
our
current
on
our
last
current
state
of
information
governance,
as
we
discussed
as
a
body
and
I
am
so
glad,
there's
interest
in
revisiting
these
issues
as
we
get
back
to
a
new
post-pandemic
normal
where
we
are
creating
and
storing
and
sharing
information
amongst
people
around
the
city,
Enterprise,
maybe
differently
than
before.
E
I
I
am
glad
that
I
do
feel.
This
broadly
fits
into
our
Council
priorities
and
there's
interest
and
I
appreciate
council
member
Payne's
interest
in
council
member
onesley's
interest
in
helping
to
move
these
forward
this
term.
So
this
is
just
meant
to
help
us
jump
start
that
initiative
and
also
to
ask
our
audit
committee
to
refresh
the
information
governance.
It's
audit
as
we
hopefully
make
progress
and
move
forward.
So
I'm
happy
to
answer
any
questions
and
I'm
pleased
to
have
some
assistance
from
my
colleagues
on
this
effort.
D
You,
madam
president,
I
also
just
want
to
extend
gratitude
to
council.
Vice
president
palmisano,
a
council
member
I'm,
paying
for
also
collaborating
with
me
on
this
directive.
I
do
want
to
name.
You
know
this
issue
or
surveillance
came
up
because
the
MPD
informed
Council
and
the
public
that
they
were
going
to
begin
using
drones.
D
There
was
a
public
hearing
where
we've
heard
you
know
dozens
of
residents,
Express
intense
anxiety
and
discomfort
with
mpd's
ability
to
use
this
technology
in
an
appropriate
manner,
considering
their
history
of
racism
and
misogyny
and
violence,
and
while
there
was
no
action
that
we
could
take
as
council
at
that
time,
because
the
mayor
has
authority
over
MPD
I
do
want
to
note
this
as
Council.
Vice
president
noted
this
Renewed
Energy
and
momentum
I
think
amongst
several
of
us
to
urgently.
D
You
know,
create
overall
overarching
framework
for
the
city
in
some
policy
mechanisms
in
regards
to
surveillance,
technology
and
information.
Government
governance
I
do
want
to
also
highlight
you
know
and
give
flowers
to
former
council
member
Steve
Fletcher
who
initiated
this
work
last
term,
and
this
directive
helps
to
build
upon
that.
It
will
likely
have
staff
evaluate
potential
best
practices
assess
you
know
the
city's
progress
in
addressing
deficiencies.
Basically,
we
are
asking
staff
to
help
us
move
more
expeditiously
towards
creating
a
comprehensive
policy
about
surveillance
and
information
governance.
D
Those
reports
will
be
due
on
November
14th
and
can
be
a
basis
for
Council
to
take
action
to
regulate
the
city's
use
of
surveillance
technology
and
all
of
the
ways
in
which
we
manage
data
on
behalf
of
our
residents.
So
again,
I
just
wanted
to
provide
some
additional
context
and
again
extend
gratitude
to
my
colleagues
for
moving
this
forward.
J
You,
madam
president,
yeah
I,
feel
that
this
topic
has
really
highlighted
the
the
disparity
or
difference
between
the
speed
that
that
technology
moves
and
the
speed
of
of
our
laws
and
how
it's
been
very
challenging
for
the
laws
to
keep
up
with
the
pace
of
change
at
a
technology
level.
The
spirit
of
the
technology
space
is
to
move
fast
and
break
things,
and
we've
seen
pretty
clearly
how
that
runs
headlong
into
our
democracy
and
I.
J
Think
that
us
kind
of
really
navigating
the
complexity
of
the
relationship
of
surveillance,
technology,
data
practices
and
governance
is
some
of
the
most
important
work
that
we
can
be
doing
in
this
time.
So
I'm
really
really
glad
that
we're
elevating
this
to
that
level,
because
I
think
that
there
are
more
challenges
that
come,
the
more
that
these
new
technologies
are
getting
deployed
and
how
accessible
they
are.
As
we
saw
MPD
highlighting
the
fact
that
they're
likely
going
to
just
be
buying
commercial
commercially
available
drones
because
these
have
become
so
affordable
and
accessible.
J
A
Thank
you,
councilmember
Payne.
Are
there
any
other
comments
or
questions
from
my
colleagues.
A
See
none
clerk,
please
Colorado
councilmember.
B
Aye,
council,
member
shawnes,
aye
council
member
Allison,
aye
council
member
vitam,
aye
council
member
rainville,
aye
councilmember,
Goodman,
aye,
council
member
wansley,
aye
council
member
Osman,
aye
council
member
Payne,
aye
council
member
koskey
aye.
Vice
president
Paul
massano
aye,
president
Jenkins
aye.
There
are
12
eyes.
A
That
item
carries,
and
so
now
we
do
have
a
request
for
a
closed
session
today
and
before
we
move
to
closed
session.
I
would
entertain
any
announcements
from
my
colleagues
councilman
murkowski.
C
Thank
you
so
much
I
just
wanted
to
invite
all
my
colleagues
to
the
Monarch
festival
at
the
Lake
Nokomis
customer
Chuck
Tai
says
she
loves
the
Monarch
Festival.
F
C
Like
the
Lake
Nokomis
Community
Center,
this
Saturday
and
it's
from
10
a.m,
to
4.
it's
a
really
fun
Festival
you
get
to
actually
watch
butterflies,
get
launched.
You
know
they're,
not
actually
launching,
but
you
know
floating
into
the
air.
So
please
join
me
and
bring
your
family
and
friends.
So
thank
you.
I
Thank
you,
I
wanted
to
just
share
that
when
we
started
this
series
of
Community
meetings
on
the
police
Federation
contract,
the
very
first
one
ended
up
being
postponed
and
it
has
now
been
rescheduled
so
on
September
14th,
which
I
believe
is
next
Wednesday
at
Whittier,
Park
and
Rec
Center
we're
going
to
be
hosting
our
final
listening
session
on
the
police
Federation
contract
this
year.
We've
done
two
of
them.
So
far,
it's
been
our
first
time
as
a
city
taking
on
work
like
this,
and
it's
been
actually
very
productive.
I
I
know
the
council,
president
and
I
have
been
at
all
of
them
and
have
really
had
a
chance
to
engage
with
the
folks
that
that
showed
up-
and
many
of
our
colleagues
here
have
attended
these
as
well.
So
that's
going
to
be
the
very
last
one
and-
and
if
you
are
interested
I
would
love
to
host
you
in
Word
10.
A
Thank
you,
councilmember
Chuck,
Tai
and
colleagues.
I
did
put
myself
in
queue,
but
you
can't
see
it
or
maybe
you
can,
but
I
don't
see
it,
but
at
any
rate,
I
just
wanted
to
announce
that
on
Saturday
September
10th,
the
Excel
Energy
will
be
hosting
a
career
and
job
fair
at
samanthanine,
Community,
Center
I
think
it's
an
opportunity
for
young
people
in
our
community
to
access
living
wage
jobs
that
extend
and
promote
the
the
green
economy.
A
There
will
be
a
booth
about
solar
panel
manufacturing
and
training
programs
that
are
available
and
accessible
to
community
members,
so
this
coming
Saturday
starting
at
10
A.M
to
about
4
P.M
at
the
samanthani
community
center.
In
addition
to
the
career
fair,
there
will
be
fun
activities
for.
A
Family
members,
food
Etc
so
tell
your
constituents,
friends
and
families
to
come
on
out
to
some
Anthony
Community
Center
located
in
lovely
Ward
8..
Are
there
any
other
additional
announcements,
councilmember
Osmond.
L
Thank
you,
council.
President
I
was
working
with
our
new
commissioner
of
Public
Safety
Dr
Cedric
Alexander,
to
find
a
way
to
have
our
president,
our
citizens,
to
be
part
of
the
of
the
city,
especially
when
it
comes
to
Public
Safety.
So
today,
at
five
today,
five
to
eight
pm
at
Brian
coyled,
there
is
a
public
safety
recruitment
event.
L
We
will
be
talking
to
the
community
members
to
be
part
of
the
city.
The
city
is
looking
for
recruiting
money,
people
that
work
911
that
speak
a
different
language,
be
part
of
the
public
safety,
so
that
event
is
happening
today
at
Brian,
Coyle,
five
to
eight
Dr,
Cedric
and
I
will
be
there
and
other
commute
members,
so
just
letting
the
public
know
be
part
of
the
solution.
Thank
you.
G
Thank
you,
madam
president.
I
just
wanted
to
announce
how
shocked
I
am
that
the
summer
kind
of
flew
by,
and
we
have
this
Saturday
from
11
to
5,
open
streets
on
West,
Broadway
and
so
really
excited.
Would
love
I'll
be
out
there
obviously
I'm
sure
we'll
see
the
mayor
out
there.
I
would
love
if
my
colleagues
could
come
through
I'm
sure,
we'll
see
Latricia
out
there
and
and
so
yeah
really
excited
to
be
with
the
people
out
on
open
streets,
West
Broadway,
this
Saturday.
A
Awesome,
yes
summer
is
coming
to
a
close
and
councilmember
rainfield
as
an
announcement.
Thank.
K
You,
madam
president,
since
we're
announcing
all
the
wonderful
events
and
awards,
there's
nothing
better
than
the
start
of
the
church,
Fall
Festival
season
in
Northeast
Minneapolis
and
it
kicks
off
this
weekend
at
Holy,
Cross
church
on
University
and
17..
So
I
invite
my
colleagues
to
come
down
on
Friday,
Saturday
or
Sunday
and
we'll
teach
you
how
to
do
the
polka.
A
K
A
Thank
you
for
those
great
Community
announcements.
Are
there
any
additional
announcements.
A
All
right
so
colleagues,
we've
completed
our
regular
items
on
our
agenda,
including
the
additional
agenda
items
and
we'll
now
consider
a
request
for
a
closed
session,
which
is
for
two
litigation
matters.
As
listed
on
the
agenda:
Lam
V,
the
City
of
Minneapolis
and
East
Phillips
neighborhood
initiative,
Institute
versus
the
City
of
Minneapolis
and
before
I,
move
to
close
the
meeting
and
recognize
the
City
attorney
to
provide
legal
basis
for
the
requested
closed
session.
A
I
want
to
take
a
moment
to
thank
Mr
Ginder,
our
interim
City
attorney
for
stepping
into
this
really.
A
He
came
in
as
we
were
in
the
midst
of
negotiating
a
enforceable
agreement
with
the
Minnesota
Department
human
rights,
as
well
as
the
doj,
the
Department
of
Justice
investigated
in
the
City
of
Minneapolis
and
too
many
other
lawsuits
to
to
try
to
enumerate,
and
so
I
just
want
to
acknowledge
and
really
thank
you,
Mr
Ginder
for
coming
back
to
the
City
of
Minneapolis,
after
a
long
service
to
the
city
and
coming
out
of
retirement
and
and
coming
back
to
help
out
the
city,
and
it's
really
one
of
the
most
challenging
times
in
the
City
of
Minneapolis.
A
So
thank
you,
sir,
and
with
that,
would
you
like
to
share
any
comments.
M
At
all,
I
would
president
Jenkins
first
of
all,
thank
you
for
the
for
the
very
generous
words,
but
it
has
been
it
has
been.
It
is
my
honor
to
serve
as
the
interim
City
attorney
for
many
of
the
members
know
that
I
spent
35
years
here
I
have
a
deep
and
abiding
respect
for
the
institution
of
the
city,
the
city
council
and
the
mayor's
office
and
I've
been
honored
deeply
honored
to
be
asked
to
come
back
and
provide
whatever
assistance.
M
I
can
and
whatever
success
I've
had
during
these
last
few
months
have
been
due
both
to
the
colleagues
in
department
heads
throughout
the
city,
as
well
as
the
city
attorney's
staff.
So
that's
where
the
thanks
is
due
on
this
I.
Do
want
to
note
that
fortunately-
or
unfortunately,
you
have
me
for
a
couple
of
more
weeks,
because
the
City
attorney
won't
start
until
September
26th,
because
she
finishes
up
her
other
job
duties,
and
the
mayor
has
asked
me
to
stay
on
until
she
is
ready
to
assume
those
duties.
M
So
I
will
be
here
through
one
more
Council
session,
but
thank
you
very
much
for
those
words.
The
next
item
of
businesses
you
mentioned
on.
C
M
Is
is
one
of
those
is
the
closed
sessions.
There
are
two
matters
on
there,
but
I've
been
informed
by
staff
that
one
of
the
matters,
the
second
matter,
the
Epi
versus
City
of
Minneapolis.
We
would
like
to
remove
from
the
agenda
today.
Staff
has
decided
that
it
is
not
ready
to
come
forward,
so
they
will
do
some
additional
work
on
that
and
bring
that
forward
again
when
it
is
ready.
So
we
only
have
the
one
matter
left
on
for
the
closed
session.
M
Your
lawyers
wish
to
discuss
with
the
council
either
litigation
strategy
or
settlement
possibilities
regarding
this
case
under
the
Minnesota
open
meeting
law
under
Minnesota
statutes,
13d
0.05,
the
council
May
upon
proper
motion,
close
its
meetings
for
the
purposes
of
receiving
attorney-client
communication.
A
Thank
you,
Mr
City,
attorney
and
I
will
look
forward
to
thanking
you
and
congratulating
you
one
more
time
at
our
next
city
council
meeting
and
with
that.
I
will
move
that
our
public
meeting
be
closed
as
authorized
under
the
provisions
of
the
open
meeting
law,
specifically
Minnesota
statutes,
section
13d,
.05,
subdivision
3B
for
the
purpose
of
discussing
the
litigation
matter
of
lamb.
The
City
of
Minneapolis
with
the
city
attorney
may
I
have
a
second
to
that
motion.
Second
clerk.
B
Please

Like
to
move
I
I
would
like
to
move
the
motion
that
all
claims
against
the
City
of
Minneapolis
and
any
of
its
name
or
unnamed
employees,
including
claims
for
attorneys
fees
and
costs
asserted
in
the
matter
of
Daryl
lamb
versus
the
City
of
Minneapolis
civil
case
number.

be
settled
in
the
amount
of
122
500
payable
to
Daryl
lamb
and
his
attorneys
mess
besher
and
Associates.
The
city
attorney's
office
is
authorized
to
execute
all
documents
necessary
to
effectuate
this
settlement.

Madam
president
I'm
sorry
to
interrupt
you
I,
would
respectfully
ask
the
council
that,
before
you
take
up
the
adjournment
that
we
consider
adjourning
this
meeting
at
the
city
council
to
next
Wednesday,
which
I
believe
is
September
14th
at
one
o'clock
in
the
afternoon.
1
p.m.
That's
30!
Minutes
before
the
regular
meeting
of
the
public
health
and
safety
committee.
A
Thank
you,
Mr
Clerk,
and
can
you
just
restate
the
date
of.
B
Certainly
so,
the
proposal
that
I
would
ask
the
council
to
entertain
is
to
adjourn
this
session
to
next
Wednesday
at
1
pm.
That's
September
14th
at
1
pm
the
sole
item
to
come
before
the
council
at
that
point
would
be
the
draft
resolution
related
to
coveted
leaves
and
other
accruals
or
benefits,
and
a
policy
going
forward
addressing
those
and
other
workplace
health
and
safety
issues.
A
Thank
you,
and
with
nothing
further
to
come
before
this
Council
and
without
objection.
I
will
declare
this
meaning
to
be
adjourned
to.
I
A
Wednesday
September
14th
at
1
pm
and
Link
that
everyone
I
hope
you
guys
have
a
great
weekend.
