This
morning
we
have
an
honorary
resolution
to
present
which
we
will
do
before
taking
up
our
regular
order
of
business
and
I'm
gonna
come
down
and
present
this
resolution.
A
But
it's
gonna
take
me
a
couple
of
minutes
to
get
down
there.
So
I'm
gonna
invite
the
members
of
the
black
pride
poc
prime
organization
to
come
up.
A
B
A
Is
quite
an
honor
to
be
able
to
present
this
resolution
today,
as
I
have
been
in
community
in
partnership
in
just
everything
with
all
of
these
lovely
people
for
so
many
years,
and
so
I'll
just
read
the
resolution
and
then
offer
an
opportunity
for
anybody
who
wants
to
say
a
couple
of
words
to
speak
resolution
of
the
city
of
minneapolis,
of
the
mayor
and
city
council
honoring
black
pride
and
the
minnesota
people
of
color
pride
organization
and
festival
2022.
A
Now,
therefore,
be
a
result
that
the
mayor
and
the
city
council
do
hereby
commemorate
black
pride
and
the
minnesota
people
of
color
pride
organization
and
their
respective
outstanding
leaders
for
their
role
and
continued
advocacy
for
racial
justice
for
lgbt
lgbtq
plus
people
of
color
in
communities
all
across
the
state
and
mark
the
anniversary
of
the
twin
cities.
People
of
color
pride
2022
festival
black
magic
weekend
a
summer
of
seoul
on
thursday
august
18th
through
monday
august.
22Nd.
B
Thank
you
so
much
city,
council
members,
the
mayor
and
ward
9
office,
for
these
amazing
words.
This
show
of
appreciation,
love
and
gratitude
and
I'll
pass
it
to
dennis.
C
C
A
Is
great
well,
I
will
tell
you
that
my
staff
is
in
the
audience:
did
the
research
and
wrote
this
he
did
a.
D
F
G
A
Thank
you
and
let
the
record
reflect
that
we
do
have
a
quorum.
Next,
we
have
the
adoption
of
our
agenda.
Colleagues,
today's
agenda
is
before
us.
We
also
have
just
presented
the
resolution
honoring
black
pride
and
the
minnesota
people
of
color
pride
organization
and
festival,
2022.
I'll
ask.
Are
there
any
further
amendments
to
the
agenda
and
councilmember
chuck
thai.
F
Thank
you,
madam
president,
before
you,
colleagues
is
an
amendment
to
the
agenda
to
add,
under
our
order
of
new
business,
a
resolution
expressing
support
for
members
of
the
minnesota
nurses,
association.
A
That
carries
in
the
agenda
is
adapted.
The
next
item
on
of
business
is
the
acceptance
of
the
minutes
from
our
regular
meeting
on
august
4th.
I
have
a
motion
to
accept
those
minutes,
so.
D
A
A
A
That
carries
and
the
next
order
of
business
is
the
reports
from
our
standing
committees,
beginning
with
the
report
from
the
business
inspection,
housing
and
zoning
committee.
That
report
will
be
presented
by
the
committee's
vice
chair
council
member
osman,.
I
The
business
inspection,
housing
and
zoning
committee
brings
forward

Thank
you.
A
J
Thank
you.
Madam
president.
I
just
want
to
express
some
excitement
for
item
number,
nine,
which
will
begin
the
first
step
to
revitalizing
the
former
u.s
bank
location
on
28th
in
lake.
This
is
a
property
that
I
get
many
questions
from
our
constituents
about,
and
the
good
news
is
that
the
city
is
allocating
this
funding
to
help
the
local
community
developers,
who
were
redesigned
with
the
first
steps
around
site
plans
as
well
as
storm
water
management
plans,
energy,
modeling,
design
and
analysis,
and
I
think,
also
really
exciting,
component
about
this.
J
This
project
is
the
grant.
Funds
will
also
be
used
to
complete
a
six-month
community
engagement
process
on
the
future
of
this
site,
so
really
excited
that
we
could
be
supporting
a
project
like
this
with
an
awesome
community
developer.
A
Thank
you
councilmember
wisely,
and
it
is
exciting
to
to
see
lake
street
another.
H
A
Along
the
corridor
moving
forward
as
we
try
to
work
to
re
re-vitalize
that
corridor,
any
other
comments
or
questions.
E
A
D
Palmisano,
thank
you.
Madam
president.
There
is
one
item
submitted
for
approval
at
today's
council
meeting.
It
is
the
gift
acceptance
from
the
minneapolis
foundation
to
support
voter
outreach
and
engagement
initiatives
for
this
2022
gubernatorial
general
election.
This
both
accepts
the
150
000
of
funds
to
fund
voter
outreach
and
engagement
and
passes
it
to
appropriate
that
into
the
city
clerk's
office.
I
will
move
this
item
for
approval.
A
E
A
K
Thank
you,
madam
president,
jenkins.
The
policy
and
government
oversight
committee
is
bringing
forward
10
items
that
it
is
recommending
for
approval.
Today.
Item
number
one
is
authorizing
collective
bargaining
agreement,
teacher
teamsters,
911
supervisor
unit
that
contracts
from
2021
through
2023
item
two
is
approving
the
retention
incentive
for
non-represented
appointed
and
politically
appointed
employees.
K
K
Item
number
five
is
amending
previous
council
action
related
to
contract
amendment
with
urban
ventures.
Urban
venturers
inc
for
the
pathways
gun
diversion
program
item
number:
six
is
authorizing
a
contract
amendment
with
premier
electrical
corporation
for
electrical
work
for
the
public
service
building.
Item
number
seven
is
approving
a
legal
settlement,
kelboro
company
versus
crown
underground
llc
and
the
city
of
minneapolis
item
number.
Eight
is
the
passage
of
a
resolution
establishing
an
amicus
brief
policy
and
item
number.
Nine
is
a
passage
of
a
resolution.
H
Thank
you,
madam
president.
I
I
want
to
go
on
record.
As
I
was
voting
for
the
biz
committee
report.
I
had
to
step
out
briefly.
A
J
Thank
you.
Madam
president,
I
went
to
speak
to
items
nine
and
ten
really
quickly.
I
know
number
nine
is,
is
pay
parental
policy
leave.
Then
I'm
very
excited
that
this
body
is
moving
forward
with
some
of
you
know,
I
started
out
my
term
actually
pregnant
and
experienced
the
miscarriage
shortly
after.
J
Actually,
next
week
was
supposed
to
be
my
due
dates-
and
I
remember
when
I
just
started
the
term,
knowing
that
I
was
pregnant
and
meeting
with
our
hr
rep
and
asking
about
this
is
my
first
year
like
you
know,
how
am
I
going
to
make
time
like
what
is
the
policy
around
weave
and
basically
being
told
there
was
not
one
and
the
anxiety
I
faced
about
not
being
able
to
balance
this
new
job.
J
This
new
work
that
I
love
with
also
starting
a
family,
was
it
very
anxiety
inducing
and
to
know
that
this
policy
actually
helps
to
create
conditions
for
many
of
our
other
employees
to
not
have
to
experience
anything
like
that.
J
So
I'm
really
grateful-
and
I
just
wanted
to
know
council-
remember
johnson
for
spearheading
this,
because
it
resonates
deeply
with
me,
especially
this
experience
this
year.
So
thank
you
to
my
colleagues
for
supporting
that
and
then
somewhat
switching
gears
questions
item
number
10..
I
just
want
to
encourage
my
colleagues
to
also
check
out
the
presentation
from
monday's
pogo
committee
meeting.
J
We
had
some
national
experts
to
come
in
and
talk
about
police
accountability
and
government
data
and
we
really
look
forward
to
the
conversation
that
our
staff
will
lead
as
a
response
of
this
directive.
So
I
just
encourage
our
council
members
to
check
that
out,
but
thank
you
all.
A
Condolences
on
the
loss
of
your
child:
next,
we
have
been
q,
councilmember,
ellison.
K
Thank
you,
madam
president.
I
also
just
want
to
thank
councilmember
wansley
for
that
vulnerability
and
and
just
to
hold
that
space
and
really
appreciate
it.
I
wanted
to
speak
to
items
nine
also
and
eight
on
item
number
nine.
I
can't
really
put
it
any
better.
I
just
really
wanna.
Thank
my
colleagues
want
to
thank
councilmember
johnson.
K
I
want
to
thank
staff
who
really
have
put
in
a
lot
of
work
to
make
this
this
possible
and
to
you
know,
I
think
somebody
said
there's
a
lot
of
a
lot
of
ways
you
can
look
at
this.
A
part
of
this
is
making
us
making
the
city
a
more
attractive
place
to
come
work,
but
also
this
is
just
an
important.
K
It's
an
important
and
humane
way
for
us
to
treat
our
employees-
and
I
know
this
is
this-
is
an
issue
that
many
people,
many
council
members
on
the
diocese
have
have
been
paying
attention
to
and
taken
up
some
leadership
roles
on,
including
councilman
paul
masano.
So
I
want
to
thank
all
of
you
all
for
all
your
work
in
in
getting
that
passed,
and
then
I
also
just
wanted
to
thank
the
clerks
and
the
city
attorney's
office
for
this
resolution.
K
This
resolution
establishing
an
amicus
brief
policy.
I
think
it's
gonna
be
a
way
for
us
to
be
really
nimble
as
a
city
and
for
us
to
move
really
quickly
and
to
join
other
other
cities
or
or
other
lawsuits
that
affirm
the
the
values
of
the
city,
such
as
voting
rights
and
and
and
and
and
all
of
the
all
of
the
above.
So
that
was
all.
A
Thank
you,
councilmember
ellison,
and
I
did
put
myself
in
queue
and
just
to
amplify
the
compliment,
the
comments
that
have
already
been
made.
I
do
think
that
this
is
a
important
step
towards
recruiting
talent
to
the
city
of
minneapolis
and
brings
us
in
line
with
many
other
organizations
that
are
offering
paid
family
leave
time,
and
I
want
to
thank
my
colleagues
and
staff
for
the
work
done
to
bring
this
item
forward.
Councilmember
payne.
L
This
is
part
of
a
broader
set
of
issues
around
reproductive
justice
and
freedoms
and
in
my
own,
family
we've
had
a
lot
of
challenges
in
this
space,
and
I
wonder
if
we
had
stronger
support
for
family
planning,
would
me
and
my
wife
be
in
a
different
place
if
we
were
able
to
try
earlier
in
life,
and
these
are
the
types
of
barriers
and
considerations
so
many
people
make
when
they
choose
to
start
a
family
and
I'm
just
so
glad
to
see
the
city
making
it
easier
for
our
staff
to
make
those
choices
and
remove
some
of
those
barriers.
M
Thank
you,
madam
president,
and
I
just
want
to
echo
the
same
comments
as
well,
particularly
to
council
member
wansley,
for
having
the
courage
to
be
able
to
speak
about
such
a
personal
and
deep
loss
and
pain.
M
That
touches
many
people
and
doesn't
get
talked
about
nearly
enough,
and
I
think
it
takes
a
lot
of.
D
M
To
be
able
to
speak
publicly
about
it
and
it
helps
make
it
easier
for
other
families
and
helps
bring
awareness
as
well
to
that
pain
into
that
loss.
So
I
just
really
appreciate
you
being
willing
to
open
up
in
that
way
with
all
of
us
and
sharing
that
and
and
know
that
we're
here
for
you
as
well
in
that
and
then
I
I
want
to
echo
as
well
the
gratitude
to
our
staff
for
all
of
their
work
on
this.
It
it's.
M
You
know
so
true
on
basically
every
policy
we
pass
up
here,
that
our
staff
do
the
heavy
lifting
and
do
the
work
on
this.
And
it's
absolutely
true
on
this
one
as
well-
and
I
know
that
our
staff,
as
much
as
we
are
all
in
support
of
this
excited
about
this
and
helping
move
this
forward
today.
M
Our
staff
are
doing
that
same
effort
right
and
it's
it's
here
because
of
their
support,
their
willingness,
their
interest
their
help
in
in
bringing
this
to
the
forefront,
so
that
we
could
have
a
big
leap
today,
going
from
three
weeks
to
12
weeks
and
that's
going
to
make
all
the
difference.
M
For
so
many
families,
and
if
you
weren't
tuning
into
the
pogo
meeting
there
were,
I
want
to
say,
was
it
647
somewhere
around
there,
families
just
last
year
that
were
able
to
benefit
from
our
current
policy
and
so
to
think
moving
forward
around
the
hundreds
of
families
over
the
decade
to
come?
Probably
the
thousands
of
families
that
will
benefit
just
from
this
and
the
way
it
will
help
the
babies
develop
to
be
stronger
and
healthier.
M
The
way
it
will
help
families
and,
as
as
partners,
navigate
this
really
transformative
moment
in
their
lives
and
the
way
it
benefits
our
city
and
our
society,
and
I
was
thinking
about-
and
one
last
thought
I
know
so
much
has
said
a
committee
about
this,
but
you
know
for
those
that
don't
come
down
to
city
hall,
often
when
we
walk
by
the
elevator
banks.
We
see
these
posters
for
folks
in
our
city,
workforce
that
are
retiring
right,
and
what
do
we
see
on
those
that
so-and-so
is
with
the
city
20
years?
M
So-And-So
is
with
the
city
25
years
30
years,
35
years
right
is
remarkable.
Remarkable
service
think
rewind
the
clock
back
to
when
they
made
the
decision
to
come
to
the
city
right
and
think
about
all
the
struggles.
We
have
right
now,
like
many
other
employers
in
hiring
new
folks
into
our
workforce
and
all
the
young
professionals
out
there
that
are
thinking
about
starting
a
family
and
looking
around
and
thinking
about
where
they
work,
and
this
will
absolutely
help
tip
the
scale
for
some.
M
And
what
that
will
mean
is
that
we
are
going
to
have
more
people
planting
their
roots,
deep
and
deeper
in
our
city
and
being
willing
to
serve
our
residents
for
decades
to
come
until
eventually
someday
somebody's
going
to
walk
by
an
elevator
and
see
the
poster.
Celebrating
all
the
remarkable
incredible
service
that
they've
provided-
and
this
is
what
that
is
truly
about-
is
how
do
we
attract
more
employees?
How
do
we
retain
more
employees
and
how
do
we
support
the
employees
and
their
families
that
we
have
at
the
city?
M
So
I
know
all
of
my
colleagues
share
in
in
this
moment
and
in
the
the
pride
and
being
able
to
pass
something
like
this,
and
it's
it's
just
so
exciting
to
be
here
that
today,
to
do
that
and
may
we
as
a
body,
continue
to
find
ways
to
do
that,
work
to
support
our
employees
and
the
people
of
our
city.
Thank
you.
A
A
G
Thank
you.
Madam
president,
the
public
health
and
safety
committee
is
bringing
forward
three
items
that
it's
recommending
for
approval
item.
One
is
the
passage
of
an
ordinance
amending
the
state
code.
Incorporation
provision
in
the
food
code
item
two
is
confirming
an
appointment
to
the
advisory
committee
on
aging
and
item.
Three
is
approving
two
appointments
to
the
public
health
advisory
committee.
With
that,
madam
president,
I
move
for
approval
of
these
items.
A
Thank
you,
councilmember
vital
councilmember
vito
has
moved
this
report.
Are
there
any
questions
or
comments
from
my
colleagues.
E
A
That
carries
a
net
report
is
adopted.
The
next
report
is
from
the
public
works
and
infrastructure
committee,
which
will
be
presented
by
the
chair
council
member
johnson.
M

you,
madam
president.
The
public
works
and
infrastructure

forward

The

A
The
next
order
of
business
is
a
notice
of
ordinance
introductions
and
there
are
two
items:
first,
a
notice
provided
by
myself
to
amend
the
code
related
to
police
conduct
oversight
in
order
to
provide
for
the
consolidation
of
oversight
functions
through
a
unified
community
commission
and
second,
a
notice
provided
by
council
member
ellison
to
amend
the
finance
and
purchasing
codes
to
amend
procurement
provisions
related
relating
to
the
delegation
of
certain
contract
requirements,
implementation
of
best
value,
contracting
and
procedures
relating
to
the
use
of
cooperative
contracts
and
acceptance
of
commodity
bids.
A
Those
notices
are
hereby
given
and
no
further
action
is
required
at
this
time.
Next
we
have
the
introduction
and
referral
calendar
and
pursuant
to
notice
by
council.
Vice
president
palmisano.
A
Colleagues,
my
apologies.
I
did
not
see
council
member
weinsley's
name
in
the
queue
I
do
see
it
now
and
I'm
going
to
call
on
councilmember
watson.
J
J
I
know
that
you
know
many
of
our
constituents
or
constituents
that
have
reached
out
to
me
has
raised
concerns
about
the
changes
with
this
process,
not
happening
happening
in
a
very
transparent
manner,
and
I
know
there
were
lots
of
constituents
that
were
hoping
and
are
still
hoping
to
help.
You
know
change.
J
You
know,
policing,
work
and
all
sorts
of
matters
as
it
relates
to
like
these
commissions
and
boards,
and
they
were
completely
left
in
the
dark
about
the
appointment
process,
and
I
I
know
some
of
this
confusion
could
have
been
prevented
if
we
had
city
leaders
and
staff
that
shared
you
know,
this
process
was
under
works.
You
know
months
ago.
J
I
know
I
just
recently
learned
about
some
of
these
changes,
so
you
know
just
knowing
that
right
now
in
this
moment,
where
trust
is
very
fragile,
with
city
leadership,
from
the
public
to
carry
out
necessary
changes
to
our
current
policing.
J
You
know
really
just
holding
and
uplifting
the
need
to
be
transparent
and
things
like
this,
and
I
look
forward
to
the
conversation
that
we'll
have
about
this
ordinance
and
just
again
encourage
us
to
be
proactively
communicating.
You
know
substantial
changes
such
as
these
to
the
public.
A
Thank
you,
councilmember
weinsley
point
well
noted,
and
you
know
this
work
is
iterative
and
shifts
and
changes
daily,
but
I
think
your
comments
and
concerns
are
are
very
appropriate.
So
thank
you
very
much,
and
so
if
there
aren't
any
other
comments
or
questions,
I
will
go
back
to
the
introduction
and
referral
calendar
and
again
pursuant
to
the
notice
given
by
council.
A
Vice
president
palmisano,
we
will
be
introducing
and
giving
first
reading
to
an
ordinance
in
the
streets
inside
wax
code
to
amend
the
50th
and
brand
special
service
district
boundary
to
include
a
new
mixed
use,
development
site
at
49th
and
france.
This
will
be
referred
to
the
public
works
and
infrastructure
committee
during
the
next
cycle.
Are
any
questions
or
comments
on
this
introduction.
E
A
That
carries
and
that
ordinance
will
be
referred
to
the
public
works
and
infrastructure
committee
during
the
next
cycle.
Next
sort
of
business
is
resolutions.
A
And
then
subsequently
we
have
a
resolution
offered
by
council
members
chuck
thai
and
chavez,
and
I
will
ask
council
member
chuck
type
you'd
like
to
speak
to
that
medication.
F
Yeah,
I'm
happy
to
do
that.
Madam
president,
so
colleagues
before
you
you'll
see
two
documents.
The
first
is
the
resolution
authored
by
by
me
and
council
member
chavez,
and
the
second
is
the
racial
equity
impact
analysis,
the
ria
that
goes
along
with
this
resolution
for
some
context.
On
tuesday
this
week,
the
minnesota
nurses
association,
which
represents
health
care
workers,
but
specifically
some
registered
nurses
in
in
minnesota
hospitals,
announced
that
15
000
of
their
members
across
the
twin
cities
and
twin
ports
authorized
voted
to
authorize
a
strike.
F
F
Since,
since
march
these
members
have
been
bargaining
for
their
next
contract,
which
expired
for
twin
cities,
members
back
at
the
end
of
may
of
this
year,
and
so
they've
been
working
under
an
expired
contract
and
and
haven't
been
able
to
get
anywhere
on
on
the
issues
that
matter
the
most
deeply
to
them,
which
you
know
includes
short
staffing
in
our
hospitals,
retention
and
care.
F
So
I
know
that
our
next
council
meeting
doesn't
happen
until
september
8th,
which
is
you
know
three
weeks
from
now
to
account
for
word
week,
and
so
we
wanted
to
bring
this
resolution
forward.
Now,
as
as
three
weeks
in
the
middle
of
a
of
a
of
a
very
contentious
labor
negotiation
is,
is
a
lifetime,
and
so
we
want
to
make
sure
we
get
this
done
now,
while
we
have
the
chance.
F
F
2022
negotiations
have
not
resulted
in
fair
contracts
and
the
15
000
impacted
members
overwhelmingly
voted
on
august
15,
2022
crossing
the
mandated
two-thirds
threshold
to
authorize
a
strike
and
whereas
both
parties
will
continue
bargaining
and
should
they
not
reach
an
agreement.
Mna
may
file
a
legally
mandated
10-day
notice
to
strike
during
which
bargaining
may
continue
and
an
agreement
may
be
reached
and
whereas
more
than
300
000
patients
are
served
in
minneapolis
hospitals
annually
and
reflect
the
racial
and
economic
diversity
of
minneapolis.
N
Be
it
for
the
resolve
that
the
minneapolis
city
council
urges
both
parties,
the
minnesota
nurses,
association
and
the
minneapolis
employers
to
settle
these
contracts
as
quickly
as
possible,
as
that
is
in
the
best
interest
of
the
residents
and
patients
in
the
city
of
minneapolis.
Be
it
for
the
resolve
that
the
city
council
urges
the
minneapolis
employers,
mhealth,
fairview,
alliana
health
and
children's
hospitals,
to
bring
key
decision
makers
to
the
bargaining
table
and
negotiating
good
faith
and
settle
these
contracts
to
over
a
potential
strike
and
to
prioritize
patients
and
frontline
healthcare
workers,
including
nurses,
over
profits.
A
Thank
you,
council
members,
chuck
thai
and
chavez
for
bringing
this
resolution
in
support
of
of
not
only
workers
and
nurses,
but
also
patients
and
residents
of
the
city
of
minneapolis
as
well.
Are
there
any
comments
or
questions
from
my
colleagues.
J
You,
madam
president,
I
just
want
to
extend
any
grad,
well
gratitude
to
council,
member
chuck,
tai
and
chavez
for
bringing
this
resolution
forward.
M
m
fairfield
fairview
health
is
currently
also
based
in
ward
2,
and
I
know
nurses
will
and
have
taken
a
vote
to
strike
as
well,
who
provide
necessary
services
to
patients
and
residents
who
seek
health
care
services
at
that
location
and
knowing
that
this
is
also,
you
know,
impacting
and
will
be
impactful
to
war
ii
residents.
J
And
knowing
that
you
know,
we
have
champions
here
in
city
hall,
who
are
standing
alongside
our
our
workers,
our
nurses,
who
have
beard
a
lot
since
the
pandemic
and
have
not
been
given
the
respect
nor
nor
the
the
workplace,
conditions
that
they've
organized
for
and
have
demanded
for
many
years.
So,
thank
you
so
much
for
bringing
us
for
emphasizing
that.
J
A
Thank
you,
council,
member
wansley,
and
next
thank
you
is
councilmember
payne.
L
Thank
you,
madam
president.
Yeah.
I
just
wanted
to
share
that
in
the
very
for-profit
universe.
That
is
our
current
healthcare
system.
It
was
the
empathetic
intervention
of
a
really
dedicated
nurse
that
had
a
transformative
impact
on
my
family's
life,
and
this
resolution
is
very
meaningful
to
me
for
that.
A
Thank
you,
councilmember
payne,
councilmember,
johnson,.
M
Thank
you,
mr
president.
I'll
just
know
note
I'm
thinking
about
our
nurses
too,
with
this
vote
and
with
this
resolution
today,
particularly
as
my
son,
benjamin
was
in
the
nicu
for
six
weeks
and
just
the
ways
that
the
nurses
truly
showered
him
with
love
and
our
family
with
kindness
and
as
well.
M
Last
but
not
least,
with
the
care
they
provided,
that
I
think
at
multiple
points
you
know
saved
his
life,
so
just
multiply
that
out
by
the
tens
of
thousands
of
patients
a
year
that
rely
on
our
nurses,
and
we
know
it's
a
very
incredibly
challenging
difficult
job
at
times
dangerous
and
that
they
can
use
all
the
supports
that
they
can
get
because
they
step
up
and
support
all
of
us
day
in
day
out
when
we
need
to
call
on
them.
Thank
you.
A
Thank
you
councilmember
johnson,
and
see
no
further.
D
A
Is
there
a
second,
we
have
a
motion
and
a
proper
second
by
councilmember,
chuck
thai,
and
I
will
now
ask
club
to
call
the
world
councilmember.
A
Colleagues,
under
the
order
of
new
business,
we've
received
the
mayor's
nomination
of
kristen
anderson
to
the
appointed
position
of
city
attorney,
and
I
am
going
to
move
to
refer
that
nomination
to
the
committee
of
the
whole
for
public
hearing,
as
required
under
council
rules,
the
and
further
that
we
give
notice
that
the
public
hearing
will
be
conducted
in
the
next
cycle,
which
means
the
regular
committee
meeting
on
tuesday
september
6
at
1
30
pm.
I
might
have
a
second
to
that
motion.
A
We
have
the
proper
motion
before
us
kirk.
Please
call
the
role.
E
A
That
carries
and
that
nomination
is
referred
to
the
committee
of
the
whole
for
a
public
hearing
during
the
next
cycle.
Colleagues,
we've
completed
all
the
business
of
our
agenda.
Surprise.
A
J
Wansley,
thank
you.
I
had
the
opportunity
to
co-host
an
event
last
night
with
both
our
streets,
minneapolis
and
many
of
our
leaders
in
prospect
park
around
the
twin
cities,
boulevard
and
just
wanted
to
encourage
constituents
and
residents
to
continue
checking
our
streets
minneapolis
around
opportunities
to
learn
more
about
this
amazing
project
to
convert
the
94
expressway
into
a
boulevard.
J
It's
an
amazing
concept
and
we
had
lots
of
excitement
around
it.
Last
night
with
so
many
bikers
again
I
didn't
bike
latricia,
I'm
gonna.
Take
you
up
on
that
offices
to
teach
me
it's
gonna
happen.
I'm
gonna
be
out
there
on
these
streets,
either
on
a
bicycle
or
a
try
tricycle.
I'm
telling
you
I'm
bringing
that
in
to
fashion
into
city
hall.
J
I
am
super
excited
to
support
this
project.
I
encourage,
I
think
many
of
you
have
been
also
connected
about
I'm
encouraging
the
city
and
the
mayor
to
apply
for
this
grant
to
study
the
boulevard.
So
just
want
to
use
this
as
an
opportunity
to
uplift
some
really
great
work,
and
also
to
encourage
us
to
seek
out
free
money,
because
who
are
we
to
like
turn
away
good
money
to
study,
good
infrastructure
projects.
F
Thank
you,
madam
president.
I
wanted
to
just
bring
attention
to
an
event
that
that
we,
the
city,
hosted
earlier
this
week
on
monday
in
in
the
council
president's
ward
at
mlk
park.
So
for
the
first
time
ever,
our
city
hosted
a
community
listening
session
on
gathering
input
about
what
the
future
of
the
police
officer's
federation
contract
should
look
like.
F
It
was
very
well
attended.
We
had
about
60
people
come
and
and
five
council
members,
so
you
know
just
a
very
special
thank
you
to
council
president
jenkins
for
hosting
us
in
your
award
and
and
being
there
throughout
the
entire
evening.
We
went
over
like
about
half
an
hour
over
time
and
then
council,
member
payne
chavez
and
and
koski
who
were
also
in
attendance
and
we've
got
another
our
next
listening
session.
F
That's
coming
up
on
monday
august
22nd,
so
just
a
few
days
from
now
again
at
at
6,
30
p.m,
6
p.m.
I
F
I
was
almost
very
wrong:
6
p.m,
at
fall,
law,
recreation
center
in
in
ward,
4
and
then
we'll
have
another
event.
That's
that's
going
to
be
rescheduled.
That'll
come
up
shortly
after
that.
So
hope
you,
if
you
haven't,
had
a
chance
to
make
it
yet
hope,
you'll
attend
it's.
It's
really
really
formative
conversations.
A
Thank
you,
councilmember,
chuck,
thai
and,
and
thank
you
for
advocating,
along
with
myself,
that
this
opportunity
became
a
reality
for
our
residents
to
to
weigh
in
and
and
offer
their
insights
and
input
on
a
this
very
important
police
federation
union
contract
and-
and
I
would
be
remiss
if
I
didn't
note-
that
council
member
vital
sort
of
initiated
this
broader
level
of
transparency
when
she
hosted
conversations
related
to
the
police
chief
search.
And
so
you
know
we
continue
to
learn
and
grow
as
we
do.
A
Former
city
council
member
current,
currently
the
mayor
of
the
city.
A
So
welcome
mayor
fry
and
we
do
have
councilmember
payne
in
q,
but
if
you'd
like
to
say
a
few
words
after
that,
we
certainly
would
welcome.
No.
Madam
president,.
A
It
awesome
councilmember
payne.
L
Thank
you,
madam
president,
and
perfect
timing,
mayor
fry,
because
my
announcement
is
that
a
group
of
neighbors
are
hosting
a
walking
tour
on
29th
avenue,
northeast
and
they're,
hoping
that
you
might
be
able
to
swing
by,
but
it'll
be
at
five
o'clock
at
audubon
park.
29Th
avenue
was
slated
for
a
redesign
and
reconstruction.
It
got
downgraded
and
pushed
back,
and
the
neighborhood
is
very
engaged
in
in
that
planning
process
and
are
hoping
to
revisit
that
that
planning
decision,
because
we
have
a
lot
of
truck
traffic
coming
through
shoreham
yards.
L
So
it's
also
going
to
have
an
ice
cream
social
associated
with
it
weather
permitting.
But
if
there,
if
it
is
raining
by
the
time
five
o'clock
rolls
through
they're
gonna,
still
be
hosting
their
meeting
at
the
audubon
park
pavilion.
So
that's
an
invitation
for
anyone
in
the
world
to
come
by,
including
the
mayor.
A
Awesome
well,
I
I
had
two
announcements:
one
is
tomorrow
august
20th,
pillsbury
house
theater
is
hosting
a
community
event
celebrating
the
the
life
of
the
playwright,
lorraine
hansberry,
who
wrote
the
seminal
american
play
raisin
in
the
sun,
which
really
highlighted,
if
you
will
the
issues
around
redlining
and
housing
discrimination
in
the
country,
and
so
that's
an
all-day
festival.
A
There's
a
statue
of
lorraine
hansberry
that
has
been
traveling
the
country
that
will
now
be
seated
at
pillsbury
house
theater
for
the
next
couple
of
months,
and
so,
if
you
get
an
opportunity
to
to
get
out
tomorrow,
it
would
I'm
it's
sure
to
be
an
amazing
community
event
at
35th
and
chicago
avenue,
in
ward,
9.
A
and
so
and
then
the
the
next
announcement
is
just
the
celebration
of
black
pride
poc
pride
this
weekend
that
begins
tonight
and
activities
up
are
ongoing
through
monday
august
22nd
or
tuesday
august
22nd.
I
believe
so,
please
get
out
and
enjoy
these
amazing
community
events
and
see
no
further
announcements
from
my
colleagues.
We
are
adjourned.
