I'm

president
of
the
city
council.
I
will
now
call
this
adjourn
meeting
for
september
14th
to
order
and
ask
the
clerk
to
call
the
role.

wanted
to
add.
I
know
this
came
up
very
quickly
and
I
apologize
that
we
were
not
able
to
meet
with
you
individually
on
this
policy
topic,
but
we
are
trying
to
be
as
responsive
as
possible
to
our
employee
population
as
well
as
our
labor
partners,
and
ensure
that
we
have
a
framework
in
place
to
be
able
to
move
forward
with
a
healthy
and
safe
workplace.

With
that,
my
division
in
human
resources
has
been
responsible
for
administering
much
of
the
covid
leave
programs.
The
vaccination
and
testing
policy
we've
had
a
work
group
in
place
for
more
than
two
years,
which
has
had
representatives
from
human
resources
from
the
health
department
city
attorneys,
the
city
coordinator
and
the
communications
department,
where
we
meet
on
a
regular
basis
to
review
the
covert
related
data
and
to
discuss
the
policy
administration
as
well
as
our
strategy
moving
forward.

There
were
many
emergency
regulations
passed
since
that
2020
public
health
emergency
many
were
also
amended
and
then
repealed
to
address
the
current
needs
for
workplace
safety.
A
lot
of
those
actions
did
include
include
our
coven
paid
leave
programs
masking
testing
and
other
measures
to
keep
the
workforce
safe.

So
what
does
this
policy
actually
accomplish?
As
we
look
ahead,
we
are
anticipating
that
the
public
health
emergency
will
eventually
end
and
because
so
many
of
our
current
activities
are
under
that
framework.
We
need
to
have
this
framework
in
place
to
be
able
to
move
forward
and
address.
The
current
needs
that
coven
may
bring.

The
policy
continues.
The
the
covert
paid
leave
programs
that
were
previously
previously
established
by
emergency
regulations
that
includes
the
emergency
responder
leave
and
the
80
hours
of
cobalt
leave
that
what
were
provided
to
all
employees.
This
policy
does
not
provide
any
new
leave.
It
simply
carries
forward
what
we
had
already
provided
so
allows
employees
to
use
the
balances
that
they
have
yet
not
not
used.

Looking
at
the
effective
date
and
the
next
steps,
the
the
policy
would
be
effective
upon
publication,
which
is
anticipated
to
be
september.

responsible
to
communicate
the
policy
to
the
enterprise,
administer
and
track
continue
to
administer
and
track.
The
use
of
paid
covert
leave,
monitor
guidance
for
adjustments
to
the
policy,
ensure
compliance
with
applicable
laws
and
ordinances
report,
any
changes
in
the
procedures
to
the
mayor
and
the
city
council
and
then
seek
council
action
for
any
changes
to
the
policy.

be
able
to
answer
any
questions

the
policy
and
with
that
this
concludes
my
part

the
presentation
and
we
are
happy

wonderful
policy,
and
would
this
only
apply?
I
know
it's
coveted,
but
we
don't
know
what
the
future
holds
when
it
comes
to
public
health
emergencies.
Could
this
be
a
policy
that
we
could
use
other
public
health
emergency
other
than.

there
later
be,
other
situations
are
at
a
later
date.
When
more
of
covet
19
has
resolved.
I
would
anticipate
that
they
would
bring
this
back
to
you
with
changes
that
make
it
in
a
more
general
policy,
but
for
the
moment
it's
convinced
confined
to
solely
covet
19
issues.

to
say
a
few
remarks
and
then
formally
make
this
motion.
If
that's
okay,
we
all
know
that
we're
not
done
with
covid
is
a
global
health
pandemic.
The
need
for
this
immediate
action
is
to
basically
extend
the
leave
policies.

We
have
in
place
yet
resend
the
testing
policy,
so
it
gives
us
that
protection
of
enabling
employees
to
stay
home
when
they're
not
well,
whether
by
covid
receiving
a
vaccine
or
booster
or
caring
for
a
loved
one,
and
we
are
painfully
aware
that
the
impacts
of
covet
are
not
felt
equally
and
we
need
to
provide
a
safe
workplace.

gives
clear
lines
of
who
does
what,
within
our
city
enterprise
and
while
it
can't
apply
to
everything
unknown
in
the
future,
it
gives
a
a
framework
for
future
needs
if
it's
something
other
than
kovitz.
So
I
just
wanted
to
thank
city
staff
for
bringing
this
forward,
bringing
this
immediate
need
to
our
attention
and
I'm
happy
to
make
a
motion
to
move
this
proposal
forward.
