A
Present,
let
the
record
reflect
that
we
have
a
quorum.
Colleagues,
we
have
one
item
on
today's
published
agenda:
the
budget
presentation
for
the
finance
and
Property
Services
Department.
However,
there
is
a
proposed
walk-on
item
which
is
authored
by
myself
and
council
members,
Chavez
and
Osman,
relating
to
an
appropriation
of
City
funds
to
provide
a
match
of
State
Grant
funds
for
The
avivo
Villages
South
project
I
moved
to
amend
the
agenda
to
add
this
matter
as
discussion
item
2
on
our
agenda
may
I
have
a
second
second.
D
A
There
any
discussion
on
the
motion
to
amend
the
agenda
and
I
I'm,
not
seeing
any
seeing
no
further
discussion
on
the
motion
to
amend
the
agenda.
All
those
in
favor
say
aye
aye
that
carries
and
the
agenda
is
amended.
I
also
want
to
note
that
Consul
vice
president
palmisano
has
joined
us
today.
We
will
be
continuing
continue.
Hearing
presentations
from
City
departments
on
the
mayor's
2024
recommended
Budget
on
the
agenda.
A
E
The
mayor's
recommended
2024
supplemental
budget
for
finance
and
Property
Services.
There
are
no
new
budget
proposals
included
in
this
budget
for
the
Department.
However,
one
FTE
was
included
as
part
of
the
2024
budget
plan.
I
will
discuss
this
position
and
other
administrative
changes
later
in
the
presentation.
E
As
you
can
see,
finance
and
Property
Services
Department
consists
of
10
divisions
with
staff
of
293
recommended
in
the
2024
budget,
we're
currently
operating
with
24
vacancies
and
we're
actively
recruiting
to
fill
these
positions
on
the
orchard.
You
will
see
the
reporting
structure
between
the
CFO
and
the
deputy
CFO,
the
deputy
reports
to
me,
along
with
four
other
divisions,
they
are
banking
investment
and
debt,
budget
development
or
I'm.
E
E
E
Second,
we
follow
best
practices,
accounting
processes
and
internal
control,
measures
to
account
for
City's
Financial
assets,
process
transactions,
efficiently
and
free
of
error
and
third,
we
provide
safe
work
environment
for
employees
and
visitors
in
the
city
owned
or
managed
properties.
Thank
you.
F
E
Partnered
with
the
city
attorney's
office
early
this
year
to
enhance
and
streamline
the
procurement
process,
the
investment
team
increased
the
investment
earnings,
the
controller
division
implemented
new
requirements
by
the
government
government
Accounting
Standards
Board.
They
also
accurately
reported
arpa
spending
on
a
timely
basis.
E
The
payroll
division
partnered
with
the
I.T
and
HR
departments
for
the
upcoming
hris
system
implementation
and,
most
recently
the
city's
credit,
was
upgraded
to
AAA.
This
is
the
first
time
since
2016
the
city
has
had
a
AAA
rating
from
both
Fitch
and
SMP
credit
rating
agencies,
moving
on
to
risks
and
challenges
attracting
and
retaining
Finance
and
Accounting
Talent
has
been
an
ongoing
Challenge
and
we
continue
to
compete
with
others
that
pay
higher
wages
and
offer
competitive
benefits.
E
E
E
2023
budget
appears
to
be
much
higher
than
the
2024
budget,
but
there
were
no
budget
reductions.
This
change
is
due
to
the
NBC's
5
million
dollars
in
Levy,
now
being
directly
budgeted
in
the
general
fund
rather
than
in
Property
Services
again,
the
department
has
a
proposed
FTE
count
of
293
with
24
vacancies.
Currently.
E
E
E
E
There
is
often
an
interagency
collaboration
coordination
that
is
required
to
keep
this
financial
transactions
accurate,
as
a
CFO
I
also
provide
information
to
the
investor
community
and
rating
agencies
on
the
financial
status
of
the
city.
To
build
confidence
ahead
of
bond
sales.
This
year
was
especially
successful.
Given
the
city
received,
the
ratings
upgrade,
some
of
the
internal
work
has
been
focused
on
the
FBS
Workforce.
E
As
with
other
departments,
hiring
and
recruiting
top
talent
has
been
difficult.
We
have
partnered
with
the
HR
to
promote
job
postings
widely
and
actively
recruit
for
these
open
positions
in
an
effort
to
retain
staff.
The
department
also
introduced
a
tuition
reimbursement
program,
I'm
pleased
to
say
that
many
have
taken
advantage
of
this
benefit
today.
E
E
This
division
also
coordinates
with
the
BET
Bond
Council,
the
financial
advisors,
to
ensure
the
success
of
the
bond
sales
they've
been
active
in
the
investment
Community
managing
cities,
Financial
Resources
and,
as
a
result,
2024
projected
investment.
Revenue
was
increased
to
24.1
million
to
reflect
the
higher
Trend
in
expected.
Income
Banking
and
card
fees
are
also
increasing,
reflecting
the
increase
in
transactions
in
the
city.
E
Last
week,
the
city
sold
114.9
million
in
bonds
to
Citigroup.
This
sale
allows
the
city
to
complete
large-scale
projects
throughout
the
city.
This
year,
finance
department
not
only
went
to
the
market
with
AAA
credit.
We
also
created
a
new
investor
relations
website
that
has
all
relevant
relevant
information
for
investors
to
evaluate
the
creditworthiness
of
the
city.
E
I
will
highlight
a
few
accomplishments.
As
you're
aware,
2024
supplemental
budget
was
prepared
without
a
budget
director.
We
lost
the
director
at
a
crucial
time
in
the
budget
development
process
and
then
lost
the
interim
budget
director.
A
few
months
later,
special
thanks
go
out
to
Jane
disenza
for
stepping
up
as
the
interim
budget
manager
to
work
with
me
and
the
mayor's
office
to
produce
the
very
first
supplemental
budget
for
the
city,
I'm
so
proud
of
the
entire
budget
team
for
rising
to
the
occasion
and
finally,
filling
in
as
needed
during
a
challenging
time.
E
Personal
spending
is
a
significant
cost
to
the
city.
Budget
division
continues
to
analyze
the
workforce
rosters,
in
partnership
with
HR,
to
reduce
Personnel
costs.
These
personal
costs
at
the
base
for
the
current
service
level
budget.
So
it
is
important
to
have
an
accurate
starting
point
for
Staffing
costs.
E
E
E
Since
the
city
controller,
Lyle,
Hodges,
was
appoint,
appointed
to
Deputy
CFO
in
July,
Mark
schaffauer
has
been
appointed
interim
controller.
This
division
plays
a
critical
role
in
providing
financial
information
to
the
city
policy
makers,
City
staff
and
external
stakeholders
such
as
the
public,
City
investors,
Bond
rating
agencies,
the
state,
auditor
and
Grant
agencies.
E
One
of
the
most
important
aspects
of
the
controller
controller's
role
is
to
produce
the
annual
comprehensive
financial
report.
This
report
shows
the
city's
financial
position
and
is
required
by
State
Statute
to
be
audited
each
year
by
the
state.
Auditor
controller
division
coordinates
this
audit
process
on
behalf
of
the
city,
and
this
team
ensures
that
the
city's
Financial
transactions
comply
with
generally
accepted
accounting
principles,
and
these
standards
are
set
by
the
government.
Accounting
Standards
Board
controller
division
has
received
government
Finance
offices,
Association
award
for
excellence
in
financial
reporting
for
the
48th
consecutive
year.
E
E
E
Procurement
division
is
led
by
director
Pam
Fernandez,
and
they
manage
the
bidding
and
Contracting
process
for
the
city
through
an
open,
competitive
and
cost-effective
manner,
while
ensuring
that
the
city
follows
relevant
procurement
laws
and
policies.
This
division
also
maintains
a
central
warehouse
mainly
providing
services
to
Public
Works
by
partnering
partnering.
With
the
city
attorney's
office.
They
were
able
to
streamline
the
procurement
process
to
gain
efficiencies.
E
E
E
Moving
on
to
Property
Services,
this
division
is
led
by
director
Barbara
O'brien
and
they
provide
comprehensive
land
facility,
radio
security
and
Furnishing
needs
for
city-owned
and
Lease
properties.
These
Services
include
preventative
routine
maintenance,
construction,
tenant
improvements
as
well
as
security
and
life
safety
needs.
E
E
E
E
Utility
Billing
division
has
100
accuracy
in
their
billing.
This
is
a
great
accomplishment
given
that
they
process
over
5,
000
bills
annually
or
sorry.
Daily.
I
would
also
like
to
highlight
that
80
percent
of
the
calls
received
are
answered
within
60
Seconds
at
the
end
of
the
call.
Customers
are
also
given
the
opportunity
to
participate
in
a
survey
and
the
division
has
received
95
satisfaction
rating.
E
E
E
Property
Services
Division
has
supplemented
its
security
function
with
contract
personnel.
The
division
determined
that
it
was
more
effective
to
have
reliable,
City
security
staff
than
contract
personnel.
As
a
result,
contractors
contracted
Services
were
reduced
and
those
funds
were
then
utilized
to
hire
two
security
specialists.
E
E
E
As
you
can
see,
finance
and
Property
Services,
the
10
divisions,
scope
of
responsibilities
vary
from
division
to
division.
One
thing
that
is
consistent
is
the
commitment
of
staff
that
work
in
each
area,
they're
a
professional
of
High
Caliber
and
continuously
strive
to
do
the
best
for
the
City
of
Minneapolis
the
accomplishments
from
last
year,
and
the
awards
received
from
external
Finance
organizations
show
the
high
standards
we
as
a
department
strive
for
I'm,
extremely
proud
of
our
work,
my
team
of
leaders
and
close
to
300
staff
in
the
department
Madam
chair.
That
concludes
my
2024.
A
G
Thank
you,
chair
Koski
director
die
I'm,
just
going
back
to
slide
8
in
terms
of
executive
and
administration.
Could
you
share
a
little
bit
about?
Oh
actually,
sorry,
it's
the
wrong
side.
The
slide
around
investment
relations
investors
relations.
Web
page.
Could
you
share
a
little
bit
more
about
that.
E
Sure
So,
currently
we
post
all
of
our
credit
ratings,
our
financial
reports
on
the
city's
website,
but
the
problem
with
that
is
that
if
you
Google
it
doesn't
show
up.
E
So
what
we
created
is
an
investor
relations
portal
through
a
third
party
that
many
other
cities
use,
and
this
has
news
clipping
news
Clips,
the
the
ratings,
our
financial
reports,
all
Consolidated
into
one
website.
What
I
could
do
for
you
is
after
the
presentation.
I
can
share
the
link
with
the
the
Council
budget
committee.
So
you
can
take
a
look
at
our
new
investor
relations
website.
We've
had
a
lot
of
traffic
coming
through
the
website
ahead
of
the
bond
sale,
which
has
been
great
for
the.
G
City
and
also
the
process
of
since
it's
a
porter
I'm
assuming
there
has
to
be
login
information
or
is
it
open
access?
Then
it's
open.
It's.
E
G
F
Thank
you,
chairkovski
I
just
wanted
to
really
offer
my
sincere
gratitude
for
the
extraordinary
efforts
that
your
department
and
you
particularly
have
been
making
to
to
bring
this
budget
forward
to
return
our
ratings
to
2016.
A
F
Triple
A
plus
rating
is
something
that
the
city
has
been
striving
to
attain
for
quite
some
time,
and
it's
really
a
testament
to
your
office
and
and
in
the
work
of
the
council
as
well,
but
to
to
get
that
and
so
really
want
to.
Thank
you
this.
F
We
see
it
in
many
organizations
throughout
the
city
and
particularly
government,
and
it
really
begs
us
to
look
at
our
pay
structures
and
probably
onboarding,
and
a
number
of
things
that
I
know
are
human
resources
department
is
working
on,
but
just
wanted
to
acknowledge
the
the
extraordinary
efforts
and
and
really
thank
Mr
Senza
for
stepping
into
this
role
you
know
and
and
helping
us
to
really
bring
forth
one
of
the
most
important
activities
that
we
do
as
a
city.
So
thank
you.
E
Through
the
chair
council,
president
Jenkins
I
really
appreciate
those
comments.
I
do
have
a
great
team
working
with
me
to
make
the
city
successful
and
the
it's
great
to
have.
The
ratings
Community
acknowledge
our
hard
work
and
the
policy
makers
have
been
super
supportive
as
well
and
I'm
very
vocal
when
there
are
times
when
certain
motions
come
come
through
and
it's
not
the
best
interest
of
the
city
and
I
do
call
it
out
when,
when
it's
probably
not
the
best
idea,
so
I
appreciate
the
support
when
I
do
bring.
Those
up.
E
One
thing
I
do
have
to
say:
is
that
as
much
as
I
hate
losing
people,
they
do
move
on
to
do
great
things
in
other
cities,
so
it
also
creates
an
opportunity
for
others
in
the
organization
to
rise
up
and
fill
roles
that
are
available
to
them.
So
it's
it's.
You
know
it's
sad
in
one
way,
but
it's
also
a
positive
for
some
others
in
the
organization.
So
I
really
appreciate
those
comments.
Thank
you.
A
Thank
you,
CFO
diet,
I
put
myself
in
queue
as
well.
One
of
the
questions
I
had
you
answered
throughout
the
the
presentation.
It
was
about
retention
of
staff
and
some
of
the
initiatives
and
tactics
and
I
just
commend
you
for
the
work.
I
mean
hearing
some
very
specifics
about
you
know:
in
competitive
wages
and
additional
advertising,
I
heard
the
tuition
and
learning
reimbursement,
the
partnership
you
have
with
Carlson
school
and
then
the
integrated,
Dei
Department
work,
I
mean
hearing.
A
Those
specifics
is
really
important,
I
think
for
us
to
understand
some
of
the
you
know
boots
on
the
ground,
work
that
you're
doing
in
order
to
make
sure
that
we're
creating
a
culture
and
a
space
and
a
department
that
people
want
to
come
to
and
stay
at.
So
I
really
appreciate
that
and
just
an
overall
thank
you
to
the
your
entire
team,
but
specifically
to
the
budget
team
and
for
all
of
the
support
and
collaboration
that
you've
given
so
just
I,
I
can't
really
say
it
any
any
better
than
council
president
Jenkins.
A
A
Next,
we
have
item
number
two.
It
is
the
added
item
for
the
Vivo
Villages
South
project
printed.
Copies
of
the
motion
are
available
on
the
dice
for
your
review.
I
believe
each
of
you
have
that
I
will
now
call
on
council
member
Chavez
to
present
this
motion,
which
is
to
amend
the
2023
General
appropriation
resolution
to
transfer
one
million
dollars
from
the
contingency
fund
to
the
community
planning
and
economic
development
department,
councilmember,
Travis
and.
D
Thank
you,
chair,
Koski,
I'm,
glad
that
we're
moving
on
this
motion
today
with
your
self
budget,
chair,
councilmer,
Osman
and
the
support
of
this
body
that
will
provide
a
10
match
to
the
application
that
we
will
submitting
to
DHS
for
this
particular
Grant.
The
commissioner
of
DHS
has
been
directed
to
give
priority
to
projects
which
the
recipients
of
this
grant,
that
is
due
on
September
21st,
will
have
a
10
match,
which
is
what
we're
doing
today.
D
The
grant
itself
is
seeking
to
acquire
plan
and
design
or
construct
or
renovate
emergency
House
housing
shelters
for
people
that
are
youth,
single
adults
and
or
families
experiencing
homelessness.
We
know
that
the
vo
Village
1.0,
the
one
in
the
north
loop,
has
been
a
proven
model
that
works
out,
and
yet
they
have
a
big
huge
wish
list
of
people
that
want
to
access
their
resources
in
the
shelter
and
today
this
motion
can
help
us
expand
these
efforts.
D
It
wasn't
an
easy
meeting
for
me
to
have.
In
particular,
there
was
people
with
different
opinions,
but
one
thing
came
out
of
that
meeting.
That
I
particularly
learned
and
my
biggest
takeaway
was
that
people
wanted
more
solutions.
People
wanted
us
as
a
city,
the
county,
the
state
and
federal
government,
in
particular,
to
work
better
together
as
policy
makers
to
address
this
crisis.
They
wanted
additional
Solutions
because
they
believe
that
people
deserve
safe
and
dignified
housing,
and
we
know
that
this
bridge
to
housing
it's
a
model
that
works.
It's
a
model
that
needs
more
support.
A
Thank
you
customer
Chavez,
as
a
co-author,
I'd
like
to
say
a
few
words
before
we
open
up
to
discussion
as
well,
I
feel
there's
not
a
day.
That
goes
by
that
any
one
of
us
does
not
think
about
our
unsheltered
homeless.
In
the
City
of
Minneapolis
last
spring,
I
spent
an
evening
shadowing
an
ER
doctor
at
HCMC.
A
This
safety
net
Hospital
never
turns
away
patients
when
their
beds
are
full.
They
are
treating
patients
right
in
the
hallway.
The
night
I
was
there.
These
hallways
were
lined
with
our
neighbors
recovering
from
an
overdose.
I
was
witnessed,
some
of
these
patients
and
doctors
being
on
a
first
name
basis.
A
Many
call
the
streets
their
home
and
do
not
have
much
support
outside
the
hospital
system.
Our
emergency
rooms
have
become
an
extension
of
our
shelter
system.
That
is
not
what
our
emergency
rooms
were
designed
to
be
I,
hope
you've
all
been
able
to
visit
avivo
Village
an
Innovative
approach
to
addressing
this
crisis.
It
is
part
of
an
all
hands
on
deck
effort
undertaken
by
our
state
county
and
City
to
provide
stable
housing
for
everyone.
It's
a
little
barrier
to
entry,
shelter
that
meets
the
Urgent
needs
of
our
homeless
population.
A
Over
the
last
three
years
of
evil,
Village
has
been
proven
successful
to
date.
412
individuals
have
then
served
almost
150
people
have
moved
to
permanent
housing,
171
overdoses
have
been
reversed
and
18
babies
were
born
to
residents
this
past
winter
I
had
the
opportunity
to
spend
the
day
out
of
evil
Village
and
do
Outreach
at
several
encampments,
where
they
were
working
to
stay
in
close
contact
with
those
who
were
on
their
wait
list
from
the
moment.
A
I
stepped
in
the
door
of
avivo
Village
I
could
understand
why
this
model
was
working
and
why
we
needed
more
resources
like
this.
In
our
city,
100
tiny
homes
create
a
real
community
and
a
safe
environment
for
each
resident.
There
are
pets
and
staff.
Do
welfare
checks
every
two
hours,
along
with
ingrained
wraparound
support.
A
C
C
We
have
to
do
something
we
have
to
take
the
leadership
City.
We
cannot
ignore
the
crisis
that
we
deal
with
daily
and
I
feel
like
you
know,
this
will
go
a
long
way.
This
is
part
of
the
solution
having
a
safe
sleeping
site
for
individuals
that
are
dealing
with
all
kind
of
challenges.
C
The
emergence
sheltered
me,
emerging
shelter,
meeting
council
member
Chavez,
hosted
that
we
hear
all
the
residents,
the
individuals
that
are
around
the
communities
and
organizations
native
organizations
that
are
working
with
people
that
are
around
in
the
area.
Our
departments
are
busy
dealing
and
figuring
out
how
to
handle
the
encampments.
It's
not
a
solution
that
we
continue
to.
C
C
We
have
to
figure
out
a
way
this
Focus
can
have
a
safe
sleeping
place
that
is
regulated
because
I
feel
like
that
way.
We
will
control
it
more.
You
know
what
happens
in
the
encampments
money.
People
lost
their
lives,
including
the
resident
that
lived
there
and
and
it's
expensive.
It's
challenges.
It's
it's
it's
it's!
It's!
A
health
concern
it's
safe
to
concern
of
the
residents.
C
This
is
a
small
step
for
as
a
city
for
us
and
working
with
avivo.
This
model
has
worked
other
state,
other
states
and
other
cities
in
the
country
are
taking
these
steps
of
dealing
with
this.
So
I
think.
All
of
you
have
heard
me
talk
about
this
many
times
and
I'm,
really
in
Connect
daily,
with
all
our
departments,
trying
to
figure
out
a
way
to
keep
the
community
safe
and
also,
at
the
same
time,
help
the
folks
that
that
are
unhoused.
C
We
have
a
housing
crisis
in
our
city
of
Minneapolis
and
it
might
not
be
a
problem
for
some
words,
but
this
is
what
we
deal
with
daily.
We
deal
daily,
we
have
residents,
and
that
are
individuals
that
are
sleeping
on
the
streets
and
the
winters
coming
up.
C
So
again,
thank
you,
council,
member,
Chavez
and
Koski
for
bringing
this
forward,
and
hopefully
we
can
City,
take
lead
and
encourage
the
state
and
the
county
and
the
federal
government
to
deal
with
the
crisis
of
of
we
have
for
individuals
that
are
unhoused
in
our
communities.
Thank
you.
So
much.
A
I
Thank
you
ma'am,
my
I'm,
not
able
to
connect
I
I
will
be
voting
for
this
and
I
really
appreciate
the
council.
Members
working
on
this
I
I
do
have
a
view
of
Evo,
Village
I,
believe
Congress,
remember,
Chavez,
call
it
1.0!
Well,
we
need
avivo
Village
10.0.
We
need
10
facilities
like
this
with
100
people,
each
to
help
the
Hana
house,
and
especially
the
addiction
problem,
I'm
very
impressed
with
what
avivo
village
does
in
helping
people
get
off
of
drugs,
because
that
is
a
big
big
part
of
our
housing
crisis.
D
F
Thank
you,
madam
chair
and
I
want
to
just
start
my
remarks
by
saying.
I
I
support
this
concept,
the
expansion
of
the
avivo
village
and
we
do
have
a
housing
crisis
in
the
city,
but
we
also
as
council
member
rainville
stated.
We
have
a
addiction
problem
and
I
think
we
have
to
name
that
if
we
are
going
to
be
trying
to
address
this
issue
so
I'm
glad
that
avivo
Village
is
a
is
a
part
of
this
I
know.
F
They
have
really
been
at
the
Forefront
of
trying
to
deal
with
this
housing
crisis
at
the
root,
which
is
the
substance
abuse
challenges
many
Community
Partners
have
have
given
up,
because
the
problem
is
so
pernicious
with
the
with
the
with
the
with
the
drug
use
and
I
am
fully
aware
that
it
is
not
every
single
individual
that
is
challenged
with
those
substance,
abuse
issues
or
many
other
challenges
that
people
are
facing.
Mental
health
crises
amongst
them.
F
I
really
want
to
see
commitments
from
our
other
Partners
governmental
partners.
More
ongoing
support
from
the
state
Hennepin
County,
which
is
charged
with
actually
doing
this
work,
which
receives
resources
to
do
this
work.
They
have
to
be
a
part
of
this
solution,
so
have
we
been
having
conversations
I
guess
to
the
authors,
Hennepin
County
and
and
what
is
the
the
sort
of
status
of
those
conversations.
D
Thank
you.
Council
president
Jenkins
I've
had
multiple
conversations
with
our
County
Commissioners
I
know
that
even
there's
a
meeting
the
mayor's
having
with
one
of
the
Commissioners
today
the
chair
and
the
conversations
are
going
to
continue
to
be
ongoing.
I
think
the
conversations
today,
that's
really
important
is
that
the
city
moves
forward
to
make
sure
that
we
can
get
this
funded
and
make
sure
that
our
County
and
state
are
also
investing
in
this
project.
But
the
idea
of
a
South
Minneapolis,
real
Village
is
in
alignment
with
the
counties,
counties,
work.
B
D
I
would
hope
so
and
that
that
is
part
of
the
work
that
my
office
is
working
hard
every
day
to
make
sure
that
there
is
the
votes
there
necessary.
H
H
It
was
a
new
model
and
it
worked,
but
it
didn't.
There
are
things
about
it
that
don't
work.
For
example,
renting
your
space
doesn't
work.
Retrofitting
an
existing
space
within
a
larger
Warehouse
doesn't
work.
We
had
to
get
rid
of
pallets
that
they
had
purchased,
and
then
we
had
to
raise
a
lot
of
private
money
in
order
to
get
this
to
work.
H
So
there
are
lots
of
lessons
that
can
be
learned
and
that's
why
I
think
the
south
side
or
avivo
2.0
model
would
be
better
because
it
would
start
from
scratch
and
it
would
build
a
building
for
this
purpose
and
I
guess
for
me,
the
thing
that
really
gets
me
to
pay
attention
is
the
whole
concept
of
Leverage
that
this
billion
dollars
could
could
leverage
nine
million
dollars
out
of
the
state
pool
of
a
hundred
million
dollars,
of
which
I
believe
40
to
60
percent
needs
to
be
spent
in
the
city
at
in
in
the
metro
area
anyway
and
I,
don't
see
lots
of
suburbs
jumping
in
to
say
they
want
to
do
this
and
if
they
did,
that
would
be
great,
but
we're
just
dealing
with
our
reality.
H
But,
let's
not
forget
it's
not
solving
a
problem.
It's
challenging
others
to
work
with
us,
the
state
and
the
county
in
order
to
solve
a
problem
and
I
do
think.
The
issue
of
ongoing
funding
is
legitimate.
Vivo
is
probably
not
funded
past
2025
for
operating.
That
is
the
responsibility
of
the
county.
Of
course,
the
state
could
step
into
I'll
note
that
other
really
great
organizations
like
Simpson
and
Saint
Stevens,
they
have
a
need
for
funding.
Also
so
I
think
it's
important
for
us
to
realize
this.
H
H
We're
actually
saying
State
put
your
money
where
your
mouth
is,
and
if
you
do,
we
will,
but
I
would
encourage
the
budget
chair
in
the
future
to
follow
an
actual
process
feels
a
little
uncomfortable
that
the
chair
of
the
budget
committee
is
bringing
this
forward
at
a
time
at
which
we
think
process
in
terms
of
competition
is
legitimate
and
fair,
and
if
I
worked
at
Simpson
or
or
St
Stevens
or
one
of
the
others
doing.
H
This
work
I'd
be
asking
where
my
million
dollars
is
to
I,
see
where
this
is
different,
because
we're
challenging
the
state,
but
we
also
have
to
be
challenging
the
county
to
fund
the
operating
over
the
long
term
and
I
do
support
this,
but
I
wish
that
we
could
follow
a
process
either
laid
out
by
the
budget
or
laid
out
by
the
competitive
RFP
process
that
we
use
in
order
to
allocate
funds.
Thank
you.
A
Thank
you,
councilmember
Goodman
and
I
appreciate
that
feedback
and
think
it's
really
helpful
in
order
to
how
do
we
integrate
these
emergent
needs
within
the
budget
process?
So
definitely
we'll
take
that
back
to
figure
out
how
we
can
you
know
bring
that
into
a
process
that
we
do
going
forward
so
appreciate
that
councilor
Chuck
Tai.
J
J
This
is
an
appropriate
use
of
of
of
of
this
specific
pool
of
money
and
appreciate
that
we
are,
we
are
exhausting
every
effort
to
do
our
part
in
getting
this
project
funded
I've
been
a
part
of
conversations
about
avivo,
Villages
South,
for
as
long
as
I
can
remember
being
in
office.
Council
member
Chavez
and
I
have
been
working
on
this,
and
we've
worked
very
closely
with
the
Vivo
Villages,
especially
over
the
last
few
weeks,
on
trying
to
nail
down
the
site,
specifically
in
in
South
Minneapolis.
J
We
have
been
working
very
closely
with
the
county
and
with
the
state
to
make
this
proposal
competitive.
That's
a
part
of
why
we're
putting
in
or
making
a
commitment
to
this
amount
of
money.
J
We
have
worked
very
closely
with
the
county
on
making
sure
that
this
is
a
leap
that
the
the
two
bodies
take
together
and
I
think
we
feel
optimistic
that
we're
going
to
get
there
by
the
by
the
time
we
get
to
the
21st.
So
over
these
next
couple
of
days,
I
have
I
have
had
a
chance
to
spend
a
lot
of
time
working
with
the
street
Outreach
team
and
the
leadership
leadership
team
at
avivo,
Villages
you'll.
J
Remember
we
had
a
several
really
really
cold
days
around
Christmas
last
year
and
I
got
to
do
an
overnight
shift
there
and
and
see
their
operations
up
close
and
personal,
and
over
the
last
few
weeks,
just
over
a
month
now,
Ward,
10
and
and
my
neighborhood
Whittier
in
particular,
has
been
dealing
with
the
crisis
of
of
unsheltered
homelessness
in
really
unique
ways.
This
crisis
has
come
to
our
doorstep.
J
Now
we
are
rivaling
word
six
right
now
and
the
amount
of
encampments
we
have
in
the
amount
of
unsheltered
residents
we
have
just
over
this
weekend.
I
have
an
encampment,
quite
literally
in
my
backyard
and
and
and
every
single
day
for
the
the
last
month,
or
so.
My
my
office
and
I
have
been
working
with
residents
in
our
in
our
neighborhoods.
J
We've
been
working
with
agencies
within
the
city
and
our
governmental
Partners
to
try
to
address
the
severity
of
this
crisis,
and
some
of
the
biggest
takeaways
I
have
had.
Are
that
one
almost
every
resident
that
is
in
an
encampment
in
Ward
10
right
now
came
from
another
incumbent
and
and
came
from.
J
We
can
directly
tie
a
closure
that
happened
and
when
they
arrived
at
at
the
place
that
they're
staying
right
now
and
that
cycle
is
going
to
continue
right,
that
most
residents
that
live
in
in
the
surrounding
community,
no
matter
how
they
first
approach
our
office,
whether
it's
out
of
frustration,
whether
it's
out
of
fear,
whether
it's
out
of
anger,
which
is
Justified,
they
want
to
see
a
meaningful
solution.
They
understand
how
this
crisis
was
created.
J
They
see
how
urgently
Solutions
are
are
needed
and
they
have
so
much
empathy
for
the
the
humanity
and
the
Dignity
of
of
unsheltered
residents,
and
they
are
struggling
with
how
to
hold
that,
while
also
holding
that
there
is
human
waste
in
their
front
yard
and
in
their
backyard
right.
How
do
you
deal
with
that?
J
So
I
don't
know
all
that
to
say
my
community
has
been
deeply
struggling
with
this
and,
and
it
is
getting
worse
and
worse,
and-
and
this
is
one
of
the
things
that
we
can
do
tangibly
right
now
in
in
addressing
this
crisis,
I
know
and
I
see
every
day
and
I
know
other
other
South
Minneapolis
council
members
see
every
day
how
severely
we
need
in
a
Viva,
Villages
self
project
and
excited
to
support
this
item
today.
G
Thank
you,
chair,
Koski
I,
just
want
to
take
a
moment
to
thank
the
co-authors
council,
member,
Chavez,
Osman
and
Koski
for
bringing
this
forward
just
looking
at
the
3-1-1
dashboard
that
director
and
hazimbi
sent
to
us
this
morning
is
very
clear.
That
encampments
is
a
top
priority
and
top
concern
for
our
constituents
right
now.
It's
the
it
sits
at
number.
Six
of
the
you
know
most
reported
complaints
amongst
all
of
our
Awards
based
off
of
311
data
with
over
1100
complaints
submitted.
G
G
So
I
really
want
to
thank
councilmember
Chavez
for
stepping
into
leadership
in
this
moment
and
pulling
together
that
meeting
last
week,
where,
as
you
mentioned
over
200
residents,
showed
up
and
said
that
we
know
this
tactic
that
the
City
of
Minneapolis
keeps
using
with
our
unhoused
residents
is
not
working.
G
We
actually
have
expertise
because,
in
the
absence
of
your
leadership
and
effectively
addressing
our
unhoused
neighbors,
we've
had
to
step
up
and
provide
the
support,
provide
the
porta
potties
provide
the
hand
sanitation.
You
know,
stations
we've
had
to
provide
food.
We've
had
to
provide
immediate
care
that
is
not
being
provided
by
our
governmental
agencies
right
now
and
I
just
want
to
uplift.
G
In
addition
to
this
solution
that
council,
member
Chavez
and
the
co-authors
are
bringing
forward,
they
also
highlighted
a
multitude
of
other
things
that
they
would
like
to
see
this
Council
step
up
and
do
and
I
want
to
emphasize
this
Council
because
they
also
emphasize
their
are
tired
of
the
finger
pointing
that
happens
when
it
comes
around
encampment
responses
where
Hennepin
County
is
pointing
at
the
city
the
city's,
pointing
at
the
county
and
then
we're
pointing
at
the
state,
so
they
named
six
specific
solutions.
G
They
would
like
to
see
the
City
of
Minneapolis
move
forward
with
a
multi-jurisdictional,
coordinated,
encampment
response
policy
that
I
know.
Several
of
my
colleagues
have
spent
the
past
two
years
trying
to
move
with
and
has
been
met
with
the
utmost
resistance
in
it.
They
would
like
to
see
the
City
of
Minneapolis
move
forward
with
the
strata
strategy
around
safe
outdoor
spaces.
They
would
like
to
see
us
move
forward
with
investing
in
overdose
prevention
sites.
They
want
to
see
us
take
seriously
direct
housing
like
we're
doing
today.
G
With
this
motion
that
also
centers
treatment
and
Recovery
Investments
for
encampment
residents.
They
would
like
to
see
a
multi
jurisdictional,
coordinated
response
around
home
navigation
hubs
and
then
to
also
invest
in
economic
Mobility,
giving
our
unhoused
neighbors
the
ability
to
find
a
way
to
have
economic
stability,
because
not
everyone
is
in
need
of
substance
or
opioid
support.
G
Some
people
just
need
a
job
that
are
living
in
our
encampments,
so
I
wanted
to
take
the
moment
to
amplify
many
of
the
community
generated
solutions
that
also
came
up
from
that
meeting
and
then
I
know.
G
It
was
also
raised
the
concerns
of
how
opioids
play
a
role
in
our
encampments
and
I
do
want
to
emphasize
the
council
pass
opioid
response
legislative
directive
that
was
offered
by
me
and
council
member
Payne
that
will
be
coming
back
to
PHS
early
next
year,
so
we'll
make
sure
to
keep
council
members
updated
on
that,
but
even
deputy
director
Heidi
Richie's
husband,
sharing
updates
as
early
of
this
past
Friday
around
the
ways
in
which
PHS
is
rolling
out
plans
for
the
settlement
dollars
that
they've
gotten
from
opioid
use
from
the
the
lawsuits.
G
G
So
I
just
wanted
to
share
that
the
other
solutions
that
this
body
has
opportunity
to
advance
to
actually
make
meaningful
change
for
our
unhoused
neighbors
and
again,
to
just
give
major
kudos
to
the
council
members
who
author
this
and
just
took
leadership
on
the
issue
where
we
have
not
LED
for
quite
some
time.
So,
thank
you
so
much
and
look
forward
to
supporting
this
motion.
A
K
K
It
was
a
really
hard
road
to
get
to
the
first
avivo
site,
and
whenever
you
have
an
innovation,
you
have
you
have
new
answers:
new
Solutions,
you
also
have
a
lot
of
growing
pains
and
so
I
I
got
a
call
from
someone
out
of
Evo
to
talk
a
little
bit
through
this
and
was
excited
that
they
were
still
excited
because
I
know
that
those
Growing
Pains
sometimes
can
make
you
you
know,
make
it
uncertain
of
of
the
path
forward.
K
I
think
that
that
something
like
this
over
South
is
exactly
needed.
Councilmember
rainville
said
we
need
10
of
these
sites
and
I
I
do
think
that
we're
looking
potentially
at
the
future
of
how
we
address
homelessness
in
our
city
and
and
the
encampments
aren't
going
to
go
away
right.
The
the
folks
on
the
street
aren't
simply
going
to
disappear
out
of
thin
air
and
so
I'm
glad
that
this
has
General
support
here
today.
You
know
you
whenever
we're
talking
about
this
topic.
Sometimes
it
hasn't
been.
K
It's
been
hard
to
know
whether
we're
going
to
have
consensus
or
whether
it's
going
to
be
a
fight
up
here,
and
it's
really
I
think
it's
really
good
opportunity
for
us
to
just
say.
We
know
what
the
right
way
to
move
forward
is
at
least
on
this
one
site,
at
least
with
this
one
project
and
to
move
forward
in
that
way,
keeping
in
mind
all
the
things
that
councilmember
Goodman
said
I
think
are
true
and
real.
K
K
What
we're
going
to
do
to
address
homelessness
and
people
get
really
excited,
and
then
it
says
and
and
and
here's
how
much
it's
going
to
cost
and
people
get
a
little
less
excited,
and
then
we
say
and
here's
where
it's
going
to
go
and
then
people
start
getting
up
in
arms
and
saying
no,
it
can't
go
there
and
so
I
just
want
to
let
my
colleagues
know
that,
as
you
sort
of
enter
into
that
story
with
this
project,
you've
got
folks
who
have
done
it
before,
with
the
specific
and
current
avivo
site,
we're
down
to
have
your
back,
who
are
down
to
sort
of
be
in
collaboration
with
you
in
solidarity
with
you
and
hopefully
the
These
funds
are
leveraged.
K
And
hopefully
you
know
the
county
and
the
and
the
state
take
take
this
as
an
opportunity
to
outdo
us.
So
thank
you
so
much
for
your
leadership
and
I
look
forward
to
supporting
this.
A
All
right,
thank
you
not
seeing
any
further
discussion.
I'll
move.
Approval
of
this
item
may
I
have
a
second.
A
I
B
A
Aye
there
are
12
eyes
that
motion
carries,
and
next
our
next
next
on
this
is
our
next
budget
committee
meeting
is
scheduled
for
Tuesday
September
26th
at
10.
A.M
that
day
we
are
set
to
hear
from
the
human
resources
and
information
technology
departments
with
that
we've
concluded
all
business
to
come
before
the
committee
today
and
without
objection
We
Stand
adjourned.
Thank
you.
