It
was
constructed
in
2016
on
a
parcel
where
two
historic
buildings,
which
you
can
see
here
in
tan
brick,
on
the
right
and
at
the
center,
where
these
two
historic
buildings
were
preserved,
while
the
remainder
of
the
lot
was
redeveloped
into
a
new
six-story
building
constructed
around
the
historic
buildings.
Now
the
building
in
question
is
the
black
four-story
building
at
the
center
of
this
photo,
the
applicant
proposes
to
build
out
the
vacant
ground
floor,
commercial
tenant
space
inside
this
building
to
serve
as
a
new
bakery
and
Wine
Cafe.

This
use
requires
mechanical
equipment
needing
one
Air,
Supply
vent
and
one
air
return
vent.
The
only
exterior
changes
to
the
building
will
be
the
installation
of
two
lubers
20.5
in
x,
24
in
for
the
first
and
21.5
by
12
in
in
size
for
the
second,
these
will
be
placed
in
the
upper
half
of
two
storefront
window.

Looks
no
historic
materials
exist
in
this
building
constructed
in
2016.
Thus,
no
historic
materials
will
be
affected.
Staff
has
received
no
comments
on
the
proposed
project
in
terms
of
findings.
Staff
finds
that
the
proposal
meets
all
certificate
appropriateness
findings,
with
the
exception
of
design
guideline
St,
Anthony,
Falls,
historic
district
design.
Guideline
7.6a,
which
states
minimize
the
visual
impacts
of
building
equipment
as
seen
from
the
public
way
and
do
not
locate
equipment
on
a
primary
faide
primary
wall
penetrations
for
HVAC
equipment
are
not
permitted.
Nevertheless,
as
you
know,
staff
is
recommended
approval
of
this
application.

The
applicant
proposes
to
install
two
vents
less
than
four
S
ft
in
area
each
on
the
upper
lights
of
a
historic
storefront
along
henpen
Avenue,
which
again
you
can
see
here,
depicted
in
the
lower
photo.
This
the
this
photo
amended
to
depict
what
the
the
two
proposed
louvers
will
look
like.
These
vents
are
required
by
the
mechanical
code
to
provide
fresh
air
intakes
and
returns
to
the
proposed
First
Floor
Bakery
and
Wine
Bar
tenant
space.
It's
important
to
note
that
residential
condominium
units
extend
several
floors
above
and
behind
this
commercial.

can
see
that
deped
here
I
want
to
thank
the
applicant
team
for
working
with
staff
to
address
the
questions
that
we
had
in
an
effort
to
try
and
make
sure
that
there
weren't,
better
Alternatives,
less
visible
alternatives
to
place
this
mechanical
venting.
We
did
explore
and
the
applicant
provided
floor
plans
demonstrating
the
difficulty
with
which
it
would
take
it
would
the
difficulty
required
to
penetrate
multiple
floors
with
numerous
different.

Owners
proposed
vents
will
utilize
this
the
material
and
same
finish
employed
by
the
existing
storefronts
of
this
non-historic
building,
helping
to
ensure
the
least
visual
impact
upon
nearby
historic
buildings.
The
applicant
also
did
a
nice
job
of
documenting
precedents
around
the
building.

you
can
see
on
the
Second
Street
Southeast
facade
some
existing.

two
statements
on
page
six
of
your
report.
Right
before
the
recommendations
you
say
as
conditioned,
the
project
will
protect
the
property
from
alterations
that
are
not
sensitive
to
the
building's
historic
significance.
But
then,
in
the
recommendation
section
the
only
conditions
are
the
ones
related
to
time
frames
for
the
continued
application
of
the
approval.

That
is
a
good
observation.
One
could
say
that
the
two
conditions
that
have
been
presented
before
you
meet
that
statement
or
one
could
say
that
you
know
perhaps
over
the
course
of
negotiating
with

applicant
and
discussing
this
among
staff.
Certain
ideas
and
and
possible
conditions
got
left
on
The
Cutting
Room
floor
and
that
Clause
did.

Oh
commissioner,
strs
as
as
written,
that
is
a
factual
statement,
but
it's
not
a
necessary
statement
because,
as
condition
that
the
two
conditions
listed
in
the
staff
report
definitely
support
staff's
assertion
that
the
application
meets
the
findings
of
the
Heritage
preservation
regulations.
But
it's
not
necessary
to
state
that
as
conditioned
it
does.

believes
that
as
proposed,
it
does.

us

be
there
as
long
as

commissioner
from
our
group
that
have
received
a
scholarship
so
but
I
encourage
you

attend
and
I
hope
to
see
you.

to
mention
that
appointments
for
the
next
year
for
open
seats
will
open
this
Friday
September
15th
and
it
will
close
on
October,
30th
or
October.

it'll
be
the
end

October,
but
there
will
be
a
new
process

taking
it.
Everything
will
be
online,
but
I
will
talk
further
just
about
some
efforts
to
recruit.

to
make
a
note
that
at
the
most
recent
council
meeting,
the
Celly
house
was
recommended
for
designation,
so
that
will
proceed
through
the
final
steps
before
becoming
a
landmark
of
which
there
are
just
very
few,
but
it
it
is,
is
not
completely
final
yet
and
then
also
that
this
afternoon,
at
the
biz
committee,
a
recommendation
was
made
to
accept
a
certified
local
government
grant
for
the
resurvey
of
the
Fifth
Street
Southeast
historic
district,
which
will
be
the
first
step
in
the
multi-year
effort
to
rewrite
those
design
guidelines,
but
that
is
it.
