the
Business
Development
Group
within
cped.
My
team
administers
the
commercial
property
Development
Fund
program,
also
known
as
the
ownership
opportunity
fund
program.
It
is
first
authorized
back
in
2020
when
the
program
guidelines
were
approved.
Since
then,
the
city
council
has
approved
about
20
loans
for
projects,
most
of
which
have
since
closed
and
the
loans
have
been
dispersed.
We
have
done
loans
around
various
parts
of
the
city.

I
believe
we
have
done
two
loans
early
on
in
your
Awards
or
in
terms
of
for
the
Jax
hardware
and
Becca's
Bakery
projects,
and
we
are
talking
with
some
other
prospects
from
various
words
right
now
and
right
now,
we
are
in
the
process
of
juggling
our
the
money
that
we
have
appropriated
for
the
program
with
the
tremendous
amount
of
demand
and
interest
that
we're
seeing
from
the
program
we've
been
talking
with
many
different
projects
and
some
of
which
have
been
talking
about
for
a
few
years.

do
have
a
focus
on
trying
to
benefit
properties
that
were
significantly
damaged
during
the
civil
unrest
from
2020,
and
so
we're
looking
at
our
Pipeline
and
always
try
and
juggle.
How
do
we
meet
the
demand
and
that
we
have
given
what
our
budget
is
and
given
what
our
program
priorities
are.

able

asset
or

authorize

multi-million
dollar
contribution

fund

arpa
funds,

addition

the
budget

success

quite
sure

development
staff

well.

A
recent
study
by
work
rise
shows
that
tight
labor
markets,
increase
earnings
and
Mobility
for
disadvantaged
workers
well
beyond
periods
of
unemployment,
so
entering
the
labor
market
during
a
tight
labor
market
provides
a
protective
and
positive
effect
over
the
long
term,
and
it's
really
largest
for
those
that
they,
who
has
for
people
that
have
historically
been
left
behind,
and
it
even
reduces
the
duration
of
future
unemployment
spells
during
economic
downturn.
So
our
work
right
now
really
is
as
urgent
as
ever
and
I.
Thank

investing
in
the
public
Workforce
system
in
Minneapolis.

Developing
our
Workforce
is
a
key
component
of
the
city's
Economic
Development
strategy
and
we're
really
fortunate
to
have
some
of
the
most
expert
staff
in
Workforce
Development
in
the
state
on
our
team
at
the
city
and
I
have
a
few
with
me
here
today.
We
also
have
very
strong
Partnerships
with
our
non-profit
providers,
who
do
the
work
every
day
of
helping
job
Seekers
get
and
stay
on
a
career
path.
So
I
want
to
just
talk
a
little
bit
about
my
story.

I
was
once
once
one
of
those
job
Seekers,
which
is
how
I
got
into
an
employment
and
training
I
was
I,
was
laid
off
from
a
job
at
an
environmental
non-profit
and
went
through
job
seeking
Services
as
a
dislocated
worker
client.
They
helped
me
with
my
resume.
They
helped
me
by
interviewing
clothes,
since
literally
all
I
had
at
the
time
were
jeans
and
t-shirts.
They
helped
me
put
a
heater
in
my
car
and
my
Dodge
Aspen,
because
I
had
no
heat
in
the
middle
of
the
winter.

Eventually,
the
agency
helping
me
hired
me
so
I
went
on
to
work
for
several
non-profits
before
I
was
hired
at
the
city,
but
looking
for
work
is
really
hard
work.
So
that's
my
story
and
I'm
grateful
for
the
public
Workforce
system
that
it
was
there
for
me
and
that
it
continues
to
be
there
for
people
that
are
unemployed
and
underemployed.

a
slide,
I
guess

The
this
is
the
workforce.

Innovation
Opportunity
Act
is
the
legislation
that
creates
our
federally
defined
local
Workforce
boards
guiding
and
it
guides
the
composition
of
our
boards,
as
well
as
providing
guidance
on
programming,
and
you
can
see
the
iterations
of
the
federal
law
here,
we've
been
through
several,
and
this
is
actually
how
we're
organized
in
our
state
there's
16
local
Workforce
Development
boards
across
the
state,
and
it
covers
all
87
counties
and
we're
a
member
of
the
Minnesota
Association
of
Workforce
boards,
which
is
the
Statewide
Association
representing
all
local
boards.

And
this
the
Statewide
Association
focuses
on
things
like
coordination
and
communication
across
the
workforce
system.
It
does
professional
development
training
and
it
also
does
some
federal
and
state
advocacy
local
boards
are
business-led.

outcomes

we're
also
always
looking
at
improving
Services
of
the
system
of
the
career,
Force
system

speaking
of
career
Force.

is
how
this
is
you'll
see
this
brand
career
force.
Is
the
brand
you'll
see
this

our
materials?

used
to
be
called
our
system
used
to
be
called
Workforce
centers,
and
now
it's
branded
as
career
force
with
local
Workforce
boards,
providing
the
Operational
Support
to
the
50
careerforce
locations
across
the
state,
and
we
do
that

collaboration

with
deed
and
other
partners,
and
so
and
it's
a
dual
customer.
Both
job,
Seekers
and
employers
are
served
through
this
system
in
Minneapolis,
you
probably
know
we
have
two
locations.
There
are
comprehensive
centers
at
800,
West
Broadway
in
North
Minneapolis,
and
then
our
affiliate
site
is
at
Lake
in
Chicago
in
South
Minneapolis.

And
then
some
key
functions:
I
won't
read
these,
but
this
is
point
a
few
of
the
areas.
One
of
the
most
important
is
the
developing
of
our
Workforce
plan,
a
regional
local
plan
for
Workforce
programs,
we'll
start
that
process
in
the
fall
and
other
core
functions.
I'll
point
out
here
include
things
like
engaging
employers,
developing
promising
practices
and
then
career
Pathways,
along
with
the
selection
of
our
service
providers
and
key
purposes.

So
that
includes
people
that
are
formally
incarcerated,
young
people
that
are
aging
at
a
foster
care,
for
example,
highly
mobile,
mobile
and
homeless
individuals,
along
with
people
that
are
long-term
unemployed,
just
to
name
a
few
and
here's
how
how
and
where
we
work
on
the
right
side.
You'll
know
you
know
these
are
our
partners
in
our
work,
our
non-profit
service
providers.
They
come
before
you
every
year
to
we
provide
best
practices
Awards.

Many
of
you
know
them,
and
these
are
strategically
chosen
providers
who
are
located
in
the
areas
of
the
city
where
those
most
in
need
can
receive
culturally
appropriate
Services
close
to
where
they
live
also
the
left
side.
These
are
collaborative
examples.
These
are
our
Partnerships,
so
we
work
not
only
locally.
We
work,
Metro,
Wide,
Statewide
and
nationally
and
Partnerships
are.
The
main
goal
here
is
to
provide
a
coordinated
approach
to
Service
delivery,
so
job
Seekers
can
receive
the
right
services
to
meet
their
needs
and
then
I'll
get
into
some
outcomes.

Nearly
8
000
residents
served
and
we're
doing
things
like
providing
work,
experience,
internships,
job
placement,
Services
people
are
upgrading
skills.
The
average
wage
gain
last
year
was
five
dollars
and
fifty
cents
per
hour,
which
means
that
they
are
earning
that
much
more
per
hour
than
before.
They
started
with
us.
Also
in
the
lower
right
hand,
corner
you'll,
see
job
fairs
about
2
000
people
received
Services
through
just
job
fairs.

And
some
key
investments
just
to
highlight
a
few
things.
Thanks
to
your
support,
we've
been
able
to
do
things
like
guaranteed
basic
income
pilot
fund
Outreach
projects.
It's
an
ambassador
project
also
subdue
we're
developing

curriculum
for
work
Readiness,
so
that
all
residents
can
learn
job
Readiness
skills.
So
these
are
key
Investments
last
year
and
this
year
that
we're
really
thankful
for
and.
