A
D
Thank
you,
chair,
Ellison
I,
just
wanted
to
State
for
the
public
record
on
item
number
four:
the
collective
bargaining
agreement
for
Local
82,
firefighters,
we're
working
with
our
staff
director,
Maloney
I'm;
sorry,
I'm,
sorry
for
pronouncing
your
name,
but
our
director
over
Labor
Management,
who
helped
to
get
us
to
this
place
of
having
a
contract
and
to
be
able
to
do
a
presentation
on
this
in
the
coming
weeks.
That
way,
everyone
can
be
familiar
with
some
of
the
great
terms.
D
That's
been
settled
in
this
contract,
especially
knowing
that
there
was
lots
of
labor
engagement
around
the
firefighters
contract
in
St
Paul
and
wanted
to
show
that
we're
doing
our
due
diligence
to
support
our
firefighters
and
workers
here
so
really
excited
to
work
with
staff
to
get
that
presentation
and
one
to
let
that
be
stated
for
the
record,
since
we
weren't
able
to
do
it
today,.
A
Thank
you,
Mr
wansley,
any
other
discussion
on
the
consent
agenda.
Seeing
no
further
discussion,
I'll
move
approval
of
the
agenda,
all
those
in
favor
say
aye
aye,.
E
A
Motion
carries,
oh
also
supposed
to
say
no
all
right.
That's
what
I
thought
that
motion
carries
and
the
consent
agenda
is
approved.
Mr.
A
A
C
Thank
you,
Mr
chair
members
of
the
committee,
I
thought
I
might
begin
this
morning
by
explaining
the
need
behind
this
and
then
a
little
bit
of
sense
of
Miss
dockendorf
who's
with
me
today
and
then
be
happy
to
answer
questions.
C
It's
well
known
to
everybody
on
this
committee
and
outside
City
Hall,
then
July
the
city
received
a
I
would
call
it
a
Visionary
conceptual
framework
for
Community
safety
in
the
form
of
the
report
of
the
safe
and
thriving
communities
led
by
Dr
off
Telly.
Having
I
would
say,
tried
to
read
the
150
Pages
the
first
time,
I'm
back
to
a
more
deeper
reading
and
I.
Think
any
reading
would
suggest
that
it
has
a
great
amount
of
research
analytics
and
conceptual
Frameworks
and
conceptual
Frameworks
and
policies
and
procedures.
C
I
also
think
there's
widespread
consensus
among
this
should
be
among
the
highest
priorities
of
the
new
OCS
commissioner
to
undertake
the
design
and
the
implementation
of
those
Concepts,
bringing
forth
organizational
structure
that
will
be
able
to
design
and
implement
it.
I've
seen
the
transition,
as
my
responsibility
and
I
actually
haven't,
had
a
chance
to
address
I.
C
Think
the
councils
directly
on
this
is
to
to
create
building
blocks
of
the
new
commissioner
to
make
decisions
I,
don't
think
that
in
interim
should
be
making
the
decisions,
but
I
also
don't
I,
do
think
that
to
achieve
momentum,
and
hopefully
a
pathway
of
the
new
commissioner
to
make
decisions
both
review
and
make
decisions
that
this
is
a
part
of
trying
to
bring
resources
to
OCS
in
the
event
that
we
can
create
those
building
blocks.
I
can
say
just
in
the
few
weeks
sort
of
looking
at
this.
C
It
is
a
substantial
opportunity
in
some
other
daunting
challenge
to
think
about
implementing
that
report
at
the
same
time,
actively
managing
five
first
responder
organizations,
but
I
know
that
the
current
for
staff
of
the
Commissioner's
Office
are
going
to
need
to
grow.
So
this
is
a
part
of
that
I
would
say
pipeline
of
Staffing
decisions
and
the
need
to
recruit
and
bring
into
an
organizational
development
framework
the
the
leadership
of
the
Commissioner's
Office
over
a
period
of
time.
C
Ms
mcintorff
has
deep
skills
in
my
on
that
and
I'll
touch
on
those
in
a
moment,
but
to
sort
of
level
Set.
What
where
we're
at
today
today,
the
four
staff
are
Jared
Jeffries,
whom
you're
aware
of
a
new
Administrative
Assistant
who's
in
her
fourth
week,
a
new
Pio
officer
who
started
actually
this
week,
embedded
in
the
police
department
and
another
Pio
officer
who
is
in
the
OCS
office
providing
Communications
assistance.
There
is
a
consultant
currently
I
would
say
providing
Communications
and
management
oversight.
C
There
is
posted
a
director
of
communications
of
OCS,
and
that
would
be
one
of
the
two
areas
that
the
new
commissioner
would
have.
We
hope
strong
prospects
to
decide
whether
they
want
to
make
a
higher
in
that
position.
I
think
that
my
Impressions
reinforced
by
listening
to
some
of
the
discussions
about
council
members
and
people
in
the
community
is
that
transparency
and
accountability
is
the
importance
in
developing
this
new
community
safety
plan
and
I.
Think
you
know
having
your
director
of
communications
that
can
support
that
function
within
OCS
would
be
important.
C
I've
had
experience
in
the
other
Deputy
CEO
job
of
searching
and
recruiting
Executives
of
the
City
of
Minneapolis
with
the
HR
department
and
by
the
way
I
should
say
that
I've
discussed
with
director
Odom
this
proposal
and
she
welcomes
it
from
the
standpoint
that
it
will
bring
resources
to
these
important
searches.
C
We've
had
the
the
current
director
of
communications
is
posted.
One
of
the
concepts
which
we'll
be
working
on
even
in
the
next
couple
of
weeks
is
a
leadership
director
role
in
the
office
of
community
safety,
with
the
understanding
that
I
won't
be
making
that
decision,
but
I
think
in
terms
of
disclosure
I'm,
just
using
a
working
title
and
emphasize
a
working
title
as
the
Director
of
community
safety,
design
and
implementation.
Those
are
the
phrases
I
used
as
I
discussed
the
off
tele
report
and
we
will
be
bringing
that
forward.
C
We
hope
in
the
next
week
or
so,
which
just
was
initially
discussed
with
the
mayor's
office
last
week.
So
I
thought
I
shouldn't
appear
here
today
without
at
least
giving
you
a
sense
of
where
we're
going
and.
C
I
guess
I
would
conclude
by
offering
the
observation
that
the
tremendous
challenges
and
opportunities
facing
the
office
of
community
safety
require
engaging
people
of
experience
and
talent
to
encourage
them
and
understand
why
this
is
a
great
opportunity.
I've
had
the
privilege
of
doing
that
around
the
cped
director
search
in
the
last
few
weeks
and
actually
with
obviously
coo
leading
the
deputy
clo
position
that
I
held
as
a
known
her
before
these
conversations
are,
are
full
of
good
questions
about
the
opportunities
and
the
challenges
and
I
think
we
need
to
do
the
same
in
OCS.
D
Thank
you,
chair,
Ellison,
so
I
just
want
to
name
in
for
office
of
community
safety.
Thank
you.
So
much
touched
on
this
of
being
new
to
the
work
necessarily
and
still
digging
into
that.
100
page
safe,
and
you
know
thriving
communities
report
that
Dr
off
tele
commission
and
has
spent
a
year
working
on
where
I'm
a
bit
confused
of.
D
Why
we're
looking
to
bring
in
support
from
Ryan
companies
around
this
is
we
already
have
an
existing
contract
with
Dr
otelli
the
person
who
actually
co-wrote
this
report
with
his
staff.
From
my
understanding,
we've
spent
tens
of
thousands
of
dollars
on
that
contract
and
also
for
the
past
year,
Dr
ottelli
has
come
before
Council
multiple
times,
saying
that
he
will
work
with
leadership
within
OCS
within
with
council,
with
the
executive
Administration
to
execute
the
very
recommendations
that
he
helped
to
create
within
this
report.
D
So
I
don't
understand
why
we're
not
working
with
the
direct
expert
who
helped
made
this
report
possible?
Who,
who
has
said
for
years
well
over
a
year
now
that
he's
willing
to
execute
help,
support
execution
of
this
report?
Why
not
extend
contract
with
him
as
opposed
to
working
with
Ryan's,
which
no
don't
know
about
you
know
the
person
who's
being
considered
back
Ross?
He
is
represented
here
in
the
RCA,
but
we
actually
have
Dr
off
Tilly,
who
is
within
our
reach
and
who
has
wrote
this
report
and
is
willing
and
ready
to
help
us
execute.
C
Councilman
Watley,
we
are
talking
with
Dr
off
Telly
about
the
substantive
work
and
there
is
a
discussion
of
funding
that
we're
going
forward.
I,
don't
believe
that
and
I
think
you
touched
on
this
point:
I,
don't
believe
that
he's
currently
under
contract,
so
we're
grateful
that
he
has
reached
out
and
offered
and
we're
in
the
process
of
looking
at
that.
It
won't
go
to
the
level
of
hiring
talented
people
here.
It
will
provide
a
kind
of
a
thought
leadership
that
the
report
suggests.
C
We
still
need
to
hire
local
leadership,
executive
leadership
and
that's
where
Ms
dockendorf's
expertise
and
organizational
development
comes
in,
so
they're
really
two
different
functions.
If
I
can
say,
one
is
utilizing
Dr
off
tele,
but
the
other
is
hiring
staff
or
at
least
presenting
opportunities
for
the
new
commissioner
to
hire
staff
that
will
actually
do
the
the
the
the
work
of
Designing
with
Dr
off
Telly
and
others
and
others.
The
work
of
the
community
safety
concept
to
implementation.
D
D
Even
at
the
high
level
and
from
my
understanding,
we've
worked
with
contractors
like
Dr
off
Telly
to
bring
them
into
a
hiring
process,
which
is
what
I'm
hearing
you
name
to
make
sure
that
our
hiring
process
is
actually
bringing
in
people
who
has
the
skills
that
would
be
in
alignment
with
the
recommendations
that
he
created
so
I
don't
see
the
disconnect
of
not
having
Dr
off
Tilly
be
part
of
constructing
a
hiring
process,
because,
even
in
his
report
to
us
his
name
he's
from
here
he's
from
you
know,
South
Minneapolis.
D
He
constantly
Raves
about
that
of
why
he
wanted
to
do
the
work
here
and
give
back
to
his
community
as
an
African-American
man
and
a
leader
in
in
creating
a
space
around
comprehensive
Public
Safety
and
give
giving
blueprints
to
what
we
have
right
now
to
me.
It
seems
like
he
would
fit
in
this
context
of
Performing
some
of
the
same
functions
that
you're
looking
to
have
you
know,
executive
from
Ryan,
Companies
perform
so
I'm,
still
not
understanding.
I
would
say
why
we're
not
utilizing
Dr
off
Tilly's
and
his
full
capabilities.
D
As
someone
who
was
from
here
as
a
known
leader
in
this
field
and
as
someone
who
put
together
the
very
report
that
you're
going
to
have
to
come
in,
if
you
you
know,
have
this
contract
or
RCA
approved
to
execute
and
for
those
reasons,
I,
the
the
rationale
that's
being
provided
just
doesn't
seem
to
sit
well
with
that
and
why
I
won't
be
supporting
it.
I've
also
named
the
other,
problematic
pieces
and
I
think
you
somewhat
touched
on
this
in
your
email.
D
Responded
to
some
of
the
council
members
about
this
item
of
the
perceived
conflict
of
interest
of
having
a
developer,
also
work
to
lead
the
search
for
the
director
of
CPAP.
That
is
also
very
concerning.
D
D
We
also
know
that
Ryan
Companies
has
a
major
role
in
the
current
housing
market
and
one
in
which
the
production
of
housing
that
they're
involved
in
is
not
affordable,
so
and
I
think
we're
trying
to
reconcile
those
challenges,
and
that
is
actually
a
challenge
that
this
new
director
will
have
to
step
into.
D
So
I
will
say
it
would
be
beneficial
for
us
to
look
at
having
you
know
a
non-developer
aligned
support
in
helping
us
figure
out
who
is
going
to
take
on
this
next
challenge
of
supporting
our
c-pad
department
and
getting
to
that
goal
of
actually
building
true,
affordable
housing.
That
also
is
deeply
grounded
in
extending
necessary
protections
for
renters,
so
I
would
also
say.
For
that
reason,
I
can't
support
this
item.
D
Honestly,
if
you
would
have
made
the
motion
to
say
hey,
could
we
look
at
our
contingency
fund
and
move
necessary
dollars
or
look
at
OCS
OCS
budget
and
move
necessary
dollars
to
hire
Dr
off
Tilly
I
think
this
Council
would
be
more
than
willing
to
support
that
motion,
because
we've
respected
the
work
that
Dr
aftelly
has
done
to
advance
this
work
around
comprehensive
safety
that
to
me
seems
more
in
alignment
of.
If
we
needed
funding,
we
could
have
found
out
ways
to
do
that
to
make
sure
Dr
off
Telly
could
be.
D
A
Thank
you,
councilman
burkoski,.
G
Thank
you,
Charleston
Mr.
She
I
just
had
a
quick
question
about
I
understand,
so
we're
looking
at
predominantly
then
organizational
development
support
that
that
will
be
given
from
Ryan
Companies.
Could
you
go
in
a
little
deeper
about
what
that
means
and
what
that
process
would
look
like,
and
why
the
wanting
to
bring
in
an
expert
for
this
piece.
C
If
I
had
the
org
chart,
it
would
be
easier
to
do
visually,
but
if
you
can
visualize
for
a
moment,
a
commissioner
and
five
departments
down
here
that
have
operated
I
would
say
collaboratively,
but
not
in
an
entirely
aligned
way.
That
I
think
they
might
be
able
to
under
the
office
of
community
safety
and
working
to
hire
people
and
look
at
how
those
how
those
positions
are
created
both
to
in
terms
of
job
descriptions
and
postings
requires.
C
In
my
my
experience
and
I
think
in
the
in
the
director
of
Odom's
experience
a
background
in
HR
that
Ms
dockendorf
has
I
have
some
experience
in
this
kind
of
activity,
so
I
would
hope
that
I
can
contribute
to
that.
But
if
we
end
up
with
four
searches
that
would
be
teed
up
for
the
new
commissioner
to
decide
which
is
right
now,
the
director
of
communications,
which
is
outstanding,
the
director
of
community
safety,
design
and
implementation.
C
There
are
two
policy
analysts
which
are
currently
in
the
supplemental
budget
and
I
acknowledge
that
hasn't
been
approved
by
that
by
the
council.
So
I
don't
want
to
be
premature,
but
I
want
to
be
planful.
If
you
will,
there
are
two
additional
media
funded
media
specialist
positions
which
we
are
currently
trying
to
prioritize
within
the
organization,
so
part
of
it
is
just
with
one
chief
of
staff
and
one
assistant
trying
to
find
I
would
just
say,
thought
expertise
that
can
assist.
C
You
know,
first
and
foremost
me
and
the
the
the
office
in
coming
up
with
a
concept
that
we
can
present,
hopefully
in
the
near
future,
for
for
the
next
commissioner
to
build
out
those
positions
and
those
roles
and
I
would
say
in
consultation
with
Dr
oftelli.
If
we
can
find
the
ability
and
the
resources
to
do
that,
I
know
I
first
day
at
the
job,
I
didn't
think
I'd
probably
bring
a
supplemental
budget
to
this
committee.
I
thought
I
might
try
and
bring
some
free
resources.
G
Thank
you.
That's
helpful.
I
just
wanted
to
get
a
better
understanding
that
we're
going
to
be
seeing
another
presentation
with
a
completely
different
I'd,
say
org
chart
for
OCS
than
what
we've
seen
before.
Potentially
here.
C
That's
the
goal
here:
okay,
that
is
I,
mean
because
it's
become
a
topic.
I
mean
I,
think
without
having
to
talk
to
the
chair
of
that
committee.
What
happens
to
be
in
the
room?
C
I
would
hope
that
the
presentation
of
the
public
safety
and
health
committee,
which
is
our
quarterly
report,
I,
think
on
September
13th,
might
be
a
place
subject
to
the
chair
and
subject
to
the
mayor,
but
but
I
will
just
say
that
I'm
pointing
trying
to
get
that
picture
in
front.
This
discussion
is
valuable
to
me
in
terms
of
how
to
think
about
both
the
organization
development
questions
but
sort
of
the
first
impressions
and
I
think
you
know.
C
In
fairness
in
the
commissioner
understand
that
this
is
the
interim
trying
to
create
a
path
of
transparency
and
communication
with
the
council
that
will
serve
the
office.
A
Put
myself
in
queue
and
then
we've
got
a
few
more
questions
from
Vice
chair,
wansley,
I
appreciated
the
email
and
I
was
going
to
raise
the
concern
of
having
you
know,
I'm
sure,
miss
dockendorf's,
expertise
and
professionalism
is
not
questionable,
but
zooming
out
having
someone
from
Ryan,
you
know.
Looking
for
a
c
pad
director
certainly
has
the
appearance
of
a
conflict
of
interest,
and
so
I
appreciate
that
and
I
don't
have
the
RCA
right
in
front
of
me.
A
I
was
able
to
read
the
background,
but
I
guess
I'll
refer
to
the
clerks.
What
would
be
the
best
way
to
delete
that
portion
of
this
item?
The
portion
that
says
that
Miss
dockendorf
would
be
a
part
and
I
hope
I'm
pronouncing
your
name
correctly,
would
be
a
part
of
the
c
c
pad
director
search.
What's
the
best
way
for
us
to
ensure
that
that
gets
deleted
from
this
item.
F
Thank
you,
Mr
chair
I'm,
looking
at
the
request
for
Committee
Action
right
now
and
I'm
just
trying
to
find
the
section
you're
referring
to
do
you
see
it?
Oh
it's
in
the
resolution.
F
A
We'll
certainly
do
that,
and,
and
so
thank
you
for
the
email.
Thank
you
for
the
understanding.
A
A
You
know
this
is
something
you
know:
free
resources,
I'm
sure
there
are
a
lot
of
transferable
skills
that
miss
dockendorf
is
going
to
bring
to
this
work,
I'm
happy
to
support
that,
but
wondering
if
you
would
be
and
I
might
make
the
motion
anyway,
but
I
just
wanted
to
get
your
insight
into
if
we
were
to
delay
this
item
so
that
we
could
have
some
time
to
figure
out
what
potentially
Dr
off
Telly's
role
could
be,
so
that
those
things
could
pass
concurrently.
A
What
would
you
know?
How
did
this
would
that
slow
the
work
down?
Would
that
be?
Would
you
see
that,
as
a
major
impediment,
a
slight
impediment
just
wanted
to
get
your
your
impression?
No.
C
So
that's
that
little
other
committee,
I
I,
think
that
and
I'll
just
say
because
and
I'll
be
asked
is
the
doctor
of
Telly
opportunity,
which
is
I
indicated,
has
started
at
least
with
an
email
in
the
last
week
or
so
we'll
take
some
time
I
think
to
to
configure
the
specifics
of,
but
I
may
come
back
and
say
here's
the
thinking,
and
we
do
think
that
in
the
stock,
entire
resources
will
be
useful
but
I
understand
the
the
desire
to
delay.
A
A
I
do
think,
there's
a
pathway
for
that
I
think
having
a
little
bit
of
reassurance
and
and
a
little
bit
of
buy-in
and
how
we're
moving
forward,
because
you
know
sometimes
we
can
make
commitments
here
in
committee
and
then
we
move
along
and
the
ball.
You
know
ball
gets
dropped
and
so
I
I
may
make
the
motion
to
delay
this
item.
A
One
cycle
and
I
guess:
I,
don't
have
to
do
this,
but
I
will
State
for
the
record
I
do
plan
to
to
support
this
I
think
that
you're
I
think
that
I'm.
You
know
I
think
that
you're
going
to
bring
a
lot
of
transferable
skills
to
this
work,
and
so
this
isn't
an
indictment
or
your
professionalism
or
your
capabilities,
but
just
wanting
to
make
sure
that
we
move
forward
in
a
way
that
can
get
us
to
hopefully
near
unanimous
decision.
A
So
I'm
gonna
go
ahead
and
make
that
motion
and
then
there's
still
a
little
bit
of
further
discussion.
Starting
with
Vice
chair
wansley,.
D
Thank
you,
chair,
Ellison
I
support
that
motion
I'm,
really
excited
to
hear
that
you
also
mentioned
that
you're
definitely
excited
to
bring
back
Dr
off
Tilly
to
be.
You
know
a
lead
part
of
this
work
since
it
took
18
months
to
get
there
and
I
want
a
name.
D
You
know
we
started
off
with
Dr
off
Telly,
then
for
some
reason
that
work
or
his
presence
in
this
workway
M.I.A
for
several
months,
and
we
finally
just
got
him
back
in
July
to
be
able
to
like
give
a
fully
fleshed
out
report
so
one
to
make
sure
it's
not
that
Gap
repeated
and
really
helping.
You
know,
build
the
trust
in
OCS
and
I.
D
Think
that
is
your
goal
too,
and
want
to
make
sure
that
the
organizational
development
is
in
alignment
with
bringing
in
people
who
have
the
qualifications
to
carry
out
the
work
that's
outlined
in
this
report
and
to
meet
that
that
mandate,
that
our
constituents
want
around
a
comprehensive
public
safety
system.
D
So
my
end
goal
is
absolutely
to
work
with
you
to
figure
out
how
we
can
bring
back
Dr
off
Tilly
and
make
sure
that
you
know,
since
we
hold
the
purse
of
the
city
like
like,
whatever
resources
is
needed
to
ensure
his
close
relationship
to
this
work.
I
think
would
be
great.
So
thank
you
so
much
chair
Ellison
for
making
that
motion
not
supported
as
well.
Thank.
G
Thank
you,
Charles
I
just
had
a
quick
question.
I
know,
I
just
heard
you
say
about
September
13th,
bringing
Ford
some
kind
of
new
recommendation,
I.
Think
if
we
delay
I'd
just
be
curious
to
know
if
we
delay
this
today.
What
is
the
effect
of
your
preparations
for
the
new
commissioner
or
how
will
this
affect.
C
Well,
I
respect
the
chairs
prerogative
today,
if
it
were
moved
on
to
the
council,
that
would
just
save
a
cycle,
but
we're
going
to
be
we're
going
to
be
prepared.
I
mean
that's
my
job
and
if
we
just
have
to
run
a
little
faster,
the
second
half
of
September
and
October,
depending
on
the
timing
of
the
new
commissioner,
then
we'll
do
that,
because
I
do
think
that
this
is
the
beginning
of
a
discussion
that
has
multiple
committees
involved.
C
We
have
the
budget
chair
and
this
committee
government
oversight,
and
you
know
public
and
health
safety,
so
I
I
want
to
make
sure
that
the
council
members
across
the
board
have
what
they
need.
The
lane
is
the
best
course
of
act
at
this
point
in
time.
We'll
be
continuing
these
discussions
and
other
committees
and
I.
Welcome
that
opportunity.
A
Thank
you,
councilmember
Vita
thank.
H
You
chair,
Ellison
I,
just
wanted
to
quickly
clarify
that
there
was
no
Gap
in
Dr
off
Tilly's
work.
He
was
actually
he
and
his
team
were
actually
working
on
the
report
and
then
came
to
present
when
they
were
prepared.
Dr
aftelly
was
contracted
before
I
was
elected
and
others
to
this
Council
to
do
the
work.
H
The
money
that
he
received
was
before
I
got
here
and
I
learned
of
him
actually
from
Council
council
member
Payne
and
so
I
reached
out,
asked
him
about
his
report
and
what
was
going
on
and
we've
had
two
presentations
so
far.
I
would
also
like
to
say
that
Dr
abtelli
has
a
job
outside
of
this
report,
so
I'm
happy
to
support
you
today,
chair
Ellison,
in
getting
a
little
bit
more
information
from
Dr
off
Tilly
I.
H
Don't
I,
don't
think
it's
fair
to
say
that,
like
we
should
just
be
working
with
him
and
we
don't
know
where
he
is
on
the
issue.
You
know
I
think
we
need
to
have
time
to
ask
him.
What
does
he
see
his
role
being
in
this
and
I
mean
I
know
he
wants
to
help,
but
at
what
capacity?
I
think
it's
super
important
and
so
I'm
happy
to
support
your
motion
today.
H
A
Thank
you,
councilmember
Vita,
councilmember,
Chavez,.
B
Chair
I'll
send
this
question:
if
you
can
help
answer
this
or
if
the
clerk
can
help
answer
this
question
in
regards
to
the
resolution
and
this
delay,
will
it
include
with
the
delay
under
gift
removing
the
an
executive
Search
process
to
fill
the
director
of
community
planning
in
Economic
Development
position
and
then
that
way
when
it
comes
back,
it's.
A
Power
will
be
gone
yeah.
Absolutely.
If
thank
you
for
that,
and
yeah
I
would
like
to
sort
of
clarify.
The
motion
would
be
to
delay.
The
first
motion
would
be
to
delete
those
Those
portions
of
the
of
the
of
the
motion
before
us,
and
then
the
second
part
would
be
to
delay.
If,
if
the
count,
if
the
committee
is
amenable,
we
can
just
take
both
of
those
at
the
same
time,
but
that
would
be
the
the
full
extent
of
it.
Thank
you,
councilmember
Chavez.
A
Is
there
any
other
discussion?
You
know
I
will
say.
Hopefully,
if
everything
goes
right,
this
will
come
when
this
next
time
this
comes
before
us
it'll
pass
through
easily
and
I
would
hate
to
you
know,
sort
of
summon
Miss
dockendorf
twice,
but
if
you've
got
a
moment
to
address
the
council
now,
just
in
case,
you
can't
make
it
this.
When
this
comes
back
to
committee,
would
would
definitely
welcome
an
introduction
to
you
and
allow
you
to
to
speak.
I
Thank
you
good
morning,
I
appreciate
the
ability
to
to
talk
with
you
what
what
Lee
generously
wrote
in
terms
of
my
qualifications,
I'll.
Just
summarize
so
I've
been
a
human
resources
executive
for
most
of
my
career,
mostly
in
for-profit,
private
and
public
companies,
to
address
your
question
directly,
councilman
Caskey.
So
the
the
position
as
Lee
and
I
have
talked
about.
I
I
served
on
the
the
city
council
of
Chanhassen,
the
city
of
Chanhassen,
as
well
as
the
Public
Safety
Committee,
and
the
Southwest
Metro
Transit
Commission,
both
as
chair
of
that
commission,
as
well
as
executive
director
interim
executive
director,
so
I
get
the
the
public
private
World
connecting
with
governmental,
but
also
the
fact
that
organizational
design
is
not
simply
an
org
chart.
I
It's
really
figuring
out
how
those
disparate
organizations
that
are
used
to
you
know
operating
as
silos
really
need
to
work
together
and
communicate
and
institutionalize
that
in
the
practices
and
norms
and
understandings
of
the
and
behavior
of
the
people
who
lead
those
organizations.
So
that's
how
I
Envision,
both
the
recruiting
of
people
who
have
experience
and
know
the
city
well,
but
also
understanding
the
need
for
change
and
how
to
work
within
with
leaders
of
other
departments.
So
I
look
forward
to
the
opportunity.
I
I
I'm
at
the
Twilight
of
My
Career,
so
I'm
looking
forward
to
retirement-
and
this
feels
just
like
you
know
the
without
going
too
long-winded.
One
of
the
Perils
of
announcing
your
retirement
months
and
months
in
advance
is
that
your
agenda
gets
really
short
of
list
of
things.
To
do
so.
I
find
myself
with
capacity
and
I
would
love
to
sit
to
serve
the
City
of
Minneapolis.
With
this
effort.
Well,.
A
Thank
you
so
much
and
yeah
it's
a
pleasure
to
meet
you
and
and
appreciate
you
know
the
offer,
and
so
you
know
that's
all
all.
A
See
if
my
colleagues
have
any
questions,
no
questions?
Okay,
thank
you
with
that.
I
will
move
the
motion
as
given
to
delay
this
item.
One
cycle,
all
those
in
favor
say
aye
aye,
all
those
opposed,
say,
nay.
That
item
is
delayed.
Thank
you
all
for
the
discussion.
So
next
we
have
a
presentation
in
response
to
a
legislative
directive
related
to
state
and
federal
funding,
opportunities
for
climate
change
mitigation,
green
infrastructure,
water
quality
and
storm
water
management.
I'll
now
invite
Katie
Topeka
to
give
the
presentation.
J
Thank
you,
chair
Ellison
and
council
members.
I
am
here
with
senior
budget
analyst
from
the
budget
office,
Devin
Pullman.
J
We
will
be
presenting
together
in
response
to
this
legislative
directive
and
just
wanted
to
note
that
the
response
to
this
directive
was
compiled
with
support
from
a
number
of
departments,
including
Public,
Works,
Health,
the
sustainability
office
and
c-ped,
and
so
I'm
just
going
to
give
a
little
bit
of
a
contextual
overview
about
IRA
and
iija,
and
then
I'll
turn
it
over
to
Devin
to
go
into
details
about
the
legislative
directive
and
the
different
pieces
that
the
there's
also
a
written
response
attached
to
the
agenda.
That
goes
into
more
detail.
J
Just
some
of
the
context
around
this.
There
are
historic
levels
of
new
federal
funding
available
through
the
infrastructure,
investment
and
jobs
act
or
iija,
and
the
inflation
reduction
act
or
IRA.
Some
of
the
resources
available
include
tax
incentives
and
Municipal
governments
are
actually
eligible
for
those
tax
incentives.
There's
also
consumer-focused
rebates
and
then
a
variety
of
Grants
and
loans,
and
so
the
city
has
already
pursued
some
of
the
funding
opportunities
under
these
two,
these
two
pieces
of
legislation
and
is
going
to
continue
to
do
so
and
we'll
go
into
more
detail
about
that.
J
So
iija
included
1.2
trillion
dollars
Nationwide
and
the
primary
intent
was
to
accelerate
needed
upgrades
of
core
infrastructure
through
direct
Grant
investments
in
research
and
development
and
infrastructure
modernization.
So
there's
a
list
of
some
of
the
opportunities
here
on
this
slide,
including
things
like
grid
modernization,
new
electric
transmission,
Energy,
System,
resiliency
and
reliability,
upgrades
electric
vehicle
charging
infrastructure
improvements
to
Energy
Efficiency
of
buildings,
smart
manufacturing,
carbon
capture
and
carbon
utilization
projects
and
renewable
energy
projects.
J
The
inflation
reduction
Act
was
a
737
billion
dollar
bill.
It
included
a
number
of
different
things,
including
some
Revenue
raisers.
It
included
an
Affordable,
Care
Act
extension.
It
also
included
a
provision
to
allow
Medicare
to
negotiate
prescription
drug
prices.
That's
we're
not
obviously
well,
maybe
not
obviously,.
J
Lower
energy
costs,
reduce
carbon
emissions,
and
the
goal
is
to
reduce
carbon
emissions
by
40
percent
by
the
year
2030.,
so
that
just
provides
the
context
of
what
these
two
large
pieces
of
federal
legislation
did
and
some
of
the
opportunities
available
and
just
wanted
to
give
also
a
little
more
context
that
some
of
these
funding
opportunities,
some
of
the
funding,
has
been
out
there
and
we've
been
able
to
apply
for
some
of
it.
J
There
is
a
large
chunk
of
this
money
that
we
haven't
even
seen
on
a
opportunity
yet
to
apply
for
so
just
want
to
keep
that
in
mind.
As
we're
presenting,
you
will
see
that
we
have.
The
city
has
applied
for
a
number
of
opportunities,
but
there's
a
lot
more
work
that
will
happen
in
the
coming
months
and
years
really
to
evaluate
the
opportunities
that
are
out
there
as
we
learn
more
details
from
the
federal
government.
E
Thank
you,
Miss
topinka,
chair,
Ellison,
Vice,
chair
wansley,
council
members.
My
name
is
Devin
Pullman
with
the
budget
team
and
as
Mr
pinka
mentioned,
the
primary
departments
that
have
applied
for
these
funds
are
really
Public
Works
in
the
health
department
and
then
to
some
degree,
see
pet
as
well.
E
We
chose
to
fold
in
housing
because
Energy
Efficiency
is
such
a
critical
component,
both
for
renters
homeowners
and
those
buildings,
as
we
move
into
what
the
city
has
actually
applied
for
this
correlates
with
pages
one
through
four
of
the
written
report,
where
there's
more
detail
on
each
of
these
funding
sources,
but
I
will
highlight
here
briefly.
Under
the
iija
we've
applied
for
the
cities
applied
for
five
opportunities,
one
has
been
received,
one
we
will
receive
via
formula
allocation.
One
has
been
denied,
but
then
the
remainder
are
pending.
E
So
on
the
slide,
the
items
in
blue
are
grants
that
we
have
been
awarded
and
unless
otherwise
noted,
there's
one
that
we
have
not
been
awarded.
Unfortunately,
but
the
other
ones
are
all
pending.
One
of
the
ones
that
we've
received
is
in
public
works
and
it's
the
strengthening
mobility
and
revolutionizing
transportation
grants
program.
The
Smarts
program
for
just
under
two
million
dollars.
E
That's
a
pilot
program
to
test
new
technologies
related
to
curbside
demand
along
8th,
Street
I'll,
try
and
highlight
a
few
of
these
there's
so
many
of
them,
but
I
did
want
to
do
justice
and
highlight
just
the
diversity
of
things.
The
city
is
really
looking
at
suing
as
well
as
how
that
meets
some
of
the
directives
within
this
legislative
directive.
E
With
respect
to
the
IRA,
there
are
four
opportunities
that
have
been
applied
for
and
one
has
been
received.
We
received
the
enhanced
air
monitoring
and
communities
grant
for
just
over
four
hundred
and
eleven
thousand
dollars.
The
health
department
is
collaborating
with
residents
in
green
zones
to
monitor
air
quality,
also
to
create
curriculum
and
develop
Hands-On
activities
with
respect
to
air
sensors
and
then,
lastly,
to
increase
understanding
of
hyper
local
Air,
Pollution
sources
and
strategies
to
mitigate
those.
So
that's
already
activity,
that's
underway
and
resources.
E
We've
already
been
able
to
accomplish
through
the
IRA
at
this
point
in
time,
moving
to
the
right
hand,
column
in
the
state
and
local
front.
A
number
of
things
here
that
we
have
been
awarded
one
I'll,
highlight
briefly:
this
is
from
State
bonding
the
Central
City
Tunnel
storm
water
project
received
9.9
million
dollars
from
State
bonding
funds
this
past
legislative
session.
E
Some
of
you
I'm
sure,
are
aware
of
that,
but
that
significant
State
bonding
resources
I
wanted
to
be
sure
to
highlight
those
as
well
with
respect
to
two
of
the
pending
grants
that
we
have
applied
for
wanted
to
go
into
a
little
more
detail
about
Safe
Streets
for
all
which
Public
Works
has
applied
for
this
is
through
iija.
It's
a
20
million
dollar
Grant.
So
pretty
significant
and
sizable
the
goal
of
this
funding
net
or
federally
there's
about
a
billion
dollars,
that's
nationally
available
to
Regional
local
tribal
initiatives
to
prevent
roadway
deaths
and
serious
injuries.
E
Minneapolis's
application
focuses
on
the
adopted,
Vision
zero
action
plan,
supporting
safety
improvements
along
high
high
injury
streets
and
priority
locations
within
that
action
plan.
All
safety
improvements
would
be
implemented
with
permanent
materials,
and
they
include
some
of
the
examples
on
this
slide.
Pedestrian
safety,
Islands,
Street
lighting
improvements,
curb
medians
traffic
signal
safety,
improvements,
pedestrian
curb
extensions.
Those
types
of
things
if
awarded
funding
would
be
would
run
from
2024
through
2029
for
project
implementation.
E
You
know
you
get
into
these
really
short
Grant
Cycles,
where
you
have
to
hurry
up
and
spend
the
money,
but
having
a
little
more
time
to
make
those
necessary
improvements,
can
really
benefit
the
city
and
allow
us
to
do
more
with
those
resources
with
respect
to
another,
pending
Grant,
the
health
department
will
receive
via
formula
allocation,
Energy,
Efficiency
and
conservation
block
grant
funding
for
just
over
424
thousand
dollars.
They
do
have
a
planned
partnership
with
the
city
of
Lakes
Community,
Land
Trust.
E
Many
of
you
are
probably
familiar
with
this
organization:
they
serve
households
at
80
percent
of
area,
median
income
to
help
to
support
and
promote
home
ownership,
and
this
funding
will
support
Energy
Efficiency
projects
in
their
residential
property
portfolios.
They
have
small
Residential
Properties
one
to
four
units
to
help
again
increase
that
housing
and
Energy
Efficiency
they're
in
the
second
question
in
the
legislative
directive
relates
to
an
assessment
of
future
funding
opportunities.
E
This
correlates
to
Pages
five
through
nine
in
the
written
report
and
I'll
note
that
this
is
a
fairly
comprehensive,
but
yet
still
preliminary
assessment
of
funding
opportunities.
We
will
continue
to
refine
what
opportunities
the
city
intends
to
pursue
and
prioritize
those
opportunities
to
make
sure
they
align
with
city,
council
and
Department
priorities.
E
I'll
also
note
that
the
city
will
continue
to
follow
our
financial
policies
on
grants
which
require
Council
approval
for
Grant
applications
that
are
250
000
or
above
in
monetary
value.
If
matching
dollars
are
required
by
the
grant
source,
and
if
the
grant
implementation
has
hiring
implications.
Among
other
things,
the
policies
require
that
the
grant
has
to
adhere
to
our
any
adopted
Plans
by
the
city.
That
type
of
thing
as
well,
so
we
you
will
continue
to
see
Grant
applications
move
forward
for
Council
action
within
Ira.
E
The
city
is
reviewing
13,
distinct
funding,
opportunities
to
tax
incentive
opportunities
and
then
one
opportunity
for
multi-family
HUD,
assisted
properties
that
wouldn't
be
the
city
directly
applying,
but
could
be
a
partner
organization
of
the
city
applying
for
funding
and
as
Miss
topinka
mentioned,
the
tax
credit
opportunities.
I
just
really
wanted
to
highlight
that
for
a
minute,
it's
really
unique
and
distinct.
A
traditionally
Municipal
governments
have
not
been
able
to
take
advantage
of
tax
incentive
opportunities
and
with
this
legislation
we
now
are
through
something
called
direct
pay.
E
E
The
next
question
in
the
legislative
directive
asks
for
a
summary
of
funding
opportunities.
The
city
will
pursue
so
again.
We
see
that
this
list
will
only
grow,
and
hopefully
some
of
those
initial
grants
on
that
introductory
slide
that
we're
pending,
we'll
see
them
move
into
the
blue.
In
the
awarded
status,
that's
the
goal,
but
there
continue
to
be
other
grants
that
we
are
teeing
up
and
looking
at
applying
for
under
IRA
and
iija.
There's
a
greenhouse
gas
reduction
fund
solar
for
all
Grant,
that's
fairly
significant.
E
We
are
the
city
is
contributing
to
the
state
of
Minnesota's
application
and
that
Grant
purpose
is
to
increase
solar
in
low-income
communities
and
disadvantaged
communities,
and
the
uses
are
for
residential,
solar
or
residential
focused
Community
solar
projects.
So
we
are
looking
at
partnering
within
the
state
of
Minnesota's
application,
looking
at
applying
for
the
energy
future
grant.
That
requires
three
Municipal
governments
to
apply
jointly
together.
So
health
is
collaborating
with
others
to
investigate
that
opportunity
and
see
if
we
might
put
something
forward
there.
E
Similarly,
we're
taking
a
look
at
Federal
surface
Transportation
funds
that
would
be
applied
for
and
accessed
via
the
Met
Council
and
then
a
couple
of
things
I'll
highlight
on
the
other
state
and
federal
side:
Mississippi
watershed
management
organization,
Capital,
Improvement
fund
I'm,
looking
at
applying
for
950
000
there
for
the
South
Side
Green
Zone,
HUD,
LED
Hazard
control,
that's
an
existing
Grant.
We
continue
to
apply
for,
but
we
remain
committed
to
moving
toward
a
lead-free
City
for
residents
and
families
and
children,
Minnesota
Housing
Finance
Agency
the
impact
fund.
E
That's
a
new
Metro
sales
tax
established
in
2023
and
administered
via
the
Met
Council
public
works,
participates
on
the
Metropolitan
Council
committee.
That
will
help
set
priorities
for
those
that
funding
stream.
So
it's
nice
to
see
our
integration
into
helping
to
be
able
to
inform
those
funding
priorities.
E
The
last
question,
an
important
one
relates
to
staff
or
contractual
needs
to
maximize
successful
applications,
and
contractual
support
is
included
in
the
mayor's
budget
recommendation
to
help
support
and
bring
in
some
contractual
support
to
help
us
again
develop
a
funding
strategy.
Looking
at
some
of
those
new
direct
pay
types
of
incentives,
helping
make
sure
we
maximize
opportunities
and
prioritize
funding
that
we
would
be
best
competitively,
positioned
for
and
then
helping
just
to
track
and
manage
deadlines
oftentimes.
E
Some
of
these
grants
have
multiple
application
deadlines,
kind
of
an
attempt
to
apply
a
regular
one
and
just
making
sure
we're
continuing
that
class
collaborative
departmental
work.
That's
been
undertaken
and
is
already
happening
here
at
the
city
level,
so
we
do
have
a
cross-departmental
working
group.
That's
been
established
and
we're
starting
to
look
at
procurement
and
best
models
around
what
we
would
like
to
see
through
that
contract
to
best
support
this
on
ongoing
work
at
the
city.
So
we
can
leverage
these
really
important
resources.
E
A
Thank
you
so
much.
We've
got
a
few
questions,
starting
with
Vice,
chair
wansley,.
D
Thank
you,
chair,
I
was
saying
first,
thank
you
to
our
staff
for
helping
pull
together
our
departments
to
provide
information
about
funding,
centralized
funding
for
reaching
many
of
our
like
climate
Justice
goals,
which
are
now
outlined
in
our
climate
Equity
plan
that
we
just
passed,
which
has
hundreds
of
action,
steps
that
the
city
or
we're
going
to
be
responsible
carrying
out
for
carrying
out
for
the
next
couple
years
and
has
a
huge
price
tag
attached
to
it.
But
as
of
now
also,
we
have
no
funding
sources
really
identified
to
advance
that
work.
D
So
this
has
been
really
helpful
in
helping
provide
some
context
on
how
we're
looking
to
support
that
work,
because
we're
going
to
need
tens
of
millions
of
dollars
to
do
it.
To
do
all
the
things
that
you
outline
here
from
climate
change,
mitigation
to
Green
infrastructure
and
development
of
our
green
Workforce
and
the
IRA
or
the
new
dollars,
through
that
the
iija
their
their
to
help.
Meet
The,
Gap
and
I'm
really
appreciative
that
staff
is
going
to
be
applying
for
some.
D
Some
of
those
grants
are
in
process
for
applying
already
has
received
some,
but
I
did
want
to
flag
a
couple
grants
that
we're
not
applying
for
that
I
think
were
pretty
significant
for
the
work
that
we're
trying
to
do.
It
looks
like
we
did
not
apply
for
the
protect
grants,
which
is
it
stands
for
promoting
resilient
operations
for
a
transformative,
efficient
and
cost-saving
transportation
so
again
making
those
investments
into
our
transportation
system.
D
These
are
funds
for
programs
to
increase
resiliency
to
the
worsening
impacts
of
climate
change
or
not
Transportation
infrastructure,
which
we
know
is
rough
here
during
the
winter
time.
I
also
wanted
to
flag
another
opportunity
or
missed
opportunity
with
the
brick
Grant.
That's
the
building,
resilient
infrastructure
and
communities.
A
grant
is
a
FEMA
Grant
and
it's
one
to
shift
away
from
a
reactive
disaster.
D
D
I'll
send
this
to
you
all
too
The
Watershed
and
flood
prevention
opportunities,
Watershed
Rehabilitation,
carbon
dioxide,
Transportation
infrastructure,
large-scale
water,
Recycling
and
reuse
projects,
healthy
streets
program,
congestion,
relief
program,
low
or
no
emission
buses,
the
national
infrastructure
project
assistance
and
rebuilding
American
infrastructure
with
sustainability
and
Equity
reconnecting
communities
and
carbon
reduction.
So
collectively
these
are
other
grants
that
represent
millions
of
dollars.
That's
still
on
the
table
that
we
could
be
looking
to
apply
for
or
that
can
also
support.
D
Many
of
the
actions
that's
identified
in
our
climate
Equity
plan,
but
just
wanted
to
say
this
is
a
great
start.
I'm
really
excited
to
see
the
movement
on
existing
grants.
Hopefully
we
get
additional
dollars
from
some
of
those
that
are
pending
and
would
love
to
continue
being
in
conversation
with
staff,
which
I
can
send
the
list
that
I
mentioned
over
to
see
how
we
can
support,
which
I
know,
is
a
tedious
process.
As
someone
who
did
Grant
applications,
how
we
can
also
maybe
pursue
some
of
those.
E
Chair
Ellison
advice
to
her
wansley
I,
really
appreciate
the
work
you've
done
to
identify
some
additional
opportunities
and
I.
Think.
As
you
noted,
this
is
a
start
and
you
know
we've
undertaken
some
some
amount
of
work,
but
it
is
going
to
kind
of
take
this
Village
and
I
appreciate
you
being
a
key
part
of
that
so
happy
to
appreciate
the
follow-up
list.
I've
taken
some
notes
and
we'll
have
we're
happy
to
keep
plugging
away
and
evaluating
kind
of
all
the
best
fit
opportunities.
So
thank
you
for
bringing
those
to
today's
meeting
no
problem
in.
A
You
yeah
thank
you.
Vice,
chair,
onesley,
yeah,
I
know
that
I've
worked
with
the
health
department
and
a
number
of
Grants
as
well
to
pursue
mostly
tree
canopy.
You
know
kind
of
related
stuff,
and
so
it's
always
good.
When
Council
officers
can
be
a
capacity
ad,
because
I
know
that
the
work's-
not
it's
not
easy
and
and
people
don't
have.
We
all
got
the
same
number
of
hours
in
the
day.
A
So
great
I
knew
I
know
that
I,
don't
think
that
there
are
any
other
questions
from
Council
I'll
I'll
see.
If
my
colleagues
have
any
further
questions,
I
really
do
appreciate
the
presentation
as
well
and
and
and
yeah
it
was
great
to
see
you
know
it
was
great
to
see
the
whole
list,
but
especially
when
I
saw
you
know,
lead
remediation
and
some
of
those
other
things
that
we
are
pursuing.
It's
a
huge
deal.
A
It
has
a
you
know
this
stuff
can
feel
tedious
in
the
day-to-day
when
we
do
it
applying
for
Grants
and
that
kind
of
stuff.
But
when
the
work
gets
executed
and
there
are
less
people
you
know
you
know
experiencing,
you
know
adverse
effects
of
lead.
Poisoning
or
experiencing
increased
opportunities
when
it
comes
to
Transportation
or
or
or
climate
relief,
climate
change
relief.
It
makes
a
huge
deal
in
people's
lives.
A
So
thank
you
for
the
presentation
and
we've
got
a
few
more
comments
or
questions
from
Council
Vice,
chair,
wansley,.
D
Just
a
quick
one
on
the
I
believe
it
was
the
say
for
all
Grant
only
because
I
know
this
was
a
big,
also
priority.
Among
some
council
members,
around
traffic
coming
and
wasn't
sure
I
saw
some
things
around
traffic
signals
in
the
presentation,
but
it
would
be
good
to
know.
Is
this
grant
also
going
towards
supporting
our
traffic
calming
measures
because
I
know
that
has
it?
D
It
would
be
great
if
there's
a
budget
change
item
that
Public
Works
will
be
presenting
to
us
in
the
coming
weeks,
but
wasn't
sure
if
they
were
seeking
support
for
this
grant.
For
that
particular
line
item
too.
E
Yeah,
thank
you,
chair
Ellison
and
vice
chair
wansley,
council
members.
Certainly
some
of
the
indicators
that
they
are
looking
at
using
the
funds
for
would
support
traffic
calming
including
things
like
curb,
medians
and
curb
protected
intersections.
So
my
understanding
is
yes.
A
Great
seeing
no
further
questions,
thank
you
for
the
presentation
and.
A
See
no
further
discussion
I'll
ask
the
clerk
to
file
the
report.
I
was
looking
at
what
action
we
had
to
take
on
this,
but
as
a
receiving
file.
So
thank
you
all
thank
the
community
today
with
that.
We've
concluded
all
business
to
come
before
the
committee
and
if
there
are
no
objections,
we
are
adjourned.
