inspector
of
the
first
precinct
I'm
here
today
on
behalf
of
the
chief
along
with
Sergeant
Infante
and
then
director
McPherson,
to
seek
your
consideration
and
approval
for
a
joint
Powers
agreement
with
the
Minnesota
State
Fair
for
Public
Safety
assistance
during
the
state
fair.
The
dates
of
this
jpa
would
Encompass
August
23rd
through
September
5th,
with
both
the
23rd
and
5th
being
set
up
in
tear
down
with
the
main
dates.

would
be
that
we
would
be
assisting
them
of
Thursday
August
24th
through
Labor
Day,
which
is
Monday
September
4th.
Essentially,
it
would
be
our
entire
mounted
team
that
would
be
providing
assistance
over
there
during
the
course
of
those
days.
We
currently
have
24
members
to
include
Sergeant,
Infante
who's,
the
full-time
supervisor
of
the
unit
and
then
officer
Juke,
who
is
a
full-time
officer
assigned
under
him.
Their
duties
right
now,
Encompass
taking
care
of
our
herd
day
to
day,
and
they
would
be
over
there,
along
with
other
22
other
part-time
members
of
our
team.

prevent

monitor

patrol
from
working
in
downtown

typically
on
Friday

nights,

would
schedule
the
nights
that
the
mounted
unit
would
be
downtown,
assisting
with
our
late
night
bar
close.
We
did
not
have
consistent
coverage,
meaning
not
every
single
Friday
and
Saturday
night
they're
down
there.
This
would
Encompass,
it
should
be
just
two
weekends,
Fridays
and
Saturdays,
and
we
would
not
have
mounted
Patrol
in
downtown
on
those
two
weekends.

want

add
a
comment
to
in
all
of
our
contracts
like
this,
including
Buy-Back
contracts,
we
reserve
the
right
to
pull
back
our
officers,
including
Mount

Patrol.

there's
something
that
is
going
on,
that
happens
that
we
feel
that
we
need
the
Staffing
that
we
are
not
obligated
to
keep
those
officers
and
those
horses
at
the
fair.

impact,
it
sounds

it's
up

10
folks.
It
sounds

this
optional
overtime

overtime

just
the
operational
impact
on
dedicating
our
staff
to
this.

early
on,
in
the
conversations
because
of
the
Staffing
and
me
being
a
Precinct
inspector,
I
understand
how
short
we
all
are
and
the
effect
that
would
have
on
other
units
and
precincts
throughout
the
city.
So
early
on
in
conversations
I
made
it
explicitly
clear
that
we
couldn't
be
pulling
officers
off
of
the
street
to
go
over
and
and
work
the
the
state
fair,
that
the
agreement
would
be
that
those
willing
to
go
over
and
assist
would
be
doing
it
on
their
off
days.

virtually
every
hour
of
the
the
656
hours
is
officers
who
would
otherwise
be
on
an
off
day
who
have
agreed
because
they
really
want
to
participate
and
assist
at
the
state
fair
to
come
in
during
a
day.
That
would
be
their
off
time
and
they'd
be
working
over
there
at
the
state.

up
against
limits

many
total
hours
folks
can
work,
whether
sequentially
or
in

assigned

the
mounted
unit
are
on
a
part-time
basis.

full
time

events
or
details
that
we
have
for
the
mounting
unit.
They
would
be
doing
so
in
a
part-time
capacity,
so
they
may
be
assigned
to
the
first
precinct.

a
little
fun
fact.
My
office
pulled
up
that
on
most
days
during
its
12-day
run,
the
Minnesota
State
Fair
becomes
the
third
largest
city
in
our
state.
After
Minneapolis

average
daily
attendance
last
year
was
152
000
people,
so
I
appreciate
us
being
able
to
help
out
in
this
way.
