first
time
I'm
here
for
something
like
this.
It
was
my
understanding.
I
was
coming
here
in
HR
and
I
would
be
presenting
on
these
issues
today,
but
so
there's
only
two
positions
that
are
being
brought
up
today,
but
that's
part
of
several
others
that
would
be
coming.

So
there's
a
state
law
in
Minnesota
from
1961
that
limits
the
Minneapolis
Police
Department,
and
only
the
Minneapolis
Police
Department
to
three
Deputy
Chiefs,
we're
in
the
process
of
working
with
legislators
to
get
that
statute
repealed
because
the
reality
is,
you
know
in
order
to
move
forward
with
police
reform
and
also
to
address
the
very
serious
issues
we
have
with
crime,
as
well
as
the
issues
that
we
have
with
Community
engagement
and
Trust
building
in
the
city.

We
need
people
in
positions
to
have
that
level
of
accountability
and
there's
several
items
that
are
part
of
the
confidential
negotiations
between
the
city
and
the
mdhr
that
actually
require
higher
levels
of
review,
and
we
will
need
people
on
the
executive
level
to
complete
those
reviews.
So
essentially,
the
the
overall
structure
would
be
to
have
the
executive
level
of
the
police
department
be
more
stratified
to
look
a
little
bit
similar
to
the
fire
department.
The
fire
department
currently
has
two
assistant
Chiefs
and
seven
Deputy
Chiefs.

The
police
department
has
one
assistant
chief
and
three
Deputy
Chiefs.
We
have
a
sworn
Chief
of
Staff
who
functions
for
all
intensive
purposes.
As
a
deputy
chief,
he
oversees
a
bureau
which
is
the
same
as
what
the
other
Deputy
Chiefs
do,
but
because
of
the
law
from
I
am
told
because
of
the
law
from
1961.

So
the
department
would
be
broken
down.
According
to
those
two
Deputy
Chiefs
I'm,
sorry
assistant
Chiefs,
one
for
operations,
which
is
the
bulk
of
the
agency.
That's
where
Patrol
and
investigations
are
that's
everything
that
we
do
to
address
serious
crime
and
then,
on
the
other
side,
an
assistant
chief
to
oversee
all
the
community,
engagement,
trust,
building
activities,
Internal
Affairs,
all
those
types
of
things
and
then
moving
forward
in
a
consent,
decree
or
consent
decrees.
We
would
be
required
to
have
someone
on
the
deputy
chief
level.

would
oversee
you
know:
consent
decree,
implementation,
constitutional
policing,
that
type
of
thing?
The
other
thing,
the
other
position
that
I
see
as
being
necessary
in
the
Minneapolis
Police,
is
to
have
a
deputy
chief
specifically
over
internal
affairs.
Currently,
the
deputy
chief
over
Professional
Standards,
which
deals
with
other
things,
training,
Wellness
administrative
functions,
also
oversees
internal
affairs
I
believe
that
the
backlog
and
just
the
volume
of
serious
issues
we
have.

to
ensure
that
we
have
the
level
of
accountability
that
we
need
requires
someone
on
that
level
to
oversee
just
Internal,
Affairs
I,
actually
added
three
additional
investigators
to
Internal
Affairs
since
becoming
the
chief
just
simply
to
bring
us
in
line
with
what
the
National
Standard
is
for
internal
affairs
investigators
around
the
country.
Generally,
the
standard
is
recognized
as
being
one
investigator
for
every
100
sworn
officers
and
when
I,
when
I
took
this
office,
we
were
not.
We
had
two
investigators
for
everyone,
I'm,
sorry
less
than
one
for
every
every
100
sworn.

So
that's
the
general
structure,
other
things
that
will
be
required
for
the
city
to
do.
We
will
be
required
to
have
a
police
department
unit
to
implement
the
consent
decree
that
will
require
additional
civilian
hires.
That
I
think
we've
spoken
about
before,
but
those
are
not
things
that
I
think
would
would
have
to
come
before.
The
committee
I
actually
have
a
a
proposed
org
chart.
That
shows
a
lot
of
this
if
you
all
are
interested,
but
that's
generally
the
the
overview.

important
for
us
to
have
broader
discussions

these
positions

context
understand
how

mdhr

potential

coming
consent
decree
sort

line
up
with
the

positions
within
the
part
department,

also

positions
outside
of
the
department
and
I
know
that
those
conversations
are
confidential,
but
they're
not
confidential
from
the
council,
and
we
haven't
finalized
those
agreements
yet,
and
so,
and
so
that's
all
I
think
you
know
I'm
looking
for
is
just
not
only
an
explanation
of
the
positions
but
inability
or
an
opportunity
to
put
these
positions
in
their
context
and
and
really
understand,
as
we
take
them
up
one
or
two
at
a
time
over
the
next
couple
of
months,
we'll
have
a
still
we'll
have
an
understanding
of
the
broader
picture
of
the
full
context.

I
thought
that
we
were
gonna
have
an
RFP
on
this.
That
was
going
to
come
up

if
there's
some
staff

can
speak
to
this.
Maybe
to
just
tell
me
how
we've
ended
up
here
again,
where
we
are
asking
for
a
two-year
multi-million
dollar
extension
for
this
contract
and
we're
Outsourcing
it
as
well
is
a
problem
for
me.

process

crafting
the
RFP
that
will
go

expect
to
publish
it
probably
mid-march
mid
to
late
March
of
this
year
and
then
we

start
contract
negotiations

supplier
is
that
we
choose,
and
that
would
take
us
through
most
of
this
this
year.

two-year
extension
and
it's
really
a
up
to
two
years
would
allow
us
a
roughly
a
9
to
12
month
transition.
If
we
move
to
a
new
supplier,
and
so
we
would
be
in
a
position
in
which
we're
actually
having
two
suppliers
for
up
to
a
year,
and
so
we
need
that
overlap,
and
so
that's
that's
why
the
extension
just
probably
feels
longer
than
it
kind
of
has
maybe
some
of
that
sticker
shock
associated
with
it.

main

this
is
a
a
vendor
that
is
hosting
our
a
data
center
for
internally
hosted
applications,

so
we
have
several
hundred
servers
and
databases
that
are
operating
out
of
that
out
of
that
data
center
and
then
there's
a
managed
Services
component
to
provide
backup
patching.
You
know
some
of
the
of
that
that
level
of
service
around
those
those
the
servers
that
are
there.

was

and
worked

back

brought

positions
in-house

former
vendor
Unisys
I,
know,
is
doing
all
of
it.
Desktop
support
and
and
support
for
the
call
center
and
all
of
that
and
and
those
positions
have
since
been
brought
in-house
are
unionized
and
it
is
the
work
of
the
I.T
Department.

Taking
that
seriously
and
doing
that
effort
that
got
us
to
this
point
today
and
then
the
other
piece
I
just
want
to
add
for
colleagues-
and
this
is
just
sharing
from
my
background
as
somebody
in
it
is
that
you
know
the
the
a
lot
of
these
things
really
do
need
to
be
outsourced
such
as
data
centers,
such
as
some
of
these
additional
supports,
because
at
that
level
you
are
getting
the
degree
of
equipment.

lot

value
in
that
and
I
think
for
those
that
want
more
information.

conversations

sure
the
team

be
happy

all

pros

cons
of
different
paths
and
directions

degree

additional

support
that
I
think
it

lot

sense,

also
we've
got
to
make
sure
that
we
are
putting
the
city's
Service
delivery
first,
because
all
these
different
departments
really
rely
on
this
stuff.

strongly
