Let

C
Thank
you,
chair
Ellison
I,
have
comments
related
to
item
number
two
and
item
number
14,
just
so.
Staff
is
aware
in
regards
to
question
two
or
mean
item
two
related
to
the
appointment
position
and
the
racial
Equity
inclusion
and
belonging
Department
I
want
to
know,
if
there's
any
staff,
who
can
speak
to
kind
of
the
the
status
of
the
the
creation
of
all
these,
these
positions,
I'm,
seeing
a
trend
of
Staggering
and
creating
these
deputy
director
positions
under
the
the
new
government
restructure.
C
E
Council,
member
winesley,
our
president,
Olsen
I,
can
speak
a
little
bit
to
it.
I
I
am
the
one
who
gets
the
requests
for
creation
of
the
positions
and
I
know
that
they
are
kind
of
trickling
in
I.
Don't
have
any
more
information
than
that
to
be
able
to
share
just
know
that
they're
they're
coming
okay.
C
E
F
Mr
chair
and
to
councilmember
wansley,
perhaps
I
could
restate
the
question
and
see
if
I'm
getting
the
point,
and
that
is
the
creation
of
a
deputy,
Department
director
position
and
a
brand
new
Department.
Any
appointed
position-
and
this
would
be
an
appointed
position-
has
to
be
approved
through
the
council
process,
and
so
because
a
new
Department
was
created
and
there's
a
request
for
a
deputy
position.
That's
going
through
or
the
council
created
new
departments.
F
Obviously,
the
director
position
would
need
to
be
established
in
the
same
manner
as
an
appointed
position,
so
those
appointed
positions
have
to
go
through
the
process
that
goes
to
council
departments
that
exist
and
have
directors.
Don't
won't
go
through
that
process
if
there
is,
however,
a
separate
action
that
is
not
underway,
at
least
as
mine
are
saying
right
now
to
look
at
those
positions
in
Toto.
In
other
words,
now
that
we
have
all
of
these
director
positions,
are
they
appropriately
classified?
F
C
No,
you
did
answer
in
terms
of
for
new
departments,
you
know
I
know
we
just
created
the
race
and
equity
and
belonging
and
inclusion,
Department
I
know
we
also
did
the
same
for
OPI,
so
making
sure
like
we're,
standardizing
the
creation
of
those
those
particular
positions
for
those
new
departments,
and
you
provide
some
clarification
on
that
great.
Thank
you
and
then.
My
next
comment
was
related
to
item
14,
the
contract
Amendment
with
the
Center
for
Energy
and
environmental
well,
environment
for
eligible
providers
of
Workforce
Development
Services
for
2021
through
2025.
C
I'm,
just
really
excited
to
see.
You
know
the
city
sustained
and
substantial
partnership
with
Cee
around
green
Workforce
Development.
This
is
a
key
interest
of
mine
that
I've
worked
on
with
a
number
of
council
members,
especially
in
public
works,
and
it's
exactly.
The
kind
of
Investments
That
residents
have
also
been
calling
for
with
the
people's
climate
and
Equity
plan
that
I,
don't
I
know.
C
Many
of
us
have
been
made
aware
of
through
dozens
and
dozens
of
postcards
and
emails,
and
really
excited
that
again
we're
creating
jobs
that
expand
access
to
Environmental
Services,
all
across
the
city.
So
I
just
wanted
to
say:
I'm
really
excited
to
see
this
work
happen
too.
A
B
A
You
Vice
chair
wansley,
and
we
have
a
question
from
councilmember
Vita.
G
Sure,
chair
Olson
customer
reviews,
Josh
Peterson
interim
director
of
neighborhood
safety
department,
so
the
strength
group
is
one
of
the
organizations
that
applied
through
our
competitive
requests
for
proposals,
solicitation
that
came
out
for
our
Minneapolis
strategic
Outreach
initiative.
Our
violence,
interrupter
initiative,
a
strength
group
is
a
group
that
has
been
operating
on
the
North
side
for
a
number
of
years.
Here,
a
number
of
the
folks
on
their
team
have
actually
done
some
of
our
violence.
G
Interrupter
work
with
other
organizations
and
other
teams,
so
they're
familiar
with
the
model
that
we
use,
which
is
based
on
the
Cure
violence
model
out
of
Chicago.
So
they're
familiar
with
the
model,
have
some
training
in
the
model
and
they
also
have
some
pretty
deep
connections
with
some
organizations
already
on
the
ground.
Since
this
organization
is
filling
a
need
for
services
in
North
Minneapolis,
we
saw
them
as
a
group
that
was
uniquely
fit
to
provide
those
services
for
us.
G
B
A
Seeing
no
further
discussion
I'll
move
to
approve
the
consent
agenda,
all
those
in
favor
say:
aye
aye,
oh.
C
Yep
I'm
gonna,
say
I
on
all
except
item
16
and
17.
B
A
Okay,
okay,
I'll,
pull
it
up
great
and
I
think
that
the
agenda
passes.
The
clerk's
noted
all
of
the
Great.
Our
next
item
is
a
new
contract,
as
well
as
a
contract
Amendment
with
Cornerstone
advocacy
services
for
victims
of
domestic
violence.
Advocacy
Services
I'll,
now
invite
staff
to
give
us
a
brief
presentation
on
this
program.
H
H
Contract
at
issue
is,
is
an
amendment
to
the
current
contract
to
basically
get
us
through
until
March,
and
then
a
renewal
of
the
contract
and
I
just
want
to
give
you
some
background
on
what
the
purposes
of
this
of
this
contract
are.
H
Not
only
does
it
provide
needed
support
to
the
victims
of
the
crime,
but
it
also
helps
bring
the
victims
of
the
crime
into
the
criminal
justice
system
in
a
way
that
is
not
re-traumatized
re-traumatizing
and
in
a
way
that
they
feel
supported
in
their
actions,
as
you
can
imagine,
becoming
involved
in
the
criminal
justice
system
is
a
very
daunting
task.
Even
for
someone
who
is
a
crime
victim,
we
to
continue
that
work
and
to
make
sure
that
we
are
doing
the
best
work
possible.
H
We
want
to
make
sure
that
we
have
a
solid
advocacy
organization
in
place
to
work
with
the
victims
of
domestic
violence
in
the
City
of
Minneapolis.
These
Advocates
have
been
in
place
from
Cornerstone
in
this
specific
work
since
2018,
but
we
have
had
advocacy
support
in
this
role
since
2010
and
for
those
of
you,
I'm
sure,
have
all
heard
of
Cornerstone.
A
C
Yeah
more,
like
a
comment.
Thank
you
for
this
presentation.
I
was
really
excited
to
see
this
and
knowing
that,
when
it
comes
to
domestic
violence,
we
know
rates
of
those
really
jump
throughout
the
the
pandemic
and
know
that
this
is
a
issue
that
many
many
households
deal
with
and
often
feel
unsupported
and
navigating.
C
So
I
was
excited
to
ask
for
this
presentation
because
also
overall
I
know
victim
Services
is
such
a
key
area
or
key
component
of
having
a
well-rounded,
comprehensive
public
safety
system.
I
think
it's
also
very
important
that
the
public
hear
about
existing
efforts
that
you
know
our
staff.
Are
you
know
helping
us
enter
into
Partnerships
with
you
know
critical
organizations
to
do
victim
service.
You
know
related
work
and
especially
providing
you
know.
C
Support
to
people
who
are
victims
of
domestic
violence
also
I
want
to
broaden
it
out
of
natural
desires,
police
brutality
and
other
tragedies
is
crucial
towards
you
know:
promoting
restorative.
You
know
work
in
our
city
and
overall,
you
know
promoting
Wellness
for
our
community
and
I
was
really
excited
to
continue
this
work
actually.
C
Last
year,
in
December,
where
I
brought
for
a
budget
amendment,
you
know
that
advocated
for
us
to
do
a
piloted
initiative
around
victim
Services,
because
I
know
this
is
such
a
key
component
that
our
constituents
want,
while
majority
of
my
colleagues
did
not
support
in
moving
that
forward.
C
Voting
for
it,
I'm
really
excited
to
see
that
you
know
we
are
still
committed
to
doing
this
work
with
these
critical
Partners,
especially
around
such
a
again
under
you
know,
recognized
issue
like
domestic
violence
and
while
we
know
this
work
takes
placely
largely
at
the
state
and
county
level.
I'm
glad
that
we're
showing
today
that
you
know
the
city
is
also
taking
a
role
in
this
important
work
to
through
initiatives
like
this
contract.
So
I
just
want
to
say
thank
you
for
that.
H
And
thank
you
chair,
Ellison,
councilmember
wansley.
Thank
you!
So
much
for
that
and-
and
you
really
did
kind
of
nail
it
on
the
head.
During
the
last
few
years
we
have
seen
incidents
of
domestic
violence
increase
and
become
more
severe.
Strangely
enough,
we
have
not
necessarily
seen
our
case
numbers
go
up,
but
we
work
very
very
closely
with
if
you,
if
you've
been
in
the
domestic
violence
world
for
two
decades
like
I,
have
you
learn
very
quickly
that
coordinated
Community
response
is
the
way
to
go?
H
And
you
cannot
do
this
just
with
the
criminal
justice
system?
You
cannot
do
this
just
with
an
advocacy
system
you
have
to
do.
You
have
to
work
in
conjunction
and
a
lot,
and
that
became
so
clear
during
the
pandemic,
especially
because
all
of
our
advocacy
Partners
were
telling
us
how
drastically
the
call
for
services
for
their
services
went
up.
Even
if
we
were
not
seeing
cases
being
brought
to
the
criminal
justice
system
go
up.
H
Very
often,
what
we
hear
is,
even
if
there
aren't
ongoing
cases
with
a
family
that
wants
that
advocacy
relationship
is
built,
that
that
family
will
continue
to
lean
on
that
Advocate
and
will
continue
to
seek
services
and
being
able
to
be
that
point
of
intervention,
even
if
it
is
just
by
bringing
advocacy
services
and
maybe
not
even
getting
all
the
way
to
a
criminal
charge
is
so
vital
in
kind
of
this
multi-front
attack
to
the
issue.
So
thank
you
for
recognizing
that.
A
A
This
could
have
been
an
item
that
stayed
on
consent
and
then
we
would
have
just
passed
it
and
I
think
that
that's
sort
of
I'm
glad
that
we
are
able
to
talk
about
this
item
just
because
you
know
there's
such
a
focus
on
Innovation
and
the
new
thing
and
the
you
know
kind
of
always
moving
forward
that
services
like
this
contracts
like
this,
can
we
can
take
them
for
granted,
and
so
I
think
that
this
is
just
sort
of
a
a
way
for
us
to
sort
of
have
a
check
and
to
not
take
the
the
work
that
you
all
are
doing
and
that
we're
doing
as
a
city
for
granted.
A
H
This
is
a
chair,
Ellison,
councilmember
Vito.
This
is
a
extension
of
the
current
contract
and
then
there
is
also
another
part.
That
is
a
new
contract
that
would
be
starting
right
at
that
time
period.
Okay,
got
it
I
believe
three
years.
Thank
you.
Yep.
A
A
You,
yes,
thank
you
for
the
presentation,
see
no
further
questions,
all
those
in
favor
of
item
21,
please
say
aye
aye
other
supposed
to
say,
nay,
great,
and
that
motion
carries
with
that.
We've
concluded
all
business
to
come
before
the
committee
today
and
if
there
are
no
objections,
we
are
adjourned.
