tell
you
a
little
bit
about
the
program,
the
community
outreach
and
safety
program
that
we've
been
working
on
for
a
little
bit
over
a
year
and
we
have
some
new
contracts.
So
the
background
for
this
program
is
that
it
is
an
emerging
strategy.
It's
a
newer
strategy
that
creates
living
wage
jobs
in
the
for
community
members
to
work
in
their
own
neighborhoods
on
community
safety.

So
in
2023
we
authorized
1.12
million
for
out
of
General
funds
of
one-time
funding.
To
continue
this
program,
we
issued
a
request
for
proposals
in
April
of
2023
and
recently
through
a
committee
process.
We
selected
three
organizations
to
continue
the
work.
One
is
a
new
organization,
the
zika
group,
which
I
will
leave
you
to
that
in
the
actual
committee
agenda.
It's
a
rather
long
name,
a
new
Northside
organization
and
again
our
partners
from
Cedar,
Riverside
and
nerc
were
selected.

The
program
goals
are
to
provide
training,
mentorship
internships
and
employment
for
people
who
are
interested
in
law
enforcement,
criminal
justice,
private
security,
violence
prevention
or
other
related
fields
and
to
work
in
their
own
communities,
and
the
second
goal
is
to
improve
Community
safety
in
those
neighborhoods
that
have
high
crime
rates
or
other
ongoing.
Livability
concerns.

Ambassadors
in
Cedar
Riverside
did
about
1500
hours
of
community
outreach
since
August
they
established
a
24-hour
hotline
for
people
to
access
information
or
services
like
navigation
of
different
social
Social,
Service
delivery
or
other
issues
that
might
come
up
and
they've
also
performed.
An
extensive
canvas
at
Riverside
Plaza
on
identifying
different
safety
concerns,
whether
they're
building
concerns
the
actual
Plaza
and
then
they're
working
on
a
system
to
report
all
of
those
things
and
to
get
those
things
remedied.

hear

the
partners

is
wanted
to
highlight
this
work.

think
it's
really
important
work
community
members
show
on
sort
of
their
agency
and
how
they
want
to
keep
their
communities
safe,
so
we'd
be
glad

hear

partners,

we
could

I
think
we're
going

let

ambassadors
and
our
team
lead
really
explain
what
they
do
on
a
day-to-day
basis
and
their
experience
and
how
it's
benefited
them.

Generally
speaking,
though,
I
do
want
to
say
that
we're
very
proud
of
the
city
for
having
this
grant
proposal
initially
last
year,
very
much
proud
of
it
that
they
did
it
this
year,
it's
been
a
tremendous
impact
in
our
community,
be
able
to
have
second
chance,
hires
and
being
able
to
provide
that
type
of
support,
especially
people
struggling
with
a
substance
abuse
opioids
in
particular
in
our
neighborhood.
That's
the
the
main
issue
that
we've
been
facing.
That's
obviously
related
to
crime
and
I.

and

speak
about
their
experience,

Well,
thank

your

want
to
go
over
before
I
pass
things
over
to
two
of
our
ambassadors
in
the
program.
I'm
Ryan
Vasquez
I'm,
the
Ambassador
lead
I,
manage
our
sixth
ambassadors
on
behalf
of
the
neighborhood
organization,
on
board,
train
and
really
just
keep
the
ambassador
program
accountable
to
the
job
that
it's
charged
to
do
and
that
it's
funded
to
do.

I
really
can't
reiterate
enough
the
the
fact
that
this
program
is
life-saving
in
multiple
dimensions
in
the
neighborhood,
both
with
the
ambassadors
who
go
through
the
program,
as
you
know,
testified
by
a
few
folks.
Who've
been
through
our
program,
and
hopefully
we
can
get
across
to
you
guys
today.

Also
just
the
presence
and
the
safety
presence
that
we've
created
in
the
neighborhood
has
had
an
effect
on
safety
in
the
neighborhood
has
improved
the
general
quality
of
life
in
Sea
to
Riverside,
specifically
in
Riverside
Plaza,
where
the
bulk
of
our
work
is
is
focused,
although
we
are
across
the
entire
neighborhood
and
on
both
campuses.

The
work
that
the
ambassadors
do
divides
into
a
few
different
categories
of
work.
There's
Community
beautification
letter
removal
graffiti
remediation,
that
sort
of
stuff.
We
do
do
a
lot
of
that.
We
do
a
you
know,
since
the
weather
has
turned
and
is
favorable
for
Community
cleanups.
We
host
a
weekly
community,
cleanup
I'd
like
to
invite
any
member
of
council
to
come
down
and
help
us
clean
up.
You
know
Riverside
Avenue
and
Cedar
Avenue,
that
is
every
Saturday
from
11
to
3..

Our
ambassadors
are
out
there,
although
it
is
an
open
sign
up
to
anyone
in
the
community,
sometimes
we're
leveraging
up
to
10
signups
other
times.
It's
just
us.
You
know
picking
up
trash
some
more
work
that
we
do.
Youth
Outreach
is
really
really
big.
Youth
Outreach
could
be
just
you
know,
grabbing
a
basketball
and
organizing
some
of
the
kids
that
find
themselves
at
the
park
as
trusted
Role
Models
a
lot
of
times.
It
also
is
seeing
kids
run
around
the
neighborhood
and
saying
hey:
what
are
you
guys
doing
there?
D
Just
as
a
part
of
General
community
outreach-
and
we
do
find
that
youth
Outreach
a
lot
of
times
is-
is
responding
to
moms,
who
come
off
task
and
ask
if
we've
seen
their
children
that
to
me
does
convey
an
immense
amount
of
trust
that
the
community
has
in
us
to
be
coming
to
us
in
those
times
seeing
us
in
our
blue
vests,
seeing
us
branded
as
the
neighborhood
organization
and
knowing
that
our
ambassadors
are
folks
that
they
can
come
down
to
and
really
ask
for
guidance
in
in
the
vein
of
guidance.

A
lot
of
what
they
also
do
is
way
finding
and
navigation
for
folks
who
are
visiting
our
commercial
corridors.
Cedar
Riverside
does
attract
a
lot
of
people
from
outside
of
the
neighborhood,
and
it
tends
to
be
a
neighborhood
that
you
know
make
no
bones
about.
It
does
get
trashed
up
a
lot.
We
do
put
our
best
foot
forward
as
a
community
organization
show
folks
that
when
they
come
to
visit,
Cedar
Riverside
the
residents
of
Cedar
Riverside
notice
that,
and
not
only
do
they
notice
that
they
welcome
them
into
the
community.

A
lot
of
the
work
that
we
do
is
focused
on
that,
of
course,
a
a
big
chunk
of
our
work
is
around
homeless
encampments,
which
has
been
incredibly
divisive
in
our
neighborhood,
as
it
has
been
in
in
the
city
in
general.
We
give
out
Narcan,
and
in
that
respect
we
do
save
lives.
We've
also
built
a
rapport
with
the
homeless
in
the
neighborhood
who
do
not
living
in
encampments
but
are
around
in
the
parks
in
curry,
Park
and
in
different
areas.

They
come
to
us
for
Hygiene
bags.
They
do
come
to
us
actively
seeking
Narcan.
That
feels
really
good
and
I
think
that
it
to
to
our
hires,
which
are
overwhelmingly
Second,
Chance,
hires,
learning
about
Civic
engagement,
learning
about
taking
stock
and
pride
in
their
Community.
The
fact
that
that
is
the
role
that
they
are
feeling
that
folks
are
coming
to
them
for
life-saving
medicine,
coming
to
them
to
help
find
their
children
is
I,
think
something
that
is
absolutely
invaluable.

could
stand
here
all
day
and
talk
about
how
important
and
vital
this
program
is
to
our
community,
but
that
wouldn't
do
anywhere
near
as
much
justice
as
letting
you
guys
hear
from
our
ambassadors.
So
I've
brought
two
of
our
finest
today,
not
that
any
of
them
are
not
fine,
that
is
Ahmed
Omar
and
fidumo
ADI
and
I'd
love
for
you
guys
to
hear
from
them.

I'm,
the
newest
member
of
the
team
of
the
ambassadors,
so,
for
the
sake
of
brevity
and
I,
think
it's
important
for
a
context.
I'll
give
you
a
little
bit
about
my
background.
I
was
heavily
involved
with
the
drug
use
occurring
in
the
community.
Maybe
four
to
five
months
ago,
in
this
program,
inherently
saved
my
life.

If
it
weren't
for
this
program,
I
wouldn't
be
able,
I
wouldn't
have
went
to
inpatient
treatment,
gone
through
Outpatient
Treatment
and
be
where
I
am
today
right
now
my
brothers
and
sisters
are
out
in
the
community,
and
some
of
them
are
still
suffering
from
what
they're
afflicted
by
through
addiction
so
being
on
the
other
end
and
seeing
how
it
is
on
the
other
side
of
the
fence
is
something
that
allows
me
to
have
more
insight
and
perspective
that
I
wouldn't
have
for
so
yeah.

This
program
has
given
me
a
lot
of
tools
that
allowed
me
to
reciprocate
the
help
that
I
received
when
I
was
using
initially
so
right,
now,
I'm
in
a
place
where
I'm
able
to
hand
out
Narcan,
as
Ryan,
stated
to
Aid
the
homeless
and
reach
out
to
them
if
they
are
they're
feeling
distrust
and
it's
heartwarming,
and
it's
a
necessity
right
now
that
we
have
more
feet
on
the
ground
of
people
who
are
willing
to
help
others
and
be
a
part
of
the
solution
rather
than
the
problem,
so
for
the
sake
of
gravity,
I'll
leave
it
there.

These
gentlemen,
especially
Ryan
AJ
and
Tola,
have
saved
my
life.
This
program
is
just
not
a
program
it.
It's
also
mentorship.
They
coach
us
through
life
when
I
first
started
this
program.
I
didn't
have
a
lot
of
Role
Models
I
didn't
have
people
to
advocate.
For
me
to
tell
me:
I
have
a
second
chance
in
life.

They
really
did
that.
They
really
did
that
honestly
from
the
bottom
of
my
heart.
You
know
they
go
beyond
for
their
people
and
their
community
and
their
workers
and
they
care,
and
they
put,
they
gave
us
an
opportunity
to
make
something
of
ourselves
and
to
give
back
and
to
have
careers.
You
know
and
to
believe
in
ourselves
and
to
know
that
I
mean
I.

Have
a
family
here,
you
know,
honestly
speaking,
you
know,
and
we
are
our
representation
to
show
to
the
community
that
hey
people
can't
change
when
people
see
us
have
hope
for
their
children,
especially
in
theater.
You
know
in
the
substance
and
what
goes
on
and
they
see
it
through
us.
They
see
the
progress
in
our
growth,
they
see
what
we
do
they
come
and
ask
us,
you
know:
hey
our
kids
want
to
sign
up.

I
serve
as
the
supervisor
for
the
historic
preservation
team
in
the
planning
division
of
the
community
planning
and
economic
development
department.
I
am
here
to
present
a
proposal
for
Minneapolis
to
host
the
National
Alliance
of
preservation,
commissions,
biennial,
Forum
conference
in
July
2026..

The
National
Alliance
of
preservation
commissions
nepc,
for
short,
is
the
national
nonprofit
organization
that
serves
to
build
local
preservation
programs
through
education,
training
and
advocacy
local
preservation
commissions
such
as
the
Minneapolis
Heritage
preservation.
Commission,
are
composed
of
citizens
with
an
interest
in
history
and
architecture,
and
the
napc
helps
advocate
for
practices
and
programs
that
benefit
these
local
programs.

Any
funding
on
behalf
of
the
city
would
come
in
the
form
of
a
certified
local
government
grant
of
approximately
twenty
thousand
dollars
with
the
potential
cash
match
of
six
thousand
dollars
from
the
city's
budget.
Clg
grants
are
awarded
annually
to
the
historic
preservation
team
in
cped
to
carry
out
local
preservation
survey
and
research
projects.
The
2025-2026
funds
would
be
devoted
to
funding
the
conference
solely
if
the
bid
to
host
the
conference
is
accepted
by
the
national
lines
of
preservation.
Commissions.
Cped
would
bring
any
proposed
funding
to
the
city
council
for
final
approval.
