A
No,
no!
No!
No!
No
good
morning,
my
name
is
Andrea
Jenkins
and
I'm,
the
president
of
the
Minneapolis
city,
council
and
I'm,
going
to
call
to
order
this
regular
meeting
for
Thursday
March
23rd.
This
morning
we
have
multiple
resolutions
to
present,
which
we
will
do
before
taking
up
our
regular
order
of
business
and
the
first
resolution,
which
will
be
presented
by
myself
and
council
member
Vitale
and
Jackie
Hansen
will
be
an
honorary
resolution
for
the
contributions
of
Anita
Roby
there.
She
is
resplendent
in
Orange.
A
A
B
A
Honored
to
present
this
resolution
today,
honoring
Miss
Anita
Roby
for
her
service
and
dedication
to
the
City
of
Minneapolis
and
and
just
personally,
for
your
friendship
and
support
to
me
for
so
many
years.
Decades.
Now,
and
so
the
resolution
reads,
whereas
on
February
16
1993.
A
Anita
Roby
began
her
employment
with
the
City
of
Minneapolis
as
an
attendant
at
the
Minneapolis
Convention
Center
and
thereafter
she
joined
the
office
of
the
city
clerk
in
1999,
where
she
served
her
community
for
the
past
30
years
and
whereas
Ms
Roby
has
held
the
positions
of
clerk
typist
II
office,
Specialists
too
Council
information,
Specialists
and
program
assistant
during
her
tenure
with
the
clerk's
office,
demonstrating
throughout
her
tenure.
A
willingness
to
take
on
and
assume
increasing
responsibilities
and
administrative
duties
and.
C
That
is
so
true
cheerfully
greeting
assisting
and
directing
elected
officials
staff
and
the
public.
Are
you
going
to
read
some
too
Jackie?
No,
oh
okay
and
whereas
Miss
Roby
has
been
an
active
member
of
the
Minneapolis
black
employee
network
since
its
founding
in
2017
and
participated
in
its
membership
meetings
and
initiatives,
and
whereas
Miss
Roby
looks
forward
to
spending
more
quality
time
with
her
family,
her
son,
daughters
and
grandchildren,
cooking,
delicious
meals
and
traveling
with
her
large
extended
family.
They
didn't
put
this
in
here.
Miss
Anita
but
cleaning
her
basement.
A
Now,
therefore,
be
it
resolved
at
the
mayor
and
city
council.
Do
hereby
congratulate
Anita
Roby
for
her
30
years
of
service
and
commitment
to
the
City
of
Minneapolis
and
present
this
honorary
resolution,
together
with
their
most
sincere
thanks
and
appreciation
and
wish
her
much
happiness
and
fulfillment
in
her
retirement
and
future
endeavors.
Congratulations.
D
Council
president
I
also
want
to
present
Ms
Anita
Roby
with
her
retirement
service
award.
I
have
personally
had
the
privilege
of
working
with
Anita
since
she
joined
the
clerk's
office,
so
I'm
a
little
emotional
today,
but
she
has
brought
just
joy
and
happiness
every
single
day
and
we
will
miss
her
dearly.
Her
colleagues
who
are
also
here
and
so
here's
to
your
happy
and
joyful
retirement,
we
will
miss
you.
C
I
just
want
to
quickly
say
that
I
have
the
honor
and
pleasure
of
representing
Miss
Anita
she's
award
for
Resident
she
this
last
month.
Her
and
I
have
been
writing
in
to
work
together
because
her
bus
route
was
changed.
So
I
told
her
I'd
come
pick
her
up.
She
brushed
me
off
for
about
a
month
until
we
had
a
really
bad
snowstorm,
and
then
she
said.
Okay,
you
can
you
exactly?
C
We
can
do
this,
but
I
didn't
hesitate
to
do
it
because,
probably
10
years
ago,
I
came
down
to
City
Hall
to
meet
with
some
council
members
at
that
time
and
I
was
sitting
in
the
lobby.
Waiting
and
I
was
really
nervous
and
Miss
Anita
looked
over
at
me
and
she
said:
are
you
okay,
I,
say
yeah
I'm,
okay,
I
just
been
summoned
down
here
and
I.
Don't
know
why
so
I'm
a
little
nervous,
and
she
gave
me
this
giant
ball
of
rubber
bands
to
just
like
ease
my
nerves
and
I.
C
Had
that
giant
ball
of
rubber
bands
for
a
really
long
time
and
about
a
month
ago,
she
gave
me
another
giant
ball
of
rubber
bands
to
help
me
doubt:
yes,
a
bigger
ball,
because
I'm
a
council
member
now
so
she
gave
me
a
bigger
bottle
of
rubber
bands
to
help
me
through
my
nerves.
So
thank
you.
Miss
Anita!
You
know
I
love!
You
I'm,
gonna,
miss
seeing
you
down
here.
Every
good
workplace
deserves
a
auntie
and
you've
been
there
for
us.
So
thank
you
so
much.
E
E
You
know
your
door's
always
been
open
for
me
and
my
colleagues
I
love
you
all
like
my
family,
my
extended
family
and
I
just
want
to
say
thank
you
all,
especially
the
council,
Council
staff,
I
I
love
you
all.
Thank
you.
A
G
Thank
you
Jason,
whereas
Commander
relief
has
was
he
trusted
liaison
between
the
Minneapolis
Police
Department
and
the
city's
growing
immigrant
populations
and
whereas,
as
a
sergeant,
Felice,
courageously
filed
civil
rights,
complaints
to
enhance
limited
English
proficiency
policy
and
delivery
of
services
for
the
Spanish-speaking
Community
for
interpretive
Services,
breaking
the
blue
wall
of
Silence
in
the
process
and
whereas,
during
his
tenure,
Commander,
Elise,
Was,
A,
Beat,
cop
patrol
officer,
administrative
Sergeant,
to
the
chief
Lieutenant
director
of
police
activities
league
and
at
the
time
of
his
retirement
commander
of
the
special
crimes.
Investigative
division.
Heidi.
H
Whereas,
as
head
of
the
mpd's
u-visa
program,
which
assists
non-citizen
Crime
Victims,
who
cooperate
with
authorities
in
securing
law
enforcement,
certifications
required
to
apply
for
EU
immigration
status,
veliz
collaborated
with
other
stakeholders
to
set
higher
standards
in
the
U
Visa
certification
process
and
forged
alliances
with
multi-sectoral
Partners,
including
immigration,
attorneys
and
additional
professionals
serving
immigrant
victims
of
crime
who
viewed
him
as
a
steadfast
alley.
Ally
and
whereas,
in
all
of
his
Endeavors
Commander
veliz
devoted
himself
to
underrepresented,
marginalized
and
vulnerable
groups,
including
by
improving
and
enhancing
outdated
policing
policies
and
practices.
I
Whereas
comadante
velis
entered
the
U.S
as
a
teenager
from
Ecuador
overcame
his
language
barrier
by
learning
and
mastering
the
English
language
as
and
has
become
a
lifelong
learner,
completing
a
bachelor's
science
masters
of
arts
and
currently
finishing
his
doctoral
dissertation
and
is
a
role
model
for
people
who
are
often
marginalized
because
of
their
immigrant
status
in
accent
and
whereas
devoted
30
years
of
service
to
improve
community
relations
and
Trust.
His
efforts
have
transformed
the
lives
of
numerous
women
and
children
who
were
victims
of
crime
and
ever
use
foreign.
F
Congratulations
on
you
know,
I
mean
I
got
to
meet
Geo
actually
before
I
got
on
the
city
council
and
knowing
that
there
was
Latinos
in
this
community
that
have
you
know
done
a
lot
of
good
work
in
our
community
is
really
important
to
me
and
just
want
to
say
thank
you
for
all
the
work
you've
done,
not
only
for
Latino
crew
members,
but
immigrants
across
Minneapolis
and
making
sure
that
we
are
well
represented.
So
thank
you
and
I'm
gonna
give
it
to
Geo
to
say
a
few
words
as
well.
K
Thank
you
so
much
I
mean
thank
you
so
much
on
behalf
of
my
family,
on
behalf
of
my
parents
and
still
all
these
values
and
humbly
take
this
recognition.
Thank
you,
president
Jenkins
city,
council
memory,
Chavez
friends,
community
members,
council
members.
Thank
you
so
much
30
years
went
fast
and
that's
because
I
love,
my
job
I
did
love.
My
job
I
believe
that
at
the
core
of
every
good
leader,
we
have
to
aim
for
trust,
building
and
building
legitimacy.
K
At
all
times.
We
represent
this
Enterprise.
We
have
to
do
it
professionally
and
every
day
when
I
got
off.
Just
like
you,
pinzanita
I,
just
I
had
a
passion
in
me
and
people
would
say
why
are
you
always
smiling
and
I
was
so
honored
to
serve
the
community
members
like
somebody
mentioned
Monica
somebody
mentioned
I
was
an
immigrant
from
Ecuador
and
I
couldn't
believe
it
today,
I'm
very
blessed,
I'm
very
blessed.
So
thank
you.
K
So
much
I
don't
feel
like
I'm
missing
the
City
of
Minneapolis,
because
everyone
calls
me
every
day,
I
got
out
of
my
pages.
My
my
routine
has
been
wearing
my
PJs
every
day
to
like
toothpaste
around
my
mouth,
but
some
great
news,
I'm
almost
a
month
away
from
finishing
my
PhD,
my
doctoral
dissertation,
thank
you
and
I.
K
Just
want
to
my
doctoral
dissertation
will
also
share
with
everybody,
with
the
scholars
with
people
around
the
Nation
about
the
good
things
happen
in
Minneapolis
and
some
recommendations
that
I
talk
about
cultural
competency,
building
trust,
overcoming
language
barrier
I'm
going
to
keep
it
short.
Thank
you
again,
thanks
I'm,
very
honored
and
I
love
you
all
too.
K
A
And
finally,
we
have
one
last
resolution
and
it's
not
necessarily
a
presentation
today,
but
it's
recognizing
March
31st
2023
as
International
transgender
day
of
visibility
and
as
you
know,
there
have
been
over
356
laws
throughout
the
country
targeting
transgender
and
gender
non-conforming
people
right
here
in
our
own
Community,
we
had
one
of
our
trans
sisters,
brutally
beaten
at
Transit,
stop
at
Minnehaha
and
lake
and
every
day
transgender
and
gender
non-conforming
gender
fabulous
gender.
Fluid
people
are
making
it
a
shining
example
of
how
we
can
all
change.
A
Our
circumstances
change
our
lives,
and
so
we
want
to
honor
that
resilience
and
brilliance
by
recognizing
the
international
transgender
day
of
disability,
whereas
the
international
Trans
State
of
visibility
holiday
was
founded
in
2009
as
a
reaction
to
the
lack
of
lgbtqia
plus
holidays
and
celebrate
the
successes
and
accomplishments
of
transgender
and
gender
non-conforming
people,
and
whereas
the
City
of
Minneapolis
is
the
first
city
in
the
United
States
to
have
openly
transgender
person
serving
as
the
president
of
the
city
council.
That
would
be
me.
A
In
his
previous
term,
the
City
of
Minneapolis
made
history
as
the
first
city
in
the
United
States
to
have
two
black
openly
transgender
council
members
elected
to
his
body.
And
whereas
Minneapolis
was
the
first
city
in
the
United
States
to
ban
discrimination
on
transgender
identity
when
it
amended
its
civil
rights
ordinance
in
1975
by
adding
language
Banning
discrimination
based
on
having
or
projecting
a
self-image
not
associated
with
one's
biological,
maleness
or
one's
biological
femaleness.
And
whereas
the
City
of
Minneapolis
has
continued
to
make
efforts
to
reduce
the
significant
disparities
in.
A
A
and
whereas
in
2014
It,
is
believed
that
the
City
of
Minneapolis
was
the
first
city
in
the
nation
to
host
a
city-sponsored
transgender,
Equity
Summit,
which
has
become
an
annual
event.
Drawing
increased
participation
each
year
upwards
of
300
attendees.
The
transgender
Equity
Summit
is
a
result
of
the
efforts
of
various
City
departments,
cross-governmental
Partners
community-based
organizations
and
residents
rooted
in
the
lgbtqia
plus
communities
of
Minneapolis,
and
whereas
the
establishment
of
the
transgender
Equity
Council
in
2017,
a
voluntary
body
comprised
mostly
of
Minneapolis
residents,
has
further
enhanced.
A
And
whereas
it
is
incumbent
upon
us
all
to
confront
and
condemn
this
harmful
rhetoric
and
physical
violence
against
our
transgender
community
members.
And
whereas
the
international
transgender
day
of
visibility
is
an
annual
holiday
celebrated
around
the
world.
That
promotes
the
importance
of
recognizing
and
supporting
the
resilience
and
strength
of
our
transgender
and
gender
non-conforming
community
members
on
this
day
and
every
day.
Now,
therefore,
be
it
resolved
that.
B
A
A
L
A
The
record
reflect
that
we
do
have
a
quorum
next,
we
have
the
adoption
of
our
agenda.
Colleagues,
the
agenda
for
today's
meeting
is
before
us.
I
want
to
ask:
are
there
any
amendments
to
the
agenda
and
I'll
note
I
do
not
have
my
meeting
management
set
up
but
Council.
F
A
Council
member
Chavez
has
moved
to
amend
the
agenda
to
add
resolution
recognizing
Commander
Giovanni
police.
Any
further
discussion.

not

This

This

A
We

A

before

move
to

I
will
take
up
any
announcements.
First,
do
any
council
members
have
announcements
to
share
this
morning,
council,
member
Ellison.
P
Thank
you,
madam
president,
just
wanted
to
say
Mubarak
to
the
entire
Community
to
the
city.
To
my
colleagues-
and
you
know
just
say
this
first
day
of
fasting
for
many
of
us-
and
you
know
always
it's
always
kind
of
a
pleasure
to
be
in
solidarity
with
council
members,
Osmond
and
chicktion
as
well
as
we
make
our
way
through.
You
know
the
holy
month
on
Ramadan,
so
just
wanted
to
offer
that
to
the
community
and
and
yeah.
That's
all
thank.

You
thank
you
councilmember,
Ellison
and

who
borrow

you
as
well.
A
Next

is
councilmember
Johnson.
Thank.
M
You,
madam
president,
I
wanted
to
note
that
former
third
precinct
crime
prevention,
specialist,
Sue
rothell,
passed
away
on
Wednesday
the
15th
of
this
month.
Sue
was
just
a
really
great
person
to
work
with
over
the
years
and
she
worked
with
truly
countless
residents
on
their
concerns,
helping
increase
their
sense
of
safety
in
their
actual
safety
and
bringing
Community
together
in
the
process,
and
she
was
just
a
really
great
person
to
work
with.
She
will
be
dearly
missed
and
I
wanted
to
extend
thoughts
and
prayers
to
her
family
and
friends
in
this
time.
A
You
for
the
announcement,
councilman
Johnson
I
worked
extensively
with
CPS
Rotel
as
well,
and
upper
my
condolences
to
our
family.
Thank
you,
and
next
in
queue
is
council
member
wansley.
Q
Thank
you,
Council.
Vice
president,
at
our
last
meeting
we
unanimously
passed
a
resolution
supporting
the
graduate
student
organizing
efforts
at
the
University
of
Minnesota,
specifically
the
Twin
Cities
campus
and
I'm,
happy
to
announce
that
they
were
able
to
Garner
over
2
800
signatures
from
graduate
students
and
have
formally
submitted
a
petition
to
be
recognized
as
a
union.
Q
So
super
excited
to
hopefully
see
Minnesota
have
their
first
graduate
student
union
be
formally
recognized
and
have
that
be
a
basis
for
addressing
some
of
the
dire
living
conditions
that
many
of
our
students
are
living
on
or
living
under
both
on
their
respective
campuses
and
off
campus.
So
really
one
to
give
just
major
kudos
to
our
students
for
doing
some
historic
work
over
at
the
University
of
Minnesota.
So
I
just
wanted
to
give
that
update.
A
Great
thank
you
and
with
that
we
have
completed
the
regular
items
on
our
agenda
and
will
now
consider
the
request
for
a
closed
session,
which
is
for
one
litigation
matter.
As
listed
on
the
agenda
before
a
move.
To
close
the
meeting
I
recognize
the
City
attorney
to
provide
the
legal
basis
for
the
requested
closed
session.
B
Thank
you
council
president
Jenkins.
The
next
item
on
the
agenda
is
the
matter
of
inry
national
opioids
settlement.
Your
lawyers
wish
to
discuss
what
the
council
litigation
strategy
and
or
settlement
possibilities
accordingly,
under
the
Minnesota
open
meeting
law,
Minnesota
statutes,
section
13d,
.05,
subdivision
3B,
the
council
May
upon
a
proper
motion,
close
the
meeting
for
the
purposes
of
attorney-client
communication.
In
considering
the
motion,
the
council
should
weigh
the
right
of
the
public
to
know
what
its
government
is
doing
against
the
need
of
the
city
to
preserve
the
confidentiality
of
its
discussions
with
its
attorneys.
A
Thank
you,
madam
City
attorney,
and
with
that
I
will
move
that
our
public
meeting
be
closed
as
authorized
under
the
provisions
of
the
open
meeting
law,
specifically
Minnesota's
statutes,
section
13d,
.05,
subdivision
3B
for
the
purpose
of
discussing
the
litigation
matter
in
re-national
opioid
settlement
may
I
have
a
second
second.
L
A
That
motion
carries,
and
now
we'll
close,
the
public
portion
of
our
meeting
in
convene
and
closed
session
for
the
viewing
public
I'll
note
that
the
broadcast
of
this
meeting
will
continue
and
the
council
will
reconvene
in
public
after
we
have
concluded
the
closed
session.
Thank
you.
A
L
K
A
And
I'm
not
directly
reflect
that
we
do
have
a
form
and
I
will
recognize
council
member
Payne
to
move
the
resolution.
O
Thank
you,
madam
president.
I
moved
to
make
a
resolution
authorizing
execution
of
all
necessary
documents
to
ensure
Minneapolis
City
participation
in
the
multi-state
settlements
relating
to
opioid
supply
chain
participants
and
the
Minnesota
opioid
State
subdivisions
memorandum
of
agreement,
whereas
the
state
of
Minnesota
and
numerous
Minnesota
cities
and
counties
are
engaged
in
Nationwide,
civil
litigation
against
opioid
supply
chain,
participants
related
to
the
opioid
crisis
and
whereas
the
Minnesota
attorney
general
has
signed
on
to
multi-state
settlement
agreements
with
several
opioid
supply
chain
participants.
But
those
settlements.
O
Agreements
are
still
subject
to
sign
on
by
local
governments
and
final
agreement
by
the
companies
and
approval
by
the
courts.
And
whereas
for
the
April
2023
agreements,
there
is
a
deadline
of
April
18
2023
for
a
sufficient
threshold
of
Minnesota
cities
and
counties
to
sign
on
to
the
above
referenced
multi-state.
O
Now,
therefore,
be
it
resolved
by
the
city
council
of
the
City
of
Minneapolis
that
the
City
of
Minneapolis
supports
and
agrees
to
the
state
subdivision
agreement
that
the
City
of
Minneapolis
supports
and
opts
into
the
April
2023
multi-state
agreement
and
all
future
multi-state
agreements
with
opioid
supply
chain
participants.
Be
it
further
resolved.
That's
staff
are
authorized
to
execute
all
necessary
documents
to
ensure
Minneapolis
City
participation
and
the
multi-state
settlement
agreements,
including
participation
agreements
and
accompanying
releases,
and
the
state
subdivision
agreements.
Unless
and
until
such
Authority
is
revoked.
A
Council
member
Payne
has
moved
resolution
in
front
of
us
as
their
second
any
discussion.
So
please
call
the
world
council.
D
H
A
That
that
motion
carries-
and
we
are
in
a
new
settlement
agreement
and
with
that
we
have
completed
our
business
for
today
and
nothing
further
to
come
before
this
body
and
without
objection.
This
meeting
is
adjourned.
