Having
their
fun
but
also
be
cognizant
of
wheelchair
users,
I
see
a
lot
of
scooters
that
are
being
left
unattended
and
when
they
Park
them
to
leave
them.
They're
in
the
way
of
I,
find
myself
running
into
them,
because
they're
not
properly
put
in
a
safe
place
and
I
would
like
to
see
scooter.
Users
be
more
conscientious
of
where
they're
leaving
their
scooter
and
how
they're
leaving
them.

reports
from
our
standing
committees,
beginning
with
the
report
from
the
budget
committee
presented
by.
B
E
Thank
you.
Madam
president.
The
budget
committee
is
bringing
forward
four
items
today.
The
first
is
appointed
positions
in
the
police
department
of
the
WWE
police.
Chiefs
number
two
is
local
approval
of
special
law
for
the
deputy
police.
Chiefs
number
three
is
appointed
positions
in
the
health
department
for
the
director
of
Public
Health
initiatives
and
number
four
is
Truth
and
Reconciliation
programming.
I,
move
approval
of
the
budgets
committee's
report.
C
Councilman
rukowski
has
moved
that
committee's
report.
Is
there
any
questions
or.
F
Council
president
Jenkins
I,
just
like
make
I'd
like
make
a
comment
on
item
number
three
and
item
number
four
for
item
number:
three
regarding
the
appointment
of
the
health
of
the
health
department
for
the
director
of
Public
Health
initiatives,
I
just
look
forward
to
meeting
and
working
with
the
director
to
hear
about
their
Vision
regarding
the
opioid
response
in
the
RCA.
F
It
talks
about
that
part
of
their
role
is
addressing
part
of
an
opiate
response
for
the
City
of
Minneapolis
and,
as
we
know,
in
South
Minneapolis,
and
particularly
in
East
Phillips,
the
center
of
the
opioid
epidemic
is
centered
there.
So
I
just
look
forward
to
working
with
them
and
hearing
what
their
vision
is
to
help
address
a
coordinated
response
to
help
prevent
the
overdose
deaths
that
are
impacting
a
lot
of
the
residents.
I
represent
and
then
on.
Item
number.
F
Four
I'm
just
excited
that
we're
moving
forward
with
programmatic
dollars
and
later
in
commuter
the
whole,
with
the
legislative
directive
to
help
move
forward
a
Truth
and
Reconciliation
process,
which
is
something
many
of
our
residents
have
been
asking
for
since
20
2020,
and
it's
a
big
step
forward
that
we're
taking
here
in
the
city
today.
Thank
you.
C
Thank
you,
councilmember
Chavez
and
I
am
trying
to
put
myself
in
queue
to
ask
if
councilmember
rainville.
G
Thank
you,
madam
president.
I
just
wanted
to
briefly
comment
on
item
number.
One
I
see
the
chief
is
in
our
audience
today
and
I
will
be
supporting
this
and
I
will
supporting
you
and
your
efforts
with
these
settlement
agreements
and
the
Department
of
Justice
consent.
Degree.
You
have
a
big
big
job
and
you
need
all
the
support
you
can
get
you
and
your
staff.
So
a
good
luck
and
thank
you
for
serving
the
City
of
Minneapolis.
C
Thank
you,
council
member
of
rainville
and
I
did
put
myself
in
queue
to
ask
councilman
Chavez
if
it's
okay,
that
I
am
listed
as
a
co-author
on
the
Truth
and
Reconciliation
action
that
we're
taking
today.
F
C
Thank
you
very
much

no

or
questions.
G

C
Carries
and
that
report
is
adopted
next
is
the
business
inspections,
housing
and
zoning
committee.
That
report
will
be
presented
by
the
committee's
chair,
councilmember
Goodman.
H
Thank
you,
madam
president,
good
morning,
the
business
inspections,
housing
and
zoning
committee
is
bringing
12
items
forward
for
approval
this
morning.
Item
number
one
is
a
license
for
Taberna
item
number:
two
is
a
commercial
property
land
trust
project,
the
first
one
at
19,
East,
26th,
Street,
so
property,
the
company
or
the
non-profit,
is
called
Partners
in
property.
Commercial
land.
Trust
item
number
three
is
financing
for
the
round
three
Minneapolis
homes
program.
I'll,
note
that
about
half
of
these
are
land
sales
to
happen
immediately
and
the
other
half
are
exclusive
development
rights.
H
Renewals
item
number:
nine
is
approving
a
legislative
directive
regarding
putting
information
about
compliance
about
snow
plowing
within
the
rental
license
tiering
process
item
10
is
an
appropriation
for
city-owned
land
at
10
and
30
West
Lake
Street
item
11
is
a
RFP
for
non-law
enforcement.
Development
of
the
land
at
2600,
Minnehaha
and
item
number
12
is
a
public
utility
easement
at
the
Port
of
Minneapolis.
With
that
I
will
move
to
I
will
move
items
one
through
twelve
for
approval
this
morning.
C
Councilmember
Goodman
has
moved
that
Community
port
and
are
there
any
comments
from
my
colleagues
I
see
councilmember
charlieism.
F
C
Council
member
councilmember
Ellison.
I
Thank
you,
madam
president.
Just
wanted
to
speak
briefly
on
item
number
two
I
know
it's
not
in
my
ward,
but
it's
a
it's
a
big
step
in
potential
new
tool
for
how
we
create
affordable
commercial
space,
which
you
know
goes
a
long
way
in
how
we
think
about
how
we
support
our
residents
in
Building
Wealth.
I
So
the
fact
that
this
is
the
first
project
and
the
fact
that
this
was
a
site
with
a
lot
of
difficulty
and
I
think
shepherded
along
really
well
by
councilmember,
chicks,
High,
so
I
just
think
that
councilman
Richard
I
deserves
sort
of
her
flowers
for
seeing
this
project
through
and
I'm
sure
that,
as
the
project
goes
through,
development
and
Redevelopment,
we'll
probably
see
it
again
before
us.
But
this
is
a
huge
step
forward
and
I'm
excited
to
see
how
it
all
shakes
out.
C
Agreed
councilman
Council
vice
president.
J
Thank
you,
madam
president.
I
wanted
just
to
make
note
of
the
legislative
directive
on
here
about
rental,
license
tiering,
adding
snow
non-compliance
into
that
tiering
I
appreciate
that
legislative
directive
and
I
think
it's
probably
one
of
the
most
effective
things
that
we
can
do
in
terms
of
the
problems
of
snow
removal
in
front
of
in
front
of
buildings,
which
tend
to
be
some
of
our
biggest
compliance
issues.
So
thank
you,
council,
member
chug
Tai
for
approaching
that
issue.
This
way.
C
Great
see
no
further
discussion
on
this
any
report
card.
Please
call
the
role.
E
C
Carries
and
that
Community
report
is
adopted,
the
next
committee
report
is
the
committee
of
the
whole
and
it
will
be
presented
by
the
committee's
chair
Council.
Vice
president.
J
Thank
you.
Madam
president.
We
had
a
number
of
reports
at
Committee
of
the
whole
this
week,
but
the
one
moving
forward
for
approval
today
is
the
Truth
and
Reconciliation
program
work
plan
to
approve
the
legislative
directive
related
to
The,
Truth
and
Reconciliation
program,
work
that
we
spoke
about
just
a
few
minutes
ago.
I'll
move
that
forward.
C
Thank
you.
Are
there
any
comments
or
questions
from
my
colleagues
councilman
I.
C
Thank
you,
councilmember
Chavez
I
did
put
myself
in
queue
to
just
comment
that
this
work
is
long
overdue.
It
has
been.
You
know,
we
started
and
had
some
fits
and
starts,
and
so
I
do
want
to
just
thank
our
initial
community
members
who
participated
in
that
process.
C
As
you
all
know,
and
can
imagine,
this
work
is
very
challenging
and
painful,
and
but
it's
it's
necessary
word
and
so
I'm
thrilled
to
be
seeing
this
moving
forward
today
and
look
forward
to
working
with
you
and
other
council
members
and
City
staff
to
bring
this
work
to
fruition.
So
you
know
further
comments.
I
will
ask
councilmember.
D
C
Carries
and
that
report
is
adopted.
Our
next
committee

is
the
policy
and
government
oversight

presented
by
the
chair
council
member

you,
councilman

has
moved

Is
there
any

D
C
Carries
and

the

Next
we
have

in

that

referred
to
the
pwi

for
the
next
cycle
and
I
will
ask
my
colleagues
if
we
have
any
announcements
or
the
good
of
the
order.
G
Thank
you.
Madam
president,
I
have
a
very
important
announcement
this
weekend,
my
family
and
our
friends
will
be
celebrating
my
mother's
90th
birthday
and
of
all
the
people
in
the
world
who
give
me
advice
on
how
to
vote.
I,
listen
to
my
mother,
the
most.
So
thank
you
for
this
opportunity.
C
Happy
birthday
to
your
mother:
wonderful!
Are
there
any
other
announcement
Council
vice
president
palmisano.
J
Thank
you,
madam
president,
I
wanted
to
make
my
colleagues
aware
that
yesterday
late
afternoon,
I
received
the
resignation
of
a
Committee
Member
from
our
audit
committee.
Ms
Sarah
Renner
resigned
officially
from
our
audit
committee,
and
it
is
because
she
was
hired
by
our
audit
department.
So
it's
actually
a
good
thing.
Congratulations
to
her
and
I
think
you
will
all
really
enjoy
working
with
her
I
got
a
chance
to
be
part
of
that
interview
process.
J
Due
to
that,
there
was,
as
we
went
through
this
interview
process
for
community
members
to
be
part
of
audit
committee.
Back
in
May,
there
was
a
very
qualified
candidate.
Her
name
is
Leah
Omar
and
I
will
be
forwarding
her
application
around
for
my
colleagues
to
review
and
preparing
the
RCA
accordingly
next
cycle,
then
we
will
be
we'd
like
to
move
to
a
point
that
Committee
Member
in
her
play
to
fill
out
the
rest
of
that
term,
so
that
will
be
moving
forward.
C
And
good
news
that
we
didn't
fully
lose
Ms
Renner
next
in
queue
is
council
member,
Chuck,
Tai.
M
Thank
you,
madam
president,
I
wanted
to
invite
all
of
my
colleagues
to
the
Uptown
Art
Fair,
which
is
taking
place
this
weekend,
starting
tomorrow
at
1
pm
through
7
p.m,
and
then
Saturday
all
day
in
the
morning
from
10
and
then
through
the
evening
at
seven,
and
then
it
ends
on
Sunday
at
five
o'clock
in
the
afternoon.
We're
really
excited
this
is
the
59th
annual
Uptown
Art
Fair,
so
wanted
to
just
announce
that
today.
C
Yeah,
it's
amazing
event,
so
I
hope
everybody
can
get
out
and
support
artists
and
Uptown
Art
Festival
saying
no
further
announcements.
Oh
councilman.
L
Thank
you,
madam
president.
I
wanted
to
just
quick
thank
the
mayor's
office
for
coming
to
Ward
5,
to
Turning
Point,
to
do
a
site
visit
with
the
staff
and
the
residents
at
turning
point,
which
is
a
treatment
center.
L
You
know,
council,
member
Chavez
just
talked
about
the
opioid
crisis
and
it's
a
big
deal
on
the
North
side
too,
and
so
I
was
so
grateful
that
the
mayor
came
checked
out
the
main
facility
and
also
went
around
to
some
of
their
housing
sites
that
they
have
the
clients
in
after
they've
went
through
the
treatment
program
successfully.
It
was
a
good
tour.
It
was
a
good
way
to
show
what
we
could
be
doing
to
help
out
those
folks.
I
know.
L
Council
president,
you
worked
that
turning
point
for
a
while,
so
you're
aware
of
the
culturally
specific
treatment
services
that
they
provide
in
our
community.
They
have
a
huge
waiting
list
and
they're
not
able
to
get
folks
in
that
they
need
to
get
in
and
so
I'm
grateful
that
the
mayor
came
over
and
met
with.
L
Turning
Point
actually
extended
his
visit
over
there
and
talked
with
staff
and
residents
about
how
we
can
help
as
a
city
and
then
secondly,
I
I,
keep
forgetting
to
do
this,
but
I
was
in
the
hospital
for
about
a
week
over
the
Fourth
of
July,
holiday
and
I
want
to
thank
the
staff
at
Methodist
Hospital
who
took
care
of
me.
A
lot
of
them
were
Minneapolis
residents.
Just
it
comes
to
mind
that
there
was
war,
10,
12,
6
and
8
nurses
or
nursing
assistants.
L
Who
recognized
me
from
our
meetings,
who
gave
me
extra
special
care
because
they
saw
me
as
someone
who's
helping
take
care
of
the
city,
and
so
I
want
to
thank
all
the
staff
at
Methodist
Hospital
for
the
great
care
they
gave
me
for
a
week
and
the
really
good
Jello
they
provided
me
with.
For
that
week.
It
was
I
it's
hard
to
say
that
it
was
a
good
time,
but
it
was
a
really
good
time,
getting
some
rest
and
being
in
the
hospital
and
being
cared
for.
So
thank
you.
Methodist
Hospital.

And
you
know,
hopefully,
the
opioid
settlement
and
resources
that
councilmember
Chavez
mentioned
will
help
turning
point
and
and
other
community
centers
that
are
helping
our
community
members
who
are
struggling
with
addiction
issues
and
challenges.
It's
a
very
prevalent
problem
here.
B

Minneapolis
and
all
over
the
country,
and
so
looking
forward
to
that
work
getting
started.
Are
there
any
other
announcements.
C
C
Seeing
none
and
without
objection
we
have
completed
our
business
for
today
and
with
nothing
further
to
come
before
the
council.
This
meeting
is
a
germ
to
Tuesday
August
15th
at
11
A.M
in
the
council
chambers
for
the
purpose
of
receiving
mayor
Fry's
2024
budget
dress.
Thank
you.
Everyone.
