my
city
council

I
first
moved
to
Minneapolis.

honoring

Barrett
Lane
for
a
service
and
dedication

the
City
of
Minneapolis.
Whereas
Barrett
Lane
served
the
City
of
Minneapolis
for
many
years
in
a
variety
of
capacities,
including
as
elected
representative
for
the
city's
13th
board
and
a
member
of
the
Minneapolis
city
council
from
1999
to
2005..

One
state
declared
disaster
and
the
Super
Bowl
52
planning
efforts
and
whereas
Mr
Lane
demonstrated
throughout
his
Public
Service
career,
a
unique
ability
to
work
collaboratively
and
productively
with
other
local
Regional,
State
and
National
Emergency
Management
agencies
to
coordinate
prevention,
preparedness
and
mitigation
response
and
has
persistently
advocated
the
implementation
of
the
national
Incident,
Management
System
Nims.
To
follow
to
facilitate
efforts
and
effective
response
and
recovery
from
emergencies
and
disasters.

Mr
Lane
consistently
demonstrates
a
calm,
demeanor
professional
approach
and
a
steadfast
commitment
to
Excellence

his
work

the

good
government

behalf

people

City

it
resolved
that
the
mayor
and
City
Council,
in
recognition
of
his
significant
contributions
to
the
City
of
Minneapolis,

Barrett
lane,

Barrett
joined
the
Minneapolis
City
Council
in
1999
in
a
a
year
where
there
was
a
special
election
as
the
result
of
the
retirement
or
defection
of
Steve
men.
Some
people
thought
that
was
good.
Some
people
thought
that
was
bad,
but
it's
hard
almost
to
imagine
those
of
you
who
know
Barrett
running
for
office
I
mean
really
it's
like
his
calm.
Demeanor
would
not
was
not
a
great
match.
I
think
most
people
would
agree,
but
he
came
into
the
job
and
was
really
laser
focused
on
the
kinds
of
things
that
could
make
the
city
better.

Did
we
do
a
resolution
like
this
when
you
retired,
and
he
promptly
said
no,
which
is
not
really
a
surprise,
went
on
to
practice
law
and
became
an
expert
in
emergency
preparedness
and
led
the
city
through
the
very
complicated
federal
and
state
processes
that
are
required
in
order
to
be
accredited
as
an
institution
that
understands
how
to
do
this
work?
And
when
you
meet
with
him
outside
of
these
Chambers,
he
has
lots
of
cool
things.

He
can
show
you
all
of
the
cots
and
the
meals
ready
to
eat
that
we've
accumulated
in
case
of
an
emergency.
He
can
show
you
around
the
Emergency
Operations
facility
that
was
built
during
your
tenure
correct
before,
even-
and
he
has
this
really
interesting
fun
fact
about
him
when
he
was
on
the
city
council.

The
fact
that
you
drove
down
to
Saint
Olaf
with
others
in
order
to
do
this
work
so
when
you
called
to
say
that
you
were
going
to
be
moving
on
I
was
sad,
but
not
remotely
surprised,
because
you
have
so
much
to
offer
this
community
and,
if
there's
a
place
that
could
use
your
expertise.
It's
clearly
the
airports
commission
talk
about
the
potential
for
emergency,
that's
like
emergency
on
a
very
big
scale,
so
I'm
just
really
proud
of
you,
proud
to
be
your
friend,
I'm,
happy
to
know
your
beautiful
wife,
Pamela
and
your
family
thrilled.

decided
to
stay
in
this
city
after
you
left
the
city
council
and
committed
to
being
part
of
our
community.
We're
really
going
to
miss

he
didn't

genuinely
meant

do
want
to
make
a
couple
of
comments,
even
during
this
painful
moment
for
you
here
he
is
such
a
cool
hand.

presented

hours
and
hours,
if
not
weeks,
on
Nims
to
make
sure
that
every
single
person
in
our
Enterprise,
and
especially
those
in
a
leadership
position
that
will
be
charged
with
making
a
decision
when
the
time
comes
knows

they're
supposed
to
do.
We
are
in
the
position
now
to
go
through
a
full
real-time
simulation
with
FEMA,
because
Barrett
has
made
sure
to
prioritize
it
and
set
us
up
to
make
sure
that
this
generation
of
leaders
is
prepared,
and
then
the
next
generation
is
as
well.

the
kind
of
thing
that
you
don't
think
you
need
until
you
need
it,
and
God
knows
we've
needed
it
over
the
last
several
years
and
I
have
a
feeling
that
cities
around
the
world
are
going
to
need
it

hate

lose

safe

thriving
communities.

question
around
what

60-day
plan
of
of
work
that
seeks
to
be
accomplished
in
alignment
with
that
report
and
was
not
provided
an
answer
outside
of
Mrs
stockendorf
had
read
the
report,
so
it
does
make
me.
I
So
I
can't
support
this
and
knowing
that
we've
had
a
number
of
challenges
with
the
office
of
community
safety,
with
no
plan
being
articulated
for
how
we're
accomplishing
a
comprehensive
mandate
around
Public
Safety,
and
that
has
complemented
just
one
too
many
shifts
in
leadership.
That
has
also
not
been
able
to
advance
that
mission
and
strategy
as
well
within
the
department.
So
I
just
wanted
to
state
that
as
I
did
in
Pogo,
and
that
is
all.

shortage

outside
agencies
into
our
jurisdiction

one
problem
that
we

moment
is
that
these
outside
agencies
are
not
subject
to
the
same
Provisions
that
MPD
are
subjected
to
under
the
Minnesota
Department
of
Human
Rights
court
ordered
agreement,
and
so
we
have
essentially
two
systems
of
policing
within
our
city.

the
moment,
MPD
is
not
allowed
to
do
pre-text
stops.
They
have
a
duty
to
intervene.
They
have
a
mandate
for
de-escalation.
These
outside
agencies
are
not
under
those
same
restrictions
and
I
think
that
we
really
ought
to
resolve
that
issue
before
signing
into
another
joint
agreement.

actually

a
meeting
set
up
this
afternoon
with
MPD
leadership,
to
discuss
this
matter
and
I'd
like
to
see
some
of
those
Provisions
from
mdhr
included
in
this
joint
Powers
agreement.

revamp

training

framework,

rewrite

policy

to
operate

field
in

standards

MVD
are

we

resolved,

in
thinking
of

what

entering
into
agreement
with

this
contract
and
similar
concerns

the
state
patrol,
unlike
MPD,
are
not

mandated
to
end
a
practice
of

traffic
stops
and

no
mandates
to
curb
their
patterns
of
excessive
violence
or
excessive
force.

in
light
of
that,
too,
I'm
glad
to
hear
that
councilmember
Payne

MPD

could

in

conversations

colleagues
outlining
the
next
steps
for
Council
to

action

guarantee
minimum
wages
and
workers
protections
for
Rideshare
drivers,
drivers
and
Riders
still
urgently
need
these
protections
and
Council
has
the
responsibility
to
pass
legislation.
I
We
have
heard
broad
support
from
Council
and
the
mayor
for
these
goals
and
have
charted
out
a
new
legislative
pathway
based
on
this
public
support.
The
first
ordinance
introduces
just
language
for
wages.
We've
heard
that
there
is
Broad
agreement
from
the
council
and
the
mayor,
as
well
as
from
Uber
that
drivers
should
be
guaranteed
a
minimum
wage
like
any
other
worker.
I
The
mayor
also
stated
that
he
has
secured
a
verbal
commitment
from
Uber
to
pay
at
least
15
already,
and
this
legislation
will
formalize
and
codify
that
verbal
commitment
and
also
put
it
in
place
over
Lyft
in
any
other
Transportation
Network
companies
that
operate
in
Minneapolis
the
rate
study
and
compensation
memo
that
City
staff
develop
in
consultation
with
national
experts
outlined
why
the
per
mile
and
permanent
rates
in
the
policy
are
the
values
that
gets
us
to
a
15
minimum
wage
compensation.
Given
the
specifics
of
how
the
industry
works.
I
So
far,
we
haven't
heard
any
disagreement
with
the
math
from
the
mayor's
office
and
you
know
there's
broad
again,
support
around
this
goal,
so
we're
hoping
that
this
piece
of
legislation
could
be
passed
without
delay
and
as
soon
as
October
19th,
especially
hearing
that
No
One
Believes
on
this
body
that
a
driver
should
not
be
earning
a
15
minimum
wage.
The
other
half
of
this
notice
is
for
all
the
other
elements
of
the
legislation.

Besides
compensation,
this
includes
Fair
transparency
for
Riders
safety,
protections
for
drivers
and
Riders
the
activation
protection
data,
disclosure

workers
rights

heard
many
council
members
who
voted
in
opposition
to

ordinance

support
the
goals
of
the
ordinance,
but
would
like
to
be
more
involved
in
the
details
and
as
co-authors.

these
requests

out
to
have

meetings
with
all
council
members
in

mayor
to
hear
their
specific
ideas
and
feedback.

legislature
passed

new
law
and
so,
as
of

think
it
was
June
1st
if
you've
been
Justice
impacted
if
you've
been
to
prison.
If
you're
out
on
parole,
you
can
vote
this
municipal
election
and
so
that's
a
huge
yeah.
