city
of
Minneapolis,
small
and
underutilized
business
program
redresses
past
discrimination
and
aims
to
prevent
present
discrimination
against
minority
and
women-owned
businesses.
City
procurement
and
contracting
opportunities
are
reviewed
by
the
department
of
civil
rights
contract
compliance
division
for
inclusion
of
women
and
minority-owned
businesses.
Inclusion
goals
are
set
based
on
project
scope,
subcontracting
opportunities
and
availability
of
qualified
minority
or
women-owned
businesses.
The
city
has
set
a
twenty-five
percent
overall
annual
inclusion
goal
for
minority
and
women-owned
businesses.

Bids
and
proposals
on
city
contracts
must
meet
the
established
goals
or
demonstrate
a
good
faith
effort
that
is
every
necessary
and
reasonable
effort
was
made
to
meet
the
goals.
The
contract
compliance
division
conducts
good
faith
effort,
reviews
to
ensure
minority-owned
and
women-owned
businesses
were
solicited
in
good
faith.
The
contract
compliance
division
provides
a
list
of
certified
minority-owned
and
women-owned
businesses
to
bidders
and
proposers
to
assist
in
their
efforts
to
count
towards
meeting
the
city's
small
and
underutilized
businesses
program
goals,
a
minority
or
women-owned
business
must
meet
the
following
minimum
criteria.

The
business
must
be
certified
under
the
Minnesota
unified
certification
program.
At
the
time
the
contract
is
executed
with
the
city,
the
minority
or
women-owned
business
must
be
located
within
the
city's
marketplace.
The
minority
or
women-owned
business
must
be
certified
within
the
scope
of
work
in
which
they
will
be
performing,
and
the
minority
or
women-owned
business
must
perform
a
commercially
useful
function
and
therefore
must
actually
be
performing,
managing
and
supervising
the
work
involved.

are
two
ways
to
submit
an

word
version
of
the
application
from
the
Minnesota
unified
certification
program
website.
If
you
need
help
filling
out
the
application,
the
city
of
Minneapolis
offers
no
cost
business
technical
assistance
from
a
variety
of
providers.

You
can
submit
your
completed
application
to
one
of
four
certifying
agencies:
the
city
of
minneapolis,
minnesota
department
of
transportation
that
council
or
the
minnesota
airports
commission.
Your
completed
application
will
then
be
assigned
and
reviewed
by
a
certification
specialist
of
the
minnesota
unified
certification
program.
The
specialist
will
also
conduct
an
on-site
review
of
your
business
once
complete.
The
Minnesota
unified
certification
program
will
vote
on
eligibility,
and
your
business
will
be
notified
about
the
determination
we
have
certified.

listed
in
the
Minnesota
unified
certification
program
directory,
which
is
a
public
website
browsed
by
businesses,
contractors,
city
and
state
employees.
It
will
also
be
included
in
lists
that
are
provided
to
the
city
of
Minneapolis
bidders
and
vendors.
