new

programs

One
thing
that
we're
very
excited
about
in
the
City
of
Minneapolis
is
the
initiation
of
the
new
American
Loan
program.
A
Last
month
we
celebrated
immigrant
Heritage
Month
World
Refugee
day
and
Caribbean
American
heritage
month
and
in
conjunction
with
those
celebrations,
the
city
rolled
out
a
new
American
Loan
program
to
assist
individuals
who
are
interested
in
and
qualified
for,
applying
for
U.S
citizenship
and
paying
their
immigration
on
filing
fees
for
their
naturalization
applications
to
zero
interest
loan.
There
is
a
75
dollar
fee,
fifty
dollars
of
which
is
reimbursed
upon
successful
discharge
of
the
loan,
and
it's
a
partnership
between
the
City
of
Minneapolis
and
Affinity
Plus
Credit
Union,
some
of
you
on
this
meeting
today.

We
will
be
hosting
a
citizenship
fair,
this
Saturday
on
June
15th
at
Neighborhood
House
in
St
Paul,
and
you
can
learn
more
about
the
Loan
program
as
well
as
learning
more
about
applying
for
U.S
citizenship
at
the
citizenship,
fair
in
St
Paul,
at
Neighborhood
House
from
10
o'clock
to
noon.
This
coming
Saturday
I
also
wanted
to
share
information
about
Contracting
opportunities
with
the
City
of
Minneapolis,
and
also
who
wanted
to
share
my
screen
for
a
second,
so
that
people
can
see
the
procurement
process,
and
this
may
take
a
hot
minute.

talk
through
it,
while
I'm
pulling
up
the
information,
there
are
many
opportunities
to
contract
with
the
City
of
Minneapolis
through
the
procurement
office
and,
let's
see
since
there
are
so
many
opportunities
coming
out
or
that
have
come
out
in
the
last
couple
of
weeks.

a
couple
of
minutes
to
share
the
websites
where
you
can
learn
more
about
how
to
become
an
e-supplier,
how
to
contract
with
the
City
of
Minneapolis,
how
to
view
RFP
opportunities
requests
for
proposals
and
bids
in
order
to
be
able
to
contract
with
the
City
of
Minneapolis
to
provide
services.
So,

if
this

immigration

opportunity

couple

two
individuals

the
City

Minneapolis
regulatory
services
department.

some
information
about
this
campaign
with
the
group.

I'm,
a
community
relations
specialist
and
so
we're
happy

this

share
my

briefly.

yeah
I
started
at
the
city
last
fall
and
this
campaign
was
kind
of
just
getting
started,
so
it
came
out
of
having
some
arpa
funds
available
and
being
able
to
finally
do
some
actual
Outreach
and
engagement
around
some
of
the
renter
protections
that
were
passed
by
the
city
council
in
2018-2019.

So
the
goal
is
primarily
to
raise
awareness
about
renting
rights
and
to
raise
awareness
around
what
the
city
has
as
far
as
resources
and
opportunities
for
engagement.
So
there
are
housing
Liaisons
within
the
city
that
are
their
their
sole
job,
is
just
to
support
renters
in
Minneapolis
and
make
sure
that
they're
not
facing
eviction,
or
you
know
in
a
situation
typically
involved
with
code
enforcement
where
they're
having
to
relocate.

So
they
are
kind
of
the
the
bridge
that
help
people
find
resources.
They
also
work
with
homeowners
that
maybe
aren't
able
to
maintain
their
property,
so
they
work
with
a
number
of
organizations
and
they're
extremely
resourceful.
So
those
are
just
examples
of
kind
of
what
we
have
to
offer
and
then
on
the
website.
We've
updated
a
lot
of
the
information
specifically
for
renters.
So
again
to
back
up.

We
did
a
survey.
Last
year,
people
said
they
were
not
familiar
with
renters
rights.
They
didn't
know
where
to
access
information,
just
all
in
one
place
in
the
city
wants
to
be
more
proactive
in
doing
that
type
of
Engagement.

The
other
kind
of
factoid
that
we've
been
using
as
part
of
this
campaign
is
that
more
than
half
of
the
residents
of
Minneapolis
rent
their
homes
now
so
that's
been
a
shift
in
the
last
10
years,
and
so
we're
really
wanting
to
Center
renters,
as
a
group
which
is,
you
know,
has
its
challenges
because
historically
that's
not
how
the
city
looks
at
it's.
Constituents
right,
property
owners
and
taxpayers
are
kind
of
the
focus.

Not
you
know,
property
taxpayers,
so
so
this
is
the
shift
and
we're
hoping
that
this
kind
of
builds
and
we
do
more
renter
engagement.

So
these
are
the
policies
that
are
there's
information
on
the
website
about
each
of
these
again,
a
lot
of
them
were
passed
in
2019,
so
they're
not
brand
new,
but
they
are
specific
to
the
City
of
Minneapolis.
There's
certain
limits
on
render
screening
as
well
as
how
much
you
can
charge
for
security
deposits
and
then
there's
a
pre-eviction
filing
notice
that
residents
have
the
right
to
and
I
believe
that's
a
14-day
notice,
so
the
others
are
a
little
bit
less
common.

Although
repairs
is
a
combination.
So
all
of
these
there's
more
information
on
the
website,
but
this
is
just
to
give
you
some
kind
of
background
as
to
why
why
the
city
is
is
doing
this
campaign.
So,
like
I
mentioned,
there's
the
website,
it's
just
the
Minneapolis
website,
slash
renter
Dash
rights
and
then
we
just
launched
renders
quarterly
newsletter.
It
is
currently
only
in
English,
but
we
plan
to
work
with
NCR
to
get
that
translated.
You
know
for
future
editions
and
then
there's
also
videos
in
multiple
languages
on
the
website.

may
or
may
not
have
seen,
there's
ads
up
in
metro,
transit,
buses
and
shelters
and
just
additional
information
kind
of
all
over
the
city.
So,
like
I
said
open
streets
will
be
there.
We
are
planning
up
for
planning
for
more
events
in
this
fall
in
the
fall
and,
if
there's
other
opportunities,
you
know
our
team
is
open
and
available
to
doing
more
Outreach
and
engagement
if
it
if
it
would
be
helpful,
but
I
would
encourage
people
to
check
out
our
website
for
the
bulk
of
the
resources
we
have
to
offer.

work

a

that
people

the
paper

How

first
few

then

Sure
there
is
the
Supreme
Court's
been
pretty
active
in
the
immigration
area
in
the
last
month
or
so,
and
we
started
off
learning
immigration
developments
with
the
screen.
Supreme
Court
decision
I
was
issued
on
June
23rd
of
this
year,
where
the
Supreme
Court
held
by
an
eight
to
one
decision
that
states
do
not
have
the
authority,
the
talent
executive
branch
authority
to
establish
enforcement
priorities,
and
this
came
out
of
the
Biden
Administration
in
I
believe
September
of
2021
Homeland
Security
secretary
mayorkas.
B
Issued
a
policy
directive
on
on
enforcing
immigration
laws
and
that
there
was
going
to
be
a
focus
on
basically
people
who
violated
have
criminal
convictions
and
we're
not
going
to
focus
necessarily
just
on
people
who
are
here
undocumented
and
the
state
of
Texas
and
I
believe
Louisiana
and
about
18.
Other
Republican
states
challenged
that
decision
in
the
federal
district
court
in
Texas
and
the
and
the
ruled
in
the
favor
of
the
states
and
prevented
the
the
Biden
Administration
from
going
forward
with
that
discretionary
enforcement
policy.

But
in
this
afternoon
the
Supreme
Court
said
no,
the
states
didn't
have
standing.
In
other
words,
they
didn't
have
the
right
to
challenge
that
decision
and
that
it
was
within
the
discretion
of
the
of
the
administration
to
set
their
policies
with
regard
to.

Means
for
us
locally
is
that
there
is
a
lot
of
leeway
being
given
to
people
who
are
here
who,
in
removal
proceedings
and
didn't,
have
criminal
convictions,
weren't
necessarily
a
threat
to
the
security
of
the
United,
States
or
I
didn't
have
any
kind
of
terroristic.
You
know
terrorist
threat,
so
those
folks
were
able
to
continue
with
their
removal
cases
or
have
them
administratively
closed
and-
and
there
was
going
to
be
a
much
more
of
a
focus
on
enforcement
and
Detention
of
of
people
with
criminal
convictions.

The
USCIS
has
been
putting
in
several
announcements
and
information
regarding
a
new
naturalization
test
and
they
were
going
to
be
actually
doing
a
trial
test
between
June
and
September
of
this
year,
and
the
trial
test
was
going
to
take
a
look
at
the
English
language
requirements
of
the
test
and
how
that
was
how
English
proficiency
is
being
tested
and
also
we're
going
to
look
at
the
multiple
choice.
Questions
on
the
sixth
portion
of
the
exam
to
see.
If
they
could
improve
it.

They
asked
for
volunteer
organizations
that
would
be
willing
to
implement
the
test
to
some
of
their
citizenship,
students,
170
organizations
volunteered
as
of
May
10th,
and
they
were
continuing
to
accept
volunteer
organizations
up
till
May
31st
they're.
In
the
midst
of
the
test.
Right
now,
and
we
have
not
we'll
be
hearing.

in

September
whether
or
not
it's
going
to
impact
the
testing,
if
they're
going
to
change
it,
any
any
participants
in
in
the
trial
test,
the
results
of
those
tests
were
not
going
to
impact
anyone
who
may
have
a
pending
n-400
application
for
citizenship.

just
wanted

share
another
tiny
piece
of
information
with
regard
to
the
citizenship,
citizenship
test
and
the
pilot
process
for
making
potential
changes.
People
have
reached
out
perhaps
to
some
of
you
and
your
organizations
as
well
expressing
concern
and
I
think
it's
important
for
people
to
understand
that
there
are
no
changes
taking
effect
now
and
where
to
go,
to
learn
about
when
any
changes
would
take
effect.
A
So
I've
put
a
news
article
in
the
chat
and
also
have
included
the
USCIS
webpage,
which
indicates
where
updates
to
the
citizenship
test
will
be
posted.
It
does
feel
like
this
is
a
longer
engagement
process
before
implementation
of
changes
with
opportunities
to
weigh
in
so
just
to
alleviate
concerns
that
people
may
have
on
around
whether
changes
are
imminent
or
not
there.
There
is
a
place
where
people
can
go
to
to
obtain
information
and
learn
when
changes
may
take
it
back,
so
that
website
would
be
helpful
as
a
location
to
visit.

For
citizens
of
Columbia,
El,
Salvador
and
Guatemala,
who
have
family
members
in
the
United
States,
who
are
U.S
citizens
or
U.S
permanent
residents,
these
individuals,
these
these
people
who
are
related
to
U.S
citizens
or
permanent
residents
who
are
in
Colombia
El,
Salvador,
Guatemala
and
Honduras,
may
be
considered
for
parole
on
a
case-by-case
basis
for
a
period
of
up
to
three
years,
while
they
wait
to
apply
to
become
permanent
residents.
So
Nationals
of
Colombia,
El,
Salvador,
Guatemala
and
Honduras
were
beneficiaries
of
an
approved.
A
In
terms
of
the
individuals
who
are
able
to
assist
people
with
this
process,
more
information
will
be
forthcoming,
but
a
and
I
don't
want
to
speak
out
of
term,
but
I
believe
it
is
certain
nonprofit
organizations
that
are
qualified
to
provide
assistance
for
individuals
seeking
parole
into
this
process.
So
we'll
share
more
information
as
we
have
it,
but
wanted
to
make
sure
that
people
are
aware
of
this
new
pathway.

If
there
are
any

any

these
immigration

The
Department
of
Homeland
Security
on
June
20th
has
also
posted
Federal
Register
notices,
extending
TPS
temporary
protected
status
for
individuals
from
El,
Salvador,
Honduras,
Nepal
and
Nicaragua
for
18
months,
and
that
is
for
individuals
who
are
already
in
the
United
States
and
have
been
maintaining
temporary
protected
status.

There
are
also
advocacy
opportunities.
A
One
that
wanted
to
make
sure
to
share
is
the
Afghan
adjustment
act,
which
is
a
proposal
at
the
federal
legislature,
which
would
enable
individuals
from
Afghanistan
in
the
United
States
to
obtain
permanent
resident
status
so
far
has
been
unsuccessful
on
at
the
federal
legislature,
but
there
is
continued
advocacy
and
opportunities
and
and
information
about
how
to
weigh
in
is
available
on
advocates
for
human
rights
website,
so
whose
do
I
see
I
will
put
that
parole

in
the

in
one
quick,
second
and
I'm
also
going
to
share
information
about
the
advocacy
possibilities
through
the
advocates
for
human
rights.

before
it

citizenship
loans.
Do
they
have
income
eligibility
because
I
was
I
actually
was
talking
to
somebody,
and
that
question
came
up
and
I
have
no
idea
how
to
answer
that.

the
citizenship.
You
know
loan
for
folks
who
don't
have
enough
to
pay
the
the.

It
yeah
I'm
sure
if
people
are
below
150
of
the
poverty
guidelines,
they
can
do
that.
You
know
they
can
look
at
the
size
of
the
family
and
how
much
family
income
there
is.
If
they're
150
of
the
poverty
guidelines
are
below,
they
would
qualify
for
a
fee
waiver
complete
fee
waiver
from
the
USCIS.
If
they
are
more
than
150
percent
but
less
than
two
up
to
200
percent
of
the
poverty
guidelines,
they
can
get
a
partial
fee
waiver.

So
this
loan
was
intended
to
cover
people
who
are
over
the
200
percent
of
the
poverty
guidelines.
But
you
know:
didn't
have
the
money
themselves
to
to
pay
for
the
filing
fee
up
front,
which
is
100
or
725
dollars
at
the
moment.
So
the
the
loan
is
intended
to
cover
that
the
people
in
that
Gap
and
most
of
them
will
qualify
for
the
loan.
You
know
they
will
do
kind
of
a
kind
of
a
shorter.

You
know
income,
verification
and
those
kinds
of
things,
but
people
should
be
able
to
qualify
because
the
way
the
loan
works
is
each
City
put
up
a
a
small
loan
loss,
Reserve
fund
of
like
twenty
five
thousand
dollars
and
in
essence,
the
cities
are
backing
the
loan
so
that,
if
someone
defaults,
the
the
credit
union
could
go
and
and
recover
the
loss
from
that
fund.
That
cities
have
placed.
However,
you
know
in
when
we
were
researching
all
this,
we
did.

We
learned
that
most
of
these
kinds
of
loans
have
a
very
high
repayment,
so
people
are
don't
default
on
these
loans.
So
there's
a
lot
of
there's
some
security
for
the
credit
union,
so
people
who,
who,
if
they
don't
qualify
for
a
fee
waiver,
would
be
able
probably
to
qualify
for
this
loan.

what
parole
means
so,
generally
speaking,
parole
is
an
authorization
from
the
federal
government
for
an
individual
to
temporarily
enter
the
United
States.
It
is
not
an
immigration
classification
like
Refugee
status
like
each
one,
be
like
an
F1
student
status.

So
that's
that's
a
little
bit
of
a
description
and
when
do
I
see
you
have
your
hand
raised
as

just
going
to
add
two
things:
one
I
I.
You
have
to
be
outside
the
United
States
on
the
initial
application
for
parole
through
this
program,
but
you
could
you
could
apply
for
it
from
the
United
States,
if
you're
applying
for
some
type
of
reparall.

other
thing
is
with
the
parole
in
this
program.
People
will
be
eligible
for
employment
authorization
and
it's
parole
for
up
to
three
years,
so
it
it's
going
to
give
people
a
good
amount
of
time
to
be
here
and
also
we'll
be
able
to
get
work
authorization,
while
they're
here.

and
if
there's
anyone
else
who
may
want

share
information
regarding
parole
or
the
recently
issued,
and
now
the
recently
issued
announcement
relating
to
Colombians
and
others
outside
the
United
States,
please
feel

recognize

providing

telephone

often
insufficient
to
really
ensure
that
people
have
access
to
the
assistance
that
they
need
and
given
that
reality,

know
that
we,

representatives
of
the
City
of
Minneapolis
and
St
Paul,
have
worked
hard
to
host
events
where
service
providers
are
actually
available
in
person
to
provide
greater
orientation
regarding
what
people's
next
steps
are.

there
may
want
to
share
more
information
about
the
reality
realities
of
immigration,
legal
services,
but
will
also
share
what
was
communicated
at
a
recent
meeting,
which
is
that
the
state
legislature
has
allocated
millions
of
dollars
worth
of
funding,
which
is
anticipated
to
support
efforts
to
ensure
that
people
have
access
to
legal
representation
as
well
as
wraparound
services.
So
there
is
more
to
come
and
it's
very
encouraging
that
additional
economic
resources
are
being
put
into
this
area
where
there
is
significant,
significant
need,
and
so
there's
there's
reason
for
optimism.

Nevertheless,
the
reality
is
that
people
have
needs
right
now
and
how
do
we
address
those
needs?
One
of
the
ways
in
which
we're
doing
so
is
ensuring
that
there
are
in-person
events
where
people
can
actually
speak
with
immigration
attorneys
and
have
more
of
an
understanding
of
what
the
next
steps
are
in
their
cases
and
justo.

opportunities

have
more
engagement
with
community
members,
whether
on
an
individual
or
a
group
basis,
please
