work
for
the
city
of
minneapolis
in
the
office
of
performance
and
innovation
and
I'll,
be
speaking
to
you
about
how
the
city
is
reimagining,
public
safety
beyond
policing.

and
particularly
communities,
black
and
brown
lives
within
our
communities
have
been
harmed
by
the
policing
system
within
our
communities.
For
decades.
We
continue
to
see
abuses
happening
and
it's
we're
relying
on
a
system-
that's
not
really
working
for
everyone
and
we're
recognizing
that
we
need
to
move
beyond
those
traditional
approaches,
and
so
we
have
been
working
on
this
since
2019,
we
have
been
researching
to
figure
out
how
we
could
build,
what
we're,
calling
alternative
responses
to
public
safety.

Yes,
so
we
have
five
pilot
programs
that
we're
really
excited
about.
The
first
three
are
about
mental
health
emergencies:
how
to
respond
to
those
emergencies
in
a
more
empathetic
way,
and
then
the
other
two
are
about
how
you
can
resolve
non-emergency
issues
like
petty
crimes
or
parking
issues
beyond
calling
9-1-1,
and
so
the
first
three.
So
the
first
one
is
our
new
behavioral
crisis
response
team.
This
is
a
new
first
responder
program
that
is
now
available
in
minneapolis.

The
behavioral
crisis
response
or
bcr
team
is
a
mobile
crisis
intervention
program
that
will
send
an
unarmed,
highly
trained
non-police
response
to
eligible
mental
health
calls
eligible
9-1-1
calls
that
are
brought
in,
and
the
goal
of
this
program
is
to
provide
empathetic
care
and
avoid
forced
hospitalization
or
rest
or
imprisonment.

The
second
mental
health
pilot
program
is
the
ability
for
us
to
train
9-1-1
staff
who
receive
these
emergency
calls
to
train
them
in
better
to
be
able
to
specialize
in
taking
those
mental
health
calls
by
being
able
to
understand
what
the
people
need
right
there
and
then,
and
so
the
goal
is
to
help
not
only
dispatchers,
send
the
right
call
to
the
right
responses
and
to
be
able
to
give
them
to
this
new
vcr
team.
That
will
be
that
is
out
serving
the
community.

And
the
third
mental
health
pilot
program
is
currently
under
development
and
should
be
available
later
this
year,
and
we
will
be
placing
a
mental
health
professional
within
the
9-1-1
department,
where
they
will
be
able
to
assist
calls
in
the
moment
real
time
when
those
emergencies
come
in,
so
that
they
can
support
people
over
the
phone
and
the
goal
is
to
help
people
in
crisis
before
response
arrives,
so
that
people
are
being
seen
taking
care
of
each
step
along
the
way.

You
and
then
we
have
two
pilot
programs
that
are
about
reporting,
non-emergency
issues
and
both
of
these
pilots
aim
to
free
up
9-1-1
and
police
time,
so
that
they
can
respond
to
more
urgent
calls.
So
the
first
one
is
that
if
you
experience
a
non-violent
theft
or
property
damage
within
the
city
of
minneapolis,
and
you
need
to
file
a
police
report,
you
can
now
call
311,
which
is.
It
was
just
another
phone
number
which
you
can
work
with
city
staff
to
complete
a
report
over
the
phone
or
submit
an
online
report.

You
and
the
final
pilot
program
is
about
allowing
the
ability
for
non-police
staff,
so
other
city
staff,
within
other
departments,
to
be
able
to
go
in
person
and
actually
take
notes
on
these
issues
that
are
happening
around
theft
or
property
damage
and
be
able
to
work
one-on-one
with
minneapolis
community
members
to
resolve
those
issues.

You
for
those
questions
it's
important
to
share
a
little
bit
of
history
in
order
to
answer
these
questions
so
starting
in
2019,
the
minneapolis
city
council
directed
our
office
to
research,
alternative
responses
to
police
for
public
safety
issues,
and
essentially
what
that
means
is
to
look
at
the
current
system
and
ask
ourselves
what
could
be
done
differently.

If

experiencing
a
non-emergency
issue,
so
theft
property
damage
graffiti,
a
car
parking
issue.
Any
of
those
things
that
you
are
not
in
danger,
but
you
need
resolution
you
can
call
311
and
or
and
work
with
a
city
staff
member
to
resolve
that
issue
or
you
can
go
onto
our
city
website
and
access
any
of
the
online
report
system
and
there
are
options
to
speak
with
someone
and
have
a
translator
available
when
you
call
911
to
the
city.

One
surprising
thing
from
this
research
actually
came
out
of
some
responses.
We
got
to
a
particular
question.
We
asked
community.

of
responses
wanted
a
mental
health,
professional
or
a
social
worker
to
show
up
only
5
percent
wanted
police
involvement.
That
is
a
huge
difference
and
we
found
this
to
be
very,
very
important
that
95
of
the
responses
95
of
people
who
live
in
our
community
wanted
a
mental
health,
professional
or
a
social
worker
to
respond,
and
yet
we
didn't
have
that
in
place.
We
needed
to
create
something
new.
We
needed
to.

really

be
launching
a
public
safety
awareness
campaign.
The
first
round
of
content
will
be
shared
this
month.
Actually,
so
what
we
mean
by
campaign
is
that
we
are
putting
together
stories
and
information
into
videos,
photos
infographics
posters
going
out
to
community
getting
on
the
radio
speaking
in
front
of
residents
to
share
what's
going
on.

want
to
try
to
capture
a
lot
of
our
audiences,
those
that
are
young.
Those
are
in
college
students,
those
that
really
understand
the
language
of
english,
so
that
we're
able
to
really
be
a
whole
and
be
able
to
be
connecting
our
community
voices
back
to
the
city.
So,
as
of
monday
february,
14th
81.6
of
people
five
years
and
older
in
minneapolis
have
received
the
covet
shock
the
74.1.

So,
while
both
minnesota
and
minneapolis
cases
are
really
continue
to
indicate
a
widespread
transmission,
they
have
also
decreased
significantly
over
the
past
few
weeks.
Between
january
11
and
february
14,
the
rate
for
covert
infection
decreased
86
percent,
masha
allah
in
minneapolis
and
74.5
in
whole
in
minneapolis.
So.

Test
positively
rates
have
also
decreased,
although
it
remains
above
at
the
five
percent
threshold
which
indicates
caution
as
such,
everyone
should
continue
wearing
masks
indoors,
regardless
of
vaccination
status
and
get
tested
if
exposed
of
having
symptoms.
If
you
are
eligible,
we
recommend
getting
the
vaccination
booster
shot
because
of
the
habit
of
time.

So
that's
a
new
update
for
drink
establishments
and
hayataha.
You
don't
have
to
show
proof
of
vaccination.

So
when
the
emergency
regulation
went
into
effect
the
seven
days
new
cases,
it
also
exceeded
1,
300
cases
per
1000
people
and
positive
rates
were
increasing
rapidly.
These
numbers
are
now
trending
downwards.
As
it's,
the
number
of
covert
hospitalized
hospitalizations,
similar
restrictions
for
restaurants
and
bars,
was
lifted
in
saint
paul
as
well.
The
city
requires
requirement
that
masks
are
worn
in
most
public
places.

So
some
of
the
symptoms
of
the
covert
include
cough
shortness
of
breath,
difficulty,
breathing
fatigue,
muscle
body,
aches,
headache,
new
loss
or
taste
of
smell,
sore
throat,
congestion
or
running
nose,
nausea
or
vomiting
diarrhea.
The
state
of
minnesota
has
also
testing
sites
in
minneapolis,
and
these
testing
sites
is
all
over.
The
minneapolis
are
covered
on
the
minneapolis
convention.
Center
is
one
of
the
testing
sites
in
the
city.

Testing
is
done
there
on
monday,
through
friday,
from
11
to
6
pm,
and
the
testing
is
obviously
free,
and
if
you
have
your
insurance
card,
you
can
also
show
your
insurance
card.
So
now
you
can
also
order
free
at
home,
covered
19
test
tips
from
the
federal
government,
so
each
home
I
ordered
mine.
It
just
came
a
few
days
ago.

You
can
get,
you
can
be
eligible
to
get
four
free,
at-home
coverage
tests
and
they'll
be
shipped
to
you
within
seven
days.
Testers
are
also
rapid
and
sergeant
and
home
testers,
not
pcr
tests.
So
this
is
amazing.
If
you
still
haven't
received
the
covert
vaccination,
there
are
ways
to
also
get
it
for
free.
There
are
a
lot
of
free
testing
pla.
Vaccination
shop
places
this
coming
saturday,
inshallah
february,
26th
free
vaccinations
are
available
at
the
hiawatha
academies
in
the
north
loop
campus
gymnasium.

the

you
can
go
and
search
by
appointment
example.
If
you
want
to
get
the
visor
you
put
in
the
visor
and
so
forth,
I

remind
everybody
that
there's
a
still

mass
masking
requirements
in
minneapolis.

Everyone
in
minneapolis
businesses
and
areas
of
the
public
accommodations
must
wear
masks.
This
includes
patrons
and
employees
and
visitors
and
the
business
places
to
help
reduce
the
spread
of
the
covid
and,
if
you're
inside
a
place
serving
food
and
drink
and
have
shown
proof
of
being
vaccinated
and
the
test
is
negative,
even
though
they're
not
doing
that
anymore.

amazing
just
to
have
your
mask
on
and
if
you
need
to
get
more
information

on
our
city's

also
request
more
information
on
the
vaccinations
and
just
to
stay
in
the
loop.
