B
A
C
D
A
E
I
want
to
start
by
reinforcing
that
we
will
not
be
answering
questions
regarding
either
the
substance
or
the
proceedings
of
the
trial
taking
place
across
the
street.
We
want
to
honor
the
integrity
of
this
criminal
process
and
also
make
sure
to
honor
the
requests
by
judge
cahill,
and
at
the
same
time,
we
want
to
acknowledge
that
right
now,
the
eyes
of
the
world
are
on
minneapolis,
specifically
the
events
that
are
taking
place
across
the
street.
E
Anyone
who
is
looking
to
harm
either
people
or
property
in
minneapolis
it
will
not
be
tolerated,
they
will
be
arrested.
I
want
to
send
that
message
loud
and
clear
to
anyone
that
is
considering
going
that
route
right
now
beyond
that
increased
presence
that
we
discussed.
Our
local
government
continues
to
take
the
very
necessary
steps
to
keep
residents
safe
and
support
our
community
as
we
enter
this
phase
of
the
trial.
E
E
E
612-673-5335
it
will
be
up
and
operating
and
that
new
line
will
be
a
really
big
step
forward
in
terms
of
efficiency
within
the
enterprise
within
the
and
it
comes
across
by
the
way
at
no
cost
to
the
city.
E
We
know
that
people's
livelihoods
have
been
disrupted
in
many
different
ways,
and
we
want
to
make
sure
that
the
city
is
stepping
up,
and
so
this
has
come
through
substantial
work
with
community
with
business
owners
non-profits
and
these
50
000
will
serve
between
15
and
25.
Businesses
in
the
surrounding
area.
Up
to
about
a
million
dollars
is
the
fund
that
we
will
have
available.
E
We've
also
been
exceedingly
clear
that
safety
has
to
be
a
top
priority
at
38th
in
chicago,
and
chief
auradonda
will
be
able
to
provide
a
high
level
update
regarding
the
patrols
that
have
been
in
and
around
the
neighborhood
surrounding
38th
in
chicago
he's,
also
going
to
give
a
little
bit
more
information
regarding
the
tip
line
that
I
just
described,
and
you
know,
as
we
know,
the
eyes
of
the
world
are
on
the
city
of
minneapolis.
We
have
perhaps
more
press
here
than
we
even
do
people.
E
The
results
of
the
survey
involving
what
residents
around
the
intersection
of
38th
in
chicago
will
like
to
see
how
they
want
the
intersection
shaped,
how
we
want
to
make
sure
that
the
legacy
of
george
floyd
is
upheld,
where
they
want
the
bump
out
to
be
located
and
how
they
want
the
memorial
itself
to
look
and
so
he'll
be
presenting
that
very
shortly.
David
rubidor
and
ncr
staff
are
also
continuing
their
work
with
their
their
outreach
partners
throughout
the
city
and
beyond
the
new
forgivable
loan
program.
E
E
So
we're
going
to
continue
to
focus
our
efforts
where
it
belongs,
which
is
on
the
safety
and
security
of
our
residents
and
on
getting
out
timely
information
as
quickly
as
we're,
possibly
able
to
do
so
again.
Very
much
appreciate
our
local
press
corps
for
all
of
their
work
throughout
this
trial
and
with
that
I'll
turn
it
over
to
chief.
E
F
I
also
want
to
say-
and
I'm
happy
to
report
that
as
I
stand
here
before
you
today-
there
have
been
no
reported
arrests
or
any
sorts
of
property
damage
or
destruction
as
it
relates
to
the
trial,
and
so
I
want
to
continue
to
thank
our
communities,
those
individuals
who
live
here,
those
who
have
come
into
our
city
to
practice
their
first
amendment
rights.
I
want
to
say
thank
you
on
behalf
of
mayor
frye,
our
leadership
team
here
at
the
city
and
certainly
operation
safety
net,
for
for
doing
so
in
a
peaceful,
peaceful
way.
F
Also,
members
of
our
community
can
expect
to
see
more
of
a
public
safety
presence
which
will
include
both
public
safety
police
personnel
as
well
as
national
guard,
and
they
can
expect
to
see
that
kind
of
ramp
up
as
we
get
into
this
upcoming
weekend
and
and
that's
also
not
just
in
the
downtown
plaza
area,
but
that
is
in
all
four
corners
of
our
city,
north
minneapolis,
uptown,
downtown,
northeast
and
in
all
parts,
and
so
that
will
continue
to
occur
switching
gears,
the
the
mayor
talked
about.
F
I
don't
think
you
can
ever
over
communicate
with
our
communities,
and
so
this
new
tip
line
this
new
technology
is
absolutely
what
we
need
at
this
time.
The
new
technology
includes
a
robust
server.
We
are
able
to
take
in
more
capacity
and
volume
of
calls,
which
is
so
very
important,
and
we
are
able
to
respond
more
efficiently
to
that
information.
I
want
to
thank
our
communities
for
if
they
see
anything
suspicious,
if
they
have
information
that
would
help
to
keep
our
city
safe.
F
Please
call
the
number
that
mayor
fry
stated
just
a
minute
ago.
612.
F
Again,
612-673-5335
again,
but
that
is
not
for
emergency.
If
you
still
need
an
emergency
response
right
away,
we
urge
you
to
please
call
9-1-1
38th
in
chicago.
I
want
to
first
thank
the
mayor
for
leaning
in
engaging
in
these
conversations
with
our
community
partners
and
stakeholders,
as
we
think
about
reconnecting
38th
in
chicago.
F
This
will
not
be
just
a
minneapolis
police
department
initiative
and,
quite
frankly,
it's
really
focused
and
leaning
in
on
our
communities
who
stakeholders
who
live
there
and
do
business
there,
and
so
that
is
really
what's
going
to
guide
this
work
now
from
a
public
safety
standpoint,
as
I
mentioned
a
few
weeks
ago,
we
had
to
address
the
public
safety
needs
out
there
and
we
cannot
tolerate
any
violence
which
occurs
out
there.
F
Many
of
you
know
that
we
launched
our
federal
partners,
including
the
u.s
attorney's
office,
u.s,
marshals,
atf
and
others
to
help
us
in
in
really
making
sure
that
we're
not
causing
harm
up
there.
That
individuals
are
not
involved
in
violence
up
there.
That
investigative
work
still
continues.
I
I
will
not
be
able
to
com
comment
on
any
sorts
of
open
investigations
at
this
point,
but
the
residents
and
businesses
up
there
will
continue.
G
Good
morning,
I'm
brett
jelly
interim
director
of
public
works
name
spelled
j
e
b-r-e-t-t-e
l
e.
I'm
I'm
a
little
concerned.
The
mayor
oversold
this,
but
here
is
the
update
on
the
survey
results.
So
we,
the
city,
sent
surveys
to
all
residents
and
businesses
to
gather
public
feedback
on
two
interim
design
options
that
would
reopen
the
intersections
of
30
intersection
of
38th
in
chicago
nearly
4
000.
Surveys
were
administered
in
three
languages:
english,
spanish
and
smallie
to
all
residents
and
businesses.
G
Forty
percent
of
the
responses
supported
option,
one
which
would
relocate
the
fifth
sculpture
out
of
the
intersection
into
the
northeast
corner
of
38th
in
chicago
and
41
percent
of
the
survey
response
supported
option
two,
which
would
keep
the
fist
sculpture
in
the
intersection.
G
Sixteen
percent
of
the
responses
did
not
support
either
option
and
instead
indicate
a
desire
for
justice
before
any
design
changes
were
implemented,
and,
finally,
three
percent
of
the
responses
requested
that
all
barricades
and
art
and
other
items
be
removed
and
that
the
intersection
be
reopened
to
vehicle
traffic
in
a
manner
similar
to
how
the
area
looked
before
the
death
of
george
floyd.
D
Glover
morning
I'm
trish
glover,
the
director
of
minneapolis
3-1-1,
the
3-1-1
department,
is
primary,
is
the
primary
source
of
contact
for
the
city
of
minneapolis.
We
provide
a
single
access
point
for
all
non-emergency
information
and
service
requests.
3-1-1
is
a
simple
three-digit
number
that
residents,
businesses
and
visitors
can
call
within
the
city
limits
to
contact
us.
If
you
are
outside
the
city
limits,
you
can
call
three
three.
D
Our
hours
of
operation
are
seven,
am
to
seven
pm
monday
through
friday
and
we
are
closed
the
holidays.
Three
one
agents
are
getting
an
increase
and
are
getting
an
increase
in
calls
about
the
trial
we
will
not
handle
any
calls
related
to
the
showman
trial,
which
is
a
purview
of
the
hennepin
county
district
court.
We
are
prepared
to
expand
our
hours
of
capacity
if
we
experience
a
big
increase
in
call
volumes.
D
Besides
calling
3-1-1,
you
can
use
3-1-1
web
self-service
on
the
city's
website.
You
can
email
us
at
minneapolis
311
at
minneapolismn.gov,
or
you
can
download
the
311
smart
app
smartphone
app.
You
can
also
call
311
in
any
language
when
calling
simply
plus
press
one
for
english,
two
for
spanish
three.
For
one
excuse
me
three
for
somali
and
four
from
one
or
you
can
wait
for
an
agent
to
answer.
We
do
have
over
227
language
options.
D
E
Thank
you,
miss
glover,
and
thank
you
for
all
of
the
work
that
you
and
your
staff
have
been
doing
over
at
3-1-1
in
many
respects.
They're
unsung
heroes
that
are
taking
these
calls
on
a
very
regular
basis
to
make
sure
that
people
are
comfortable
throughout
our
city
and
we
can
make
sure
to
provide
the
excellent
services
that
our
residents
deserve
throughout
this
trial.
With
that
will
open
up
to
any
questions
you
might
have
mayor.
C
Cry
brandi
powell,
with
channel
5..
I
wonder
there
were
a
lot
of
people
who
said
during
the
riots
after
the
death
of
george
floyd,
that
they
were
not
able
to
get
through
to
9-1-1.
Is
this
new
tip
line
in
direct
response
to
that,
and
if
so,
can
you
explain
more
about
the
impact?
You
hope
that
it
has
and
the
infrastructure
that
you
have
set
up
to
make
it
so
that
people
can
get
through.
E
E
The
answer
is
in
part:
yes,
but
in
in
reality,
no
we
have
opened
a
number
of
different
services
to
be
more
specific.
E
So
what
happened
in
late
may
and
early
june
is
people
were
calling
911,
regardless
of
the
circumstances
that
they
were
seeing,
whether
it
was
something
more
mundane,
whether
it
was
a
tip
or
whether
it
was
something
that
was
a
severe
emergency,
and
with
that
we
saw
a
really
significant
influx
of
calls.
So
we've
done
several
things.
One
we've
worked
to
expand
as
much
as
possible
the
acts,
the
the
access
of
911
itself
to
emergency
situations.
E
Two
we've
made
sure
that
three
one
one
is
prepared
to
take
non-emergency
calls
in
every
way,
shape
and
form,
and
we
know
that
last
time
around
people
were
calling
9-1-1
for
tips,
and
that
was
a
substantial
number
of
calls.
So
we've
created
a
separate
tip
line
and
that
tip
line
has
most
recently
been
been
expanded,
so
that
we're
able
to
take
a
massive
influx
of
calls
we're
able
to
get
those
calls
transcribed
and
we're
able
to
use
the
data
and
for
information
that
we
get
through
those
calls
themselves
again.
That
number
is.
B
Jayla
612-673-5335
with
fox
the
kneeling
restraint
that
chauvin
used
on
george
floyd.
It's
been
banned,
but
isn't
that
very
similar
to
the
maximum
restraint
technique.
I
know
it's
also
known
as
mrt,
where
officers
can
still
kneel
on
people.
E
E
I
can't
to
the
extent
we're
able
to
answer
the
question,
we'll
we'll
consult
with
staff
and
get
back
to
you,
but
it
sounds
like
one
that
would
substantially
have
an
overlap
with
the
aspects
of
the
trial
itself.
B
I
know
many
business
owners
and
residents
fear
of
a
repeat
of
rioting
and
looting
similar
to
last
spring.
What
would
you
tell
them
those
people
that
are
worried.
E
So
the
question
was
many:
businesses
and
residents
alike
are
concerned
about
some
form
of
repeat
of
of
last
late
may
and
early
june,
and
there
are
many
differences
between
last
may
and
early
june.
The
biggest
difference
is
that
we've
had
the
asset
of
time
to
prepare
beginning
in
august,
we
begun
preparations
in
anticipation
of
a
forthcoming
trial.
E
E
We
have
been
prepared-
and
I
want
to
note
that
I'm
very
pleased
with
the
sequence
of
events
that
have
taken
place.
Thus
far,
our
protesters
have
been
doing
so
peacefully.
People
have
been
peacefully
expressing
their
first
amendment
rights,
whether
it's
it's
marching
or
or
chanting,
and
we
believe
that
that
is
really
an
example
to
follow.
In
true
minneapolis
tradition,
we've
been
following
the
importance
of
first
amendment
rights,
and
I
appreciate
those
who
have
been
doing
so
and
I
want
to
mention
one
more
thing.
E
You
know,
and
additionally
I
gave
this
message
previously,
but
in
late
may
and
early
june
we
saw
quite
a
few
individuals
come
from
outside
of
the
city
and
outside
of
the
state,
whether
it
was
a
white
supremacist
organization
or
otherwise,
and
they
came
to
minneapolis
with
the
intention
to
cause
chaos
to
cause
destruction,
to
use
peaceful
protesters
as
a
shield
and
to
harm
both
people
and
property
within
our
city,
and
the
message
to
them
is
very
clear
if
you're
planning,
right
now
to
come
to
our
city,
whether
it's
during
this
trial
during
jury
deliberations
or
after
the
verdict
and
you're
going
to
cause
chaos
or
destruction,
you
will
be
arrested.
E
A
Please
fry
we've
been
talking
to
residents
community
leaders
just
about
how
they're
feeling,
while
they're
watching
the
trial,
no
one
gets
to
ask
our
leaders
you
and
the
police
chief.
Are
you
watching
the
trial
and
how
are
you
dealing
with
the
images
that
you're
seeing
like
everybody
else?
I
mean
people
are
expressing
their
emotions
and
saying
it's
re-traumatizing,
but
as
a
leader
of
the
city
and
as
a
leader
of
the
police
department,
how
are
you
dealing
with
those
images
and
are
you?
Are
you
watching.
E
So
the
question
from
mr
reg
chapman,
who,
by
the
way,
was
the
only
person
to
laugh
at
my
joke
previously.
So
thank
you
for
that.
The
question
was
whether
chief
ardando
and
myself
are
watching
the
trial.
E
The
truth
is
that
and
I'll
speak
for
myself,
and
perhaps
let
chief
ardando
answer
later
on.
We
are
working
around
the
clock.
I
mean
the
hours
that
we
have
been
putting
in
through
the
day
do
not
allow
us
to
watch
the
trial
and
extent.
Of
course,
I've
been
following
the
news
coverage,
but
no
ensuring
the
safety
and
security
of
our
city
has
been
of
paramount
concern.
There's
a
number
of
different
issues
that
our
city
is
presently
experiencing.
Some
of
them,
yes,
have
to
do
indirectly
with
the
trial.
E
Some
of
them
have
nothing
at
all
to
do
with
the
trial
and
have
required
our
utmost
attention.
So
the
answer
for
the
most
part
is
no
we've.
We,
we
have
not
been
able
to
watch,
certainly
the
televised
version,
because
we're
our
attention
is
very
much
much
focused
on
the
city
itself
and
I'll
note
that
you
know
our
residents
and
our
city.
We
are
more
than
just
this
trial.
E
Our
residents
are
more
than
witnesses.
The
conversations
that
we
have
are
more
than
just
cross-examinations.
When
we
say
goodbye,
we
don't
deliver
a
closing
argument.
We're
people
in
this
city
we
are
certainly
the
the
trial-
has
been
significant,
but
there's
a
whole
lot
more
to
minneapolis.
C
I
wonder,
and
I
don't
know
if
it's
you
may
or
fry
or
you
chiffordando.
You
said
chief
eridando
that
this
weekend
I
think
you
both
mentioned
if
there
would
be
more
police
presence-
and
I
think
you
said
guard-
I
just
want
to
be
clear
on
what
we
can
expect
around
38th
in
chicago
this
weekend
and
also,
if
that's
a
plan
for
every
weekend
or
if
that
is
just
this
weekend,
because
it
is
after
the
first
week
of
testimony.
E
Thank
you
for
the
question
brandi.
The
question
was
whether
we
can
expect
an
increased
presence
throughout
the
city,
but
also
in
the
area
surrounding
38th
in
chicago
I'll.
Let
this
speak.
The
chief
speak
more
specifically
to
this
in
just
a
second,
the
area
around
38th
in
chicago,
yes,
has
seen
an
increased
law
enforcement
presence.
That's
separate
from
the
national
guard
presence
that
will
be
here
in
increasing
form
as
we
get
closer
into
jury
deliberations
and
the
verdict.
Much
of
that
presence
regarding
the
trial
will
be
focused
along
our
somewhere
between
11
and
20
major.
E
You
know
commercial
corridors
and,
as
we
mentioned
that
that
that
that
presence
will
be
increasing
I'll,
let
the
chief
speak
more
specifically
to
some
of
the
work.
That's
happened
over
each
over
at
38th
in
chicago,
which
I
will
note
you
know,
we've
heard
from
many
residents
and
businesses
in
the
area
and
they
have
been
thankful
for
the
support
and
certainly
have
been
supportive
of
it.
Chief.
Do
you.
B
Want
to
have
a
quick
follow-up
before
you
leave
sure
I
know
you
mentioned
that
there
was
possibly
some
white
supremacists
that
were
here.
I
was
wondering
if
you
guys
had
a
chance
to
look
at
that
past
information
or
data
to
finding
the
evidence
that
there
were
white
supremacists
here.
F
Yes,
so
to
your
your
question
about
more
presence
of
both
police
and
national
guard
over
this
weekend
and
as
we
go
forward,
part
of
the
the
four
phases
of
operation
safety
net
has
naturally
has
it
built
in
where
we're
going
to
be
ramping
up
more
resources.
F
And
so,
as
a
part
of
that,
I
want
our
communities
to
know
that,
while
there
will
clearly
be
a
visible
presence,
as
there
has
been
from
the
start
of
operation
safety
net
at
the
government
center
plaza,
we
are
going
to
also
utilize
the
and
have
the
advantage
of
utilizing
those
resources
to
do
conduct
patrols
throughout
our
city,
whether
it's
broadway
avenue,
whether
it's
lake
street,
whether
it's
uptown,
and
so
they
will
certainly
see
that
this
weekend
and
as
we
continue
to
go
into
that
phase.
Three
they'll
see
more
of
that.
F
F
It
will
be
throughout,
and
so
what
residents
around
30th
in
chicago
specifically
have
seen
have
been
more
visible
patrols,
including
some
probably
perhaps,
our
mobile
command,
one
vehicle
and
there'll
be
other,
whether
it's
in
county
deputies,
squad
cars
or
also
metro,
transit
police
as
well,
and
so
that
will
continue
not
just
30th
in
chicago,
but
throughout
our
city.
C
A
F
My
understanding
is
that
and
director
cotton
is
not
here,
but
my
understanding
is
that
those
will
probably
be
activated.
I
just
have
not
spoken
with
her
in
terms
of
that,
mr
chapman,
to
your
question.
Earlier,
no
I've
not
been
watching
the
trial.
I
am
scheduled
at
some
point
to
give
testimony
and
so
respecting
judge
cahill's
orders.
I
will
not
be
viewing
that.
E
The
answer
is
yes:
there
were
a
number
of
individuals
on
the
ground
that
were
from
texas
in
some
cases
associated
with
the
bogalu
boys,
a
known
white
supremacist
group
that
were
substantially
involved
in
chaos
and
destruction
in
our
city,
and
one
prime
example
is
the
third
precinct
shooting
off
many
many
rounds
at
the
precinct
itself,
and
you
know
yes,
there
was
a
significant
and
coordinated
effort
to
cause
chaos
and
destruction
within
our
city
from
these
outside
groups.
The
message
to
them
is
very
clear:
we
will
not
tolerate
it,
we
you
will
be
arrested.
