A
How
are
we
reimagining
public
safety
after
surveying,
4,
000
individuals
from
the
minneapolis
community
about
their
experience
with
reporting,
non-emergency
issues?
We
understood
the
system
isn't
working,
it's
actually
harming
folks,
rather
than
helping
them
so
we're
making
direct
changes
to
how
you
file
non-emergency
issues.
So
the
first
direct
change
is
to
shift
non-emergency
calls
from
9-1-1
to
3-1-1.
B
3-1-1
is
a
front
desk
for
the
city
of
minneapolis
and
we
help
folks
find
resolutions
for
all
non-emergency
issues.
Previously,
non-emergency
police
reports
were
shared
between
9-1-1
and
3-1-1.
In
that
method
we
found
flaws
and
delays
and
service,
and
so
we've
shifted
it
so
that
311
takes
all
non-emergency
place
reports.
B
When
we
reached
out
to
the
community
and
asked
what
their
ideal
reporting
experience
would
be.
They
were
clear
on
a
few
things:
they
wanted
a
dedicated
non-emergency
phone
number,
an
online
option.
They
want
to
speak
with
civilians
instead
of
police
officers
and
excellent
customer
service,
and
our
301
agents
fit
the
bill.
So
we
shifted
the
following
types
of
non-emergency
phone
calls
from
911-311.
B
We
do
property
damage,
non-violent
theft
and
traffic
and
parking
issues.
The
benefits
of
this
change
are
you
don't
have
to
interact
with
police
and
not
only
that,
but
you
don't
have
to
go
to
a
precinct
and
you
don't
have
to
wait
for
them
to
arrive
on
the
scene.
You
can
just
call
3-1-1
or
file
your
report
online.
A
The
second
direct
change
is
establishing
an
overnight
shift
for
traffic
control.
This
will
allow
them
to
work
24
hours
a
day
monday
through
friday.
This
is
an
opportunity
for
more
unarmed
alternative
responses
to
be
out
in
the
community
serving
you.
They
are
a
trusted
well-established
program
within
the
city,
helping
to
ensure
that
our
city
is
running
smoothly
and
effectively.
C
Traffic
control
is
a
civilian
unit
that
monitors
the
flow
of
traffic
throughout
the
city
and
we
also
regulate
parking
in
downtown
minneapolis
to
an
entire
city
of
minneapolis.
So
traffic
control
already
works
a.m
and
p.m.
So
we
added
the
overnight
shift
and
so
now
we're
available
24
hours
a
day
monday
through
friday.
I
think
it
benefits
the
community
because
it's
something
that
we
already
do
as
a
unit
we're
not
armed,
and
I
think
it
would
provide
a
quicker
service
to
the
community.
So
if
you
have
a
parking
complaint,
you
call
3-1-1.
