own
the
house,

nine
twenty-eight
east
church
street,
the
house
that's
been
running

twice
this
time.
Somebody
jumped
the
entire
sidewalk
from
hammond
drive
and
ran
through
my
house,
moved
it
off
the
foundation
by
about
three
to
four
feet
and
went
through
a
double
brick
wall,
we're
very
fortunate
than
what
was
hurt.
Only

furniture
was
damaged
in
the
house.

petition
the
city
to
put
up
a

sort
of
guard
rail
across
the
end

that
street
at
the
sidewalk

front

this
is

second
time

worse
every
time.

before
somebody
gets
killed,
we
would
love

the
city
to

feasible
to

would

live

tenants,

us

five
years,

it
is
taken
such
a
long
time

get
the
house
finished
or
repaired
that
they
had

find

place
to
live

have
no
way
to
go
so
the
insurance
company
is
still
working
on
it,
but
it's
a
sizable
job.

as

we're
very

to

my
business

at

one
of
the
owners
of
Sparrow
Hill
in
on
Church
Street.
We
came
to
Monroe
in
2013
and
we
were
immediately
impressed
with
the
redevelopment
potential
of
our
property,
but
there
was
no
way
possible.

We
could
have
taken
on
the
challenges
of
this
project
without
the
development
incentives
offered
through
the
DDA,
the
long
and
complex
process
process
of
acquiring
a
bank-owned
property,
managing
construction
on
a
property
in
a
historic
district,
completing
the
process
for
a
change
in
use
and
required
changes
in
zoning
made
this
task
nearly
impossible
based
on
the
associated
risk.
However,
the
development
assistance,
including
low
interest
rate
loans,
made
it
possible
for
us
to
take
an
abandoned
property
and
create
a
viable
business
which
is
much
needed
for
this
community.

While
we
have
seen
a
lot
of
positive
change
in
the
three
years
since
we
first
came
to
Monroe,
we
know
there's
still
so
much
promise,
but
a
lot
of
work
to
do.
There
are
blighted
and
abandoned
properties
in
close
proximity
to
Sparrow
he'll.
Actually,
right
behind
and
across
the
street,
all
in
desperate
need
of
new
investment,
and
we
firmly
believe
that
assistance
from
the
city
is
critical
to
seeing
the
appropriate
changes
take
place.

As
an
aside,
we
routinely
are
asking
myriad
of
questions
regarding
our
property
in
its
history,
as
you
can
well
imagine,
unfortunately,
whether
it's
from
mid-week
business,
travelers,
and/or,
concerned
parents
of
a
bride
on
a
weekend
with
her
bridal
party.
One
of
the
most
frequently
asked
questions
of
us
is:
is
it
safe?

don't
like
to
be
asked

My
husband
and
I
are
currently
searching
for
housing
in
the
city
of
monroe,
close
to
the
end,
we're
now
empty
nesters.

want

move

love

be
a
part

development

city
Monroe,

like

see
the
support
there
as

that
we're
investing
properly
while

what

economies

scale

financial
resources

been
on

to
myself
and
some
of
the
staff
to

urban
renewal
policy.

adopted
by
council

years
back.

us
guidance

future
projects

this

allow
us
not

but
allow
them
to
provide
incentives.
Assistance

choose
to

have

sure

we

those

problems

utility

needs
and

upgrading.

have

distances
for
fighting

avenue

ask
them

they

priced

condos

that

and
we
priced
it

problem

we're
running

value

people
put
on
the

land
and
the
buildings

construction

development

city

they
just
did
was
very
advantageous

us.
We
are
going
to
my
developer
friend
was
out
of

are
going
to
sit
down

and
assess
our
final
cost,

hopefully
we
can
move
forward.
