Description
City of Monroe Council Meeting August 9, 2016
A
Colleen
order,
let's
break
she'll,
always
thank
you
for
this
time,
that's
again
to
come
for
you
to
become
coming
for
our
citizens
to
do
our
best
work,
the
city
of
the
road.
Don't
just
freeze
police
freighters!
You
are
with
us
tonight
and
help
us
make
the
decisions
that
we
make
like
this
seagoing
best
season
study,
or
let
this
many
in
your
name
but
regular
flight
I'll
customer
product
before
we
move
into
the
approval
of
the
agenda
glass
for
just
stuff
presentation.
B
D
Thank
You
chief
I
appreciate
you.
Let
me
just
before
I
present
this
plaque
to
this
city
as
well
as
chief
chief
glass
I,
want
to
really
just
talk
a
little
bit
about
the
certification
process
through
the
state
of
Georgia.
We
can't
take
this
for
granted
that
this
this
department
is
a
certified
agent
in
the
in
the
state
of
Georgia,
saying
that
they
are.
D
We
were
fortunate
enough
this
year,
also
the
city
of
Atlanta
out
of
42
agencies
that
was
recertified
this
year,
along
with
Monroe
and
I,
hold
this
as
a
really
really
deep
accomplishment
for
my
administration
and
I.
Think
that
you
guys
should
look
at
this
the
same
way
from
Monroe.
So
on
behalf
of
the
Georgia
chiefs,
Association
law
enforcement
certification,
I
served
as
the
immediate
past
president
of
Georgia
chiefs.
Association
and
I
keep
my
good
friend.
He
insisted
that
I
presented
this,
because
my
signature
is
on
this
document.
D
From
last
year,
and
so
I'm
going
to
read
the
plaque
asset
says
the
state
of
Georgia
law
enforcement
certification.
Be
it
there
hereby
known
that
the
Monroe
Police
Department
has
fully
demonstrated
its
commitment
to
law
enforcement
excellence
by
meeting
all
applicable
standards,
as
established
by
the
state
of
Georgia
law
enforcement
certification
program.
D
Therefore,
upon
recommendation
of
the
joint
review
committee
of
the
state
of
Georgia
law
enforcement
certification
program,
this
agencies
hereby
recognize
as
a
certified
law
enforcement
agency
for
the
period
of
august
first
2016
through
July
thirty-first
2019
assigned
by
Honorable
governor
nathan,
Deal,
and
also
the
president
of
the
Georgia
sheriffs
Association
mr.
Wilson,
and
then
myself,
George
internat.
As
the
immediate
past
president
of
the
Georgia
chiefs,
Association,
congratulations
chief.
D
Great
and
then
also
on
behalf
of
the
georgia
chiefs
Association,
you
always
acknowledge
the
certification
manager.
Let
me
just
take
a
minute
to
ask
captain
Mike
Matthews
to
come
forward
if
he's
here,
so
the
Georgia
Association
of
Chiefs
of
Police
are
certified
certification.
Appreciation
to
captain
Mike
math
is
on
expand
on
your.
We
are
gratified
on
the
dedication
efforts
of
your
effort
to
get
this
agency
to
certification,
so
on
behalf
of
the
georgia
chiefs
Association
and
the
past
immediate
past
president
george
and
turner,
congratulations
for
your
effort
in
getting
this
agency
to
certification.
B
E
C
C
C
A
A
Time
dr
got
games
good
evening.
All
the
bows
that
passes
we
made
an
approachable
of
his
consent
agenda,
stomach
hello,
second
care
in
discussion
here,
going
all
in
favor
that
we're
going
to
a
public
presentation.
Well,
that
was
harder
than
the
human
table
affair.
We
have
one
person
signed
up
for
public
comment.
A
F
To
meet
you
I'm,
I'm,
homeless,
I,
don't
have
an
address,
so
I
guess
I'll
start
then,
and
I'm
actually
this
evening,
of
course,
to
talk
about
homelessness.
Can
everybody
hear
me?
Ok,
I,
don't
have
a
problem
with
talking
fast
and
talking
quietly
now
some
of
y'all
may
recognize
me
from
Dollar
General
on
Spring
Street
and
some
of
some
of
you,
you
know
I
might
just
be
some
young
chick
you've,
never
seen
before.
F
On
and
off
for
four
years,
I've
lived
in
monroe
and
a
lot
of
special
beauty
lives
here,
the
rest
of
the
time
when
I'm,
not
here
I,
can
usually
be
found
on
the
Pacific
coast,
but
that
I'm
sorry
I
didn't
think
to
open
with
I'm
homeless,
so
that
sort
of
messes
that
must
meet
you
a
little
bit
anyway.
I'm,
not
your
typical
homeless
in
my
place
in
life,
actually
has
very
heavy
spiritual
significance
for
me
and
it's
based
upon
a
lot
of
solid
philosophy.
F
But
that's
my
own
thing
and
it's
not
why
I'm
here
up
here,
I
speak
for
all
the
drugs
up
here,
I
represent
the
best
in
the
worst
of
all
the
different
shapes
variations
and
colors
that
a
bum
can
be.
We
have
something
to
say
to
you:
we
want
to
say
that
we
have
a
right
to
our
lifestyles,
a
right
to
life,
where
we
don't
have
to
slink
around
in
the
shadows,
hiding
from
the
eye
of
the
law
being
legally
considered
criminal
for
asking
him,
and
you
can
spare
a
little
bit
of
change.
F
Could
you
it
takes
courage
to
be
about
and
when
you're
a
criminal
anyway,
you
know
stealing
whoring
and
other
crimes
are
not
the
most
outlandish
ideas.
I
know,
some
of
these
honest
leaves
and
beautiful
hearts
and
I
hurt
for
them.
Now.
As
for
me,
some
of
the
worst
feelings
of
fear,
desperation,
loneliness
and
just
plain
aching
is
homeless.
Individual
have
come
from
police
persecution,
and
you
know
these
feelings
cannon
do
leave
a
person,
vulnerable
and
weak.
F
A
matter
of
personal
pride
for
me
is
my
control
over
my
emotions,
but
if
I
was
different,
I
mean
I,
get
propositioned
daily
and
offered
money
for
my
body.
You
know
some
people
I
guess
they
see
a
young
homeless
female.
Maybe
they
think
they
smell
some
need,
but
all
that
just
isn't
my
thing
but
go
ahead
and
take
a
second
here
with
me
to
hurt
for
all
those
who've,
you
know
ended
up
there
for
hunger
need
and
fear
all
those
who've
suffered
there.
F
Sometimes
it
can
take
more
courage
to
say
no
to
something
you
don't
want
to
do
than
to
say
yes
now
in
this
building
up
the
stairs
and
all
the
way
down
the
hall.
There's
a
room
on
the
left.
The
significant
room
is
the
code
office.
A
police
officer
don't
see
her
audience
anymore.
It
was
actually
ironic
that
she
is
here
at
all,
but
a
police
officer
told
me
that
I
needed
to
get
a
pen
handing
license
if
I'm
not
to
end
up
jailed.
F
So
the
very
next
day
I
went
to
the
code
office
to
apply
for
one.
They
told
me
it's
a
hundred
dollars
for
a
seven-day
license
now
I
see
you're
here
and
you
know,
y'all
y'all
was
in
this
far
and
I've
got
one
thing
to
ask,
and
I
asked
that.
F
Maybe
we
can
change
that
that
too
I
price
tag
on
human
freedom
in
some
cities
in
the
US,
the
same
licenses
a
ten
dollar
a
year
thing,
and
the
point
is
so
that
they
can
talk
to
you
about
services
until
you
when
and
where
and
how
you
can
and
can't
pin
handle.
You
know
we
just
we
want
a
little
bit
of
fairness.
I
mean
I,
wager
something
all
I
think
about
home
and
dinner
right
now
and
I'm
thinking
about
dinner
and
blending
into
crowds
trying
to
be
elusive,
all
not
seeming
so
sketchy.
F
G
Thank
You
mr.
mayor
Oh,
try
and
get
this
done.
We
have
a
application
for
a
conditional-use
at
603
south
excuse
me
South,
Broad
Street.
The
existing
zoning
is
be
to
the
applicant
old
monroe
mills
LLC
request
a
zoning
action
to
allow
private
schools
conditionally
on
the
property.
The
proposed
use
will
not
be
detrimental
to
adjacent
properties
or
the
general
neighborhood.
The
proposed
use
will
not
significantly
adversely
affect
public
health,
safety,
morality
or
welfare.
G
The
proposed
use,
as
designed,
will
minimize
adverse
effects
on
the
surrounding
neighborhood
at
full
standards
in
article
2
and
have
been
met.
The
proposed
use
is
consistent
with
the
comprehensive
plan
conditional
use
is
compatible
with
the
community
development
pattern
for
rezoning
a
rezoning
to
allow
the
requested
use
is
permitted
as
a
permitted
use
would
not
I'm
sorry.
This
sentence
is
not
making
sense
apologize
for
that.
G
That
is
not
actually
applicable.
Members
of
the
proposed
juice
will
not
be
injurious
to
the
natural
environment
or
other
property
in
the
immediate
vicinity
are
unconstitutional
diminished
property
values
within
the
surrounding
neighborhood
off
street
parking
and
loading
and
access
thereto
will
be
adequate.
Public
facilities
and
utilities
are
capable
of
adequately
serving
the
proposed
use,
and
the
use
would
not
lead
to
a
major
negative
change
in
existing
levels
of
public
service
or
fiscal
stability.
G
The
youth
will
not
be
an
extension
of
a
use
which
will
cause
a
damaging
volume
of
Agriculture
commercial,
industrial
or
higher
density
residential
use
into
a
stable
neighborhood
of
well-maintained
single-family
homes,
nor
likely
to
lead
to
decreasing
surrounding
property
values.
Neighborhood
deterioration
spreading
a
blight
or
additional
request
of
a
similar
nature,
which
would
expand
the
problem
which
I
use
as
a
school
wouldn't
even
be
considered
as
a
problem.
The
use
would
not
significantly
increase
congestion,
noise
or
traffic
hazards.
G
Granting
this
request
would
not
have
a
domino
effect
and
that
it
becomes
a
opening
wedge
for
further
rapid
growth,
urbanization
or
other
land
use
changes
beyond
what
is
indicated
in
the
comprehensive
plan,
as
I
said
that
use
requested
as
a
conditioner
use
is
for
a
school
and
don't
believe
that
applicant
is
here.
If
you
have
any
questions
about
that
or
if
you
have
any
about
the
application
I'll
be
glad
to
answer.
A
I
Good
evening
Council
I'm,
dr.
Rita,
Dickinson
I,
think
many
of
you
know
me.
I
have
addressed
this
council
many
times.
I
am
here
to
tell
you
that
I
plan
on
opening
Monroe
Country
Day
School
on
sep
tember
six
this
year
we
have
everything
ready
as
soon
as
the
fire
marshal
approves
and
we'll
be
ready
to
get
out.
I
Everything
moved
in
and
ready
for
students
in
September,
the
Johnston
Institute
was
that
school
was
originally
built
as
the
Johnston
Institute
and
was
a
school,
and
we
will
be
returning
it
back
to
its
original
use,
which
I
think
will
be
a
great
addition
to
Monroe
our
school
system.
Our
public
school
system
has
basically
left
the
town
and
that's.
J
I
G
G
So
it's
basically
some
corrections
to
allow
annual
tent
permits,
a
provision
that
was
apparently
removed
when
we
rewrote
these
and
more
nets
to
correct
some
typos
and
lino
sidewalk
display
provisions
in
the
zoning
ordinance
with
the
same
provisions
in
the
code
of
ordinances
and
to
allow
parity
and
square
footage
of
accessory
structures
for
a
single
story
of
two
story:
homes.
All
of
those
are
delineated
in
the
exhibit
a
attached.
If
you
have
any
questions
about
those
I'll
be
glad
to
answer.
A
A
Hearing
none
closest
barnsley
public
hearing
and
bringing
full
count
before
election.
It's
not
ready
promotion
interrupt
mr.
mayor,
like
I,
just
a
public
hearing
club
tonight,
a
new
visitor
lat,
/
Sheree
US
Secretary
next
one.
Thank
you.
Yes,
sir.
Under
new
biz,
we
have
appointments
two
points
to
the
Planning
Commission
my
vehicles
and
down
power.
I
believe
that
are
going
to
be
reserved.
A
E
L
K
K
L
A
M
Thank
You
mayor
this
is
an
ordinance
to
amend
the
zoning
ordinance
of
the
city,
Monroe
Georgia,
the
mayor,
the
Council
of
City
Road
Georgia,
here
by
our
date
as
follows:
the
zoning
ordinance
of
the
city
Monroe
officially
adopted
jun
10
2015
in
effect
of
july
1
2014,
as
thereafter
amended,
is
here
by
the
minute
by
implementing
the
text.
Amendments
and
changes
outlined
and
identified
in
particular
detail
on
exhibit
a
which
such
exhibit
is
incorporated
herein
by
reference
all
ordinances,
are
parts
of
ordinances
in
conflict
here
with
or
hereby
repealed.
M
K
Yes,
I'll
start,
and
then
you
get
all
of
the
help
from
me
from
the
departments,
but
this
is
presented
as
a
revived
item.
The
one
you're
looking
at
should
supervise
at
the
top.
We
work
on
this
build
is
more
today
to
get
the
dollar
so
straight.
This
moto
g
is
the
council
knew
of
this
crew.
Didn't
let
this
government
laburnum
Hall
County,
supersede
your
previous
action
in
July.
This
is
an
agreement
that
says
the
same
kind
of
things.
It's
the
same
project,
but
the
dollars
are
now
different.
K
The
county
required
us
to
lots
of
the
cost
of
hauling
once
cried
for
ups
to
it,
which
we
have,
but
because
this
little
short
going
to
have
to
ramp
call
in
seventy
dollars
an
hour.
So
this
is
going
to
make
our
budgeted
costs,
which
we
jumped
in
the
last
time
being
about
a
112
for
this,
our
installation
in
138,
and
so
that's
different.
We
thought
you
ought
to
know
that
and
improve
different
agreement.
K
Definitely
one
more
not
too
is
that
an
original
cost
estimating
sometime
back
for
michael
weston
road,
including
it
was
about
69,000
dollar
bills.
The
estimate
for
the
ailment
project
turned
out
to
be
more
than
that
now,
because
the
need
for
deep
packing
it
wasn't
fully
into
stable
for
and
the
length
of
the
rose.
We've
had
some
length
to
the
road
in
your
mind
and
that,
but,
as
a
result,
what
this
blue
is
that
we
fund
this
project.
What
you
recommend
it
here
this
will
take
all
of
your
money
away.
K
This
is
one
of
your
element
problems,
my
lesson
eros
and
Hammond
drop,
so
we'll
take
all
the
money
within
elmi
funding
which
comes
from
the
state
thirty
percent
match,
we'll
have
to
use
all
that
finished
up
like
lettuce
and
road.
However,
we
have
a
at
least
Harrison
and
Hammond
unfunded
bio
me,
but
we
have
a
solution
because,
within
your
slots,
transportation
funds
we've
got
money
there
and
those
projects
there
are
not
destination.
K
K
The
county
changed
its
requirements
for
us
dissipate.
They
upped
our
requirements
that
we
have
to
provide
hauling
assistance
and,
in
some
of
the
measurements
number
of
times
change
the
last
last
July
22
now
so
the
county
notified
exchange
unknown
before
when
Jeremiah
proceed
spoke
to
the
county,
just
wasn't
indicated
but
sort
of
at
the
last
minute.
They
indicated
if
additional
time
and
we
had
kissed
pending
the
sword,
was
unknown
to
us
in
July,
but
became
known
as
caller
weeks
ago,
and
the.
B
E
Correct
if
you
come
out
of
big
angle
to
the
my
questioning,
if
you
go
to
the
right
towards
George
walking,
there
is
a
evident
see
there
right
before
you
get
to
the
school
property.
From
that
point,
in
1,
30
has
been
paved
several
years
back
in
the
PCI
and
unconditionally
is
still
in
really
good
shape
from
there
to
Evans
bridges.
The
sections
can
be
resurfaced.
H
E
E
This
devil
really
really
good
do
those
are
these
numbers
are
really
big
estimates.
They
still
patient
heavy
touch
for
the
visit.
The
deep
action,
as
well
as
the
malevolent
in
this
estimate
verified
account
those
numbers
ago
come
in,
lowers
and
then
what's
presented
here
is
just.
This
is
a
heavy
estimate.
