Description
Description
A
B
Okay,
we
had
36
code
inspections
and
34
permits
in
that
time
period.
Six
new
businesses,
seven
closed
businesses,
which
one
of
those
is
just
a
name
change
so
and
offsets.
Our
piece
was
completed
in
that
time
frame
and
the
city
marshal
patrolled.
The
city
investigated,
tampering
cases
and
wrote.
12
citations
start
preservation,
granted
three
COAS
in
September
and
if
there's
any
questions
about
the
balance
of
the
report,
I'll
be
happy
to
answer.
C
You
have
the
forecourt
before
you,
but
just
want
to
point
out
a
couple
of
key
things.
One
is
that
we
have
wrapped
up
the
Smithsonian
exhibit
it's
been
set
back
the
Smithsonian
and
we
had
over
800
visitors
and
four
local
field
trips
from
schools
come
through,
so
that
was
great
for
our
Monroe
wall
and
Arts
Center
and
the
Visitor
Center
Museum.
Also,
we
did
receive
the
grant
from
the
Georgia
Council
for
the
Arts
five
thousand
dollars
to
repaint
the
mural
that
was
done
by
the
movie
Minnie
in
2011.
C
So
now
we
can
correct
that
or
make
it
into
a
Monroe
representative
mural,
and
you
have
a
rendering
from
the
local
artists
of
what
that
mural
will
be
depending
on
temperature.
We
might
not
get
to
it
till
the
spring.
If
it
gets
too
cold
we're
waiting
to
get,
it
will
have
to
get
a
facade
easement
from
new
owners
to
that
building
and
it's
currently
under
contract.
So
we
may
get
to
it
if
it
doesn't
get
too
cold.
If
not
it'll
happen
in
the
spring,
be
happy
to
answer
any
other
questions.
D
E
You
numbers
for
September,
looked
very
similar
to
last
year,
September
following
budget
and
electric
and
telecom
I'm
interested
y'all
directed
us
to
start
a
pre-flight
plan
and
I've
started
with
my
staff
and
what
we
plan
on
doing
is
going
to
several
different
cities
figuring
out
how
they
decided
on
going,
how
screen
locks
replaced
and
where
they're
at
and
bringing
that
back
to
you
as
a
for
the
plan
to
follow
out
throughout
the
city.
I.
Don't
think,
there's
really
needed
to
do
that,
but
what
we
will
try
to
do
is
wrap
city
at
night.
E
E
We've
got
some
some
other
infrastructure
to
install
in
the
alleyway,
so
the
Wayne
Street
area
will
be
the
first
employee,
and
so
that's
that's.
How
that's
going
it's
going
to
faster
than
expected
staff
did
a
great
job
of
deploying
the
product,
substation
repairs.
We
had
some
issues
in
the
substation
over
the
past
couple
weeks
now,
just
to
let
you
know
me
egg
handles
those
repairs
that
is
part
of
our
monthly
bill.
They
manage
they
own
and
manage
the
substation,
but
we
had
some
intermediate
outages
on
one
of
our
circuits
and
it's
actually.
E
We
did
a
lot
of
testing
out
a
hard
time
finding
it,
but
the
ECG
engineers
put
some
recording
equipment
on
and
they
found
it
within
20
minutes
of
after
we
pulled
that
recording
it's
back
at
the
substation
being
repaired
and
everything's
great
and
the
great
part
about
that
is,
if
MEAC
didn't.
If
we
hadn't
sold
those
substations
to
me,
a
that
would
have
been
a
sixty
or
seventy
thousand
dollar
hit
to
the
city.
Whereas
me
I
just
took
care
for
a
monthly
bill
and
that's
all
I've
got
me.
Okay,
that's.
G
G
General
fund
cash
balance
should
start
rising.
Now
that
we're
collecting
property
taxes
and,
in
general,
the
revenues
and
expenditures
for
all
funds
are
pretty
close
to
the
year-to-date
target
number
at
this
time
and
finally,
I'd
like
to
thank
the
financial
staff
for
all
their
hard
work,
because
we
just
received
the
GFO
a
Kaffir
award
for
our
2016
financial
statements
and
that's
all
I
have.
A
H
Thank
You
mr.
mayor,
during
the
month
we
had
12
fire
here
in
the
City
of
Monroe
we're
an
hundred
and
eighteen
EMS
and
recipe
calls
seven
hazardous,
Commission's,
14
service
calls
to
the
public,
and
then
we
had
51
good
intent,
calls
and
14
false
alarms.
The
only
special
note
is
we
did
shows
to
severe
weather.
Of
course,
I
was
month
with
storms
with
hurricane
that
came
through.
We
actually
ran
two
12
hour
increments,
and
so
that's
why
somewhat
short
we
actually
ran
over
60
calls
in
a
12
hour
period.
During
that
time.
That's
all
I.
I
Okay,
thank
you
very
much.
Leakes
Thank
You
America
September.
We've
responded
to
three
thousand
two
hundred
and
eighty-one
calls
for
service.
We
received
1758
cost
to
them
and
we
handled
five
hundred
Municipal
Court
cases.
Officers
participated
in
597
hours
of
training
and
we
had
55
part
one
crimes
and
124
two
crimes.
We
made
55
adult
arrests
in
three
juvenile
and
we
were
affiliated
with
twelve
different
community
events
and
after
any
questions,
you've
shat.
J
Mayor
our
report
for
September,
our
garbage
and
trash
collection
was
down
I
recycled
way
up
and
that's
doing
mainly
because
of
the
storm
debris
picked
up
over
300.
Third,
one
time
for
September
and
I
do
have
a
final
report
for
our
contribution
to
the
cleanup
we
spent
over
two
hundred
eight
over
two
hundred
eight
man-hours
at
$4,700
equipment
was
spent
over
thirteen
thousand
two
hundred
dollars
and
not
breeding
collection
to
disposal
over
three
hundred.
Ninety
two
point:
thirty,
nine
tons
of
yard
debris
and
I
take
any
questions
into
my
hand.
K
A
E
E
Everything
is
right
when
it
comes
to
that
endeavor,
but
the
concrete
pours
herself
or
doesn't
getting
to
make
our
last
rounds
with
our
ride
away.
Crews
cut
the
right
away,
he's
doing
some
last
tripping
on
some
trees
on
the
right
away,
as
well
as
the
grass
that
crew
will
then
start
the
lake
truck
route.
E
It
follows
the
same
brown,
the
the
residential
truck
Southwest
trucks
really,
but
there's
two
money
wraps
for
two
residential
trash
trucks,
but
there's
only
one
money
route
for
one
leaf
trip,
so
those
two
Monday's
of
those
two
T's
T's
waste
is
32.
The
center
are
combined
and
then
they
start
at
the
top,
the
first
straight
on
that
Bundy
route
and
run
through
the
entire
city
and
then
once
they
get
through
that
the
entire
route.
It
goes
back
to
the
first
rate.
That's
on
that
Monday's
round.
E
January
gets
here
it
takes
a
month
at
some
times
to
get
through
one
week
and
that's
efficient,
but
it
looks
like
we're
getting
to
early
following
some
stuff
now,
so
the
sooner
piles
start
getting
out.
We
got
about
a
couple
more
days,
the
preventative
maintenance
to
do
on
that
truck
before
it
gets
put
out
on
a
straightening
in
a
while,
hopefully
it'll
be
out
and
made
around
the
fill
thanks
Ted
other
than
that
next
month,
I'll
have
prepared
the
2018
lv
lv
project
list.
That's
our
pavement.
E
N
It
mayor
the
monthly
directors
reports
attached
to
the
agenda.
They're
also
want
to
give
you
an
update
on
a
couple
major
projects,
one
being
the
gas
main
installation
on
Dean
Hill
Road
that
started.
We
got
about
twenty
twenty
five
hundred
feet
in
of
gas
pipe.
The
gas
steel
main
replacement
on
Roosevelt
and
East
Marable
has
also
started.
N
We
started
the
water
to
the
transfer
station
today
to
get
Danny
some
fire
protection
out
out
there
for
the
trucks
and
all,
and
then
we
add
our
freak
on
meeting
for
the
cdbg
on
the
31st
of
October
set
the
start
date,
which
is
next
Monday.
The
13th
for
the
water
sewer
and
storm
replacement
on
5th
and
6th
streets
got
any
questions.
I'll
be
more
than
happy
to
answer.
O
L
This
was
a
great
time
to
put
this
out,
because
these
bids
were
extremely
well
written,
very
competitive.
We
had
it
was
a
tough
choice
to
select
the
right
broker,
but
after
going
through,
we
had
a
little
staff
committee
that
that
went
through
each
of
these.
We
spent
half
a
day
going
through
it.
We've
selected
the
msi
benefits
group,
matt
Bidwell
is
here
representing
them.
Should
you
have
any
questions
after
I
conclude
this,
but
the
reason
why
we
did
this
was
I
think
we
can
improve
our
our
benefit
services
to
our
employees.
L
O
F
Q
Thank
You
mayor
this
is
for
approval
of
the
contract
for
the
design
work
for
the
apron
rehabilitation
and
expansion
at
the
airport.
It's
just
the
design
of
it.
The
actual
physical
work
will
take
place
in
fiscal
year.
2019
as
it
follows
the
state
and
with
funding
we
actually
received
an
initial
funding
amount
of
54,000.
Q
We
were
able
to
up
it
to
seventy
four
thousand
two
hundred
and
thirty
dollars
to
get
a
little
bit
more
done
than
what
they
initially
proposed,
and
this
essentially
only
puts
us
on
the
hook
for
about
four
thousand
dollars,
because
it's
a
95
five
still
so
the
rest
of
it
will
come
from
grant
funds.
So
so
we're
asking
for
tonight.
A
Okay
and
made
of
motion
from
the
airport
committee
to
take
this
before
council
to
move
most
of
our
miss
Badcock.
Second,
second
from
mr.
Richardson,
the
committee
hold
that
passes
and
goes
on
the
full
count
thanks.
Sir.
Thank
you
number
three
I
mean
public
works.
We.
L
L
This
is
contingent
upon
G
dot,
approving
all
the
formalities
of
the
contract,
but
by
getting
this
before
you
tonight
to
award
the
bid
to
try
escapes
incorporated
in
the
amount
of
two
million
eighty
three
thousand
three
hundred
fifty
one
dollar
sixty
nine
cents.
This
gets
us
almost
to
that
finish
line,
so
we
can
start
that
construction.
L
L
Our
engineers
kicking,
would
have
gone
through
this
with
us.
They
are
our
construction
management
firm
as
well,
and
we
had
three
fairly
competitive
bids,
but
by
the
time
we
ended
up
going
through
some
of
the
change
orders
and
the
lighting
of
try
escapes
ended
up
being
the
low
bid.
So
we're
asking
for
your
approval
in
that
amount
listed
at
two
million.
Eighty
three
thousand
three,
fifty
one
sixty
nine
to
trot
escapes
to
get
this
project
going.
R
K
A
A
You
utilities,
do
you
have
anything
anything
ma'am,
public
safety,
knowing
every
time
an
economic
development
move
into
items
of
discussion
coming
up
in
the
next
week.
This
week
we
discuss
it
item.
One
is
upcoming
public
hearing
as
a
rezone
annexation,
1050
Good,
Hope
Road
in
1054,
Good,
Hope,
Road.
B
S
Well,
as
patcher
was
saying,
we
were
here
in
September
and
the
matter
was
tabled
at
that
time.
I
did
a
short
presentation
about
the
development
and
since
that
time,
we've
used
the
last
two
months
to
reach
out
to
the
some
of
the
adjoining
property
owners
and
to
talk
to
some
of
you
all
to
get
input
on
the
plan
and
based
on
that,
we've
made
some
revisions
to
the
plan.
I
passed
that
through
the
Patrick,
but
I've
also
got
copies.
That
I'll
hand
out
to
you
and
I'll
keep
talking
while
I'm
going.
S
Probably
comment
that
we
received
and
the
feedback
that
we
heard
was
about
the
density
of
the
project.
The
original
plan
showed
a
density
of
2.7
Lots
per
acre,
and
so
we
looked
at
the
plan
and
we
were
able
to
remove
eight
Lots
so
on
the
sheet
that
I've,
given
you
up,
highlighted
the
changes
that
we've
made
from
the
original,
the
biggest
of
which
is
removing
the
eight
Lots,
which
then
reduces
the
density.
Further
to
two
point:
five:
five
watts
per
acre.
S
We
are
still
asking
for
the
r1,
a
rezone
and
under
r1,
a
you're
allowed
five
lakhs
per
acre
and
so
we're
asking
for
significantly
less
than
that.
We're
willing
to
make
this
density
a
condition
of
the
zoning,
in
addition
to
removing
the
aint
law.
It's
we've
also
added
in
to
show
we
talked
about
the
amenity
areas,
but
we
didn't
show
them
on
the
plan.
So
we've
added
in
where
we're
gonna
put
in
a
playground
and
then
also
the
area
where
we
intend
to
put
the
lighted
and
covered
mail
kiosk.
S
P
And
one
of
my
biggest
concerns
is
the
fact
that
there's
there
48
lights
on
the
front
side
of
the
lake
detention
pond
whatever,
because
they
are
going
to
be
able
to
use
that
as
they
think
now,
as
also
the
detention
retention.
Whatever
say,
you've
still
got
over
70
right
about
75
of
the
Lots
on
the
very
back
side
of
this
development
and
there
again
one
entrance
in
one
entrance
out
and
that's
just
still
a
great
concern
to
me
as
from
a
safety
aspect.
D
B
If
I
could
interject
one
thing
on
the
matter
that
y'all
are
just
discussing
our
own
development
regulations
do
require
us
on
a
county
road
to
get
approval
from
the
county,
which
is
what
I
think
you're
referring
to,
because
you
brought
that
up
to
me
before.
So,
since
we're
not
annexing
the
road,
the
county
will
still
be
a
county
road
and
we
would
before
we
can
issue
a
development
permit
at
all.
We
would
have
to
have
approval
from
the
county
on
the
road
design
and
entrance
they're
there.
B
Regulations
for
this
number
of
Lots
would
require
two
entrances,
except
in
special
circumstances
with
which
they
can
make
administrative
adjustments
to
that
requirement,
but
it
would
be
it
would
be.
A
county-owned
we'd
have
to
at
least
work
with
the
county
to
get
their
approval
on
whatever
design
they
come
up
with.
I
just
wanted
to
make
that
clarification
right.
L
R
This
has
been
looked
at
in
all
Aries
for
the
possibility
of
keeping
the
ark
the
r-1
zone,
in
other
words,
reduce
it.
It's
just
such
a
big
project
on
such
a
small
amount
of
space.
In
my
way,
looking
at
it,
even
though
it
may
square
footage-wise
that
they
need
all
the
requirements
of
whatever
a
hundred
yeah
you
have
it
then
to
130.
Is
that
right?
That's.
S
Correct,
yes,
we
have
looked
at
the
r1
zoning
and
because
of
the
floodplain
and
the
lake,
it
just
didn't
work
from
the
standpoint
of
this.
Is
it's
not
a
nonprofit
right,
so
my
client
needs
to
make
a
profit,
and
these
are
the
amount
of
Lots
our
1a
zoning
is
what's
going
to
be
required
to
make
this
financially
feasible
for
him
to
do
the
development.
S
It's
kind
of
similar
to
some
communities
have
conservation
tight
neighborhoods,
where
they
account
for
having
this
additional
green
space
and
to
do
that
you've
got
to
push
the
Lots
closer
together
and
make
them
no
smaller
I'd.
Like
you
say
we
are,
you
know,
he's
willing
to
commit
to
the
density
that
is
actually
less
than
the
r1
zoning
and
he's
willing
to
commit
to
the
square
footage.
The
1,600
square
foot
homes
that
are
required
into
r1.
B
Well,
I
really
can't,
except
for
to
say
that
they
they
can
develop
it
in
the
county
if
the
county
were
to
approve
the
neighborhood
as
they
designed
it
with
the
same
density
because
they
fail
to
utilize
our
sewer.
If
I'm
not
mistaken
and
Rodney
can
correct
me
if
I'm
wrong,
so
basically
the
only
negative
would
be.
We
would
lose
the
tax
base
of
that
property
if
it
were
to
be
done
in
the
county,
because
it's
gonna
from
what
I
understand
if
they
get
county
approval,
gonna
be
developed
on
way
or
the
other
and.
B
S
The
property
has
to
be
resumed
either
way
we
go,
and
so
you
know
the
benefit
of
being
in
the
city.
Is
you
know
the
utilities
like
say
when
we
Wade
out
well,
you've
got
a
rezone
and
one
or
the
other
we
felt
like
the
city
was
a
better
place
to
be
as
far
as
accommodating
a
development
of
this
size
and
with
these
types
of
homes.
A
If
you
go
and
go
through
with
this
development,
I
think,
if
you
go
through
the
county,
you're
gonna
lose
some
houses
because
they're
only
going
to
give
you
a
hundred,
but
they
will
accept,
probably
about
120
with.
If
you
go
before
and
ask
I
think
they'll
accept
that
just
talking
to
the
county,
would
there
be
a
possibility
of
maybe
losing
ten
more
houses
and
making
your
price
point
come
up
a
little
bit
more.
A
The
biggest
concerns
I
have
and
what
I'm
hearing
is
that
if
your
price
points
a
little
too
low,
it
may
turn
into
a
government
subsidized
or
a
section
eight.
That
is
a
concern.
If
it's
high
enough,
some
of
these
folks
will
not
be
able
to
repurchase
a
house
and
use
it
for
that.
That's
what
I'm
kind
of
pushing
for
is
to
get
the
price
point
up
to
the
199
200
210
thousand
dollar
range:
you
can.
A
A
The
entrance
exit,
of
course,
you'll
have
to
workout
with
with
the
county
through
their
zoning,
but
I
don't
know
if
you'll
get
much
of
a
push
back
with
that
right.
There
and
I
think
that's
the
council's
biggest
concern
this
thing
bills
out
whether
one
entrance
is
a
big
concern,
but
if
it
builds
out
at
a
lower
price
point,
what
are
we
looking
at
five
years
down
the
road
we
we
need
that
higher
price
housing
for
our
folks
to
come,
live
work
and
play
here.
We
don't
need
it
to
turn
into
a
government.
A
A
We
know
y'all
got
developers
gotta,
make
some
money
off
of
it,
I'm
just
I'm,
trying
to
keep
it
in
the
city,
so
it
can
develop
out
the
way
we
want
it
to
develop,
because
that's
that's
right
at
our
doorstep.
We
want
it
inside
the
city,
but
we
want
it
done
right
and
we
got
to
keep
those
neighbors
out
there
happy
because
they're
gonna
be
coming
looking
at
us
five
or
six
years
down
the
road
and
saying
I
told
you
this
is
what
was
going
to
happen.
A
S
I
hear
you-
and
we
are,
you-
know-
we're
pushing
that
200
mark
as
our
average,
but
I'll
explore
with
Joe
and
see
what
we
can
do
about
get
building
the
higher
end
of
the
homes
that
he's
proposed
several
of
them.
The
square
footage
you
know
1904
2,400
square
feet,
so
a
lot
of
the
plans
he
had
already
proposed
to
put
in
here
would
meet
close
to
Dirac
criteria.
A
D
P
F
A
S
F
You,
having
me
I,
am
will
be
the
developer
and
the
Builder
I'm
here
tonight
for
the
workout.
If
any
concerns
you
may
have
on
on
the
housing
or
the
developments,
so
I
listen
to
you
what
you
got
to
say
and
we'll
definitely
talk
about
it,
but
we're
in
Winder.
Right
now
we
are
in
the
200
to
the
to
15
range
for
homes.
F
F
Rework
some
stuff
and
I'm
look
at
the
rec
area,
one
more
time,
we'll
we'll
look
at
pushing
it
back
and
maybe
doing
a
bigger
turnout
for
the
kiosk
to
get
it
back.
There
deeper,
also
side,
I
agree
what
you're
saying
about
that
for
that
we
may
put
a
speed
bump
there
to
kind
of
slow
people
down
to.
Let
them
know
hey
slow
down.
Maybe
we
put
that
into
conditions
we'll
put
on
a
speed
bump
there
for
traffic.
Let's
be
that
we
will
have
a
HOA,
I'm
or
Association,
and
we
will
enforce
also.
F
We're
going
to
I
thought
the
interest
is
on
here.
There
is,
we
got
an
interest
design
up
here.
Also
we're
gonna
be
doing
which
go
ahead.
It's
my
electricity
and
lighting
on
in
also
as
well.
I
can
give
you
a
bigger
blow
up.
This
is
kind
of
small
right
here,
but
I
can
send
you
something
showing
that
we're
not
doing
just
a
snip
of
wood.
We're
going
to
do
a
break
and
final
add
some
style
to
it
to
you
or
something
with
would.
K
F
Called
your
go:
Township
it's
on
highway,
81
right
across
the
street
from
Fort
your
ago.
It's
a
big
set
division.
There's
two
builders
in
there
right
to
you
and
me,
but
I'm
on
the
right-hand
side
called
the
summit
is
where
I'm
at
so
the
product
we
have
is
a
as
a
I
wish.
You'd
go
look
at
it!
It's
just
really
nice
product
and
I
think
it
would
be
a
good
product
for
over
here.
Also,
we
I
can
say
we
start
in
2016
October,
with
64
lots
we're
down
to
three
now
over.
There's
that
value.
F
A
P
F
L
A
Authority
he
pink
the
housing
authority
laying
hill
by
Lynn
Hill
once
wants
to
come
back
so
we'll
have
that
appointment.
Coming
up
have
an
application
for
beer
and
wine
package
sells
at
the
Valero
food
mark
also
have
another
application
for
beer
and
wine
pairing
cells
that
mr.
quick
and
then
we'll
have
a
resolution
for
the
airport,
identify
our
change
and
I
think
they're
changing
our
number
of
the
airport.
What.
L
Q
L
A
D
L
Not
normally
not
how
it
works,
I
called
the
county
as
well.
What
they
said
was
the
hundred
home
rules
in
their
books
for
the
right
ingress/egress.
However,
they
could
grant
a
variance
which
is
fairly
commonly
done
depending
on
where
the
location
of
the
neighborhood
is
so
paring
down
the
houses.
A
few
more
may
allow
them
to
sign
off
on
that,
but
at
this
point
just
it's
never
been
in
that
process
to
bring
it
to.
P
B
Another
reason
why
they're
not
involved
at
this
point
is
because
the
function
or
the
activity
that
we're
doing
right
now
is
just
simply
the
annexation
and
the
reason
there
hasn't
been
any
engineering
of
that
road
or
anything
like
that
that
they
could
actually
review.
At
this
point,
it's
all
conceptual
and
design,
and
really
all
all
were
are
considering
with
the
zoning
action
right
now
is
actually
moving
the
land
into
the
city
and
giving
it
a
zoning
designation
in
the
development
regulations
in
the
development
process.
That's
when
that
kicks
in
and
all
those
reviews
take
place.
B
So
it's
really
just
a
land
and
zoning
issue
at
this
point,
not
a
development
issue,
even
though
we
do
have
concern
with
with
the
quality
of
dwell.
We
want
the
best
we
can
have,
but
right
now,
annexation
and
rezone
is
just
simply
that
part
that
we're
we're
actually
doing
right
now.
That's
why
the
county's
not
involved
at
this
point,
there's
no
there's
no
design
to
review
yet
I'm.
B
B
You
can
you
can
condition
the
rezone
with
any
conditions
you
like
aesthetic
controls,
design
criteria,
whatever
concerns
you
have
and
they're
willing
to
agree
to,
and
those
can
be
the
condition
of
the
reason,
but
the
actual
development
won't
be
reviewed
until
we
have
plans
that
are
engineered
in
design.
So
it
can
compare
up
to
our
regulations.
A
Okay,
not
we
need
to
entertain
a
motion
we
need.
We
have
a
need
for
an
executive
session,
so
we
need
to
entertain
a
motion
to
adjourn
into
executive
session,
so
no
Russian
bombers
below
sack
second
by
mr.
Richardson,
all
in
favor
can
you
pose
okay,
like
a
couple
in
the
break
room
to
adjourn
into
executive
session.
